"When we felt that things got out of
hand, the first place to look was John
Wayne, because other airports around
the country .were looking at their me th·.
odology," said McCarthy, who arrived in
Newport Beach Wednesday for a mec1-
ing between airport and government of·
ficials . "Within a year, it could be an un·
tenable -situation -if airports were 10 ran·
domly implement portions of John
Wayne's methodology."
The FAA has m"Oved to standardize
takeoff procedures at airports through-
out the country, and pending federal reg·
ulations arc expected to eliminate the
500-foot power cutb~ck at John Wayne
Airport. Pilots call it one of the most
da ngerous departure procedures in the
count ry. The low-altitude po\\-er cut re·
quires airliners to make an unusually
steep takeoff.
"When \\C take off from this airport,
we have to tell passengers not 10 be
alarmed," said McCarth), a 'e1eran air·
line pilot with 26 years experience. "Jf I
have to make that announcement, l

A 24-year resident of Newp(>rt Beach, former marketing art di·
rector for Disneyland and a long-time exhibitor at Laguna's Festi·
val of Arts. His watercolor is being reproduced for a poster ere·
ated to mark the 60th anniversary of the annual summer art event.

Follt's artwork, "Shore Patrol" depicts a line of pelicans flying
over a rocky seashore at Heisler Park in Laguna Beach. The SS
poster will be on sale during the Festival of the Arts which runs
from July 10 through August 30. ·
"Pelicans arc wonperful birds. They arc so clumsy out of the
water, but once in night they are a work of art," said. the 51-year-
old Folk. ' ·

Fotk is a graduate of the Art Center College Of Design formerly
in Los Angeles. A Nebraska native, he is noted nationwide for his
JanCiscpaes .and seascapes, especially seashore vistas that feature
wildlife and children playing at the ocean's edge. Among the orga-
nizations that have commissioned his work is the Yosemiie Natu·
ral History Association.
"The peregrine fakon is an endangered species," h_e said. "I
was commissioned to do a poster that would help in a fund-raising
campaign. The funds will help the breeding of the falcon up in the ,
Siena."
BEHIND THE ART----------
Fotk said each painting js a very personal experience. He de-
rives pleasure from painting local scenes that evoke.fond memo-
ries. About 10 years ago he captured a decaying stairway that for
many years Jed 10 Wood's Cove in Laguna Beach.
"Even lhough it crumbled down the hillside, l was able lo pre·
serve it," he said. "People remember using it whe·n they were
growing up. Inspiration Poinl in Corona de! Mar is one I have
painted a number of times and people have told me they had
thO.r first kiss there. Wifh seascapes, even landscapes, any location
that is a known spot people have memories and they like to talk
about them. A lot of people 'will recognize the poster and I will
probably have some new stories."

W Ith any luck. this may be the last you'll read here about
the non-toilets in the new swimming pool outbuilding at
Harbor High.
If you have followed this sap closely, you'll recall that the
project ended up with money for everything except toiJets (and a
scoreboard, timer, etc .. etc.)
On the

The school district was tapped out, the city
said it had kicked in all it was going to and the
Aquatic Boosters Club, which started the whole
thing, was down to its last $1.38. ..,,
1 But the United States Olympic w1;tei polo
team would be practicing here under Harbor
High polo coach Bill Barnett and other national
water polo teams from around the world will be
coming here to scrimmage.
And no toilets. So desperate Boosters played
their last card: they went to the city of Newport
B,each for a loan or $15,000.
With Mayor Pro Tcm Clarence Turner's
assurance thaJ thcie people.were not building
some sort or temple on the shores or the school's
Olympic-size pool, the loan was granted.
The council was adamant that the money be paid back in three
installments over three years.
However, the Fred Column has iearncd exclusively that the;
Boosters Oub will not live up to that agreement!
It is paying the loan in full right now.
After years or begging and scraping·and wheedling and selling
bot dogs and ~hing cars, the Booster pcoptc arc now plenty
Ousb. They have fallen into ~ money pit and come out roning..in
dough. _ -•
''All our dreams have come true," says Booster Ralph Sherwin.
It will become a reality because the Boosters !ouQd a
benefactor, a gentleman named Tom Riley. And Supervisor Tom
Riley found $67.SOO hidden under an obscure Or3nge County
mattress, money1hat has to be used for this kind of thing.
Riley aide Ken Bruner explained that lhe money comes from a
special fund tflat can only be used for parks and public
· recreational 'facilities in the county. It has to do with an
agreement some years ago between the county f\nd the state,
whcreln the county fegaincd control or harbors, parks, certain
beaches and tidelands.

