ELECTION OF OFFICERS The City Arts Commission shall nominate and elect Commissioners to serve as Chair, Vice Chair, and Secretary for FY 2018/2019. In response to Commissioner Divine's request, Library Services Director Hetherton explained the process for election of officers. Commissioner Glabman nominated Vice Chair Greer. In reply to Commissioner Divine's queries, Vice Chair Greer advised that she has served as Chair for ten months and as Vice Chair for two years during her seven-year tenure on the City Arts Commission. Commissioner Divine stated in a democratic process each Commissioner should serve at least one year as Chair. When voting, Commissioners should consider the fact that one Commissioner serving more than one year as Chair means one or two other Commissioners probably will not have an opportunity to serve as Chair. Newport Beach City Arts Commission Regular Meeting Minutes July 12, 2018 Page 2 2 Commissioner Glabman commented that it is not necessarily a Commissioner's role to serve as Chair, whether the Commissioner serves four or eight years on the City Arts Commission. Consent Calendar Items 2. Financial Report - Review of financial information. Library Services Manager Natalie Basmaciyan reported the finances for fiscal year 2018 and 2019 are in good shape. In reply to Commissioners' inquiries, Library Services Director Hetherton explained that the 2018 budget contains sufficient funding to pay the remaining expenses for the Art Exhibition. The fiscal year 2019 budget allocates funding for Cultural Arts Grants, programming, and the Sculpture Exhibition in Civic Center Park. The City's fiscal year begins July 1. The financial report for June 2018 shows balances of $25,740 in programming, which will pay the expenses for the Art Exhibition and the June Concert on the Green; $7,191 in professional services, which will pay for contract services; $0 in Cultural Arts Grants; and $16,503 in Sculpture Garden. A more complete report will be available for the next meeting. The Sculpture Exhibition, programming, Cultural Arts Grants, professional services, office supplies, and insurance are fully funded for fiscal year 2019. The amount of funds received from Art Exhibition registrations will be available for the August meeting. Professor Kidde will be paid an honorarium. The budget is not negotiable as it has been approved. 3. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Manager Basmaciyan advised that a Concert on the Green is scheduled for July 15. The Art Exhibition was well attended with 135 artists exhibiting 250 works of art. Bridges by Diana Blaisure is on display at Central Library. Jim Mosher suggested the financial report include the extension number so that Commissioners can compare the financial report with the budget, which is online. The City budget for fiscal year 2019 includes $60,500 for programming, $37,376 for professional services, and $100,000 for professional services arts. In reply to Commissioner Divine's question, Mr. Mosher understood budget amounts were proposed by staff. Chair Greer advised that the City Council allocated the City Arts Commission the same amount of funds in fiscal year 2019 as in fiscal year 2018. Library Services Director Hetherton added that he would review the specific amounts allocated for each category. Motion made by Commissioner Divine, seconded by Vice Chair Bendetti, and carried (6-0-0-1) to approve the Consent Calendar. AYES: Greer, Bendetti, Divine, Glabman, Kaufman, Little NOES: None ABSTENTIONS: None ABSENT: Baker Newport Beach City Arts Commission Regular Meeting Minutes July 12, 2018 Page 4 4 VII. CURRENT BUSINESS A. Items for Review and Possible Action 4. Ad Hoc Subcommittee Appointments – The Chair will appoint Ad Hoc Subcommittees of one or more members for such specific purposes as the business of the Commission may require from time to time. Chair Greer announced that the item is continued so that staff can arrange a retreat wherein Commissioners will learn about the responsibilities and roles of ad hoc subcommittees. 5. Phase IV of the Sculpture in Civic Center Park Exhibition – Staff will update the City Arts Commission on Phase IV of the Sculpture Exhibition in Civic Center Park. Library Services Manager Basmaciyan reported she met with Rick Stein of Arts Orange County (Arts OC) to review the timeline and budget for the next phase of the installation. Requests for proposals should be received in September with installations to occur between February and March. Mr. Stein is making contingency plans for installations as February and March are part of the rainy season. Jim Mosher noted the staff report regarding Phase IV planning does not include public input into selection of the sculptures. The likelihood of the City Council supporting Phase IV is questionable without public input. Allocation