Detective takes a

I t was late at night on March 20 when a cat burglar
broke into a home on the 3000 block of Fillmore Way,
slipping in through a window and grabbing whatever
was easiest.
A day or two afterward when Costa Mesa Police
Department crime analyst Fred Fix entered the information
on the burglary into his computer, somcthin1 interesting
appeared -a crime pattern.
Ten days later, armed with the computer genuatcd
information, police off teen arrested an 18-ycar-old C.Osta
Mesa man near El Camino and Mendoza drives in
COMcction with the Fillmore Way burglary.

The former education specialist for the Orange Coui'lty Museum
of Na.{pral History and Science in Aliso Viejo. Chester, of Costa
Mesa, helped design the museum's space gallery which housed
Starlab, a portable planetarium and the largest .collection of
manned spacecraft on the Wellt Coast.
Chester, who is a full-time !>tuden t at Chapman ~n~·ersity in ;
Orange, has carted her vast space collection to ~b~ .. ~~ schools
nationwide in the last five years to tench aerospace ~lion.
A PASSION FOR SPAC . ..
Chester has been collecting space memorabilia sinc~1961.
"I feel in love with th e space program on May' 5, 196 1 which
was Alan Shepard's first night," she said. "Being o.nly 6-years-old.
it was the neatest thing I ever saw to watch a ma~ strapped to a
tank of gas. I have been collecting anything aod e\'erything to do
with the manned space progr,om since that time. '
"I believe people take for granted today all the benefits that
have come out of the space program such as microwave ovens,
video recorders, medical technologie~ pacemakers and composite
material. It is those things th at drive home the point that we do
need to be in space."

program. She says her two-bedroom home has "no free w:ill
space."
"I H'ave every night patch, every autogr;iphcd astronaut photo,
some shuttle tiles, space helmets and mounds of newspaper clip·
pings," she said. "To me everything is priceless."

fuel tank danger
COSTA MESA -To the
bitter disappointment of a group
of business owners who say they
work in fear of conflagration
each day, a Superior Court judge
on Tuesday threw out their
lawsuit claiming three John
Wayne Airport fuel tanks were a
hazard.

right to sue since they hadn't
proven their situation was any
different from thut of anyone
else in the community.

How the IRS squeezed the patriotism out of tWo good Americans
'Anybody messes with the IRS, they're nuts" says Jerry Ash,
who knows about such things.
Jerry messed with them verbally about
three years ogo and was arrested on
eight counts of attempted murder of a
Federal officer.
He mouthed off, Jerry says, after he
and his wire got a tax bill for Sl.2
million, had their bank accounts locked
up and were about to have their home
seized.
All this because Jerry's wife worked
for 11 company that didn't pay its payroll
taxes, even though she qui~ as soon as
she found out that the owners -her
three brothers! -were withholding the
withholding.
But the IRS went after her to collect
the money. Originally, it was about
S300,000, Jerry says, but it swelled
quickly with penalties.
All their bank accounts -even for
Jerry's small business -were frozen.
Then, he says, an IRS agent called and
ordered them to get out or their home
forthwith. It would be seized the next
day.
So far, neither Jerry nor hi wife had
done a single thing wrong. That ended

The next morning, a full-on Int ernal
Revenue Service SW AT team -yes, the
IRS has them -raided his house and

arrested Ash.
After months of hearing:, and
sparring and $83,000 in legal
fees (including substantial
discounts offered by attorney
friends), the IRS backed off.
They ore no longer trying to
collect millions of dollars from
a woman who doesn't owe it to
them, who never knowingly
violated a single cntence of
the tax code.
All she was guilty of was
being able to sign checks for
• her employer. And apparently
that's all it takes to turn your
life into a nightmare.
Jerry pleaded to a lesser
charge and was given two years
of probation.

Armor All founder Rypinski's got new 1 Wheelz'

