NEWPORT BEACH -After three
public hearings on the Hoag Hospital
Master Plan, the City Council on Monday
night finished taking public testimony and
made a list of about a dozen issues to 'otOte
on at the Ma~ 11 m~ting.
Among the; items scheduled for a straw
vote by the Council are:

the hospital;

built on the lower Ca.mpus off West Coast
Highway;
• Whether a three-acre wetlands . area
off West Coast Highway should be k.ept as

•And, whether the hospital should be
required to give the city $250,000 for rec-
reational improvement projects in the city.
Part of the reason the council post·
poned action until May 11 was to provide
city planners time to conduct additional
field studies and respond to concerns
raised by regional air quality officials
about hazardous gas mitigation on the
hospital property.
City planners and Hoag officials con-

Although the Christmas bu)·

freeze and the elimination of
all non-essential spending, th e

How can a person relax with a war going on in the shrubbery?
' I f you think your garden is a peaceful place,
you're simply too large to know what's really
going on there
I remember, during my pre-agronomy phase,
taking a class in applied entomology. The part I
remember best is the integrated pest management
and the concept that stuck with me from that
section of the course was the idea of using the
forces of nature to achieve a balance beneficial to
cultivation.

Taking a step toward victory in the war against drugs
B rain research is a valuable
weapon in the war against
addictions and substance
abuse, leaders of UCI Brain
Imaging Center told a group of
supporters Saturday night.

Buchsbaum and Or. William
Bunney addressed members and
guests of the BIC
Fellows 365 Club
at the gathering
held at Village
Crean. The trio
talked of the
technology and
equipment that
looks deep into
the brain of drug
users and of th e
solid evidence of
the destruction
caused by
substance abuse.

Haier also told the group that
BIC will be featured in a

enjoyed a dinner of southwest
cuisine prepared personally by
president Peggy Coldwater Clay
and fellow chairwoman and group
advise r Jean Liechty.
"I won't cook for two. I'll cook
for 20 though," said Clay,
decl~ring that cooking for the 100
was no problem. ''With all the
things like onion and cheese you
can buy already chopped, we put
the dinner together in about five
hours."
T he tasty dishes put together
and served buff ct style from
the huge Crean dining room
included green chili enchiladas,
chilaquiles -which arc like baked
nachos -beans and salad.
"The beans arc made by my
mom's recipes and I call them
Peggy's Beans. They have
tomatoes and onions and some
Goldwater salsa. We make three

for our product,'" laughed Clay.

The Schumachcrs really do live
1n the desert, although they
com mute to Orange County for all
the fun parties. Floss was the
founding chair of the support BIC
Committee, which started 1987.

"We're paid to sell products, and
that's what marketing di.rectors
want to hear. I know, I was a
marketing director. They don't
want to hear how many awards
you've won or how beautiful your
ads arc.

clients are in sports-and recreation-related
industries. Buckley said he decided to work in
a niche that is interesting lo him and his staff.
H c added that he's trying to further
develop Creative Impact's sports client
base and expand into related segments, such as
retail. The agency markets such products as
Headway bicycle helmets, MLO and Universal
vitamin supplements for athletes. Cigna! and
Jamis bicycles and Thunder Jct watercrafts.
Creative lmpact's approach is garnering rave
reviews from clients.
Judene Efta, director of student and
business development with the College or
Oceaneering, said the print and television ads
Creative tmpact did for her school generated a
lot or response. She said she's impressed by the
agency's creativity and its ability to meet
deadlines and stay within budgets.
Rick Comar, a marketing executive with SR
Suntour, a Japan-based bicycle parts maker,
said he's most impressed by Creative Impact's
ability to be a total marketing solution.

budget planning session prior to their regular
school board meeting.
Areas under scrutiny for cost-savings tonight
will include athletic programs, transportation
expenses, employee overtime, conference and
travel expenditures, staff development, profes-
sional memberships, food service and utilities.
School district budget planners will present
recommendations for specific areas to cut.
"The budg:t ~ack before the board wiJI re-
fleet several hundred thousand dollan in cuts.''
said Newport-Mesa Superintendent John
Nicoll. "It's going to be a very tight year."
Trustee Jim de Boom said he did not believe
school board members. should abandon·looking
at the budget in detail, even though there are
limits. "We don't want to get involved in dic-
tating what sports a school should do, for ex-
:imple," de Boom said. "But maybe we do want
to get involved in re-evaluating some ratios of
office staff to students, or office staff to teach-
ers."
School trustee Ed Decker said there are
some broad budget areas that should be con-
sidered for ncross-the-board cuts, such as the
purchase of new equipment and utilities costs.
"The district is forecasting a 10 percent in-
crease in utilities costs -that would be almost
$300,000," Decker snid. "I'd like to look at that
and seC' if there arc some ways to generate
some savings."
Long-time school board member Rod Mac-
MiUian said he believed most of the specific
areas of budget cutting must bq left to princi-
pals and department beads. "Our best bet is to
leave it up to those people who are directly in-
volved," MacMillian said.

makes it almost impossible for newspapers to
have time to cover all those locaJ elections."

NEWPORT BEACH -In response to local rcstaunueurs'
claims of financial hardship, the City Council agreed Monday to
change a city law that would have required rcstaurnnts to instA-11
pricey grease catchers.
The council requested a modiffod grease trap ordinance that
would allow smaller, less costly grea e intercepting devices, would
give restaurants more time to get the devices installed and could
exempt.certain businesses that can't afford the devices.
"All of us, perhaps, underestim:ued the costs involved," said
Councilman Clarence Turner. "We owe It to ourselves -we owe
it to the restaurateurs -to make some changes."
County pressures to rid sewer lines of grea~e and the cost of
clearing clogged city sewer lines, which had bccomc·a more
frequent problem, prompted the city a year ago to pass a law
requiring grease interceptors to be installed at local restaurants by
July 1 this year.

members arc wives, novice sailors or
"over-the-hill" sailing buddies.
Although the world will little note
their results, these "Farkcl'' sailors
truly enjoy their boats, their
companions and the spirit or
competition that draws them to the
staning line 35 .... 5 times a year -
just for fun! .
Maybe there should be more

Paul Gill followed by getting
aboard on Estancia's only defen-
sive miscue of the day, and he
made it to second on a theft. That
was as far as he got as Martinez
