NEWPORT-MESA -The official rc-
tire~ent date for Superintendent John
Nicoll was extended three months by school
board members Tuesday night - a move
requested by the superintendent to improve
his retirement benefits.
Nicoll, 71, will earn roughly $85,000 a
year Crom the State Teacher5 Retirement
System for his 40 years of employment,
which includes 21 years as !i.upcrimcndent
of the Newport.Mesa Unifiel1 School Dis-
trict. ·
The contract extension will increase his
pension by approximately S500 a year -
about $42 a month. Nicoll, who is on medi-
cal leave, earns Sl06,747 a year plus ben-
efits: Nicoli's state retirement ·pay is based
on ' percent of his top salary -averaged
over a three-yea r period · -for each year
employed.
The change may cost taxpayers a little
extra money, but not the school distric t, be-
cause Nicoll'!> retirement benefits arc paid
by the state pension system. And Nicoli's
unused 'aca11on days will fill the remainder or his contrai:1. . .
But )Orne parent~ say the extension of

robbery suspect led Costa Mesa

stolen Porsche Tuesday before

The suspect, whose name has
been withheld pe nding
notification of family, was
pronounced dead ar Mission
Hospital-Regional Medical
Center at 1 :40 p.m., according to
Costa Mesa police officer Wayne
Riedmann.
_ The man allegedly robbed the
First Interstate Bank branch :it
• 3029 Harbor Blvd. of about
$2,000 at about 12:45 p.m.,
Riedmann said. The suspect
then fled in the 1986 Porsche,
which earlier had been reported
stolen in central California.
A police helicopter and patrol
cars spotted the car and chased
it southbound on the San Diego
(405) Freeway. at times reaching
speeds of 120 mph, Ricdm ann
said.
The driver exited at La Paz
Road in Laauna Hills and
continued to drive at high
speeds.
He apparently lost control or
the vehicle and crashed on the
thorouchfare in what Riedmann
described as a "single-vehicle
collision."
Ricdmann said the suspect is
scheduled to underao an autopsy
today, arter which his idenli'Y

Sansone vows
he won't quit

N EWPORT1BEACH -Councilman Phil
Sansone vowed Mo nday to cont inue his
• fight to dispose of a proposed 50-ccnt
toll for a 1.6-mile stretch of Newport Coast
Drive, despite roadblocks fro m county and
tollw~ officials.
Sansone brought the issue up Monday in
response to a question by Councilwoman Evelyn
Hart on the srntus of the tolt.
. "We're dead in the water," Sansone told
Hart. "Our rcp~esentative on the Orange
County Board of Supervisors (Tom Riley)
. believes the Culver Roa~d connection is the
answer."
But Sansone, a longtime supporter of the San
Joaquin Hills tollway. has maintained the
council was told Ford Road would connect with
Newport Coast Drive to provide a toll-free
, route for commuters going to the airport area.
The councilman said, however, that toll road
officials used projected re\ enue from the
50-cent toll to sell the financial plan for the
toHway.
"T!te way the corridor agency handled it right
from the beginning was deceptive and intended
to mislead the public," said Sansone, who
supports a council resolution denouncing the
toll road.
Sansone promised he would figh t the
proposed toll as long as he was on the Council
and maybe ev~n after his term expires in 1994.
Council members John Hedges and Jean
Watt have said they would support Sansone.
"l think we need to bring additional pressure
to bear on the corridor agency to get it to do
away with that little segment," Hedges said.

Monday included:
~A report by acting Police Chief Jim Jacobs
recommending that city beaches close down by
10 p.m instead of the present 11 p.m. curfew.
Jacobs' recommendation comes at the heels of
similar beach curfews being enacted at
Huntington, Bolsa Chica and Crystal Cove state
beaches.
Jacobs said the curfew at city beaches was
needed to prevent the possibility of bcachgoers
flocking to Newport Beach because of longer
beach hours. '
City officials asked Jacobs to explore the
possibility of extending the curfew to include
city parks as well.
~ Lowering the speed limit for cars and •
bicyclists on Back Bay Drive between
Shellmaker Island and Eastbluff Drive from 25
fllPh to 15 mph. The action was taken in an .
attempt to reduce accidcn_ts on the road, which
is frequented by nature walkers, cyclists :irtd
automobiles.
The city paid a S2. 5 million out-Of-court
settlement last year to insurance executive
James Murphy, who injured himself in a bike
crash on the road.
~Approved $120,000 in architectural
services for the new Central Library.
~Agreed to hike summer rates at Balboa
Pier parking lot to $7 a day maximum. Winter
rates arc now S6. The council also authorized
spending S46,000 to install 182 parking meters
on Balboa Boulevard between 15th and
Alvarado streets.
~Agreed in principle to a proposal by the
Newport Harbor Arca Chamber of Commerce
to request Caltrans to change several offramp
signs on the San Diego and Corona del Mar
freeways to read Newport Center and Balboa
Peninsula.
Chamber official s say the signs are needed to
be more helpful to the visitors of Balboa
Peninsula, Newport Center, Corona del Mar
and Fashion Island.

