That message has got to get back to Washington. or we could sec our quaJity of life being seriously eroded. This week a measure that could significantly Increase the noise pollution we have to deaJ with. will continue sneaking its way throuJh the governmental process. The proposed National Aviation Noise Policy passed through a Senate committee last week. when it was tacked on to that group's budget reconciliation package. It could end up riding on the coattails of the overall federal budget. gaining approval with little or no direct debate. On the face of it. the measure is hard to oppose. It will be a blessing to many areas of the country. where noise problems have been ignored by local lawmakers. It will. however. force Orange County and its John Wayne Airport several steps backward in the effort to Jet the excessive noise produced by modem airliners and airports under control. Local. county and airport officials here have been working on the noise problem for some time. They had the courage. while airport noise was being ignored in many other areas of the country. to establish the most stringent noise regulations in the country. These rules far exceed the caps established in the noise policy now twisting toward approval. If it is passed. we lose , while others win. Federal law will supersede our tougher regulations and past work on the issue will be for naught. We have to make sure that someone hears about our conce rns before it is too late. Howe ver. we need to make sure we are behind that effort. because in th e heat of the budget battle the issue could be forgotten.
