Praying
for a
miracle
~ Future is uncertain for
8-month-old boy who is
suffering from rare
cancerous eye tumors.
By LoriAnn Basheda
Stlll WIW
S everal weeks ago, Sheilah
Lynch was on the phone with
newspaper reporters heralding
the miracle that an experimental
treatment had cured the rare
cancerous tumors in her
eight-month-old son's eye.
On Tuesday, she was on the
phone with her pal> tor~ asking if he
could come to her CoSla Mesa home
to pray for another one.
Lynch learned Monday that the
tumor that had taken her son's left
eye has spread into his right eye -
again.
What's worse, the doctors told
her, is that there arc probably
tumors throughout Timmy's tiny
body.
"He'll probably lol>e the other
eye," a tearful Lynch said, barely
getting the word~ out as she clutched
th e chubby baby on her lap Tuesday
afternoon. "N1d then his life if there
a re tumors irJ tris body."
Lyneb and her husband, Tim, will
take Timmy to tM Children's
Ho pital in Los Angeles for a
painful spinal tap today. This test
will tell them Timmy's fate.
"I don't ha,·e th.It 'Why me?'
attitude, though," he said. "I don't
understand why Timmy was born
this way, but there mu t be some .
reason." ~........_~ , ....

restaurants isn't exactly sizzling, bu t The Daily Pilot's
monthly survey of local re st.iurateurs suggests th:it a
comeback is beginning to simmer.
In April, members of the survey group posted a 1
percent gain, on average, over their April 1991
revenue levels. The s::iles improvement represented an
extremely slight gain over a down year in the
restaurant business, but it also murked the rourth
straight month in which the survey group was ahead
of its year-ago revenue p~1ce .
''I'm looking at the numbers here, and we were so
far down in ·91 that eve n though we're coming back,
we're still down," said one respondent. "But at least
it's stabilizing.
"Unless something drastic happens, we've hit
bouom. We've found bouom, stabilized and
increased. I'm encouraged."
But not all the restaurateurs in the survey are
convinced that they've seen the worst of the
restaurant !>lump.
"I think it still has a way to go," said Danny
M:i rcheana. ow ner of The Arches in Newport Oe~1ch.
''With all th e la) Offs in the area and ~he construction
industry down, I would look for more shakeout."
Another restaurateur s;iid he believes the local
restaurant market is slowly starting to turn around
but he doesn't bclie,·e business has even caught up
with recessionary levels of 199 1.
"Definitely, 1992 won't match 1991," he said.
"Anybody who tells you that is lying. It seems like we
arc picking up, but it still is very un~table. Business is
unpredictable."
Another respondent said he's seen some
encourngi ng customer trend_! in his credit-purchase
reports. I le said that while corporate spending in his
restaurant continues to lag way behind robust levels
of the late 1980s, personal spending by local
CU!>tomcrs is improving.
''Jt 's very encouraging because 1 thought we were
losing some rcgulnrs," he said.
Some local restaurants have been able to adjust to
poor economic condi tio ns. One respondent -said that
while his sales arc lagging behind year-ago le vels, he's
been able to improve profits by trimming expenses.
"We made money in April, and it looks like we're
going to be all right in May," he said.
The April index score for rest:iurunts: 101.

A score above 100 reflects an improvement
over the same month the previous year, while
a score below 100 indicates a decline. Scoring