Linda Johns1on. a Newport Beach resident since
1974 and Ca~1le Antiques shop owner for seven
years. Everything fell smoothly into place as she
developed her natural instinct fo r buying and
selling when she was young 10 eventuolly opening
and oper:uing an antique business. Located on E.
18th St. in Costa Mesa, the shop allows her to
indulge in her doll restoration hobby.

The Costa Mesa store includes 2,600 square feet
of mostly local nntique trea ures, including more
than 200 dolls.

county." Unlike any other antique, doll are
special because people develop emotional
attachments to them, she said. Recently, s.hc

grilled her on how she would care for the dolls .
''I've always been interested in old things,"
Johnston sa id. "When I was 16, I would go to the
rummage sales and thrift stores in Long Beach
se·arching for treasures I could sell for a profit ,"
she said. She collects evcl)•thing from a 12-foot
Statue of Liberty ligh t she installed in her back
yard to tiny Cupid-encrusted Victorian pill boxes,
she said.

Johnston said.

would clean, dress and wig the dolls before they
agree~ to se ll to me," Johnston said.
Her 17-year-old daughter, Faith, shares her love
for antiques, especially the jewelry. She works part
time in her mother's antique shop and attends
Newport-Hnrbor High School.

NEWPORT BEACH -With the
Robert Dixon embezzlement scandal
still fresh in their minds, council mem-
bers have voted to hire an auditor to
keep city officials honest. .
"We want to make sure that what
happened flbefore doesn't happen
again," said Newport Beach Mayor
Clarence Turner, referring to the $1.8
million chy officials arc still trying to re-
coup from Dixon. "We need to elimi-
nate the loophole. The old system obvi-
ously didn't work."
A former utilities director, Dixon was
arrested last January for forging more
than 400 city checks for hundred ..>f
thousands of dollars dating back to
1981.
AJthou$h Dixon system's was f:urly
unsophisticated, it wa n't until a credit
card company tipped investigators off
that city officials learned they were
being bilked.
The fallen city offioial is currently
serving a four-year senrence in a scnte
prison in San Diego.
Since then, city official have auc-
tioned Dixon's massive phorography col-
lcction -which he admits was pur·
chased with taxpayers money -as well
as his BMW, towr1house, furniture and
clothes. The once-popular city employee
signed over all his belongings after apol-
ogizing for his crime.
The entire lot, however, has raised
Jess than $650,000.
"The ciry is still in 1hc hole about
Sl.1 million," Turner said. "We cou ld
pay a lot of auditors for that much
money."
The new $35,000 a year auditing posi-
tion won unanimous approval despite
dire budget shortfalls that may actually
worr:tnt up to five layoffs in the finance
department.
But Newport Beach Finance Director
Dennis Danner aid the probable job
cuts make the po ition all the more nec-
es ary since a stnff reduction would
leave the city even more ~usceptible to
thievery.
Whoever gets the job will be re-
sponsible for monitoring budgets city-
wide to keep officials honc~t.
Turner said the city still hopes to re-
coup. more of the money Dixon pilfered
-even though the man is pcnnilc\
and joble s -bur declined to el:iborate.
The city docs intend to 1utuch his wage
when he finally gets a job.

