Heavy rains continued to pound the Or-
ange Coast over the weekend, transformi~g
some surface sirects and intersections into
rivers and pushin& local rainfall totals to
record levels for the month.
I ' It has rained for 14 or the last 16 days,
and a potentially severe thunderstorm was
expected to strike the coast late Sunday and
early today.
But it may not be necessary to start build-
ing an ark. Forecasiers expect the niin to
~top by late artcrnoon today, .and th: Na-
tional Weather Service predicts that dry
conditions will prevail at least through the
end or this week.
The dry weather will come as welcome re·
lier beuusc heavily saturated soil has ldt
this area suscepHble to flood .
','We haven't been able to absorb any
more rain for probably the last three or four
days," said Bruce Entwistle. a meteorologist
with the National Weather. Service. "Any-
time you get 'any kind of rain, something
happens."
The latest rains caused flooding of some
streets in Newport Beach and on the south
side or Costa Mesa, as well as more severe

financial viability. But beyond a slowly recovering
economy, the chambers will take o n key initiatives and
issues that will make 1993 a pivotal year, the sort or
campaign that requires expert leadership.
Track records and recent performances suggest that
the Costa Mesa, Newport Harbor and Corona dcl Mar
chnmbers or commerce arc in good hands. Tv.o of the
chamber leaders arc new -Ed Fawcett, executive
director in Costa Mesa, and Donald Glasgow,
president with the Corona del Mar group -but have
brought fresh energy to their organizations. The
Ncw~rt Hisrbor Arc.a Chamber of Commerce's
president, Rich;ard Luehrs, bas been on board for
more than a decade, and he's demonstrated an ability
to steer his group throuah chanain1 economic and
political climates.
'THE CATALYST
Ed Fawcett doe1n'1 pretend to know everything
about running a chamber or commerce. He's a 23-ycar
veteran of the hotel business. Until last April, he was
manager or the Country Side Inn in Colta Mesa.
But the 44-year-old Orange County native docs
profess to know a thin& or two about people and
service, subjects he learned well u a hotel manager.
Fawcett is also an eternal optimist, and when dealing
with rifts within the Chamber and between business
and city leaders, he. focuses on the pU1ies' common
Interests. '
"He solicits opinions from people, then works to sec
how their views arc similar, rather than driving 1
wedge between us," sajd City Council Member Mary
Hornbuckle. ·
Those skills have served Fawce tt well since he took
the Cosla Mesa Chamber's reins last August. La.st fall,
he helped form the Economic Development Business
Retention Task Force, a group of city and business
leaders that seeks to make Costa Mesa a better pince

Dreams of wealth
lose their luster
We all have fantasies or a windfall, an
unexpected showering of gold th:ll makes you
vulgarly, &loriousty rich.
When I was young. I dreamed of receiving a
call from a lawyer informing me l was an heir to
a distant rel•tive's fortune. I would not only
inherit his wealth, but a family castle, and a tit le,
tbe Duchess or Cheshire (as in
cat).
Unfortunately, rich uncles
don't run in my family, or in
my husband's. Maybe it's
genetic. We have plenty of
artists, writers, ranchers, and
one failed opera singer and a
taxidem1ist, but no savvy money
makers. My·best hope for a
windfall is finding a prize in a ·
box of Cracker Jacks.
But that was last week. This
week has stirred fresh hopes
for a financial mira<;Je. My
husband received a notification
from Publisher's Clearing
House Sweepstakes announcing he is a finalist in
the SlO million superprize. Since he hadn't
entered the contest, we could only a~umc some
benevolent computer flipped Bill into this
fortunate category. Your odds arc b~tter with
microchip miracJes than ordin~ry ones -and
you don't have to altend church regularly to
improve your chances.
Though our possibilities of winning arc slim, it
has spawned some worrisome speculations. What
would we do with the money? There comes a
time when you're t~ bushed t~ keep up with
your fantasies. A dreadful predicament. Jn the
Golden Oldies, who wants to· stay up all night
dancing U]l til dawn at a Masque Ball in Venice,
and fly ou t the next day on your private jct to
England for a country weekend of riding to the
Hounds?
True, ten million would move us out of our
limall house with the cranky plumbing into a
modest mansion in Beverly Hills. But what
would Bill :.ind I do with an Olympic size
swimming pool? l gave up bi kinis when the first
varicose vein popped out.
As fo r luxurious appointments like sunken
tubs, they're a bummer when r.ou need a
non-slip battttub with hand rails. Walk-in closets
arc elegant, but they require a lavish wardrobe.
This means I'd have to live in salon dressing
rooms staring into three-way mirrors that make
you look three times as bad. I'm content to
squint inro my small bathroom mirror where; I'm
only exposed from the neck up. I don't want to
know any more. ·
We could use a new car. of course. It'd be
nice to have a quiet, digJlified town car after our
banging, sputtering Volkswagen which rattles
like a Tijuana Taxi. But parallel parking with a
limousine ~ould be a nightmare.
A new face and chinline would be gratifying.
· l'm tired trying to repair the old one with
creams and mud packs. Bill could also afford
socks that matched, and to throw away his
sweaters when the moths munched holes in
them.

