COST A MESA -Thanks to an
anonymous donor, 68-year-old Esperanza
Moreno will soon have a customized
three-wheel bike to ride to church each
morning.
Last week, Moreno lost her bike to a thief
-the third
time in five
years her sole
means of
transport had
been stolen.
Moreno,
who is blind
in one eye
·and unable to
drive,
depended on
the bike for
just about
everything,
traveling
miles each
day from her
Wallace Avenue home to St. Joachim
Catholic Church across town.
Jn response to Moreno's plight, numerous
Daily Pilot readers and others in the
community offered to help the widow, who
immigrated from Mexico to Costa Mesa
about 32 yea rs ago.
"It was such a nice outpouring from all th e
people,~· said Dan Delgado, a friend who ha s
been helping Moreno since she speaks little
English. "Everyone wanted to help."
Needless to say, Moreno is just elated by
the turn of events.
"She blessed the nun, she blessed the
ground, she blessed everything in sight,"
Delgado said.
Later today, friends of Moreno arc
expected to pick up a $500 mint-condition
three-wheel bike from a local woman who is
unable to use it anymore.
At the same time the offers were pouring
in, someone did find the stripped remains of
Moreno's bike. Although friends replaced the
tires, the fram e is damaged, Delgado said.
A nun at St. Joachim Church has offered
to store the bent-up bike in case disaster
ever strikes again with Moreno's new bike.

rlvll's defense cut ...-..
NEWPORT BEACH -United States
Senate candidate Bruce HcrschchSOhn
blasted Republican opponent Tom Campbell
Tuesday, claiming Campbell is more liberal
on defense cuts than any of the Democrats
running for the scat now held by Sen. Alan
Cranston.
"The differences between us arc
tremendous,'' Henchcnsohn said of the
Northern California congressman during a
luncheon speech at the Newport Beach
Country Club. His appearance was sponsored
by Newport Harbor Republican Women and
Balboa Bay Republican Women, Federated.
While congressional Democrats say they
want to double President George Bush's
.;gested $7.4 billion defense cut, Camp~ll
goes even further, according to
Hcrsfhensohn. "The Democrats are saying,
'No, it should be a $15 billion cut.' And Tom
Campbell is saying, 'No, it should be a $28
billion cut.' I'm saying -zero.
"I would assume, should I be running
against (Democratic opponents) Leo
McCarthy, or Barbara Boxer or Mel Levine,
that they would probably go along with the
Democrats' reduction," Hcrschensohn said,
"which is less than what Tom Campbell
wants reduced."
He did not comment on his other GOP ,
primjlry challenger, Palm Springs Mayor
Son11y Bono.
Herschensohn, a former television
commentator, government documentary
filmmaker and deputy special assistant to
forme r President Richard Nixon, said his top
priority as a senator would be issues of ~
nhtiona' dcf ~se.
"We arc now giving the perception of
disarmament," he said. "Every single time
thaC.s happened in history ... some other
power, sorne other chief of state, some other
coalitions of governments fill the vacuum."
Herschensohn said he would fight the
recession through implementation of
"balanced budget flat rate tax." He would
fight ille,al immigration by denying
citizenship to the children of illegal aliens
born in the United States, denying
government benefits to illegal aliens, and by
spending more money on border patrols.
"To my knowledge ... we have more people
patrolling Capitol Hill at night than we do
the entire bor<ter between the U.S. and
Mexioo and the U.S. and Canada."

8QJdng program could keep
kldl on sll'let, Pll'ents say
COST A MESA -City officials are hoping
to keep kids off the street this summer by
throwing them in the ring with a recreational
boxing program.
The idea grew out of a .re9ept community
meeting called by a handful of parents who
arc concerned about keeping Costa Mesa
gang· free.
At the meeting, more than a dozen high
school boys told city officials and police
officers that the key to keeping them out of
trouble is to give them more to do.
So Capt. Rick Johnson and Councilman
Joe Erickson contacted the city's department
or commuraity services to put together a
recreational boxing program.
Alld Costa Mesa Recreation
Superintendent Chuck Carr said the
possibilities look good.
"So many people think the system is a
joke " Erickson said. "But it really can work.
Thc;c's got to be goals, though, or thing$
die."
"We probably won't have a real ring at
first,'' Erickson said. "Just 1s padded
surface."
Dur it looks like they will have real
trainers.
Lt. Jim Watson said several police officers
who have some boxing background have
indicated an interest in participating.
Watson said they have also found a
location at the Rea Community Center and
arc now examining what made Santa Ana's
recreational progqm a success.
Parents ar~ing another meeting next
Wednesday to discuss the boxing meeting
further and focus on preventing gangs from
forming here. Anyone who wants to attend
can drop by the downtown community center
at 1860 Anaheim Ave. from 7 p.m. and 9
p.m. A boxing sign-up sheet will be avai lable.
And French's bakery will provide
refreshments. ·