With the city facing the
prospect of scrapping as
many as 50 jobs this ye ar,
Councilman Phil Sansone is
now qu estioning the wisdom
of building an elaborate
clock tower fo r th e new
Balboa Island Fire Station.
"Are we digging ourselves

Sansone asked Fire Chief
Tim _Riley at Monday's City
Council meet ing.
The tile comment was in
reference to the $400,000
English slate tiles being
placed on the floor of 1he'
new Central Library.
"We may have to fire
somebody because of that
clock tower," Sansone said.
The new *1lion at the
co rner of Marine and Park
avenues is a joint design of
Balboa Island residents and
fire officials. It is se1 to be
• 4,454 square feet, two
s1ories high .and cost
approximately Sl million.
. Chief Riley said the most
rhe clock tower would cost
the ci1y is $25,000, a price
1ha1 includes $4,000 for
clock mechanisms and
~~.-000-fer the-structure.
The J6·foot tower was
unanimously approved by
the council la!lt November
as part of a scaled-down
compromise of what was
originally to be an expansive
5.000 square foot station.
"The clock tower was part
of the whole architectural
scheme that was worked on
by the fire department '
architectural staff and the
community," Riley said.
"Everybody has approved
the plans. It's all been done
and we're just about ready
to go. We'd have to redesign
and go through the whole
approval process."
But with the stale poised
to trim as much $4.8 millio n
from city coffers, Sansone
said things have changed.
"Why do the people of
Balboa Island need a clock
tower?" he asked. "It seems
to me that this is the time to
save a buck or two wherever

Councilwoman Jean Watt
said she was not anxious to
change the clock tower
design at the fire station.
"It's silly to backlrack,"
she said.
Riley said he thought the
clock tower, which was
suggested by residents of
Balboa Island, enhanced the
fire station.
·"He (Sansone) thinks it's
government waste," Riley
said. "My opinion is
government has 1
-responsibility to do some
responsible architecture." -

for bankruptcy protection from crediton nearly a

Accordin& to court documents, proceeds from the
sale will 10 toward rcpayina back taxes owed to the
state. None of the money will 10 to Villa Nova's
other creditors, who are owed an estimated $5.7 mil·
lion, including $580,000 due to the Internal Revenue
Service.
Crean is buying the restaurant free and clear of all
debts and liens, and he will assume equipment and
vehicle leases, as well as Villa Nova's $7,100-a-month
ground lease. He said the amount of money he will
spend on needed renovations and new equipment will
depend on his success or failure in negotiating an ex·
tension of the ground lease, which is scheduled to ex-
pire in August 1996.
Chnrlotte D:ile, 68, who took over as bwner of the
restaurant when her husband Dilisio died in 1971,
was unable to negotiate a lease extension, a factor
that drove down Villa Nova's market value. •
Dale will retire upon completion of the sale. Her
son Jim Dale, general manager at Villa Nova, will
work as a parHime consultant to Crean for six
months, at Sl,800 a month. Jim Dale is planning to
start a chain of fast-food Italian restaurants with
John Crean as his financial 'backer. .
The Dales blamed Villa Nova's financial problems
on the recession and i11creased competition. As re-
ported in court documents, the restaurant enjoyed
peak annual revenue~ of more than $3 million prior
to the rei:ession. Revenues decreased to less than
$2.9 million in 1991 and were on a:-$2. 7 million-a-year
pace at the time of the bankruptcy filing last year.
"It's kind of a sad passing of the guard," said Barry
Pitrce, general manager of The Ritz restaurant at
Fashion Island. "The Villa Nova is a real landmark.
It's going to be tough for the new owner to maintain
that standard, but if he can, l think the restaurant
will do well."

The scheduled second game of a double-header
was postponed because of the late hour that the
fir~t game was completed.
With the tiebreaker rule in effect from the
eighth inning on (leadoff runner automatically
placed on econd). each team was able to manage
runs in the nin th, 10th and 1 lth.
However. after the Vanguards (21-6·2 overall, 6·
1 in the GSAC) notched a go-ahead tally in the
12th. winning P'tcher Shannon Saylor made it
!>land up, stranding the run ner at second on a pair
of strikeout and a grounder to first. Saylor
''alked one and struck out 12 in the game, while

"I've done as much mental training as physical train ing since
coming back from that camp," said Overton, who has been uc-
cepted at DYU, but must reach hi established time goals to re-
ce ive scholarship help.
"You see yourself running the race," Overto n explained of the
technique, which ha been adopted by severnl other N.ewport run-
ners. "You use it days before the race, not just before the )tart. It
ju t helps confirm you can do il.
"When you're huning the most, that's when you need to turn it
on during a race," Overton continued. "Using visualization helps
train your mind to ignore your body when it comes to getting pa)t
the pain. It's a great supplement to actual physical training."
Overton said the routine also aids with relaxation, an area he
was woefully deficient before adopting the technique.
"I used to get really ndvous berorc the big races, and ii "ould
affect my performances," Overton explained. "I felt like I was tty-
ing just as hard, but my times would be mise rable in a big race."
Said Newport ai lance coach Bim Barry: "He used IQ be very
tense, and he's had an ulcer off and on. He seemed to get very
uptight before a race, but he's much better this year."
A leading member of Newport's state champion cross country
team last fall, Overton is the defending Sea View League champ
in tl\e 3,200, and was league runner-up in the 1,600.
Overton does extra training daily with Peterka, and Barry is
among those, who expects big thin's from his four-¥car varsity vc1-
erah. "H he gets in the right situot19n, he's capable of rcachini his
goals," Barry said.

