City seeks ways to meet dlsabled's needs . .
NEWPORT BEACH -Ci1y offi cials are seeking ways to come
into compliance with a new federal law that requires employers to
make accommodations for disabled persons.
The Americans with Disabilities Act, which took effect on Jan.
26, may force the city to make costly improvements to every city
.suucwre, says Ray Schuller, the city's building director.
"The problem we have in Newport Beach i we arc a fairly old
city and most of our buildings arc not equipped for handicapped
people," Schuller said. "We are not in good shape for complying
witH handicap requirements."
Each city department head is now conducting surveys to come
up with ways to comply with the new law. The new law may
require the city to upgrade fire stations, lib raries, restrooms, the
municipal piers and other city buildings to make them easier for
the disabled to use.
''For instance, \\e have a counter in the Building Department
that a guy in a wheelchair can't reach," Schuller said. Another
example could be the installation of hcudphoni:s in th e council
chambers to aid the hearing impaired. he aid.
Schuller expects the city sur.eys to be complete by Jvly 24 and
a list of what needs to be upgrJded should be available by Aug.
28. All improvements need to be completed hy January of 1995,
he said.

RTC sues Panic for alleged loan default
COSTA MESA -The Resolution Trust Corp. has sued
pharmaceuticals magnate ~tilan Panic, who officially became prime
minister of Yugoslavia on Tuesday, for allegedly defaulting on an SS.4
million real estate loan rmdc by a now-defunct Alhambra thrift.
Panic, who helped build Costa Mesa·based ICN Pharmaceuticals Inc.
into a $460 million (annual sales) company before being innted to h!ad
his troubled native country, blamed the lqan default on the de' eloper
who sold him the Budget Motel in Mission Valley. Panic's lawyer said
developer Richard Carroll guaranteed a lease on the hotel that would
more than cover the ICN chairman's mortgage payments, but that
pledge was based on a false financial ·statement.

~AL~OA ISLAND -. Fire department officials have agreed to ext1n~u1sh so.me com~unity fears and scale back the size of the
new fire station that 1s set to be built at the corner of Marine and Park avenues.
Residents <:>pposcd pla~s for a new S,150-squarc-foot station to
replace the picturesque fire house that now sits at 323 Marine
Ave. T.hat stati.on ba~ely ~llows room for two firefighters, uccord1n~ 1~ Fire Chief Tim Riley.
The original prop.osal for a new station was designed to ;u;~mm~ate five firefighters and two fire engines.
The biggest concern of the residents was the sheer size of the
buildi ng," Riley said. "So we have redesigned the building."
Und.er press~re rrom residents, Riley got approval from the City
Council Monday mght to go ahead with a scaled back version of
the fire stationi Th~ new facility will now lSe 29 feet high, and
4,500 square feet with enough room for only four firefighters
Riley said. '
Als<?, residents concerns about public restrooms being too close
to their homes have been corrected with the redesign, Riley said.
To make the changes, the fire department was forced to
renegotiate a new contract with architect James Karl Robinson
AJA Inc: at a c?st of S L8,000, Riley said.
But Riley estimated that the smaller station could save the city
.is much as $100,000 for a project that could cost as much as $1
million.

Temporary ban eases parking nightmare
CORONA DEL MAR -Residents of a small neighborhood
here arc hoping a temporary ban on beach parking adopted by
dt) officials will pul an end to a parking nightmare caused by
l)Umme r crowds and street construction.
Re~idents in the area bordered by Seaview and Ocean
Ooutcvard, and Iris and Goldenrod avenues complained to Mayor
Phil Sansone that water line replacements and sewer cleanout) by
c.ily '"orkers were effectively locking them out of their garages.
.:rhat.WnstruuiGrt,plu the usual summer beach traffic, has
made pat.king virtually impo ible for many residents livi ng in the
area.
In an attempt to ease the problem, the City Council
un.mimOU)ly appro,ed an emergency measure that forbids
~eachgoers from par~ing.on the streets in that :irea. Only
residents with city-issued permits "ill be allowed to park there.