Councll discusses nude model law
....,, Proposed restriction
would address lingerie
modeling in tanning salons .
By Tony Dodero
Stan Wnter
NEWPORT DEACH -A strin·
gent new re triction on nude
111odel studios and apprehcn!iion
O\ er whether !.peed bumps !ihould
be in!italled on some city strcefs
were among the items debated by
the City Council tfiis week.
The council voted Monday to
hcur debate on model studios,
which :ire defined us any pluce
\\here nude models :ue observed,
drawn, painted, sculpted or photo-
graphed, at its June 22 meeting.
As part of the new restriction,
any new adult modeling studio
must first obtuin n permit from the
city. The new restriction also will
!iWCcp in tanning salons th:it fea·
ture lingerie modeling.
Under the permit guidelines,
nude models must stay at lcust
four feet away from customers,
cannot pose in any loct..cd or sc·
cured areas and customer!> are
prohibited from disrobing while at
a model studio, said Robin Flory,
deputy city auocney.
, While Flory suid there aren't
ony nude model studios in New·
port Deuch, the new rcsirictions
arc part of !iC\'Crul new ordinances
designed to monitor the operation
of adult busi1\esscs.
For example, the city ha re·
cently cracked down on massage
parlors, also requiring that those
businesses upply for permits and
restricting them to commercial and
light industrial zones.
In other business, the council:
• Gave a cold shoulder to the
idea of installing speed bu1nps to
decrease traffic on Highland Av·
enuc between Mariners Drive and
Irvine Avenue and on Carnation
Avenue between 2nd and 4th
!>lreets. The council is awaiting the
results of a po!itcard survey sent to
the resident~ to determ ine wheth-
er to go ahead with the proposal. ••we do have an obligution to
keep the speed down," said a;>un·
cilman Clarence Turner. One idea
the council may debate for deter-
ring speede~ would be the use or
photo radars, Turner suid.
And Turner noted that 20 per·
cent of the cities und counties in
the !>late hod put in the speed
bumps and t\~o-thirds of those
now wish that thty hadn 't.
In Newport Dcach, ~peed bumps
are already in place on Harbor
View Drive between MacArthur
Doulevard and Marguerite Av-
enue, and !.Orne rellidcnts huve
asked the council to remove them,
Turner said.
• Reiterated its opposition 10
off!ihore oil drilling, by supporting
an energy bill adopted by the
I louse of Representatives that
calls for S\\Ccping rcstric1ions.
• Adopted a new !ravel policy
that sets forth reimbursement
guidcl,ihes for those tra\'cling over-
night/at city e~pcn!ie.

f.!YA MESA met what other cities across the county arc
charging.
And city o<ficiu ls uclnowledgc there is more
trimming that could be done.
ing truces -some of which Roeder Mtys arc
long overdue.
City officials have also come up wilh several
other money making scenarios:
~ A 1 percent true on gas, electric, water
and telephone services would yield more than
S 1.3 million in the upco1ning fiscal year, which
begins July 1.
One option, for instnnce, would be to slash
25 percent orr city council members' $690 n
month salaries for a SI0,350 savings.
Officials nre :ilso re-evaluating the city's
commi11ecs to sec if they still serve a purpose.
Culling some of the perks committee members
receive is nnother option.
"There's never a good time to increase
axes," he told council members nt a recent
work session. "Dut we can't continue to pro·
Yidc the level of service we want on fees that
are way out of date."
The bed tax Costa Mesa charges motels and
hotels, for instance, is 6 percen1, compared to
the county average of 9 percent. If Co~ta Mc)a
were to raise its bed tax to 9 percent, it would
generate nnother S 1.2 million for the cit).
~ A I percent tax on admissions to events
)uch as the Orange County Performing Arts
Center. the Swap Meet, the Pacific Am-
phithc:'.ltre and movie theaters would generate
about $546,000.
Roeder emphasized, however, that all of
these options nre still in the study stage.
The city currently foots the bill, for inst:ince,
fo r free rounds of golf for members or the
Costa Mesa Golf Course Committee. And the
city's cable committee members get free coble
service courtesy of city taxpayers.
Likewise, th e city's business liccn)c tax has
not been adjusted since 1985 and is below the
county average. Finance officials predict it
could generate another S300,000 if CostJ Mesa
According to Finnnce Director Susan Tem-
ple, ci ty officials looked at similar money mak-
ing strategics last year, but managed to offset
the ~hortfoll by trimming items rather than re-
)Orting to taxes.
Other alternatives that nre being considered
include turning off every other street light on
arte rial roads for n $70,000 savings.
Another $69,000 could be saved by eliminat-
ing nil interns and part-time staff. City officials
are also recomm ending that the council con-
tinue the hiring fre eze.

The tumors probably formed nt

"I almost passed out.'' she said.
"It was so scary."

amassed by city businesses. But
under the new stale proposal,
th ose sale~ tax dollnrs would in-·
stead be dimibuted by population,
costing the city a potential $6 mil-
lion, Turner said. ·
"That would have some very,
very serious i.11nificacions," Turner
said. "\\'e \\Ould no longer have
an incentt\'c to keep businesses

~tayor Phil Samone bemoaned
the st:ne's penchant for targeting
city coffers to fix its budget woes.
''The big part of this story is
that the state is taking money
from the city because they don't
have the guts to raise taxes or cut
~crviccs," Sansone ):lid.
t.lurphy also presented the
council members "ith a budget
checklist Mondny. That checklist
asked members t<>" give a yes or no
vote to several items that were
proposed for the budget.
Council members gave the
thumbs up to new copier equip-
ment for the Finance Department,
new video production equipment
for the Fire Department, a
S154,000 catch basin cleaner truck
for General Services, a transporta·
tion specialist for the senior citi-
zen div ision, a part-time arts coor-
dinator and $204,375 worth of
overtime. Those additions to the
budget added up to $467,067.
The losers, however, were a ride
share coordinator, a new four-
wheel drive vehicle and video pro-
jector for the Fire Department. Dy
not funding those items, the city
saved $57,400.