owners here, who lobbied

to keep at least one bank
brunch open in their area,
are facing anolher balllc to
prevent being without a
nearby financial institution .
Wells Fargo Bank, the
only financial institution
that still has a br3nch on
the peninsula located east of
3ind Street, informed
cu!.tomers last week that its
branch at 600 E. Oalboa
Dlvd. will close on June 18
and be con olidated with its
office at 3201 Newport Blvd.
San Francisco-based
Wells Fa rgo in 1991 took
ove r the Balboa Boulevard
branch from now-defunct
Great American Federal
Savings, which agreed at the
urging of cus1omers to
cancel plans to close the
office in 1984. Bank of
America closed its branch in
the same block of Balboa
Boulevard that ) ear,
con olida ting it with the
bank'!. office on Via Lido.
"I think that Wells Fargo
should have the community
in mind, not just the bouom
line of the bank," said
Marianne Zippi, a customer
of the branch sla ted for
closure. "So many
businesses are leaving
13alboa, and the last thing
we need down here is a lot
of derelict bui ldings without
any businesses in them."

closure. She said she was
trying to contact a banking
regulator Tuesday because
she heard there may be
)Orne restriction!. concerning
the closure of bank branches
when there's not another
bank located within a
one-mile radius.
"Wells Fargo always
complies with regulatory
requirements," said Lorna
Doubet, a spokeswoman for
the bank. ·~we wouldn't be
clo)ing a branch if it wasn't
allowed."
In the letter to customers,
Wells Fargo officials said
the Newp0rt Boulevard ·
branch is only one mile from
the Balboa Boulevard
branch. Zippi said she
measured the distance in
her car at more than 2.2
miles.
"Ou!oinei.ses arc upset
because they'll have to leave
their business, drive up to
the branch in an area with
no parking and drive back,"
Zippi said.
Kathy Sh1lkret, another
Wells Fargo spokeswoman,
said the closure of the
Balboa Boulevard branch is
part of a plan this year to
close 13 branches in
"mature, over-banked
markets." At the same time,
she said, Wells Fargo is
opening 20 new branches
around the state. ' Shilkret said, too, that at .
the request of cu~tomers,
Wells Fargo will leave
automated teller machines
and a night-drop deposit
box at the Balboa Boulevard
branch. Wells Fargo has
also offered reassignmen ts
to all employees at the
branch slated for closure.

Member John Hedges said

implications of another bank
closure on the peninsula.
"It's just another
indication that the central
Balboa area is in decline," •
Hedges said. "Our goal is to
ensure a healthy and viable

recessionary levels they suffered through

In February, respondents to The Daily
.:Pilot Eco omic Index survey of local
restaurateurs posted a 1 percent increase,
on average, over their February 1992
sales levels. The f cbrupry perfqunance
followed a 1 percent yea r-to-year sales
decline, on average, among members of
the ~urvey group in January.
Bad weather was partially to blame for
the Janu ary setback, which broke up a
streak of 15 straight months of
year-to-year sales increases, including
peak average gains of 8 percent and 9
percent in November and December.

COSTA MESA -Milan Panic is back from Yugosla..,ia and
back on the job at ICN Pha'rmaceuticals, but he hasn't stopped
working for change in his troubled native country.
Panic, founder and chairman of Costa Mesa-based ICN, wns
ousted last month as prime minister in Yugoslavia. On
Tuesday, he called for creation of an economic commonwealth
to rebuild the war-torn Dalkan states.
Panic predicted that fighting among ethnic groups will soon
end, and he urged leaders in Yugoslavia and western countries
to begin discussing economi~ cooperation. He also urged
western nations to provide more humanitarian aid in war-torn
areas of Yugoslavia.
Panic, who immigruted to the United States 40 years ago,
plans to divide his time between running ICN and helping to
end the fighting in the Balkan states. He also left open the
possibility of returning to Yugoslavia if he has enough popular
support.
