Soup kitchen dilemma reflects changing city
'

T he battle over the future of the
Someone Olres soup kitchen is, in
many respects, a battle over the
changing face of Costa Mesa.
The new race is the growing number of
people victimized by a sluggish economy
forced to call Costa Mesa's st reets home
and forced to rely on a loosely knit
network of charity organizations for
survival.
The old face is settled homeowners who
have watched the city change over the past
decade into the third most populous
homeless community in Orange County.
Merle Hatleberg's six-year-old soup
kitchen lies between those two worlds.
They include all ages, all backgrounds and
all races.
F ive days a week, Hatleberg serves
lunch to between 100 and 200
homeless people. Nearly all of them are a
stark contrast to the perception of
"drunks, junkies and bums" that Hatleberg
says many people have when ihinking of
the homeless.
But the Soup Kitchen is looking for a
new home. It is currently housed at the
South Coast Christian Church, at the
corner of Victoria Street and Placentia
Avenue. But Hatleberg's non-profit
kitchen cannot afford the rent and the
chu rch needs to expand.
There arc families, children,
undocumented workers and out -of-work
professionals who frequent the kitchen.

COSTA MESA - A 36-year-old bolt me-
chanic who friends say had no enemies \\3S
found stabbed to death in his Sunset Street
home Monday morning after he failed to show
up for \\Ork.
It was a co·worker who found Charles Ovef-
turf face do"n on the dining room noor of his
tiny l\\.O-bedroom stucco home at about 10
a.m. Monday morning.
A suspicious lrace or blood on the front
porch prompted lhe co-worker to tum Over·
turrs doorknob when he failed to respond to
repeated knocks.
Judging by the stab wounds, police say,
Overturf was killed sometime late Father's
Day or early Monday morning.
Sgt. Ron Smith would not release the num-
ber of times Overturf had been stabbed or
where the wounds were, and said they had no
motive, \\Capon or suspect as or Monday
evening.
"It appears he was killed inside the re~i·
dence," Smith said. "But \\e don't know why
the assailant came into th e house or how.
There arc no signs of forced entry."

T he sudden uprooting of a nearly 20·year-old palm
tree by city workers Tuesday has addened local
residents who say the tree was a community
landmark.
"It's like..Josing a child," said Dec Dce Masters, a
44-year Corona del Mar resident. "It was such a tenacious
little thing, the way it stuck its nose up through that
asphalt and grew up to be this great big tree."
For nearly 20 years, the Mexican Sand Palm -known
to botanists as Washingtonia robusta -was a highly
visible member of the community. Located in the middle
of Pacific Coast Highway ot the intersection of Goldenrod

To smooth over the situation,
city officials originally planned
to widen the bike lane by two
to four feet between 34th and
56th streets.
But resjdents pleaded with
the City Council Monday lo re·
think those plans because wid-
ening the bike lane would elim-
inate about 38 parking spaces
on the. beach side or the road.

Walk celebration, a large Santa Claus was propped up on
the tree.
As the stalwart little tree grew, its roots broke through
the curb and street, prompting Caltrans to correct the
problem. But their efforts to remove the tree during the
last eight years were thwarted by concerned community
members.
"The last we heard, they were just going to trim the
roots," said Royal Radtke, president of the Corona det
Mar Chamber or Comme rce. "It sure was a shock this
morning to get a frantic phone call: 'They're u1king our
tree!' My understanding is they don't intend to replace it."
City officials said the tree was removed because

"And l'm beginning to think he helped the
wrong person."

Sarasota, Fla. this week. Overturf had built
the motor in Ford's 24-foot Skater and acted
as his crew chief in races.

