A public infonnation meeting is scheduled for April 2. By Russ Loar ~Wlllf NEWPORT BEACH -Friends and long-time protectors of the Upper New- port Bay are heartened that the U .S. ~ Corps of Engineers has turned its attention to preservation of the 741-atte wildlife area. But local environmentalists also hope that along with a high-profile public meeting scheduled for 7:30 p.m. April 2 at Newport Beach City Hall, will come meaningful solutions. . Ocaring silt, sediment and debris from the Upper Newport Bay is one thing. but preventing the runoff of those materials -from an area that has grown to ap- proximately one-third of all Orange County -is another. "Whether it's debris or silt or toxics from agricultural areas, these are aJI t.hrcats to the bay," said Jack Skinner, consultant to the Harbor Quality Com- mittee. "After storms like we've had this year, it's virtually a raging river of mud brought down those channels intq the bay." If sediment and other materials from the San Diego Creek cut off water circu- lation in the bay, fish could die and nest- ing areas for endangered birds could dis- appear, according to environmentalists. The U.S. Anny Corps of Engineers will hold a public information meeting in City Council chambers Thursday night to provide an update on what is called a "reconnaissance study." The study in- cludes plans to create a 250-foot wide, 15-foot deep channel. Frank Robinson, founder of Friends of Newport Bay who has Y.Orked to protect the Upper Newport Bay with his wtfe Frances for the last 29 )Cars. said cre- ation of the channel might do more harm than good. "If they're talking about a 250..foot wide channel going for about 4 ,000 feet, they're going to get into some very deli- cate habitat," Robin.-.on said "'That's a very important part of whether that whole thing should be deep-dredged or See BAY,._Plll Gionis loses bid to block second trial ~ Doctor back in court next week on charges he plotted ex-wife Aissa Wayne's attack. Because it is still the implicit assumption -----· in our society that only women face the choice between nurturing and prof cssional development. Jn truth, no human being who has a child, who secs that child being born, and holds it in its first moments of life is ever psychologically separate from that child again. An argument could be made, therefore, that any social system that demands long separations of parent from child -as in working 12 hours a day at .some high powered job -is unnatural. 1 have to kiss my little girl good-bye early in the morning, and watch her little blond head blend into the multitude at John Muir School. There are some people who make better executives than nurturers; ~me who handle the macroeconomics of family life than the microeconomics. I realize that full-time nurturing is hard. But I do not agree with Eagle Forum's underlying mantra, ''all mommies must stay home all mommies must stay home all mommies must stay hoooooooome." Interview with Phyllis Schlafly and others in th:u org:mization have demonstrated to me that their po ition is based on the paternalistic view that women's horizons arc limited by biology, whereas men's are not. ALTiiOFF Costa Mesa The Democrats'· secret weapon By attacking Bush, Pat Buchanan may play into Clinton 's hands Y ou have to love Pat Buchanan, especially if approval rating continues to . you're a Democrat. He's a witty, knowledgeable and pugnacious straight-shooter with the courage to reveal that the Emperor (aka George Bush) has no clothes. Buchanan is shaking.up the Washington establishment and the Republican Pany by putting some thunder Crom the right back into the Republican presidential nomination. Moreover, he's the best thing to happen to the Democratic plummet, now at only 39 percent, nn~chanan sta · he race muc onger, Bush's chances for re-election could be severely damaged. First, instead of spending time bashing the B uchanan won't win the nomination, but he can provide a lot of good ammunition for_ the Democrats to use against Bush . MIFll Petrm Liberal Politics Party since Republican Teddy Roosevelt ran against Republican incumbent Howard Taft. in 19~. Roose\elt's challenge helped Woodrow Wilson win the presidency. Let me explain. Rest assured, Pat Buchanan will not play Teddy Roosevelt to Bush's Taft in November of 1992. Buchanan's running for the Republican nomination and unlike Teddy Roosevelt or John Anderson is not going to step outside the Republican Party to run as a thi rd party candidate. Buchanan's fight is fo r the soul of the Republican Party, not its dissolution. Nc,ertheless, 1f Bush's Democrats over the coming weeks, while the Democrats are bashing themselves (what else is new?), Bush will be f orccd to take on Buchanan and the right wing of the party. Not a pretty picture for a Republican loyalist. Second, by forcing Bush to th e right, Buchanan's campaign may drive moderate Republicans and Reagan-Democrats to the Democratic Party and Republicnn-look-alike Bill Clinton. The party Ronald Reagan built and solidified during the ·sos could begin 10 crumble brick by brick as a consequence. Bush is still the favorite to \\in re-election, recession notwithstanding. But, }OU have to envy the fun Democrats "ill have after their convention using Buchanan's campaign ads to taunt the president. Buchanan "on't win the nomination, but he can provide a lot of good ammunition for the Democrats to use against Bush in the general election. Bush's 1980 claim that 'He restoreth my soult Rcagan-omics was "voodoo economics" will pale in comparison to what Buchanan will give the Democrats in free advertising. N ow that the Democrats appear to be settling on a single candidate, uncharacteristically early, they will be in the enviable position of watching Buchanan exorcise the Republican Party. Buchanan's candidacy couldn't have happened at a worse time for Republicans or