of funding in the budget does not equate to Council approval of a project. Mr. Mosher related the history of funding and approvals for the Sculpture Garden. In answer to Commissioner Divine's query, Library Services Director Hetherton reported public input will be included in Phase IV. The Council will have to approve the contract with a vendor for project management. He understood funds were allocated to the City Arts Commission for the Sculpture Exhibition even though it was not labeled as such in the City budget. Sculpture Garden funding may be an issue of nomenclature. The City Council can establish guidelines for each phase and has to approve each phase. Commissioner Divine appreciated the inclusion of public engagement and looked forward to hearing staff's discoveries regarding funding. B. Monthly Reports 6. Monthly Reports for FY2017-18 Activity – Update of cultural arts activity by FY 2017-18 ad hoc subcommittee chairs. Vice Chair Bendetti reported the first Concert on the Green likely had the largest attendance to date. The second Concert on the Green, Springsteen Experience, is scheduled for July 15. Response to Concerts has been overwhelmingly positive. Susan Cramer requested the consumption of alcohol at Concerts on the Green be controlled. Newport Beach City Arts Commission Regular Meeting Minutes July 12, 2018 Page 5 5 Commissioner Glabman reported the Concert in Peninsula Park Ad Hoc Subcommittee will meet soon. The Newport Beach City Arts Commission presents an exhibition of monochrome prints by photographer Diana Blaisure. Bridges also functions as a metaphor: linking analog and digital as the artist combines scanned watercolor mono-prints with digital photography. Integrating abstract forms and color of a mono-print with the solid form and composition of a bridge is the initial step. The process has allowed her to look at bridges with new eyes. DISCUSSION: Since 2014, the Newport Beach Art Exhibition has been held in June in the Civic Center Community Room. A date in the middle part of June works well for the public (school is still in session and residents are still in town before vacations) and serves as an appropriate kickoff event for the summer. In order to maintain continuity and encourage good attendance numbers, the Newport Beach Art Exhibition Ad Hoc Subcommittee recommends June 15, 2019 as the date for the 55th Annual Newport Beach Art Exhibition. TO Newport Beach City Arts Commission FROM: Library Services Department Natalie Basmaciyan, Library Services Manager 949-717-3819, nbasmaciyan@newportbeachca.gov PREPARED BY: Natalie Basmaciyan TITLE: Exhibition of Art at Green on the Green Expo RECOMMENDATION: Staff recommends that the City Arts Commission approve funding for a temporary exhibition of art at the Green on the Green Expo. FUNDING REQUIREMENT: Funding to reproduce the art will not exceed $1,500.00. The funds for this project can be expensed from the Cultural Arts programming budget, 01060603-841004. DISCUSSION: On September 8, 2018, the Newport Beach Chamber of Commerce is holding its annual Green on the Green ECO EXPO on the Civic Green in conjunction with the Fire Department CERT Expo. The exposition enables local businesses and organizations to highlight "Green" practices, innovation, and products. The exposition features over 35 organizations, including Southern California Edison, The Gas Company, Newport Bay Conservancy, City of Newport Beach Utilities Department, Orange Coast River Park and Rainbow Environmental Services. The Chamber of Commerce will also present an exhibition of paintings that show the effects of plastic on the ocean environment. The paintings will be reproductions of works from Bow Seat Ocean Awareness Program (https://bowseat.org/gallery/?gallery-type=art). In 2011, Bow Seat founder Linda Cabot and her daughters embarked on a journey to film a documentary—From the Bow Seat—about environmental issues affecting the Gulf of Maine. The act of making a film and creating artwork engaged and empowered them in a way that articles, textbooks, and lectures alone could not. Harnessing the power of the arts to educate, inspire, and activate younger generations, Bow Seat Ocean Awareness Programs is committed to spreading a global message of care. Bow Seat Ocean Awareness Programs provides an innovative space for teens to connect, create, and communicate for our ocean. Working at the intersection of ocean science and arts education, their award-winning programming emphasizes creative thinking and making in exploring the natural world. The Chamber of Commerce has requested that the City Arts Commission collaborate with them to fund the reproduction of 30 art works for display. The cost of reproducing the art is estimated $1,500.00. Pending Arts Commission approval, these funds can be expensed from the Programming budget.