BALBOA PENINSULA -In anticipation or
larger crowds than usual for 1his year's Fourth of
July weekend, the Newport Beach Police
Department will be out in full force.
Since Independence Day fulls on a Saturday,
police arc preparing 10 take as many safety
precautions as possible.
' Severe congestion may cause several streets to be
closed between 5 p.m. and 1 a.m. The area bordered
by West Coasl Highway, Wcs1 Balboa Boulcvarc, and
the 100 blocks between Prospect Street and 32nd
Street may be shut down to traffic. The westbound,
or outbound, lanes of Wes1 Balboa Boulevard will
remain open.
Any residenis traveling 10 and from lheir homes by
car in those areas will be asked to show identification
during road closures.
About 200 officers will be patrolling the streets
and re sponding to regular calls. Both the California
Highway Pa,trol and Orange County Sherifrs
Depanment are also providing assistance.
"One of 1hc biggest problems is the crowds, then
the individuals in tho e that become unruly," said
Sgt. Andy Gonis of lhe Newport Police. "They
a11ract a lot of onlookers and tend to lead to large
crowds in the middle of slrects."
Gonis said many of lhe outbursts and arrests are
alcohol-rela1ed.
"People wind up drinking 100 much and then they
get into trouble," he said.
Fireworks, police caution, are illegal in all
Newport Beach communities. Those found in
possession of fireworks are subjecl to citation.
"We arc going to place a lot of officers on the
streets early so we car. maintain order, particularly
along Seashore Drive," Gonis said.
For people under 18, a 10 p.m. curfew is in effect
nightly. Ci1y beaches close al 11 p.m., while Corona
del Mar State Beach closes at 10 p.m.
The police department also warns those hosting
parties to be consjderate of their neighbors. If
officers respond to a complaint, hosts may be
arrested for disturbing the peace and billed for
service cos1s incurred by 1he police.

NEWPORT BEACH -A Balboa Bay Club manager was stung
for $490 by a phone caller who claimed to be a Newpor1 Beach
policeman, according to a police reporl.
The caller gave Halfpenny a location, and the club manager wired
the money. 11 turned out 1he location ~as really a check ca!>hing
office in Georgia, said Newport Beach police Sgt. Andy Gonis.
Anthony Half penny, a manager al lhe exclusive club, reported 1hat
a man called him on Saturday night and told him 1ha1 club president
Tom Dc1mcr had been it\jured in a car accident and needed money.
Ganis said the incident was under im,cs1iga1ion but lhey had no
!ouspecls in the cnsc.
The man, who identified himself as a Newport Beach policeman,
told Halfpenny to wire $490 via Western Union 10 an office
!.Ome,,herc in the Dlifornia desert.
"Basically, 1his \\3!. a phone scam," Gonis said. "They Cilmc up
wi1h a ru c to ge t funds out of the 'ic11ms."

Newport Beach and Costa Mesa Realtors in May continued to
outpace their year-ago performance, but most in The Daily Pilot's
survey group remain uneasy about the health of the market.
Respondents to the survey posted a 22 percent gain, on average,
over their May 199 l sales levels. The improvement marked the
eighth straight month in which the brokerages surveyed outpaced
their year-ago performance, on average, but individually, the
respondents have been troubled by inconsistent sales.
"May was my be:.t month in over three years," one brokerage
owne.r said . "I just feel like we're luck-y. I thought we were seeing
the market coming back, but we were talking to some title reps,
and they say evel)'One ebe is slow. It was a real pleasant change,
but l don't know what the trend is going to be."
Members of the survey group cited the recession, a continuing
lack of consumer confidence, stringent credit requirements and a
wait-and-see attitude during this election year as factors
contributing to a sluggish, spolly real estate market.
"People are just holding onto their money," one respondenl
said. "It just seems like everybody's waiting for something. There's
an absolutely apathetic attitude out there. Buyers are taking
longer to look, they're noc in a hurry to make an off er, and when
they do make an offer, they're bottom fi shing."
Still, improved sales over the last several months give local
home sellers reason to be hopeful.
The Realtors surveyed reporl that the most active market
segment cu rrently is relatively low-priced homes. Prices of many
luxury homes have declined sharply. For example, some properties
in Harbor Ridge, such as the former Slemons home, have sold or
are on the market for SJ million or less, as much as S2 mill ion
below their peak prices of a fc\\ years ago.

