The 8-ycar-old bird was flying toward Meinschein's 24th Street apartment around 3 p.m. on March 6 when "this h:iwk came out of nowhere" and began chasing the small Jory, Meinschcin said. A tire c o rrectly inflned at 70 degr~es could be as much as five pounds under-inflated at 20 degrees. Tires should be checke~ Q(\en~and only when they are ·~cold'\ preferably before the car is driVen in th~ morning or driven le.ss than one mile. Tires expand once thev heat up, making the air pres ure reading iruaccurate. Under-inflated tires cause more tre~d than necess~ to come into contact with the road. This affects vehicle co ntrol. Euphemistic language is something mos1 of us resort to at some time to make what is unpleas11n1, unpopular or offensive seem somehow less unpleas:inl, less unpopul:lr or ------less offensive. Conservative Friln~ly, I enjoy P liti. spotting 0 CS euphemistic words :ind phrases in conversation - particularly political conversation -and engage in it myself o n occasion. Last week, a brand new political euphemism was indexed in the congressional lexicon by a· top official in the office of the sergeant or arms of the US House of Representatives. The nasty, negative term "bad check" has b~en replaced by the much more rcspccrnble phrase "advance on salary." It was devised to disguise the persistent tendency of many members of Congress to write checks for amounts exceeding their bank balances. . For most of us, such checks are "bounced," that is, returned to the person to whom the check wns written with the notation "Returned. Insufficient funds." Jn addition to the considerable einbarrassment attached to having a check bounce, a financial penalty is generally. applied. Dut \\hen members of Congress \\rite bad checks, their banker considers it "an advance on salaft," pa)S the check, and s:iys nothing. OK. l'll grant a little leniency. Members of Congress arc busy people, preoccupied with weighty m:ittcrs oCst:ite. Out 8,331 bad cks in one 12-month period? Giv e a break! That's an aver e of 19 per membe r! Some law akers wrote rubber checks totaling more than $1 00,000. The General Accounting Office said • 134 members alone accounted for 581 bad checks with face values of Sl,000 or more. The fact is, the congressional banking scandal has little to do with bounced checks. After all, the checks were not bounced. They were "kited." According to my dictionary, a kited check is "a bad check or similar fictitious or worthless financial instrument used to raise money or maint'4!in credit temporarily." In short, they spent m-oncy that wasn't there and worried about it later. So what else is new? That is what Congress has been doing with our money for years. Deficit spent.ling is in their blood. T he federal deficit is currently ho,cring :u S400 billion for the year. That's more t han ·st billion a day, $42 million an hour, or S700,000 a minute. Simply put, every second of every day, the federal government spends $12,000 it doesn't have. H you cam a modest $36,000 a year, )OU "ill work for four months to pay for o nly one second of federal government deficit spending. In some ways, the check kiting scandal isn'1 such a big deal. After aH, the House b:ink operated for the convenience or members of th~ House or Representatives and congressional records contain evidence of 1Pember overdrafts as far back as 1830. JC we arc honest with ourselves, most of us will :idmit having slipped up at least once and writing a bad check. and most comme rcial banks make overdraft protection available to ordinary customers like you and me. Besides, only a few members . of Congress have been fingered as nbusing the privileges informally extended to them by the House bank.