Patch or grass on 15th Street
may start looking like a park
By Iris Vokol
S1Jll Wtltef
BALBOA PENINSULA -How to make a
small patch of grass next to the American Legion
H.all on l~th Street look more like a public park
wall be discussed by members of the patriotic
group. a~d the Central Newport Beach Community
Assoc1at1on.
. The .C:ity Council on Monday night postponed
its dec1s1on on whether to allow parking on the
lawn . and dir~cted the two groups to instead dis-
c~ss ideas to improve the park, such as adding pic-
nic tables.
Councilman John Hedges had proposed the
council draft a policy that would allow the Ameri·
can Legion ,to use the lawn occasionally for over-
Oow parking during charity events at the hall.
In a speech met by hearty applause from Legion
members, Hedges listed the group's 10 events
throughout the year and noted that they benefit
such worthy causes as the Veterans Administra-
tion Hospital, the U.S. Coast Guard and the New-
pon Beach Nautical Museum.
Hedges irgucd that the group should be al-
lowed to continue its longtime practice of parking
cars on tho lawn since members have taken care
to prevent damage to the grass and because of the
dire shortage of parking on the peninsula.
"I feel as a city, we should recognize this group,
that gives so much of themselves," Hedges said.
"Thero's no damage to the park; they've observed
some. strict J'ules.
"Dlrs, otherwise, will end up in residential
neighborhoods in the area."
But Councilwoman Evelyn Hart remained op-
posed to cars on the grass, saying "turning our
parks over to puking is not a good thing to do."
She noted that the area is lacking in parks as
well as parking and advocated keeping "our little
green park .. "
Fred Thompson, president of the Central New-
port Beach Community Association, said the park
is underutilized, however, because of the lack of
.Around Town
amenities. Many locals don't even realize it is a
public park, Thompson snid.
So Thompson sugges ted his as ocia1ion discuss
ideas with the American Legion on amenities that
could be added to improve use of the park.
Mayor Phil Sansone also directed the American
Legion to investigate the use or loc:il church and
school parking lots for their events.
In other business, the council on Monday night:
• Approved rezoning land in Ne" port Cen1er as
part of a land swap with The Irvine Co. for con-
s&ruction or a new library. The Irvine Co. will de-
velop more offices at the si te of the exis1ing li-
brary while the city will build lhe new library near
the corner of MacArthur Boulevard and East
Coast Highway_ on land originally designa1ed for
office space.
• Gave preliminary approval lo a new "par1y
house" law aimed to con1rol the perennial prob-
lem of rowdy tenants in beachfront rental homes.
The proposed law, \\hach is set for adoplion on
May 11, requires rental property landlords to ob-
tain a one-time permit for $5 and pay an annual
fee of S45 for the business license, in addi tion to
paying the transient occupancy tax already re-
quired by the city.
Owners would have thei r permits revoked if
they fail to control noise, large gath~rings, garbage
and the number of tenants.
City staff made a few changes from ils original
proposal after local re:il estale agenls complained
that parts of th e law were too severe. The revised
proposal aJIO\\S a longer period of time before 3
permil is revoked; 1he owner will be simply fined
for the first off en e.
•Gave preliminary appro,al to par~ing meters
on the south side of 32nd Street be1wecn Oalboa
and Newport boulevards.
•Approved two Dalboa Peninsula occanfronl
property owners' offer to dedicale 1he land in
front of thei r homes to the ci1y if the city would
waive the $300 fee fo r ins1alling private improve-
ments on the 7 1/2-fcet of sand.