-· I'll buy that. Better the money go into improving lhe community
rather than somehow ending up inJl general fund or, r:ir worse,
set funneled back to Sacramento and disappear forever.
And improve the community these dollan will. Not only will
Newport Beach get its money back pronto, and not only will there
be proper toilets and other necessaries, there will be an electronic
scoreboard and tilJle r, a PA system, new lane markers and some
tile over what would have been concrete floors.
But with all that, the building still will not have a name.
Booster Sherwin said he asked Sup .. Riley If he would like to have
the building named alter him.
The GencraJ said thanks but no thanks, Ralph reports. "He
nid be already has an airline tenninal named after him and that
causes cno~gh problems ...

sales of insolvent thrifts, halt all
new contract awards, hamper the
RTC's other operations and cause
delays that will cost taxpayers $2.S
million daily.
Casey said that witl}out certainty
of funds -which House members
blocked because of their desire to
place conditions on how. the
money is spent -the RTC will
not be able to continue marketing
failed thrifts. He said that once
fund ing is resumed, ~t will take at
least 30 days to restart thO"Se mar·
keting activities, delaying the
RTC's efforts to downsize and be
out of business by 1996.
.• ·When an institution buys an
S&L from the RTC, the agency
has to give the buyer enough
money to cover all of the failed
thrift 's deposits, minus whatever
premium the new owner pays for
the deposits. Without funding, the
RTC cannot effect the transac-
tions and protect depositors.
The RTC's 525-employee New-
port Beach office liquidates indi·
vidual assets left behind after
failed thrifts are sold, and there-
back for the ·New·
port Beat utaff.

ing deadline on the previous al·
location, funding that Casey esti~
mated would last until October.

Gerard Homes.
Gerard Homes built about 11
homes in Northern California
between 1987 and 1989. In 1989,
Gerard decided to move her
company to Newport Beach, an
area she had grown to love in
visits to the former Premisys
bnnch in Costa Mesa. · ~.i
Gerard decided to specialize
in luxury homes, believing she
could fill a need in a segment of
the markefll\at she thought
would never go sour. Needless
to say, she was wrong about the
vulnerability of the
upper-income housing market.
"I looked around and a saw
so many homes with no planning
or attention to detail," Gerard
said. "I thought I could do
better. I knew I could. I thought
that part of the market would
hold. Who knew it wouldn't?"

market, Gerard's first two
Orange County hQmes yiejded
disappointing selling prices. The
first was listed at $1.4 million
and sold for $1.l million, and
the second was listed at $2.4
million and sold for $1 .8 million.

co date is a 10,000.square·foot Mediterranean villa

The Orange. County Philharmonic Society and
t~e American Society of Interior Designets are
using Gerard's house for their J 992 House of
Design, a project whereby designe rs decorate a
luxury home and the Philharmonic Society sells
tours of the property to raise money for its youth
education programs. The Philharmonic Society is
kicking off this year's event tonight, when it will
host a reception and dinner at the house. The
tours, which cost $15 per person, will be held from
Saturday through May 3 and will include lectures,
entertainment and refreshments (for ticket •
information, call 840.7542).
The 23 designers who worked on the House of
Design project spared no expense. The
six-bedroom hquse is decorated with everything
from $20,000 sculptures to a $42,000 painting to
$100,000 worth, of chandeliers.
The total value of the house's furnishings is
estimated at $1.5 milli.on. The forni hing will be
available for sale on a room-by-room basis, but
Gerard expects the eventual buyer of the home to
want part or all of the decor left behind.
"When I sell a home, it's empty, but this time,
people get to see the finished product," $he said.
"It's a great opportuni~ for all of us. I get expo·
su re, the designers get exposure and the Philhar·
manic raises money for its children's progrnms."

like women, period. It's n change for them."
Gerard's m:lle business associates are impressed
by her abilities.

nt motivating i;>eople and coordinating a large
project. He stud, too, that Gerard is persuasive,
such as the time she had to convince investors in
the Cowan Heights project to come up with more
money to finish th e house "the right way."

said Gerard ha s the toughness to be a succcssf ul

NEWPORT BEACH -The community
may already have its 1991 Citizen of the
Year, but the award recipient won't be iden·
tificd until next month.
A special committee of the Newport Har·
bor Area Chamber of Commerce met Thurs-
day to diM:uss who should be given the
award, and Chamber o"'cials acknowledged
that a choice could be made in that initial
meeting.
But Richard Luehrs, president of the
Chamber, said the Citizen of the Year won't
be announced until May 21, when his organi·
za tion holds an installation dinner for offic·
I
ers.
The Chamber's Citizen of the Year is an
unpredictable award because of the unique
criteri a fo r selection.
"It is not given so much for achievement,
as it is for helping others achieve. ft is not
given for outstanding single effort, as much
as for long-term, continuing commitment to
the community. It is nor given for position,
public or privnte, as it is for being the re
when there is s~rvice called for. ll is not
given so much for being a member, or for
paying dues, or for financial contribution, a
it is for being the one everybody wants on
the committee when there's a job lo be done.
1t is for the one who says -'Sure, I'll help.
What do we need to do?' -and then does

Beach is my home, and my life, and its f u-

The committe"t recommendation, which
followed 3~ hours of presentations and
discussion at tbe Hyatt Regency hotel, will
be forwarded to the State Federated
CouncJI,_ which is scheduled t vote oo the
Orange County Section prqposal at a May
8·9 me.eting in Burlingame.
A total'of 76 Orange County public and
private schools now compete in the CIF
Southern Section.
Barbara Wilson, a consultant hired to
. coo~dinate the Orange County superinten-
dents' proposal and take it through steps
toward approval, said she believes the su·
perintendents will defend their P.roposal
before the State Federated Council.

"domino effect" of future requests to split
from the state's existing 10 sections, as
wdl as the question of governance over
the proposed Orange County Section.

pal of Banning HiJh in LOs Angeles. "I'm
not doubting the integrity of the superin·
teodents who made the proposal, but I
feel that when its over, they will walk

leave the administration of the new sec-
