curfews at neighboring beaches will cause

Gil to lead a delegation of
researchers from the United States,
Canada and Australia who will travel
to China in October to take part in
the symposium. Chinese government

according to Gil. "AIDS in Asia is a
phenomenal problem," Gil s:iid.
"China is concerned bcc:iusc they
have 1.1 billion people -almost a
quarter of the world's population.
They're scared." Gil bcli~es the U.S.
must not ignore the worldwide spread of AIDS. Gil, 48, a Costa Mesa resident, has a doctorate
in psychological anthropology from UCLA and
two years of post-doctorate work at the Masters
and Johnsons Institute. His wife, Mikki, is an
administrator in the Santa Ana Unified School
District. Gil first traveled to China in 1990 with
American AIDS medical researchers who
discussed AIDS prevention strategics with Chinese
univet:.sity oCficials. After a trip to Pueho Rico in
1987, Gil realized AIDS prev«ntion programs
exp()rted from the United States were missing the
mark by ignoring cuhur:il behaviors and taboos.
His desire to create more culturally sensitive

Edward Lau, 39, is facing up to 21
years in federal prison and as much
as $1 .25 million in fines, acco rding to
U.S. Allorncy Terree Bowers.

reports that Lau was claiming to be
an IRS agent.
According to Bowers, Lau and his

spectors obtained tape recordings of
him stating that he worked for the
IRS. They later seized a purported

June 6 at the Federal Courthouse in
Santa Ana. He remains free on bail.

dinance Monday that would lower
the speed limit on Back Bay Drive
Crom 25 to 15 mph for cars and bi·

Arrested March 2, Hood has
spent tens of thousands of dollars
to get out of jail and defend him·
self for what he says is a case of
self ·defense against a disgruntled
gun-wielding c1nployee.
Prosecutors, however, have a
different theory.
They contend that Hood hired
Beauchamp, 32, to kill his wife
Bonnie in 1990 at the couple's
Camp Nelson lodge so he could
collect on her SI million life insur·
ance policy and inheritance.
When Beauchamp began extort·
ing hush money from Hood in ad·
ditio to bis. payoff foe. thc_hit,
prosecutors say, Hood decided to
kill the heroin addict at his Fon-
tana office and plant a gun in the
victim's right hand to make it look
like self ·defense. Beauchamp, how-
ever, was prjmarHy-lcA-tanded.
Villalpando said he and the nine
other jurors who voted to convict
Hood did not find the self-defense
story to be credible.

don't think Beauchamp walked in
there with a gun."
Bustamante said he t1ased his
decision on the evidence, not let·
ting Hood's poise or good looks
sway him. "He-looks like an admi·
rable man," he said.
As it turns out, the juror who
voted for Hood's lnnocence is an
alternate who replaced one of the
jurors prepared to vote for convic-
f1on jUst last week. The original
juror was dismissed from the trial
to care for his ailing wife.
The alternate apparently went
back and forth between guiliy and
innocent several times.
"Hood got a fa ir trial," Busta·
mante said.
If convicted of first degree mur-
der, Hood would have faced 25
years to life in prison .
