Baby abandoned, mother arrested
... Infant found behind bus s~eller. Mather calls police to report kidnapping but police believe she abandoned the child.

COSTA MESA -A local woman was ar-
rested Tuesday after she allegedly abandoned
her wee k-old baby girl behind a bus stop at the
corner or Harbor Boulevard and Fair Drive and
then reportedly ca lled police and claimed her
child had been kidnapped.·
Lucila Garcia, 20, of Costa Mesa, was ar·
rested Tuesday evening for willful desertion or a
child. She was booked into the Costa Mesa jail.

after a man discovered the infant crying in a
portable baby seat on the sidewalk behind the
bus stop at about 11 :40 a.m.
There we re no clues as to who the baby's par·
ents were, however, until Santa Ana police got a
call from Garcia at about 1 p.m. saying her child
had been kidnapped.
But after an afternoon-long invc!>tigation,
Costa Mesa police said they concluded 1hat Gar-
cia had actually abandoned her baby. ,
Millington declined to disclose detail<.;.
It is not clear "ha1 "111 happen tQ the baby at
this point, but neglected children are routinely
kept in protective custod}' Jt Orangewood until
the case 1s rc~olved. Orange,\ood is the county's
~helter fo r abused or neglected children.

she appeared to be well ca red for and in good
health.

Sgt. Mike Millington said Garcia was later re·
leased on her own recognizance, but said her
baby will remain at Orangewood Children's
Home in Orange fo r the immediate future.
Garcia could face up to one year in jail or a
Sl,000 fine if found guilty of deserting her chil d,
which is a felony.

Pim root bridge to
be ready for hol days
SOUTH COAST PLAZA -The heat
of summer is all around, but the eyes
of this shopping mecca are already on
the Christmas shopping season.
, Two transportation. improvements to
the plaza begin this week and each is
scheduled to be completed by
Thnnksgiving1 beginning of the busiest
retailing period of ·the ycnr.
A 600-foot pedestriall bridge
connecting the plaza with Town
Center will stretch 17 feet above
Bristol Street, meaning the pedestrian
crossing and signal will no longer be
needed.
The second improvement is the
widening of Bristol Street. Two lanes
will be added to Bristol and a
left·hand turn lane will be added to
westbound Anton B6ulevard.

The bridge is being buill al another
location and will be set into place. The
widening of Dristol will be done at
night, to minimize traffic problems.
"What we're trying lo do is improve
safety and transportation around the
plaza," said Jan Roberts, the plaza's
marketing direc10.r.
Pedestrians will soon be able to cross Bristol Street from Town Center to South Coast Plaza
via a pedestrian bridge slated for complelion in lime for the holiday shopping rush.
Hoag gets grant for
cancer screening
NEWPORT BEACH -The Hous
Hospital Foundation has received a $25,000
grant from the Nancy Reagan Foundation
that will be applied to a hereditary screening
program established in honor of the late
Richard J. Flamson.
Flamson, a former member of Hoag
Memorial Hospital board of directors and
former chairman of Security Pacific National
Bank, died of leukemia in 1991.
The new screening program help:,
individuals identify and understand the risks
of developing hereditary cancer.
Hoag Hospital was enc of 20 organizations
to receive grants from the Nancy Reagan
Foundation this month. The fou ndation has
awarded some S3.2 million since 1989, mostly
for youth-oriented drug prevention program~.

1990 keynote speaker for Circle 1000, a Hoag
Hospital fund raiser group, ''here he visite~
cancer patients and shared her own
experiences with breast cancer.

kayak tours of the Upper Newport Beath
will be launched Aug. 16 by the Newpoh
Dunes Resort.
The program will begin with a special tour
for local Girl Scouts Aug. 14, followed by the
public tours two days later.
The Upper Newport Bay Ecological Re·
serve was opened in 1975 by the California
Fish and Game Commission. The 752-acre
reserve wns established to protect a fragile
saltwater eco ystem and various rare nnd en·
dangered plant and animal species. h is
home to 78 species of fish. 20 species of
Costa Mesa
mammals and 12 species of reptiles. A por·
lion of the SJO-per-person fee for each tour
will be benefit the reserve.

NEWPORT DEACH -Family therapist
0(. Jacqueline Hardin will offer free
p ychological counseling to AIDS patients in
financial need, her office announced this
week. Hardin, who practices in Newport
Beach, is the only family therapist in Orange
County offering free services to AIDS
patients. She said she decided 10 offer the

Builder makes grant
to charity group
NEWPORT BEACH -Serving People In
Need, a Newport Beach-based non-profit
organization serving the homeless, has
received a SS ,000 gift from one of Southern
California's largest home builders.
The Fieldstone Foundation, charitable arm
of the Fieldstone Co., announced the grant
this week. The grant "ill be used for SPIN's
long-term rehabilitation programs, which
include drug rehabilitation, life skills
training, child tutoring, credit repair ~ well
as legal, psychological and financial
counseling.