A Ian Rypinski could be kicking back right now,
enjoying the fruits of his huge succe cs as a
marketing whiz.,
But there's something about the excitement of
launching a promising new product that keeps the
53-year·old Newport Beach resident from working
on his golf game.
"I was unhappy retired," said Rypinski, founder
of Armor All Products Corp. and now president
and chief executive officer of Rypper Corp. ''I'm an
'A' personality type. I'm really not content playing
golf, which I'm lousy at. I really enjoy the sport of a
venture like this."
Rypinski's latest venture is called ZZ Wheelz. an
innovative automotive product that
in a product called
Wrinkle Free. He handled
ini tial marketing of the
wrinkle-removing product,
then sold the cornpnny to
Marketing Corporntion of
America.
Rypinski said he
believe~ ZZ Wheelz can
become-another big
success story.
ZZ Wheelz include a
patented locking ring that
is aff uced to a steel wheel
and a cover that attaches
to the ring. The covers are
made of a
replaces hubcaps and wheel covers.
Rypinski formed Ryppcr Corp. in
January, after obtaining exclusive,
worldwide rights to market and
distribute ZZ Wheelz over the next
20 years.
Rypinski also obtained a 15
percent ownership interest in G.C.
Concepts Inc., a company founded
by George Caner, inventor of ZZ
Wheelz. Caner's company
manufactures ZZ }Vheelz in Dallas,
and 11 handles the only segment of
distribution that Ryppcr didn't get

partners along the way -Carl Haas, an old friend
of Rypinski who is owner of a car racing team, and
Mario and Michael Andretti, members of the Haas
team. Rypinski demanded that the Andrettis put up
capital to become partners in the venture,
including custom designs,
and are guaranteed not to
foll off. ZZ Wheelz can be
installed in a few mfnutcs,
and the covers can be
quickly replaced if an auto
owner decides to change
wheel styles.

Rypinski said. "Retailers rely on
a big volume in altermarkel

them. By the time we get to
them, their tongues will be
wagging."
Rypper is currently selling
about 1,500 sets of ZZ Wheelz
per month, and he prcd,icts a
4,000·a-month sales pace by the
end of the year. He expects to
finish 1992 with $3 miUion in
rcvenu~, and he believes the
product will eventually capture
at least 7~ percent of the $2
billion (in annual sales) wheel

All 1n 1972, sold the company to Foremost
McKesson Inc. in 1979 and stayed on as a
consultant until 1989. By the time he left, Armor
All was producing annual revenues of $138 million.

Authorities warn of telemirketlng scam

home-sales business have been
too up-and-down-to-identify-a
lot of clear, positive trends, but a
comeback is. nevertheless,
emerging.
In March, respondents to The
Daily Pilot's monthly survey of
Ne"'port Beach and Costa Mesa
residential real estate brokerages
outpaced their year-ago sales pace
for the sixth month in a row .
Members of the survey group
posted a 44 percent increase. on
average, over their March 1991
revenues.

statistics for the county and state

February. "Who knows? At least it was good luck.
It's up and down, and you can't tell wh:it's going
to happen next, but overall, it looks good. It 's
going to be a sporadic comeback, it looks like."
Other respondents agreed. •
"The trend looks positive, but it's hard to read,"
one respondent said. "We're just out there
working seven days a week, 50 hours u day."

Costa Mesa police earn conviction In telemarketing scam

After receiving a tip from a Fountain
Valley bank back in February, Costa Mesa
police were able to break up the Nevada·
based scam company, which had been op-
erating out of a building at 666 Baker St.
near John Wayne Airport, Labbitt said.
would call out-of-state residents and offer
them "pre-approved" credit cards with a
low interest rate or 10.8 percent, no an-
nual fees and a SS,000 limit for a mere
$198 application fee, Labbitt said.
"They were not even associated with
any bank," he said.
About 1,200 people ended up being
taken in by the scam, and the group col-
lected more than $200,000 worth or ap-
plication fees during a six-month period
starting last July, Labbitt said.
Costa Mesa company, orficcn tracked
down the office manager 10 Tustin, where
he had tried to start a similar scam 1roup
under the name of Fint National Savings,
Labbitt said.
That man, 27-year-old Christopher J.
Pooley of Ncwpon Beach, was also con·
victed of fraud charges and received a.60·
day county jail sentence, Labbitt said.
In recent months, police have be
aided in their fight against out-of-st
credit card scam groups through Pro
osition 1 IS, which allows police officers
testify on behalf of victims during prcli
nary hearings.
Before the voter-approved propositio
prosecutors were required to subpoc
victims from all over the country to tcsti
in such cases, often m3king the cases t
costly and troublesome to pursue, Labb
said.
"We went over and busted him before
he was able to get his first installmeDl ot
checks deposited," he said.
Peter John Kasparorf, 35, was the sec-
ond man to get jail-time for the telemar-
keting scam, which Costa Mesa police say
they busted up in February. Kasparoff,
who was vice president of the fraudulent
company, pleaded guilty to charges or
grand theft by fraud, criminal conspiracy
and telemarketing fraud and forgery,
Using several different business names,
including Americorp and American First
Bank, the group's scam was simple: they
"They did their best buys just before
Christmas," Labbitt said. "Of course no-
body got anything."