Housing market inChes toward recovery
By Tony Cox
Bustntss EdllOr
The local housing m:irket con-
tin ued to improve gr:idually in
March, as sales of existing Orange .
Co unty homes were up 3.8 percent
from March 1991 levels, according
to a report issued this week by the
Califo rnia Association of Realtors.
The March report showed that
home sales in the county were up a
staggering 33.4 percent from Febru-
ary, but most of that increase was
attributable to seasonal factors. In
fa ct, when adjusted for seasonal fac-
tors, statewide home sales in March
we re down 2.4 percent from an un-
usually strong sale s performance in
February. Statewide, home sales in
March were up 5.2 percent from
the previous March, outstripping
Orange County's year-to-year in-
cre as1.
Local housing prices are also
showing signs of firm ing up. The as-
sociation reported that the median
home price in Orange County was
$238,160 in March, up 3.1 percent
from February's median. However,
prices have not qu ire caught up
with year-ago levels. The county's
March median was .2 percent lowe r
than the median price in March
1991.
Residential real estate sales continue to inch
upward compared to last year, but local bro-
lee rs say the local housi1Jg market still has
some recovering to do. . .
The county's March sales performance was
encouraging to local Realtors, but was not
drama ti c enough to get them to declare vic-
tory ove r the real esta te slump.
"The word I would use is healthier," said
Steve Su thcrlen, sales manager jn the New-
port Beach branch of Coldwe ll Banker Resi-
de ntial. "Last year, sales were artifici ally de-
pressed because of the war. I'm not sure a 3
perce nt increase this year ve rsus last year is
tha t impressive.
"Our business contil)ues to improve, but I
think there are still underlying problems with
people's lac k of confidence in the economy."
While prices and sales activi ty have been
improving for low- and medium-priced
homes, the high-end segment of the local
market continues to struggle, said Craig Bat-
ley, owner of REJMAX Realtors in Costa
Mesa. He said he believes a backup of inven-
tory in the luxury segment could prevent the
Jlusiness _Watch
traqitional ripple-up effect from taking hold
unt it next year.
Batley said low interest rates -30-year
mortgage rates have hovered around 9 per·
cent in recent weeks -have stimulated ac-
tivity in the local housing market. However,
he said, prospective buyers waiting for the
bottom of the rate cycle normally make their
purchases when rates start to go back up, but
when rates inched upward in March, many
prospects continued to hold out for (urther
declines. Those bargain hunters were re-
warded, :is current mortgage rates are about
.I percent lower than peak March levels.
The March sales improvement marked the
seventh straight month in which sales of ex-
isting homes in the county increased over
year-ago levels. Home sales in Newport
Beach and Costa Mesa have increased for six
straight months over the year-ago sales pace,
according to a monthly Daily Pilot Economic
Index survey of local real estate broke rages.
N ewport Beach and Costa
Mesa retailers continue
trying to wriggle free from
the clutches of the recession, and
ln fact, members or \he sucvcy group in
March posted a 44 perceot in crpa e, on aver-
age, over thei r March 1991 sales pace. The
March improvement followed · average in-
creases ranging between ' 4 percent and 12
percent in the previous ~vc months.
Increases in sales of :existing homes have
been greater in this area than in the county
as a whole because resale homes in the rela-
tively mature Newport Beach~Costa Mesa
market don't have as much competition from
new homes, said ColdwtU Banker's Suther-
len.
Suthcrlen said he believes the local hous-
ing market will continue to improve over the
next several months, but added that he ex-
pects the gains to be modest. Datley agreed.
"We have show n a little bit of improve-
ment each month," Batley said. h's slow and
steady. But three months is not necessarily a
trend, either." ·

Respondents to The Daily Pilot's
monthly survey of local retailers in
March posted a 1 percent sales
decrease, on average, from March
1991 levels. While the March
performance wasn't sparkling, it
90 ___ -'4r1
did represent further stabiliza tion
in local retail sales. March was the
fourth straight month in which
members of the survey group were
within 3 percent, on average, of
their year-ago sales levels. \ oru \\"'-.~llhc
"It just continues to get better,"
said one store owner. "Business is
defi nitely picking up. I suspect it's
the whole economy, rather than
just us. Custon;iers seem more
confident. We 're getting many
more multiple sales lately."
• Represents last year's performance. A score above
100 renects an improvement over the same month the
previous year, while a score below 100 indicates a de-
cline. Scoring is based on sales of local retailers who
are surveyed regularly for this feature.
Another respondent agreed, although his March
sales were behind those of March 1991. He said
he thinks his sales slump may have bottomed out
in March, thoug~ these days, he finds forecasting
"too depressing." He recently hired two new s:iles
people to service increased customer traffic, his
first staffing increase in two years.
"April seems to be picking up a bit," he said.
"I'm hoping that April will at least get to a
break-even point, and I'm hoping that May will be
the turnaround month.
"l sec better con umcr confidence. People arc
making bigger purchases."
Another respondent said he, too, is seeing a
sales uptick so far in April, and improvement he
believes is at least panly attributable to the warm
Up tbe Ladder
weather ..
"The last couple weeks have been very good,"
he said. "March was Oat. I'll take that any day of
the week. And this month is Cloming around pretty
nice."
Like most of the other retailers in the survey
group, a jewelry store owner said his customers
have been making more major purchases in recent
weeks.
"Things are definitely starting to turn around,"
the respondent said. "People arc a little more
cautious, but they're still buying the bia-tickct
item ."