Decline In sales doesn't brake brokers' optimism
R espondents to The Daily Pilot's monthly survey of residential real
estate brokerages saw their sales take a turn for the worse in
June, interrupting what had ~en an otherwise positive trend
thr9ugh the first half of the year,
Members of the su rvey group in June posted a lO percent decline, on
average, from June 1991 sales levels. The J une decrease, which followed
eight straight monthly gains in the year-to-year comparison, represent ed
a further decline from normnl levclli. The group's June 1991 sales -the
point of refe rence for this month's index -were down 20 percent, on
average, from June 1990 level/).
Most local Realtors aren't optimi tic apout a near-term turnaround in
the market. , '
"People need a reason," sakl one brokerage owner. '1Thcre's no
urgency to buy. Interest rates are•low, but there's nothing in the .
economy to spur them on. Home prices arc low, but they're waiting to
see if it will go lower. •
"I think people are going to continue to hold on to their money and
wait to see what happens after the (presidential) election."
Another survey respondent agreed, saying: "We're seeing some buyer
activity, but they're not doing much. I don't thin!.. it':. going 10 do

Countywide, June sales of previously owned homes held even \\ilh
June 1991 levels, but fell by 6.5 percent from May, according to the
California Association of Realtors. The median Orange County home
price was down 1.4 percent from Inst June and 1.8 percent from the
previous month, the association said. •

council has been a member of
the TCA (Transportation Cor-
ridor Agencies) for quite a
number or years," Murphy said.
"I would not recommend that
the council hold a public hear-
ing. I don't see what it would
accomplish."

against public agencies, Murphy

Club president George Lorton has knew

The Lions club sponsored a Junior
Alliance Baseball Team through the Boys
Club in 1947 when Lorton wns 14 yenrs old.

someday join the Lions Club," snid Lorton,
who w:is named president for 1992-93 after
seven years with the local Lions. He and his
wife, Judy, recently returned from the Lions
ln1ernational Convention in Hong Kong.
A 29-year ve1cran of the Costa Mesa
Police Dcpartmeiy, Lorton retired in 1990 as
a captain in adminis1ra1ive services. He was a
lieutenant for 19 )'Cars prior to his promo-
tion, worJ..ing in patrol, lraffic, the detective's
bu reau and adminis1ra1ive services.
Lorton has also served wuh the Salvation
Army Canteen Commiuee~ United Way
committees and Is a life1ime member of the PTA. .

don't like to tell people that as a
city we cannot control what hap·
pens in our borders. but there are
some facts of life that you have to
live .,..·ith."
The courts long ago said cities
cannot limit the number of family
members who live in a home. The
only law on the books is a Califor-
nia housing code that is liberal at
best. It states that a one-bedroom
apartment of 450 square fee t can
house 10 family members.
A typical two-bedroom dwelling
can have 15 family members.

zoned for single families, with an

"The city needs to respect fam-
ily rights and private property
rights, but at the same time a resi·
dential neighborhood was meant
to be a certain way," council mem-
ber Joe Erickson said.

Second Church of Christ, Scientist
of Newport Beach which sought to
have a sign put up so visitors
could find the church, tucked away
in a remote area of town on
Pacific View Drive.
"I can understand sign
pollution," said Christian Science
church member Tony Sedia, who
is working with city officials to get
a sign for his parish. "But there
aren't that many signs up."
Sedia said the church's visibility
problem was highlighted a couple
of months ago, when several
visitors could not find the parish
for a seminar.
"One ended up in Laguna
Hills," he said.
Sedia said his church just wa nts
to have a sign that is similar to
those posted for other
organizations in the city, like the
highly popular Mariners Church.
Mayor Phil Sansone evdll noted
that the Pacific View Cemetery
near the church had a sign.
"If you can put one up for dead
people, why not one for the live
people?" Sansone wondered.
But Edmonston said some
guidelines need to be developed to
trim down the number of signs
posted in the city.
"I'm not ant i-church or
anything," Edmonston said. "But I
would think there is some criteria
that would help keep this down to
a minimum."

the playoffs. The Dukes arc
yearning for a West · Division
championship.
Following Thursday night's 30-
21 victory over the Vail Eagles in
a TeamTennis match between the
division leaders, the Newport
Beach Dukes (8-3), who secured a
playoff spot for the first time in
their three-year history with win, put themselves in a
-position to win the d1"i~ion title before an enthusiastic
crowd of 1,000 at the John Wa) ne Tenni Club.
Tied "1th Vail (8-3) for the di\ i~ion lead no" "11h
three matches left in the regular season, the Dul.es
won four of five sets, then added an overtime victory in
mixed doubles.
If the Eagles and the Dukes finish the season tied,
the tiebreal.er would-come down to total games \\On
because th e teams split th eir two matches in hcad-to-
head competition. ·
The Dukes, extending their club-record "inning
streak to seven matches, entered Thursday~s match
nine games behind the Eagles. So at this point the t\.\O
teams are dead even.
"We think \\C can win the whole thing," Dukes
Coach Greg Patton said. "We don't "ant to play at
Vail (in the playoffs). We can't play there; you have to
have oxygen tanks up there." ,

Volleyball Federation, they lost their hair in protest
of the ruling, and on Tuesday, they nearly lost all
credibility before finally pulling out a five-set victory
over Canada -a team which has never beaten the
United States Olympic men's volleyball team in
major competition.
