Attached to each letter, Lenney said, was a quarter to be added to the fund. City Manager Kenneth Frank laid that never in his 17 years at hi s post bas he seen a smgle issue mobilize residents as the canyon bas. "I don't think anything the city bas dealt with has had such wide support as this. Almost nobody wants to see the canyon de- veloped." It's that support that members of the Laauna Canyon Advisory Group hope will push a bond proposal over the top with city voters. Measure H, a tall designed to raise up to $20 million toward the canyon purchase, needs the support of two-thirds of city voters to be approved. But the fact that Measure H found iu way onto this city's ballot is testimony to the canyon's im · ponance here. There have been no tax -increase proposals on a city ballot here in recent memory. And city purse strinp arc pulled so tight that the firefighters' association, which maintains iu members arc the low- est paid firefighters in the county, negotiated for six months before reaching a contract agreement with city management. But Frank points out that canyon money would not be divened from the city's general fund -the pool of money used to pay for such things as salaries and street 1m· provements. group's point of view may be quiet- er than those clamoring to save tbe canyon, but they arc out there in great numbers. If the measure is defeated, as Hefti predicts, even the most fer- vent backers of the save the canyon movement concede, the purchase plan likely will be doomed. If Measure H does find favor with voters next month. the battle is only half over. The deal struck between the Irvine Co. and the Laguna Laurel Advisory Group outlines a five- year payment plan. With each pay- ment. Laguna Beach owns another chunk of the coveted land. Once a payment is made, the Irvine Co. cannot reclaim the land. but it can retain parcels the city is unable to pay for. The first payment. of $33 million. is due to the Irvine Co. by June 30, 1991. That pa yment will buy for Laguna Beach much of the most sensitive land, located west of Laguna Canyon Road. Some of the parcel was earmarked by the de- veloper as the site of shops. com- mercial buildings and a golf course. But several thousand acres were to be set aside as open space un'der the developer's plan. Frank and Freeman agree that with the bond's passage. that first payment should be manageable. The county hu pledged a gift of $2 million, each year for five years. and the city can borrow SS million from a fund collected from parking meters. In addition, the city can kick in $4 million from a fund it has to buy open space.