Orange County supervisors
heard reportS by co~nty Siler
planners on the proposed zoning change of all
county property lying along the route of the
defunct Pacific Coast freeway. Planners were
directed to develop a plan to decide what density
housing would be allowed if the land were
developed. County road officials expressed doubts
about any development in the former freeway
route area. They 58id some sort of maJOr arterial
road will be needed to service any new
communities along the route.
TEN YEARS AGO:

Jn03tion hit a venerable Newport Beach
institution. The Balboa f crry increased its fares for
the third time in 63 years. New rotes for adults, up
a nickel to 20 cents, chlldrcn, 10 cents, doubled
from five cents, and cars cost 35 cents. The three
car ferry makes over 100 round trips daily and hH
been serving 8albo3 Island and the Peninsula since
19i9. Passengers were not expected to c.omplain
too much about the rate increase, it was stUI a
cheap harbor excursion.
FIVE YEARS AGO:
Jan. 19, 1988
Massive storm-generated wave smashed into the
Orange Coast further \\-Cakcning 1he already
damaged Huntington Beach pier and undermining
beachfront homes all along the coast from San
. ..
Diego to Ventura. Harriett Wieder, chairman o(
the Orange County Board of Supervisors, declared
a local state of emcraency after 1 ll&IVe)' of damaae
along the local coast cities. In Laauna Beach, crews
consisting of Orange County jail inmates,
firefighiers. police and residents worked non·1top
through the night at Blue Laaoon Beach fillina
sandbags to protect si.x homes han1ina precariously
on an eroded bluff. Newport Beach escaped with
minor damage, but the debris on the beaches
included pilings from the Huntington pier.
ONE VEAR AGO:
Jan. 18, 1992
Newport Beach city manager, who was supposed
to clean out his desk Dec. 30 after 20 years at the
helm of the city, agreed to stay with the city u a
consultant Uf\til a new city manager was chosen.
Wynn,,on the verge or a peaccrul retirement, had
lo face one of the biggest scandals to hit city hall:
Robert Di.xon, his trusted utilities director, had
stolen more than a million dollars from city coffers.

Neighbors worry what's
In store for warehouse
COST A MESA -Busi~sscs in a local
industrial park will lock horns tonight when one
tenant asks the City Council to approve his
request to host special nighttime events in his
warehouse -gatherings that opponents fear will
include rowdy parties.
Cameron Pearce, co-owner of a non-profit
health care referral service called Select Care
Video Regi stry, will ask the Council to overrule a
Planning Commission rejection of his request to
host seminars, fund-raisers and other special
events at his warehouse in Mesa Business Center.
Many business owners in the nine-building,
150,000.-squarc-foot center oppose the request,
including some who accuse Select Cate of
holding clamorous parti~s. Others cited pos ible
parking, noise, vandalism and liability problems.
Seven business owne rs and two employees of
companies located in the center w~ote letters to
city officials in opposition to Pearce's request.
One business owner, Tom Forbes, accused
Select Care of hosting a pany last summer that
spilled over into the alley behind the warehouse.
Lillian Lujan, a secretary with the Troy
Investment Fund and a board member with the
center's govern ing body, said Pearce told her in
DeccrJ!ber tbat Select Care plans to host parties,
and he inVited her fian ce to hold his bachelor
party in 'the facility.
Pearce said Forbes' allegation was incorrect
because Select Care didn't fin ish build ing-its
special events facility until last fall . He said he
believes he was entrapped and misquoted by
Lujan, and he added that when he agreed to let
her fiancc have a bachelor party in the .
warehouse, he thoughr the man was joking.

