COSTA MESA -Cathlab Products Inc. has
agreed to pay $45,000 in fines to se ttle a lawsuit
filed by the Consumer Protection Unit of the
Orange County District Attorney's office.
Located on Grace Lane in Cos ta Mesa, Cathlab
Products manufoctures pressure monitoring kits,
which regulate a pa tient's intrave nous blood now
during surgery or hospitalization.
According to the tatc Department of Health
Services, which conducted the in"estigation, the
company failed to come into confonnancc even
afte r poor inspections reports.
The District Attorney's office shut the company
down April S and required the company to recall
all products shipped on or fter March 17, 1993.
The lawsuit alleged that the company foiled to
maintain the equipment used to keep the kits and
their packaging sterile. The suit also alleged that
the company lacked complete shipping logs which
would bave been neces ary in the event of a recall.
Without admitting wrongdoing, Cathlab and
president Charles Boyd agreed to come into
confonnance, pay civil penalties of $45,000 and
reimburse the t:ite SS,869 fo r the cost of the
investigation.

NEWPORT BEACH -Police arc asking fo r the community's
help in quashing a rise in graffiti and tagging across this city.
"We need your eyes and cars to solve this problems," ~aid
Acting Newport Beach Police Chief James Jacobs.
Anyone who sees property that has been damaged is urged to
call Newport Beach General Services Department at 644-3055 or
the police department at 644-37 17.
Police officers can then file a report and photograph the
damage for invcstig:uion purposes.

real estate empire marred by the
recession and lack of credit
availability, Irvine Co. strategists
found at least one niche about
which they're bulli h -
apartments.
"In our view, this repre ents a
promising business opportunity as
the region emerges from the
painful real estate recession,"
Irvine Co. executive Wilham
Mcfarland said Tuesday in 3n
inte rnal memo.
The region may or may not be
eme rging Crom the real estate
downturn, but Irvine Co. officials
arc already t3king steps to take
advantage of opportunities in
apartment developmen t.
A new division, The Irvine
Pacific Apa rtment Co , has been
formed to maintain and expand
the company's 11,300-unit
apartment portfQliQ. Patrick Smith.

been taken away from his fbrte.
apartment development, in order
to handle 01her respon ibilitie1t
was assigned to head up the new
division and focus entirely on
apartments.
To fund all this new
development, Norm Metcalfe, The
Irvine Co.'s new vice chairman
and chief financial officer, is
look~ng for ways to raise capital in
public markets. Metcalfe was hired
in February to help the company
reduce Its reliance on traditional
financing sources, such as banks
3nd insur3ncc companies.
Irvine Co. spokesperson Larry
Thomas said the new division is
now working on site and product
planning and is probably at least a
year aw3y from breaking ground
on its first project. He said he
doesn't have projections yet as to
how many apartments the new
division will develop.
"There's no number," Thomas
said. "It just signifies that we sec
this on the near horizon as an
area where we have optimism and
confidence. lt's one of those first
bright lights coming out of the
recession."
As for public financing, Thomas
said The Irvine Co. won't sell
stock in the company, but will
consider other types of securities,
such as real estate investment
trusts. ·

Talk of a new development
program comes along at a time
when the apartment market is
relatively weak.
According to a survey by
Laguna Hills-based Research
Network Ltd., the average
apartment vacancy rates in
Newport Beach and Costa Mesa
arc curren1ly 94 percent and 96
percent, respectively. Newport
Beach's average occupancy is
down from 95.4 percent a year
ago, and the Costa Mesa average
is up slightly. Average rental rates
are down in both cities.
In 1992, the Orange County
apartment market suffered the
first year-to-year decline in
average rental rate and the lowest
average occupancy rate in the
eight-year his1ory of Research
Network's studies. Pam
Wooldridge, co-owner of Research
Network, said she expects the
county's average occupancy rate to
C:tip even lowe~ this year, to tiCIOW

"And we 'll probably see some
more softenin& in the rents to
keep the occupancies where they
want them," Wooldridae said.
On 1he other hand, there's been
virtually no new apartment
construction over the last two
years, which could bode well fo r
The Irvine Co.'s plans.

Co., which oversees S,000
apartments in the county, said he
expects occupancies and rental
rates to be strong over the next
five years because few developers
will be able to build new
complexes. Even those builders
who arc brave enough to consider
new apartment developments in
this area arc currently unable to
get financing for their projects, he
said.
Obtaining funding in public
markets could help The Irvine Co.
clear the financing hurdle.

A seemingly endless stream of police cars, motorcycles nnd fire
trucks wound into the cemetery and to the burial site. Highway
patrol officers were lined four or five rows deep to the left and in
front of the casket, and the cars kept coming.
Following a brief Scripture reading, the marines removed the
American flag draped on the casket and waited for a 21 ·gun
salute. That honor was followed by a single bugle solemnly
blowing taps.
As quiet overtook the burial site, helicopter rotors could faintly
be heard in the distance. As the quiet prevailed, the rotors
became louder and louder, soon flying in formation over the site.
A shudder seemed to come over the crowd in the dramatic
moment the six helicopters passed overhead.
Marines then folded the Amcric.an nag and CHP officers folded
the state ' flag. Both flags were handed to Steel's widow, Virginia.
As the ceremony came to an end, one of the CHP pallbearers
re;iched over and touched Steel's casket one last time. Perhaps as
a final gesture or caring, or a last pat on the back, the officer
touched his friend in a poignant and private moment.
Words of admiration about Steel and sadness over his passing
were heard throughout the cemetery as the ceremony came 10 an
end. Officers and friends offered condolences to Steel's wife and
their two sons, Jake, 17, and Jordan, 13.
"John treated all people as he wanted to be treated," Lane
said, "and he treated all people well."
Steel had served with the California Highway Patrol sin'e July,
1972, and was a veteran of the United States Marine Corps:--;>
