Dr. Richard Haier, Or. Monte Buchsbaum and Or. William Bunney addressed members and guests of the BIC Fellows 365 Club at the gathering held at Village Crean. The trio talked of the technology and equipment that looks deep into the brain of drug users and of th e solid evidence of the destruction caused by substance abuse. But before the eveni ng got erious, the 100 supporters of BIC enjoyed a dinner of southwest cuisine prepared personally by president Peggy Coldwater Clay and fellow chairwoman and group advise r Jean Liechty. "I won't cook for two. I'll cook for 20 though," said Clay, decl~ring that cooking for the 100 was no problem. ''With all the things like onion and cheese you can buy already chopped, we put the dinner together in about five hours." T he tasty dishes put together and served buff ct style from the huge Crean dining room included green chili enchiladas, chilaquiles -which arc like baked nachos -beans and salad. "The beans arc made by my mom's recipes and I call them Peggy's Beans. They have tomatoes and onions and some Goldwater salsa. We make three 1ype<1_ th:it'o; :i little commercial for our product,'" laughed Clay. (Peggy and sister Joanne Coldwater will be chefs/maitre d' for Balboa Bay Club's Cinco de Mayo dinner.) "Watch out for these appetizers,'' warned Margaret Richardson and Vicki Irvine as guests entered the party area and spotted a tray of canapes. "We call them hot stuff," Richardson said of the filled jalapenos. "l love this food," said Floss Schumacher, dining with husband Ed. The Schumachcrs really do live 1n the desert, although they com mute to Orange County for all the fun parties. Floss was the founding chair of the support BIC Committee, which started 1987. I am CSelighted to oblige. Permit me one digression from Lincoln to reemphasize the historical asis of this "truly republican principle," John Trenchard, author of the Cato tten, put it. Liberal Politics In America, the expectation or requirement that elected officials would soon "return" to "private life" or "private station," as it was declared in the bill of rights to many new state constitutions, served to check the abuse of public power, increase the opportunity for citizen to serve in public office, and enhance the ovcr·all quality ot representation. . The principle or rotation ' as endorsed by a very diverse, but distingui hed ~up, or American statesmen during the th and 19th centuries, including omas Paine, Jpbn Adams, Thomas fferson, Elbridge Gerry, George ason, Melcanton Smith, Geo rge ashington. Benjamin Franklin, James ~onroe, Andrew Jackson, and Abraham t'ncoln. I include Abraham Lincoln in this li)t for several reasons. Llncoln's Early PollUcal Career. Although Lincoln pent the majority of his adult lif c in politics, he never became Commitment to term limits Why Abraham Lincoln believ in the principle of 'rotation in office' a "professional politician" in the modern sense. He did serve in the Illinois state House of Represenu11ives from 1834-1842 (for four consecutive two-yea r terms). There arc a number of nornble a pccts to his service, which begin to reveal his commitment to the principle or rotation and its practice in Whig America. Service in the Illinois state legislature was part time, constituting, "gove rnment by amateurs," as noted and endorsed by historian Daniel J. Boorstin, Librarian of Congress Emeritus in "Hidden History" (1987). bid had he sought one. Out such speculation mbscs the point grounded in historical fact. Lincoln had alrcad) agreed to abide by an informal rotation arrangement to &;ivc another Whig the opportunity to serve an Congre)S. (This m:iy :iccount for Lincoln's courageous opposition to the Me,ican·America;l War.) E ven in a safe district, intraparty competition and turnover were important principles of republicu n govecnance. This is my reason ror citing Lincoln in my condemnation of efforts by the Orange County Republican Party • to stine intraparty competition 111 what are, by most accounts, safe )Cats fo r Republicans. While a state reprcse!llathe, Lincoln pursued a number or other occupations, including postmaster of New Salem, deputy county surveyor, and admission to the lllinois bar as a lawyer. Most imponanr of all according to the off teial "Biographical Directory or the Americnn Congress," t n 4-1971 Lincoln spent the majority of his adult life in politics, but he never became a 'professiontl) politician.' Lincoln As President. Defore running for pre)ident in 1860, Lincoln was an unsucce~ful Whig candidate for the U.S. Senate in 1855 and wa an unsucccssf ul Republica n (1971), in 1842 Lincoln declined to be a c:i nd idate for re nomination, preferring Instead to return to private Jifc and the prnctice of Jaw. The school board wiD meet from 5 to 7 p.m. today at the Harper Community Center for a budget planning session prior to their regular school board meeting. Areas under scrutiny for cost-savings tonight will include athletic programs, transportation expenses, employee overtime, conference and travel expenditures, staff development, profes- sional memberships, food service and utilities. School district budget planners will present recommendations for specific areas to cut. "The budg:t ~ack before the board wiJI re- fleet several hundred thousand dollan in cuts.'' said Newport-Mesa Superintendent John Nicoll. "It's going to be a very tight year." Trustee Jim de Boom said he did not believe school board members. should abandon·looking at the budget in detail, even though there are limits. "We don't want to get involved in dic- tating what sports a school should do, for ex- :imple," de Boom said. "But maybe we do want to get involved in re-evaluating some ratios of office staff to students, or office staff to teach- ers." School trustee Ed Decker said there are some broad budget areas that should be con- sidered for ncross-the-board cuts, such as the purchase of new equipment and utilities costs. "The district is forecasting a 10 percent in- crease in utilities costs -that would be almost $300,000," Decker snid. "I'd like to look at that and seC' if there arc some ways to generate some savings." Long-time school board member Rod Mac- MiUian said he believed most of the specific areas of budget cutting must bq left to princi- pals and department beads. "Our best bet is to leave it up to those people who are directly in- volved," MacMillian said. But school board member Martha Fluor, the first school board candidate ever to unseat ,. an incumbent in the Newpon-Mcsa school dis- trict, said she could see benefits in making the ..switch. - "I don't subscribe to the idea that if it's (consolidatecl). with the national elections, it's going to lose its focus," Fluor said. "Right now we need to look at cost-cutting measures. Get- iing more people involved in the election is better." Trustee Jim de BoOm said he believed ct:anges in state election laws should separate local elections from state and national contests. "We oug_h! to et ML local_elcc_tiom.. on._on ate, <JCBoom said. "Maybe somebody should give some leadership to that." School board member Sherry Loofbourrow said she had mixed feelings about the proposal to consolidate elections. "In the best of all worlds, it would be ideal to have all of your lo- cally elected officials be elected in off-year elections. Once you consolidate, I think it makes it almost impossible for newspapers to have time to cover all those locaJ elections."