"He has great leadership ability

Radtke said. "Anything I asked him

Luehrs has a cushy job. ·
"This commuhity demands a great
deal," Luehrs said. "l have to be at

Luehrs has delivered for a
Chamber that went through three
executive directors in the four years
before his arrival from the North
Hollywoo'd Chamber in 1982. He
helped sblved the financial problems
the Chatnbcr had when he arrived,
and under bis leadership,
membership swelled to a peak of
more than J,500 in 1985.
The recession and competition
from neighboring chambers of
commerce caused the membership
roster to shrink to a current level of
about 1,000. But Luehrs made
adjustments that allowed him to
avoid any cutbacks in services or in
the Chamber's nine-person staff. He
put more emphasis on non-due
sources of income, such as the
Christmas Boat Parade and the
Newport Seafe~t .•
The Chamber will face more
challenges and important issues in
1993, especially the effects that
reductions in state funding could
have on city services and taxes,
Luehrs said. He said he's pleased
that businesses will apparently have a

communicator. and he has lots of
energy."
Luehrs said he believes J 993 may
be a year of opportunity for
negotiating solutions to the business
community's problems.
"There's a real recognition on the
part of the City Council right now
that we're all in this together,"
Luehrs said.

With about two and a half inches of rain from
Friday through Sunday afternoon, that record
was broken, and, the city surp~d its annual av-
erage of I I .88 Inches of 'r"tn with five more
months to go in the current rainy seuon.
The I 992-93 seasonal total could be padded
considerably, as February is typically this area's
wettest month of the year. •
Entwistle said the storm that was expected to
arrive Sunday ~ight could be 1 more volatile than .
the storms , that rQlled through earlier this
month. Unlike the previous storms, he said, the
new front is what the ,National Weather Service
refers 10 as a "cold storm," and it could bring
with it a l0wer snow level, hail and gusty winds.
Although -skies arc expected to clear by late
Monday, Entwistle added that strong winds will
follow the rain storm.
The storms did not create large waves at loc:il
beaches over th~ weekend. Ncwpon Beach life·

Chimneys should be cleaned
and inspected by a professional
every year to eliminate a substance
called creosote (a flammable oily
tar bi-product of materials
burning) which builds up in
chimneys and can start a chimney
fire . Older chimneys should be
inspected for cracks or flaws
because fi re can creep into these
openings and spread up the walls
and into attic spaces.
Chimneys should have a "spark
arrestor," which has a Vz inch
mesh screen that fits on the top of
the chimney, ro prevent sparks
from landing on the roof and
starting a fire. It could be
purchased at any hardware store.
Trim tree branches away from
the chimney area and remove dry
leaves and debris from the roof
because these can catch on fire
from flying embers.
Burn only wood or approved
fire place logs in your fireplace.
Make sure th.at your fireplace is
designed to handle full wood
burning fires because many
fireplaces are constructed just for
false logs and natural gas.
Never burn paper, trash, pine
cones /needles. or Christmas trees
in the firepla ce because these burn
100 fast and can be explosive.
Fireplaces should have a
protective screen to prevent sparks
from flying out onto the carpet of
furniture. ' Furnaces should be thoroughly
cleaned of dust and lint before
using by a vacuum cleaner. Filters
should be replaced at least once a
year. Unusual noises or odors and
faulty performances, which may
indicate mechanical failure, should
be investigated because fire could
result if not corrected.
All gas fire equipment should be
adjusted properly to provide the
best service, with the flame being
a bright blue color. Your local gas
company will inspect and adjust
your gas equipment at no charge.