The more preemptive value there

the gain is a mere 70 point.a._ _
Had South's long suit bttn
spades, a one-spade overcall would
have been irreproachable One dia·
mond served little purpose, especial·
ly since, with an honor in each suit,
South didn't really care what Non.h
led should West have declattd the
contract. As it waa, one diamond
was passed back t.o East. who n!·
opened with a double which West
converted to penalties.
The defense was mercileu. West
led the ace of clubs on which East
played the deuce-a suit·preference
signal for hearts, the lower-ranking
11de suit. Displaying complete trust
in partner. West und.erled the ace of
hearts t.o East's king and the Jack of
hearts was returned and ducked all
around
East reverted to the lt'n of club.. a
uit preference signal for spades.
West ruffed. cubed the ac~ of
hearts and then switched t.o a spade
to East's ace. East gave partner a
second club ruff and. when to with
the ace of trumps, led another club.
East's jack. of diamonds now became
the third undertrick., and E&At·West
had collected 800 for their efforta.

Suicide prevention is up to everyone
o Learning to spot tell-tale signs m~y · prevent. ~ragedy
by A.M.Sutherland
There are plenty of billboards out there to let us know that suicide won't go away. that suicide tmly hurts everyone around
you , that suicide ls not the answer to any problem. Yet 4,900 teenagers 15-24 commit suicide every year tn the United States.
That ts 4, 100 boys and 800 gtrls who aren't coming back to tf!ll us what we want to know -why they did It.
The real suicide victims. the friends and family left behtna. may spend years telling themselves the:it they could have talked
to their son more or lls~tened to their friend a little more closely when she talked about her problems.
Doing any one of those things probably wouldn't have prevented the suicide. There ts no ·one problem· which d~tves a young
person towards that final decision. there Is rather a combination of several general. dangerous factors. ·
Learning to recognize these factors and trying to change them may prevent someone close to you. or even yourself. from
ending their ltf e: · .
Growing Up Cold-Many kids grow up out of touch with their feellngs. They are usually the ~model children· who are never
angry and never rebellious. They always seem happy a nd want only to please their parents and teachers. The problem ls that
they do not vent their emotions. they keep them bottled up until one terrible day when they decide they can go pn n o longer.
Communication Breakdown -This ts rarely a cause of sulctde. but almost always seems to be a factor. Communtcatton
breakdown occurs when a teenager feels he can no longer talk with his parents. He or she may also feel alienated at school
and would not be able to discuss pressing problems with friends. These unfQrtunate people who feel as tf they were ostracized
have no way of releasing or coping with stress. Instead of talking about lt. they are forced to tum their anxiety Inward and
eventually end up hurting themselves in one way or another.
Children of Chtld-llke Parents-In some families. the parent or parents reverse their roles with their chlldren and. In effect.
become the children themselves. Most often in these cases the parent has a physical or mental disability and must be taken.
care of by his or her child. A child who grows up before ever being a child develops abnormally and usually develops htgh levels
of stress and anxiety. which may eventually lead to suicide.
Loss of Loved Ones or Divorce-When a death or divorce occurs close lo a young person. he or she feels an Insurmountable
loss. Leaming to cope with the loss of a close fri end or family member due to a death or divorce ts hard to do. and lf a young
person feels he or she has no-one left to talk to. suicide becomes more and more appealing.
Love on the Bonus Plan-Many children grow up feellng that if ~hey do not succeed tn every endeavor, their parents will
not love them. Whether this ts true or not. It creates a terrible pain and unnecessary stress for a young person who may not
be ready to deal with it. Sometimes suicide seems to be the only way out for the teenager who feels he or she has failed his
or her parents.
When any of these factors are or seem to be present In a young person's life, they must be talked about. brought to the
surface. Friends must talk to other friends, family members must communicate with other family members. It Is everyone's
responsibility to help stop the terrible. silent epidemic of teenage suicide.

Illegality of suicide is ludicro

The government has already weaseled its way Into a worn

By legalizing suicide. people would not klll themselves J
