First of all auctions are not the
answer for an home buyers.. 11terc:
arc usually onl y certain lypc:s of
pro~rties sold at auction, so your
cho1cn would be limited to .those
types or propenies.. The most com-
mon type is foreclosed properties
held by banks or government qcn-
cics. Auctions are frequently used to

about tbt property and the 1ypc of
auction that it's goina to be.
Tbcrc are two types of auctions. In
absolute auctions there is no mini-
mum bid and the property aoes to
the hi&hest bidder, no matttr how
low the final price is. In a reserve
auction a minimum price is set and
the Idler has •s hours to decide
whether or not to 1ccept the final
bid. Clearly, )'OU have a txner
chance of sctung a barpin at an
absolute auction.

Another type of property. es-
pecially here 1n Southern California.
is builders· excess inventory.
Builders will finish a dcvC"lopmcnt
and sell most of the homes, but still
have some left. Rather than take the
time 10 sell them individually. they
will hold an auction so they can sell
them all at onct and move on to the
OC'XI project.
Auctions arc also used for unique
propcn.ic-s that are highly desirable
and difficult to pnce. You won'1 get
a baipin in this 1ype of aucuon,
because there will ~rob.ably ht sev-
eral buyers rompc:t1ng for the same
prope11y.
If you do decide that )ou'd hke to

watch the newspapers for adven1st-

much )'OU will have to ~y when
your bid is accepted. Typically you
must have a C'CMified check for 5

Public deserves
an explanation of
S 1 30,000 blunder
H untington Beach City School District Trustees made
a S 130,000 mistake last week. but they don•t have
to shoulder the burden of their blunder. That
obligation "'111 be passed onto taxpayers and the S.500
students who atte'nd the district's eight schools.
Trustees will probably be spared from some of the
anger generated b) their decision to buy out Superintendent
Diana Peters' four-year contract. Peters was not popular
with teachers and man} parents. and they arc happy to sec
her go. But that's not the point.
Last October. a majorit) of the trustees voted to extend
Peters' contract for four years. the longest period allowed
by state law. Rohen Mann "'as the only trustee to vote
against the extension. He argued that it was unwise to
extend her contract for such a long period. Time has proven
that argument right.
No one 1s sure what prompted the falling o ut between
Peters and the trustees in the few months after they granted
her a lon3-term contract extension. All of the discussions
were conducted during closed-door meetings. and everyone
has agreed to not discuss the matter. That leaves many
unanswered questions and only one hard reality for the
distnct. wh ich 1s alread} strapped for funds.
That reaht) 1s the mone) to pa) for three years of
Peters' salar} will ha'e to be made up somewhere in the
distnct's budget. Teachers sa} the mone) will come from
the accounts used to bu>, matenals. Books. pencils. paper
etc. That's repugnant \\. h) should schoolchildren have to
pa) for a mistake the trustees made?
Peters says she's proud of the accomplishments made
b) the d1stnct dunng her tenure. Trustees are also probabl)
sausfied that they ha\C' settled a personnel problem and can
go to -work on bigger and better things. Both are COITCC't. but
the accomphshments of the past and smoothing out the
road to the future doesn't nl'gate respons1b1hty for the extra
burden trustees dumped on the d1stncts' pupils and tax-
pa)ers.
We think those taxpa)ers and parents of the Hunt·
mgton Beach C 1t} School D1stnct desen e some explanation
of the trustees· S 130.000 blunder.

At this point in time. most people ar aware that the Ford
Motor Co. has purchased Jaguar Cars for an astonishing
sum of $2.5 billion. Now that Ford has made Its move, what
do they plan to do wth the English marque?
According to Biii Hayden, the new chairman and Chief
executive of Jaguar who replaces Sir John Egan fotlowtng his
voluntary resignation, there are many of Ford·s production
methods. labor practlc1es and model prollferat1on tactQ
that can be applied to Jaguar. Hayden 1s secure In his datma
as he was formally the manufacturing group vice president
for Ford of Europe.
With Hayden's help. Ford has become the second most
efficient auto manufacuter 1n Europe. and Ford's bulk-buying
and parts commonality between the two companies should
aid cooperation between Jaguar and its suppliers. Hayden
is hoping that Ford's connections wall h~p to reduce
Jaguars supply bill by $160 million each year. Hayden also
made at abundantly clear that Jaguar would remaJn an
English company with a commitment to craftsmanship.
The question remains, though, t\ow Ford's flnancial
contributions will affect future Jaguars. The infusion of ca.sh
is said to be earmarked for offering a larger selection of
Jaguars in the near future.
Starting with an "executive" class sedan that would
complete with the Mercedes-Benz 300E and BMW 5-Series,
Jaguar would then take the current XJ-6 further up-market
and ofer a V-12 for their big sedan. The elegant XJ-S would
be modernized but continue as a luxury GT. and a high
performance machine called the F-Type would be the
companies· all-out sports car
This would gave well-f1nanc1ed drivers the ctlolce of four
separate Jaguar lines to choose from instead of the curent
two (XJ-6 sedan and XJ-S coupe and convertible) With the
greater ava1lab1hty of models. Hayden is projecting a sales
increase from the current 50.000 units per year to 75,000 In
1995 and thne to 200.000 Jaguars annually past the year
2000 This 1s an ambitious project to beautify the roadways
o f the planet
At Newport Imports. Jaguar sales manager Scotty
McBean voiced approval and support for the ma1or changes
at the English company.
· Jaguar has come a long way in the last two years, but
with the added funds from Ford, they should make even
greater progress In the future." he said
As far as choices among current Jaguar cars. the
models pose no confusion for the buyer. and the soldidly
defined market assures that shoppers are aware of the cars
when they come In."
McBean went on to say that the XJ-6 and XJ-S continue
to sell strongly, but that offering two additional models In the
future would offer Jaguars to a wider variety of buyers.
"Change is a good thing, and we are opt1m1st1c about the
developments" said McBean.
Recently. Transportation Secretary Sam Skinner and
police officers from around the states gathered In Chicago
to get to the bottom of safety issues on the nation'• roads.
Called a ·safety summit," the pohce and transportation
secretary looked at ways to bring down the dangera of auto
and truck travel
The opinion at the meeting was that there wu too much
time. efort and money being spent on the control of
speeders, when the real need was to start concentrating on
drunk and drugged drivers. The officers concluded that there
would be less danger on the nation's highwaya If police were
able to focus on alcohol and drug-Impaired drlvera, u they
pose a far greater safety risk.
The problem la that when Congress ralMd the natk>nal
apeed limit In eome areas to 65 mph, It felted to revetM the
r.qutrement that 50 percent of the atate'a drlvera mutt
maintain the limit on 55 mph roada to keep federal highway

tpendlng far too much time and money trying to keep drtvwa
In compliance wtth the federal gutdeHnea.
Skinner htmMlf admitted that enforotng the 55-mph llmtt
