Lorenzo Pasini founded the res- taurant 23 years ago. He and his daughter, A. Joyce Hoskinson, in- corporated tbcir business six years later, technically changing owner- s~ip of the Spaghetti Bender. The California Department of Alcohol Beverage Control discovered the incorporation - under the name Lorenzo's Spaghetti Bender Inc., which is owned by Hoskinson -this year, when the founder's daughter tried to expand the restaurant's bar services. The ABC required , Spaghetti Bender to get a new liquor license to reflect the transfer in ownership. The relicensing requirement, in itself, was not a problem. The fee for such a change is $50. But the ABC also required Hoskil1son to post a "Proposed Change of Own· ership" notice at the restaurant, which startled many longtime · customers. "People come in and say, 'l can't believe you're citing out..' .. said Mike Hoi.kinson, Joyce Hoskinson's son and manager of the restaurant. The county, which deab primarily with di advant:iged pt1tients, had to slice S3.7 million from this year's mental hcJlth budget. The Costa Mc \I clink at 3115 Red Hill Ave~ has not hccn spared. It ha~ lost rwo posi1ions and also has seen ii day treatment center eliminaied. The center a'>Sl'>ICJ ~oplc ncc<ling daily help. It pro' i<lc<l counseling, vodtionul skills and mc<l to integrate them b.1ck into society. While the cuts in Costa Mesa have not been as bnd as fo Garden Gr~·e, which saw its clinic shut down, social work~r Anita Vermund said the loss of the treatment center might mean the difference between a , pcm>n becoming a functional member of ociety or sl~ping through the cracks. "It's horrible, just horrible, really sad. I can't express it enough," Vermund said, Dowg Barton, a deputy administrative officer for the co.unty's mental health agency, ...., said the cut!Pare stretching an olreacly overtaxed department. "What t~ose cuts mean is that ~he re~t of the system somehow has to pick up-~he !)jack. And this was a system • that was bare to the bones to begin with," he said, . Compounding·thc situation 1S the (act that in economically hard times, people need more mental health treatment because of added stress, Barton said. In this county;-whtch already - hJs a shortage of treatment facilities, that can be a disaster, especially fo r the ser_iously ill. "The seriously ill are disruptive, hard to tre;it and many (private) hospitals would ruther focus on the mildly depressed or an individual with substance abuse," Barton said. Laguna B.each 'egend was one for the books; final hill goes unclaimed. A piece of Laguna Benell High's heart was buried Tuesday -with distance legend Eric Huls1 being laid to rest here in Newport Beach. He put Laguna Beach on .... the mapjn track and field \vith his back-to-back-to-back CIF cha~pionships, capturing~CIF 2-A crowns in 74 (4:13.7), '75 (4:13.9) and '75 (4:1 J.3).