ter.
Alt ough the Spa's budget
calls for only 15 percent of its
$6.5 million development cost to
be financed -as opposed to the
80 percent to 100 percent debt
loads carried by such projects
prior to the thrift-industry col-
lapse and resulting regulator
crackdown -its operators are
having trouble getting 1he nearly
$1 million in financing they need.
A company that had commit-
te9 to leasing equipment to The
Spa at the Center has backed
out of its deal. Spa officials had
planned to lease the equipment
under a financing arrangement

sidering legal action against the
leasing company that defaulted
on. its commitment, but in the
meantime, they're forced to look
for replacement financing. Be-
cause leasing companies are hav-
ing their own problems getting
bank loans, the spa has had
problems finding a new fina ncier,
said Jeff Jones, president and
general partner of The Spa at
the Center.
"That's just the nature of the
capital markets these days,"
Jones said. ".A lot of people are
reneging on obligations.

erations -which are already
profitable, according to Jones -
but did delay completion of an
on-site restaurant. The res-
taurant was originally scheduled
to open in May, bllt is now ex-
pected to debut in late Augui.t.
Several contractors involved in
building the spa have filed me·
chanic's liens, but Jones said
most of those actions stem from
disputes over the amounts those
companies are owed, rather than
a financing-related inability by
the club to pay construction bills.
Settlements are currently being
negotiated with the contractors
in question, he said, but t~se
companies must protect their in-
terests with liens during negotia-
tions ·because of the limited time
the law allows them to fil e such
actions.

officials from six Orange County cities
blasted state officials Tuesday for ui.ing
what they called "predatory public policy"
to balance a state budget that is $11 bil-
lion in the red.
"The truth is Costa Mesll is in the
worst financial shape 1 believe it has ever
been in," Costa Mesa Mayor Mary Horn-
butkle said. 11And we don't see any magi-
cal source of funds on the horizon."

$5.3 million if the state taps into the prop-

targeting revenues that cities collect for
property taxes and vehicle license fees, ef-
fectively pushing the local governments to
the brink.
Indeed, losing the vehicle license fees
and property taxes would shortchange the
Costa Mesa city budget by about $6.9 mil-
lion. Those cuts combined with Costa
Mesa's previous $7.7 million slash make
up about $14.7 million.
Newport Beach has already imple-
mented a hiring freeze and City Manager
Kevin Murphy has instructed city depart-
ments to come up with contingency plans
for 'both 2.5 percent and 3 percent cuts.
And it may get even worse.

a suggestion that he would be a
popular running mate for probable
presidential candidate Ross Perot,
Peter Ucberroth on Mond ay said
he and other members of the local
business community must become
"impact players" to help cure the
state's economic and social woes.
The 55-year-old Newport Beach
businessman, formerly commis-
sioner of Major League Baseball
and chairman of the organizing
committee for the 1984 Summer
Olympics, urged an audience at
UCl's Barclay Theatre to lobby
their elected officials to adopt ce r-
tain legi lative proposals. Those
measures -which call fo r reform
of the state's workers' compen a-
, tion and educational systems, as
well as tort reform and a simpli-
fied regulatory structure · -"ere
born out of a report b)$ the Coun-
cil on California Competitivenel>s,
which Uebcrroth chaired.
"I'm not going to get in an
elected position, but we hJve to

fire," Ueberroth sa1~.

ness will just be a debate. Each

fraud-plagued workers' compensa-
tion system a "national disgrace."
That problem, combined with
troubled education, legal and reg-
ulatory systems, created "a job-
killing machine that's squeezing
jobs out of this state," he said.
As leader of the "Rebuild L.A."
effort, Ueberroth is also trying to
help solve the state's social dilem-
mas. I le said he believes that with
community involvement and gov-
ernment incentives that will cure a

its part by investing in inner-city

"Businesses have avoided the
area," he said. "I did it myse lf. 1
had over 300 businesses (offices of

Costa Mesa's streets or in

third in Orange County, behind

"It's such a bigger problem than
when we started," she said. "The
lay-offs and the recession are
pu lling more and more people on
the street ... And these are people

of them are living in cars, they're

to recognize that these are their
neighbors and they should be
more rcsponsh.e, and not so
negative ... they don't underst:md
that often they're just one
paycheck away from being
homeless."