''Women have been spotlighted
here," she said. "You can feel how
much enthusiasm there is for the

to casually re turn h' training."
Dasse, 32 and curren tly living in
Irvine, suid Barcelona was in the
back of her mind when she began
\\Orlo.ing out, but the Seoul burnout
remained in the fore front.
"l decided to train around work·
mg full-time, which meant there
''-ii no ''ay I could train like l had
th rl'Ugh 1988," she said. "l wan ted
t.l ,, or k hard, but not push ii, then
see how things developed in 1992.
If I was !>till having fun , I'd take
more ti me off and really apply my-
self."
A knee surgery forced a fu rther
reduction in training in1ensi1y in
1989, and Das c hcgan to cnjo)' the
i.lo\\er, less-intense pace.
•·1t's so hard 10 maimain a peak

nically loppy."
Dasse~ laid-back approach wa
a key to her success at the Olympic
trial • where, shc came up big on
her fifth of !.Uc throws to mO\·e
from fourth 10 second, claiming
one of three U.S. Olympic berths.
"It was almost the opposite of
Seoul," Dasse snid of the June 28
meet in New Orleans. "Th.is time, I
was totally confident and totally in
control. When I got to the trac!k,
my ndrenaline was focused on
competing, and I just knew l was
going to do well. The shot slipped
off my neck on two of my first
three throws, so decided to focus
on technique on 'the fourth at·
tempt. Everything went really
smooth on that throw, so l knew 1
could post a good mark, if 1 main·
tained that form and added explo-
sion.
The result, a. throw of 58-5114,
will allow Dasse 10 test the world's
best, beginning with th e Olympic
qualifying round, Aug. 5. The fi.
rtals follow two days later.
"I'm working through a mild
back strain that's affecting my
mining, btl"t I'm going to try some
creative alternatives to try and get
all my lifting in," Dasse said.
·''When you don't do you r same
routine, you always wonder about
the results. I'm just pJanning to
prepare myself as best I can and
try 10 technically throw well. Be·
•ond that, I'll just have to see what
happens."
Wha'tever physical shortcomings
her back strain will create, Dasse
said her improved mental approach
could lead 10 success in Barcelona.
"h things don't work out in
Spain, there's always 1996."

We an indebted to the newsletler
of the Vanderbilt Bridge Club in
Man~t. NV., for th11 hand. See
tf you can make au heart.a aft.er tbe
lt'ad of a low dta.mond.
The bidding it! particularly inter-
esting. T here are those who suggest
that South'• bid of three heart.a is
not forcing. The fallacy in that rea·
eoning is that no one can pouibly
know the hand will produce exactly
nme tricks at hearta, rather than
could prove very cdltly if South had
to jump to Your heart.a to show a
good hand, or bid a three-card suit
to force partner to bid again.
Simple soula will rely on the
spade finease for the slam and go
down. However, the first problem ii
to att.empt to avoid losing a dia·
. mond trick, so you should play t.he
jack from dummy. lf East has the
queen, you a.re going to have to dis·
pose of a diamond on a high club, ao
you will have no alternative to t.he
spade finesse.
When the jack of diamonds wins,
your best line is to come to hand
with a high dta.mond ancl.lead a club
toward the board. If the ace of clubs
is with West the hand is made, un-
less Eut can get a diamond ruff
Otherwise. if West rises with the ace
you have two spade discards on
clubs: If Wnt duck.a, you have no
club loser.
Unfortunately, East captures the
queen of clubs with the ace and re-~nd. Y ou win, croaa to
the queen of heart.a and ruff a club,
go back to the ace of heart.a and ruff
another club. When both defenders
follow. you are home. Draw the laat
trump, enter dummy with the ace of
spadet and d.iacard your two spadn
on t he king of clubs and the eetab·
Ii.shed fifth card in the suit.
