I t was like slow motion to K.athenne Bell... Corky Miles.
Bloodied and barely breathing. His head in her hands. His fate in
his hands as well. And, if she wanted, it could all end here. All she
had to do was release his large, bulky body into the waiting water .
Skip Simpson looked at her. "You have my word," he
repeated. "Do it! Just do it. I won't say anything." ~
Katherine cursed sofily. "No .way. I'm not going to let someone
die. not even Corky Mites ... Come on, give me hand."
Together they hoisted Miles out of the water, his drenched
Hawaiin shirt biJlowing in the water like a sail. A hair piece.
carefully placed on t~e crown on his head, had slipped over his
right oar liJce a dead. wet rodent. He gurgled and spit water before
either K.a1herine or Skip had a chance to compare notes to see if
either of th em knew CPR. Neither did.

Today the final member of the So-called Keating 5 will
stand before the historic Senate EthiC$ Committee hearing,
to malce another passionate denial that he violated any laws
or rules in dealings with "S&L kingpin" Charles Keating.
Watching the Friday hearings. one had to be struck by
the way the first four senators -including California's Alan
Cranston -appeared shocked that their actions were even
called into question.
Afterall. Cranston claimed, "if you decide that it's
improper to take a lawful and proper action ... in behalf of
someone who has contributed legally and properly, then
every senator ... had better run for cover."
l>erhaps that is so. but Sen. Cranston has to remember
that the words he used -legal and proper -aren't
synonymous. Just because somettring rs legal, doesn't mean
it is proper. ·
If the committee's special counsel, Roben S. Bennett. is
able to prove the rather damning charges he made in his
opening statements. only Cranston and today's featured
senator, Dennis OcConcim. have anything really to fear
from the proceedings.
In Cranston's case, Keating reponedJy donated about
$900,000 to different groups the California senator was
associated with. Some of that money -about $85.000 -
went to a 1986 voter registration drive that was cntical to
the California senator's re-electton and another S39.000 went
directly to the campaign itsel(
Shonly after each of Keating's gifts. Cranston was called
upon for a favor. generally to intercede in behalf of Irvine-
based Lincoln S&L.
In some cases. Cranston even went so far as to have his
chief fund-raiser sit in on meetings, when Keating would
make his requests.
Cranston admits that he was panicularly virulent in his
effons to get regulators .. off Lincoln's back".
Perhaps that is business as usual in Washington.
Perhaps Cranston's actions don't violate Senate rules. Per-
haps ttiey were legal. But. were they proper?
We hope that most public servants hold thernsclves to
a higher ethical code than si'mply "is it legal?".
We realize the JOb of representing the people. and
getting re-elected. 1s a difficult o ne. especially under our
present system. Today. most elected officials no sooner get
one election out of the way than they have to stan planning
and raising money for 1he noxt one.
And. we admit that human nature makes it difficult to
tum down a request for a favor -say something innocent
like a couple of phone calls or attendance at a meeting -
made b)' someo ne who has JUSt d onated a large sum of
money to your campaign.
Perhaps most congressmen are incapable of deciding
when their actions for a contributor are ethical and fair or
when they constttute simple sale of access or clout.
Surprisingly there arc few written guidelines to help
them. The closest thing.seems to be a former senator's book.
son of 'Miss Manners" for congressmen.
If a nything comes o ut of these hearings. we hope tt is
a list o f clearly drawn rules for proper behavior congressional
behavior.
It is obvious that leaving those choices to the con-
gressional conscience isn't working.