One of them is Judy Dolan, "ho
owns a home near the Rea Center
and, along with her hu~band Pat,

the soup kitchen from returning to

"I think the city's become
run-down because of the homele
people coming here," Dolan said.
"Costa Mesa is gelling a
reputation as a place the homele s
can come becau e it's easy to live
here. The weather's nice and there
arc places like the soup kitchen
feeding them."
Dolan calls the deb::itc over the
soup kitchen merely ''the tip of
the iceberg." She believes if more
homeless people keep appearing,
homeowners will begin pressuring ,
local governments to move them

feeling of image in Newport

know, but l think the community
is definitely less tolerant of the

Keith Van Hort, Costa Mesa's
director of community ~en ices,
said two reasons why Co!.ta Mesa
has ::i more visible homeless
population than Newport Beach
arc co~t and ethni~ity. It is
cheaper to li\.c in Costa Mesa than
Newport Beach and people who
are mo t susceptible to economic
hard times arc those with less
money. And, Co~ta Mesa has a
greater number of Latinos,

Ford said, Overturf told him he plann ed to
go home , have some dinner and go to bed.
Overturf only had to walk next door
since the house he lived in is adjacent to
Archer Marine Services where he worked.
He moved into the home, which is sand-
wiched between two boat businesses, in
February.
When co ntacted at work, Overturrs
roommate declined to talk to the press,
saying he was under investigation. Police,
however, refuted that claim.
The house was still roped off by police
investigating the murder late Tuesday 3f.
ternoon.
At Archer Marine, co-workers said they
were still stunned.
"lt hasn't sunk in that he's really gone,"
said one co-worker.
She described Overturf as "the nicest,
most kind-hearted person -the type you
could call up any time of the day or night
and he would be there for you."
Ford said Overturf had been married
twice, and divorced both times. He had no
children that Ford knew of.
Although co-workers said they "couldn't
think of anyone who would want to hurt
Chuck," they did recall that Overturf got in
a bit of a jam about a month or two ago
when a woman put a lien on his \Ian.
As they recalled, Overturf was not home
at the time, so a co-worker bailed him out
by paying the money he allegedly owed.
Overturf, they said, paid the money back
within a few days.
"But Chuck is too nice of a guy to have
the kind of enemy (who would want to kill
him)," the co-worker said. "[ just keep
waiting for this nightmare to be over. I
sure hope they catch whoever did it."

Like his predecessors, hbwever, he will wonder why he is in the
Newport Beach area.
Elliott, a center on the Uni"ersity of Michigan football team, holds the distinc·
tion of being the last player selected in the recent National Football League draft
by the Super Bowl champion Washington Redskins.
Like his more illustriou tepmmate with the Wolverines, Desmond Howard, he
will also receive a trophy for his efforts. But instead of it being the coveted He·
is.nan Trophy emblema11c of the finest collegiate football player in the land each
year, Elliott will receive the Lowsman Trophy, emblematic of being the final pla>-
er selected in the draft.
Before the >Aeek is ended, it may even be revealed the exact number of his sc·
lection by the Redskins.
"We feel every bit as proud of the Lowsman Trophy as those New Yorkers do
of the Heisman," says Paul Salata', instigator of the lrrele"ant Week nonsense

Or was 1992 to be the yenr that former Huntington Beach
High School standout Brad Gerlach culminated a successful
professional surfing career by winning at his former
hometown?

being at home sweet

Oh, sure, having a
sponsor again and being
ranked No. 2 on the Association of Surf·
ing Professionals World Champion hip
Tour after two events this year might
kindle a glow on his face.
But Collins, 23, would prefer to do
without the world stuff and concentr:ue
on su rfing. Traveling the globe soumh
pretty attractive, but Y>hen you've been
doing it since the age of 14, filled-up
freeways and smoggy skies don't sc..:m
that bad after all.
"When you know you're coming home.
no matter how long the trip is going to
be, you just say, 'Get me on that plane.'
" Collins said. "I just know I'm going
home. When "e land in LA, I know it's
super smoggy and super crowded, but
when I get off the plane I ki s the
ground and thank God I'm home."
He's home now in Newport Deach, at
least for this week, ready to surf the fa.

