Orange County Fair Board on
Tuesday signed a controversial
new lease with Orange County
Marketplace operator Tel-Phil
Enterprises, only to be besieged
later in the day by angry
swap-meet vendors who contend
that the new deal will drive'them
out of business.
Dozens of swap-meet merchants
crowded into the Fair Board's
meeting room and appealed for
changes in the new contract that
will allow th~ir hndlord not to
institute rent increases. Tel-Phil
signed the contract last month, but
warned that if the company is
forced to live up to terms or the
winning bid it made a year ago,
the marketplace will face
"economic disaster," including
rent increases averaging 40
percent.
Several lon,1-time marketplace
merchants said Tuesday that they
will close fhefr businesses 1f
Tel-Phil's new rents are instituted
as planned, effective May 1.
Merchants also threatened to sue
the Fair Board if changes are not
made in the conaract.
Merchants argued that changes
in the local economy -about ·
one-third to half of the 1,500
spaces at the swap meet have been
vacant in recent weeks, and ..
attendance is down 30 percent -

Conlrary to the claims of demonsarators, Cox said funding for
the project is on track and he secs no major obstacles to