at a better time for Democrats. (Of course. ne,er discount the propensity of Democrats to snatch defeat from the Jaws of victory during a presidential election.) More important for Californians, the "Buchanan-factor" could have a significant impact on House and Senate elections in '92, especially in California where two Senate scats are up for grabs. There's still no well-worked-out legistition. But much more developed should be the servicing of foreign investments in Russia." By Tony Cox Busillss E<llDr COST A MESA -While even be wouldn't pretend that doing business in Russia is an easy venture, the mayor of Moscow delivered some advice and some encouraging news when he came to town last week 10 speak 10 local business leaders. "Contemporary business has a huge infrutrucnue -banks, insurance compaaiea, transportation companies - and noae of this infrastructure bas been created in Russia," Popov said. To date, Popov said, businesses and the government in the United States haven't done enough to take advantage of opportunities in Russia. He said that while there arc onJy five or six large U.S. projects in Russia, relatively smaU Austria has 30 major ventures. "I think it's time co start business in Russia," said Mayor Gavriil K. That's why I believe tf\at it's possible and Popov, who was brought here to speak to members of the Orange County Industrial League, said he believes the U.S. government should help Russian officials in establishing such an Popov said, too, that the governments can work together to accomplish common goals, such as conversion of military industries. Popov said. "But business is based on risk, and only risk can create profit." GIONIS: Second trial set to begin next week From A1 didn't make anything up. Every- thing we ha"e came from the mouth of Evans himself . . . A huge amount of work was basically ignored." Millard is expected Friday to determine "'hether Evans and his colleagues can be subpoenaed to tes11fy for the defense. "The testimony we seek will show there have been unholy alli- ances in this case solely for the purpose of com·icung Or. Gionis," Futerfas said. Evans could not be reached for comment Monday. Accused of masterminding the October I 988 beatings of John Wa}nc 's daughter and financier Roger Luby, Gionis' first trial ended with a hung jury in Decem- ber 1990. Prosecutors refiled con· spiracy and assault charges against the Pomona orthopedic surgeon and after more than a year of de· lays, his second trial is now slated 10 begin April 6. Prosecutors believe Gionis paid a private investigator, Oded Darnel Gal. about $40,000 to have Wayne and Luby attacked. At the time, Gionis and Wayne were em- broiled in a bitter divorce and cus- tody battle O'-Cr their infant daughter. ~""'·-Thomas Gionis, left, is accused of plotting attack.on Aissa Wayne. Wa) ne and Luby were returning to Luby's 22nd Street home near the Upper Newport Bay when two men jumped them, smashed their faces into the concrete, pistol- whippcd Luby and slashed his Achilles' tendon. Four men, including Gionis and Gal, were originally named in the conspiracy. Gal and one of the al· legcd hitmen, Jeffrey Soucy, turned state's witnesses. The sec· ond attacker, Jerrel Lee Hinter- gardt, confessed to his crime in the final moments of his trial and was sentenced to eight years in prison. Gionis has maintained his in· nocence, and his attorneys con- tc nd prosecuto rs extensively prepped Gal and Boucy, even get- ting them to lie on the stand and change their testimony. In his re- quest to disqualify the prosecution, Futerfas acc~scs prosecutors of baiting witnesses by first telling their theory of what happened and asking the witnesses whether they agre~. Futcrfas contends Evans himself admitted using this tactic when the veteran prosecutor said in a dcpo· sition, "I don't think I was listen- ing for the answcrs ... it was prob- ably one of those interviews where I just say, 'Hey, here's the facts I've got.. Stop me if I'm wrong.' " Defense attorneys also insist prosecutors struck dcaJs with Gal and Soucy for their help and then directed them to deny any prom· ises were made. This contention was supported by a legal motio n Gal filed la!.t year against the District Attorney's office, claiming prosecutors neve r held up their end of a pica bar· gain. Gal claimed prosecutors promised him luxury accommoda- tions in the Newport Beach city jail, a misdemeanor sentence and no more than eight months' jail time in exchange for testimony against Gionis. But prosecutors repeatedly de- nied such a deal existed and in February 1991, a municipal court judge stru ck down Gal's motion. Hoag plans to enhance wetlands elsewhere in the city to make up for building over the marsh. Hoag executives spent three years on the plan and say they made numerous changes, in· eluding addmg landscaping and lowering build- ing hcighlS, in response to community con- cerns. But neighboring homeowners and environ- mentalists, including Stop Pollutmg Our New· pon, contend the buildings on the lower cam- pus will still be too bulky and high and would be built on a sensitive wetlands area that Opponents also contend the abundance of methane and hydrogen sulfide gas in the area make the site a dangerous one for a health care facility, alt hough Hoag and city planners contend the mitigation measures proposed will eliminate hazards. But Hoag officials contend this dcnsjcy-sbift plan is unworkable because it would cram too much onto the upper campus, causing con- struction and traffic problems that would add at least $55 milUoo to costs. which would ulti· mately be passed on to patients. Neighbors and cnvuonmcntalists have pro- posed an alternative development plan that would move 50 percent of the planned lower· campus construction to the upper campus. Pro- Monday night, city planners also discouraged counciJ members from accepting