such an attack, while Luby's debts set him up
as a prime target for a Lhreatenina assault by
01hers.
Luby said, teary-eyed.
Luby regained his composure duriqg Cutler's
cross-examination Tuesday afternoon and re-
pcatedJy claimed he couldn't recall what he
told police officers immediately after the at-
tack.
Gionis' first trial on conspiracy and assault
ch arges coded in a hung jury in 1990.
As Aissa Wayne did during her nearly three
days on the stand, Luby described the October
J 988 attack as a terrifyin~ ordeal at the hands
of two armed men who Jumped the couple as
they returned to Luby's home near the Upper
Newport Bay after a morning workout.
Cutler had planned to question Luby about
his lawsuits, Jatnbling debts and bankruptcy fil-
ing at the ttme of the assault. But Superior
Court Judge Ted Millard ruled Cutler didn't
have enough proof to bring up the possibility
of a third party behind the attack.

for Luby by name and at gunpoint handcuffed

Robinson, a former college football player,

Both banter and bickering between lawyers
have highlighted this trial, and Tuesday was no
exception. While Wayne remained calm during her tcs-
1imony, Luby fough t back tears, particularly as
he told of watching Wayne's face being
~lammed into the floor. "I saw blood and
mucus and everything come out of her head,"
At one point, when prosecutor Jeoff rcy Rob-

"Only in California, Your Honor," Cutler
said with a bemused smile.

many columns about people who have lost everything
because of double-whammy knockout punches
delive red by the recession and by the damned Costa
Mesa freeway project.
Over time, I think the column has developed a
point of view. Basically, it's for good people and
Jgainst arrogance and hot·s~otism. It leans toward
irreverence rather than gce-whizziness.
The real estate agents trying to sell the S3.9 million
mansion that is being used as the Orange County
Philharmonic Society's 1992 House of Design ran an
ad that pretty much typifies my attitude problem.
lt quoted the Register saying o( th~ enormous
Design House, "The home's architectural beauty is
breathtaking ... "
It quoted the Times alliterating that it is
·•sumptuous in its simplicity."
Then it quoted me: "I have been in bigger houses,
but they were owned by people named Hilton, Hyatt
and Sheraton."
It is interesting to rummage through the hundreds
of columns I keep piled in a cardboard box. There
arc columns about jailbirds and political assassins;
about mentally and physically disabled kids who play
Li1tle League ball; about ducks that are allegedly
despoiling Balboa Island, and people, all kinds of
people.

Rcader.,reactions are curious. The column that
drew the most attel}tion was about a dial-a-lawyer
firm in Huntington Beach. You got problems, you
call their 900-oumber, the mouthpiece gives you legal
advice, and goes on your phone bill at $3 per minute.
Pretty slick.
There were calls and letters from other lawyers
sniffing a good thing, from people who needed a
lawyer -even from the divorce lawyer who was
representing the wife or the guy who owns the place.
Tied with that was a piece that ran two weeks ago
-April 15 -about one family's nightmare with the
IRS. But there was hardly any reaction to a
three-part series on AJDS in our communities -
right here, right now. Go figure.
Better yet, go lO the "AIDS Update" being put on
tonight by the PT As of Newport Harbor High and
Ensign schools. It's especially for parents and teens
and if you are either, you really need to go. lt starts
at 7 in Sims Hall at Harbor High. ,
With all this serious stuff, we also try to find things
that are offbeat and good for some grins. Like Jim
Slemons, who went onstage with the Orange County
Crazies after his automotive empire went belly up.
From a low point of actually being sent out to try
and fry eggs on the sidewalk during a heat wave, to a
high point or... well, whatever, the Fred Column goes
into its third year. Thanks for hanging in there.

