At lctit, that's the way It seems to volunteer parb commissioner and sister-city advocate John De· Witt. In prompting Costa Mesa lO for- malize its sister status with Wer- ribcc, DeWitt said, "We have many lessons we can lcorn from them, because we ul.ed to be kind and hospitable, too. They t3le time not only for one another, but they take the time to extend a h:ind across the occ:in." DeWitt began hi camp:iign to revitalize the city's long dormant sil>tcr-city progr-am 3fter a visit to Werribee last year. The citizens were very friendly :ind the red car· pet was rolled out, he said. "They "'elcomed me and "oulJ bend over backward to help," he said. In addition to Wcmbee's resi· dents being similar to those of Costa Mesa, the two cities share other qualities. In fact, Werribee emul.at~s much of "'hat Col>ta Mesa did in the '60l>, DeWitt !laid . Werribee is 1 ~al IUbulb ol Melbourne, currcndy bciaa discov- ered for its quiet, unhurried life- style, DeWitt said. The city ii un- dergoina • downtown redewlop- ment, as well as witocssina plans for construction in much of the community's undeveloped areas. DeWitt s3id Werribec's resi- dents have a fascination with Amcric3ns, and there is much to be learned Crom the Australians. He suggested that Americans hould have an. interest in the "'orld, not just ourselves. In his effort to formalize the sis- ... nta. DeWitt is quick lO add, how- ever, dw any poacntial proarams will be left up to the entire com· rruuce, and all ideas are welcome. "We~ to find people from different.: segments of society - representatives of athletic groups, Oirl Scouts or anything else," he said. "Who knows what can hap- pen?" The city's history with its sister· city program is shaky at best, ac- cordina to DeWitt and council member Mary Hornbuckle. The city wu fant approached about •ix years aao by parents involved in an international soccer leasue to become iistcr cities with :i com- munity in Russia. With 1 resounding. "Nyet!" from the community in response to having 1 Russian sister city, Werribee was chosen as an acccpt- :able alternative. Additional volun- teers joined the effort and some funds were rnised to fuel the pro- gram. After never really getting off the gro6nd, the program languil>hed until DeWiu rejuvenated uuere•t la.st year. Now, the city hopes to gain enouah support for the pro- gram to become 1 true sister c11y. Hornbuckle stressed that no city dollars or staff time can be de- voted to the nedgling program. "We've had a hiring freeze in ef- fect for three years ond staff is nl- ready spread thin," she said. The latest effort in the sister city program can be seen as a final nudge to either get the program fi- nalized or write it off, Hornbuckle said. TAX From A1 Higley told the council that the bluff erosion along Galaxy Drive was l>imilar to lhat which occurred this winter in the San Clemen1e area, where several homes washed down a hillside. Higley said that to prevent any further sliding, re taining walls can be built and vegetation rcplen· ished to shore up the hillside. Cost for that kind of work will cost as little as.-$20,000 to as much as $200,000, he said. Higley reported that San Clem· ente is exploring lhe idea of enact- ing an assessment tax to pay for the damage and said Newport Beach could do lhe same. The as· sessment tax v.ould only be im· posed on the residents living in the slide damage area, Higley said. Seth Oberg, president or the Dover Shores Homeowner As· sociation, said he didn't know if the homeowners would approve of any new assessment tax. But he did urge the council to coordinate efforts with the public agencies in· volved to help the homeowners. Not easy gettfng the help to those in need By Russ Loar Slllf Wi'et While the Ncwport·McH Unified School District enforces a scrict, zero-tolerance, anti·drua policy designed to brin& swift and sure punishment to offenders, there are many student drug-abusers who will never ac t caught. Substance abuse counselor Kelly J. McCunnifrs job is to find these students and convince them to get help -before their lives .spin out oC control. · "The consequences for most kids haven't gotten that great yet," McCunniff said, "I( they do act in trouble, around here their parents rescue them. They keep them out of doing time, from having to pay fines or go to counseling. As a result, drugs and alcohol don't look that bad to them.'' • In addition to alcohol abuse, McCunniff said the drugs most frequently used by middle school and high school students in the Newport-Mesa school district are cryst:il methamphctamine (speed), LSD and muijuana. The lirst step for students in trouble is to admit th ey have a problem and talk about it -even if only with other students, according to McCunniff. And the first step fo r parents is not to ignore their suspicions. "I'm the relay station. I can get them the help they need -or just listen." But if students appear to be potentially dangerous to themselves or someone else, dealing drugs on campus or high while they're in his office, McCunniff turns them in. He often recommends programs such as Alcoholics Anonymous, Narcotics Anonymous and Cocaine Anonymous. Sadly, the recovery rate for student drug-abusers is not good. "lf I get one of out 50 to actually get sober or get some help, I'd feel like I was doing a pretty good job," McCunniff said. "A lot of kids get some kind of therapy that I hope later on down the line they'll utilize. Adolescent chemical dependency is a very hard field to be in becau e you have to accept the fact that you 're going to lose a majority of the people who come in." McCunniff, 25, ays his young age helps him communicate wi1h studenls who often distrust adults. "I speak their language. I'm an adult but I'm still not an aduh in a lot of ways," he said. "If it comes from mom and dad it's nol always going to be helpful. If you've got an uncle or a fa mily friend who is a little bit removed from the intense emo1ional connection, you're going to have a lot better chance at getting throuih."