the alternate plan. saying the proposal would mean larger buildings and would still require a separate ser- vice road for safety reasons. RECYCLE: City officials want to expand programs Correction From A1 In a proposed plan now being considered by the City Council, planners say the ci1J. sill have to expand recycling progflm~ for all households and businesses, dc- ve lop mulching programs for plant wastes and initiate public educa· tion campaigns to try and get peo- ple to reduce their waste. "We expect to be able to meet lhc 25 percent goal," city planner Ca rol Proctor said. "But the 50 percent is going to be really tough. It 's going to take everybody's co- operation." Already, a three·yca r-old Costa Mesa Sanitation D1!1trict program prevented more than 25 percent of the waste generated out of single family homes last year from reach- ing area landfills. Trash picked up at the 15,000 single family homes in 1own i taken by Costa Mesa Disposal to a sorting plant in Stanton, "'here machines sort out cardboard, metal, pJpcr and the u!lu:il alumi· num, plastic and glass containers. The problc:m of sediment and other matenals dra1n1ng into the Upper Newport Bay was minor until the late 1960s., when the area draining into the bay was limited to about 14 square miles, Robin- ~n said. To meet the initial 25 percent goal, Proctor said planners will work with the 18 different trash haulers in town to try and get a similar program going for apart- ments, businesses and industries in the city. Commercial businesses generate 46 percent of city waste. "People will have to really look at what they buy and what they use," Proctor said. Rookies challenge for jobs, and usu- ally there's at least a chance of them making the squad. Chris Beasley, however, the Angels' right-hander who pitched in 22 games a year ago, entered camp this season under rather peculiar circumstances with spring training wrapping up here in Palm Springs. He had no chance. Perhaps a victim of baseball politics, Beasley came to 'lo then I be- came a free ag,nt, only a month before spring training and without a team, so it left me in a bind. Ufntylet Ecltor Miii Colm ••• 642-4321, ext. 361 Lifestyles Work hard to -find whit's on man's mind basldas sax A woman who called herself "Baffled in Omaha," wrote to Ann Landers: "Dear Ann, The primi- tive nature of man never ceases to baffle me. After 20 years of a solid marriage, I sensed that another woman was making a big play for my husband. My confidence in his fidelity proved to be well-placed when six months later her phone calls and open flirting at social events stopped. "I was curious as to what caused him to rcsi.st the temptation to stray, since the would-be inter· loper was much younger than I and much more beautiful. So I asked him. ''I was stunned to hear him say, 'Our sex life was so good I just couldn't see 1iving it up.' "He never mentioned my stead- fast devotion, my charm, my wit, or my excellence as a homemaker. He was not the least bit concerned about his children, his religion, what our parents and families might think, nor did he worry that a divorce might ruin him finan- cially. It was the sex thing that made the difference. "I'm crushed to think that all the things I've worked so hard on mean nothing to him.'' Ann answered that the factors that the woman had hoped would make a difference, did in fact make a difference whether her husband was willing to admit it or not. She concluded by encouraging her "to let sleeping dogs lie." Suppose this woman had been my client. What would I have ad- vised her? Cer- tainly, "to let sleeping dogs lie." But also to become educated about men. Men separate sex from love and women don't. If the lady from Tulsa really un- derstands that, she'll also under- stand that her husband really gave her a posi- tive response. His Family Counseling fantasy never included thinking of the other woman as a wire substi- tute, only as a potential sex pan- ner. So. u sex partners go, he had better at home. Very logical, and not atypical. Granted, this was a stupid and thoughtless way for the man to have responded. Beyond that, the wife should be pleased about the report card of her abilities as his lover. And she should take some solace that a compliment in the sexual arena does not in ony way preclude the notion that be values all the rest she has to offer. I would hope that the lady would come ito accept the fact that she is never goin$ to get an ac- curate analysis of the whole mar- riage all in one gulp. If she really wants to know how she scores, she might s1a rt by brinaina up just one pan of the maniage. To open up the subject, she mighl begin with a compliment, very specific, as say in fathering. Then follow ii up with another specific. and another. If this docs not provoke her husband to respond in a similar vein, she could then come right out and ask a ques1ion about a specific action of her own. Make him think about specific answers to what he thinks ~he's doing right in, for example, child discipline. (Don't ask him to give you an overall grade as to how well you arc mothering. At worst it will start a fight; at best it won't be real.) She should insist on spe- cific answers to specific questions, and that's all she can do. She should resist goina on to o&hcr upccts of the maniage in the aame session. (Save that for another time, when you arc both in a good and relaxed mood, with plenty ot time to talk.) Remember, it is not a failure of love on his part if he can't read her mil)d and give her the answen she longs to hear. She may indeed. t-e givina him marvelous and sup- portive feedback all or the time, but he may not necessarily be aware or what she is doing. He might think a few nowers -or di· amonds -or even just his pres- ence, is a love-message enough. Dr. Und• Al6Hi I.I 11 m•rrlap aad t•mlly couaulOI' wltb o/tltt$ Jn Coron• dtl Mar.