Perot -who in an apparent

During an informal,
unscientific,
person-on-the-street poll taken
Tuesday by the Daily Pilot,
most voters confessed little
knowledge of Perot's politics.
But their general dissatisfaction
with the status quo has
generated a surprising degree
of su pport for Perot's
independent, third-party
presidential bid.
Balboa ferry boat pilot Ted

he'll vote for Perot. "At least
Perot is saying, 'Let's shake
things up,' " Rowe said, waving
a group of three cars aboard
the ferry in the hot, noonday
sun. "Dush isn't saying anything

Sandblaster Kevin Grogan,
taking a day off with his fishing
pole at the Balboa Pier, said he
wants to find out more about
Perot. "He'd probably be the

Grogan, a Native American of

is troubled by Perot's

T hey'rc in the process or trying to build a strong boys'
volleyball program at Costa Mesa Hiah from the ground up.
Coach Dave Christensen sees some potential in bis junior
varsity squad, but more bard wort remains.
wrtirce-quaners ol the team hu never played orpnized
volleyball before." said Ouistensen. "We're trying to build the
program with the idea that we want to have fun. but to realize
that it's a lot more fun if you play well."
Entering last Friday's action, the Mustanp had won three
matches overall. including one in the Pacif1e O>ast League.
A key member or the team is freshman setter Andy McNally.
"We use the 5-1, so he sets all the way around." said Oui.stemen.
"Andy played a little in junior high, and he's been a nice surprise
for us this year."
The Mustangs' leading back-row player is junior Ernie Russell,
who is playing volleyball for the first year since coming out of
basketball. Russell is called a "real hustler'' by
bis coach, who added that he digs the ball we ll.
"We're not a real strong hitting team," said
Christensen. "But we've been serving about 97
percent as a t~. That's something we do
extremely well
The leading bitter is Oay Stockton, who is in
his first year in volJcybalJ aftec playing some
water polo.
"I believe if he develops some timing, I
definitely sec some varsity potential in him,"
said Christensen of Stockton, who is a
sophomore.
Another solid contnoutor to the team has
been outside hitter Liem Lam. An all -around
good athlet,, be is also a good backrow player,
according t6 his coach.
The team captain is junior Ben Eastman, a very strong server.
"He's also a real smart guy, with a 4.0 grade-point average," said
Christensen.
Other members or the team include middle blocker Eddie
Suruki, who is about 5-foot-11, and junior Brady Oark, the team's
top passer.
Christensen, fro"! Newport Harbor High, played volleyball at
Pacific Christian College. He assisted the women's varsity team
and was the head coach of the local junior high boys team.

The Estancia junior varsity boys volleyball squad has been
beaten only by Laguna Beach and Trabuco Hills in PCL matches,
and owns a two-game victory over Woodbridge this season.
"We really played well against Woodbridge, wbi~h has a quality
program," said Estancia JV coach Kris Lu.
The Eagles went 5-1 in non·lcague matches, winning three of
five PCL contests in the first round of league competition.
The top players include freshman ~tters Tom Feeney and Bco
Novak, "who have been doing just a great job setting for us this
year," said Lu.
Others include sophomore outside bitter Greg Dill, freshman
outside hitter Dave Milligan and 6-foot-5 freshman middle blocker
Mark Pierson.
"Mark's still developing his skills and working on bis hitting, but
he's showing improvement," said Lu.
"This team has a lot or talent, but lackS experience," said Lu.
"They could make the varsity tough in the next couple or years."
Lu, who teaches in the mathem:rtics department at Estancia,
has been coaching lower level squads at the school the last two ..
years after t~king a couple or years off from coaching. He's been
at Estancia for six years now.

Education in Other Countries
By Teresa Chien
It is no mya.ery that Ameri<*\
education has fallen behind lhe rest of the
world. The quell.ion is "How is the rest of
the world excelling?" The answer is found
in lhe imovative stralegies that different
nations use.
The most effective techniques
for reading and writing are WI New Zealand..
The country's swdents were found to have
ICored at the top of inlemlt.ionaJ li1iency
lats. The secret? Stress on comprehension
ra&her thin repetiuous drills and allowing
the Sllldents to work at their own pace. New
2'.eaJand also emptwius the motto" You
lesn to read by reading." OUldtt:n select
boob that they want to read, and encouraged
to write or analyze about what they have
read, depending on their grade level. One
last key to readin& aucceu in New z.ealand
is how much time is devoted to lhe subject.
Half lhe day ia spent on reading/writing and
continues until lhe studeda se ''fluena".
lnmathermajc1, the Ndhcfllnds
lakes the cake, using a revolutionary new
system called Realillic Malhemll.ics. This
system lets students wort with at.icka, dou,
fingers, etc. until they cm begin to think
critically. It allows learning at Jheir own
pace and llnlcturina a solution in their own
way. Instead or memorizing fonnulaa, lhe
SIUdenta visualize lhe problem and estimate
the answer. Most imponmt, Realistic
Mathematics prelalll real-world number
problems to show how critical mMhemalica
is to life.
For years, Japan has taupl