"People think l have a really easy life·
style," Collins said. "Dut I'd stoked if I
had an easy lifestyle. You pack, unpack,

"Last year, I was sick for seven month
and I didn't get better until I stayed
home for two months and was back in
the U.S. 'with good food. Eve I) thing's
different -the climate's different and
the food is totally tainted. Candy bars
taste different, coke taste different, ice
cream taste different and eggs taste dif·
ferent. h's a big switch from country to
country.
"And when you go to France. you look
at the food they serve you and )OU say.
·rve got to eat this?' If they got caught
serving that food here, they'd get sued."
Last year at the Buondi Pro in Eri·
cc1ra, Portugal, Collins said he got food
poisoning after eating a Sn1d.er~ bar. "I
was up all night doing )OU·kno'""' hat

morial services have been set for
Tuesday for Eric Hulst, one of
the premier distance runners in
Orange County high school his-
tory, who died Sunday morning
artc r a long du el with cancer.
I Iulst, 34, passed away a t the
Newport Beach home of his
mother, Sharon Hulst. The me-
morial service is planned for next
Tuesday at 4 p.m. at Mariners
Church in Newport Beach.
The service is open to the pub-
1 ic and a video highlighting
Hulst's life will be shown. 111e
service will be followed by a re·
ccplion outside the church.

the cancer on Sunday, March 31,
1991, a day after the tumor was
discovered.

State Championships in each of
the four years. He engaged in
memorable duels with longtime
rival ~alph Serna frosn Loara
High. The two later became
teammates at UC Irvine.
At UCI, Hulst's career took a
turn for the worse following a
knee injury suffered during his
sophomore year.
The injury, along with a con-
tinued disinterest in academics,
prompted Hulst to drop out after
his sophomore year.
He did mnnage to finish 28th
in the 1982 Boston Marathon.
Hulst owned a wall papering
business in Costa Mesa and was
active in Mariners Church of
Newport Beach.
Besides his mother, Hulst is
survived by his father, C.R., of
Escondido; and sisters Heidi of
Irvine and Julie of Seaule.

Nationals Hard Courts in San Anronio, Texas,

First, however, Abrams must qualify. That
means doing well this weekend.
"I'm not too wo rried about it," Abrams said
or his firs t-round opponent, who won three
qualifying rounds at the Costa Mesa Tennis
Club last weekend lo reach the main draw. "If
it was someone '"ho was good, we would've
heard his name and he \\ouldn't have had to
go through the quali fyi ng rounds, so I'm not
really 100 ''orried about it."
Abrams, singles champion of the prestigious
Easter Bowl last spring in the 14s, is 29· I this
year, losing only to Bob Bryan of Camarillo in •
"Not out of spite or anyth ing,
but I think we can° l1eat them pret-
ty easily," Collins said. "1 know for

"I can ay that we have a good

His comments may have cost
him-thousands of dollars in the
past. bu t his floaters you can take
to the bank.

"I reel pretty rela~ed and I've been playing
well lately," Abrams said. "I feel confident
going in. I'll probably pl;iy Bryan somewhere
along the line, but I'm preuy confident with my
ability. I feel I can beat everyone I come up
against."
There are reasons why Abrams is optimistic,
and it's not just because he has won
tournaments this year at Ojai, San Diego,
South Bay and long Beach, either.
"I've been working on my agility and
quickness on the cou rt a 101," Ahram~ !>aid.
"I'm getting better. I'm doing a lot of running
and I'm lifting \\eights and l\c also been
working on my return serves.
''On my backhand returns, I u~cd to hit
almo t ull slices, but now I'm starting to hit
more top spin returns. whi ch arc more forcing
and tougher to get back."
Players from Orange, Los Angeles,
Riverside, San Diego and San Bernardino
counties will be competing tn the sectionals.
