high-pitched bagpipe melodies,

Costa Mesa lireftghters: City is in danger ii jobs are eliminated

COSTA MESA -Proposed budget
cu ts have sparked dissension among fire ·
fighters, who say the reductions could
bring fire and medical protection in the'
city to a dangerously low level.
An entire fire truck company, including
seven firefiJhtcrs, could be eliminated by
the City council June 7. The cuts could
snve the city $516,000.
The city is facin4 a $4.S million bite
Crom Gov. Wilson s proposed budget,
which redirects local government property
tax revenue to the cash-starved state trea-
sury.
Morning Briefing
While acknowledging the c11y's pressing
financial need. four fire department cm·
ployees said Friday the proposed cut!>
couldn't come at a worse time.
The city's sixth fire station will open in
August, stretching already thin resources.
Additionally, the heavy rain this winter
could, ironically, increase fire hazard:. be·
cause more vegetation ha been produced.
"We arc getting to a very dangerously
low safe-operating mod for the guys in
the blue shirts as well a the public," said
one firefighter who did not want to be
named for fear of losing his job.
Councilman Joe Erickson stressed the
cues are merely a proposal. He remains
hopeful that the cut can be absorbed in
the department and said the prppo al is
the most important budget item this year.

Chili gets hotter,
but party cools
over the years
T HERE WASN'T A WET T·SHIRT JS
THE CROWD -lt would've been
hard to convince a first-time visitor to
Thursdty's BacchanaJia at the Balboa Bay
Club, but the annual chili championships
have simmered down considerably in the
past 20 years.
The first few blowouts (as in gastric) "ere
real doozies, according to
bottle-scarred survivors.
''Things have mellowed,"
sighed Nick Doolin, even as
he sought rcf uge in the
contest judges' ch:imbers.
"Now it's become serious
competiti6n, much more
professional, with these
dedicated chili cookers and
their sponsors going
{vii-blast after the money
prizes." Local
Scene (This was the sme
championship, with the
winner advancing to the
global competition in Reno, with a $25,000
chili pot o' gold at the end of the rainbow.)
"Back in the early years," said Doolin,
"th ere were a few neat touches -such as
walking a plank across the swimming pool."
If it hadn't been for volunteer rescue
teams patrolling the pool, fishing out the
drunks, other veterans agreed, there
would've been a significant mortality rate.
Such debaucheries have dwindled, they
further agreed, because the constabulary ha)
take n an increasingly dim view of
booze-related shenanigans.
Former sassiet)' columnisl .Yida Dean,
making a rare public appearance in the old
haunts, concurred with Doolin's ·
recollections. ·
"I'll never forget the first time I covered
th is thang." sh e drawled, lapsing into her
native Tc;xas patois. "I'd just settled down in
the press room, when this guy comes bustin'
in, yellin', 'It's Sodom and Gomorrah out
there!!' Wow, I could hardly wait to take a
peck."
A t this latest blowout, I was able to
detect some latent traces of Gomorrah
in the jampacked compound -but, as best
I could see -there was no evidence of
Sodom.
In that mob of more than 3,000
western-clad Sybarites, writhing and gyrating
to the pulsating coutttry music of Westetn .
Union, it looked mostly like good clean fun.
Sure, there were more sexy f cm ales per
square inch than anything these old eyes
have ever encountered, but what in
tarnation's wrong with that?
One veteran observer, who
understandably asked to remain anonymous,
was awash in nostalgia. "When this
rowdiness first blasted off," he said , with a
~1gh, "many of the bodies would repair to
the club's infamous Room 666." -
A wide-eyed listener observed that the
Balboa Bay Club doesn't have a sixth floor,
whereupon the incurable rouc sai.d,
somewhat disdainfully, "We're talking 666
here, .as in Satan."
Well, that was then and this is now. BBC
own er Bill Ray's widder, dear Beverly,
doesn't believe in that sort of nonsense. Her
idea of a wild evening is the weekly Texas
Two-Step revue, but she must be doing
something right. Thursday's assemblage was
the largest ever, and a rip-roaring time was
had by all.
In the oldtimer's words, "My only worry is
that future chili cookoffs won't be
highlighted by high tea on the terrace."

But even with that battle. Bloomberg 1s .

As for alcohol. ''l don't know if we 'll ever

she said. "We ha\e son of spoiled dnnkmg for

Bloomberg said she has always been concerned

Bloomberg was acthe in other community

found that she wanted to "be connected with
what rhe kids were involved in."
The program was started about 11 year~ ago
when Bloomberg worked with the National
Council on Alcoholism. The student assistance
program was launched in the Orange school
district, but when labor problems broke out there
it was transferred to the Newport-Mesa Unified
School Dis1rict through the YMCA's Center for
Family Counseling.
Bloomberg brought the assistance program
with her· when she started working full -time for
the district chree )Cars ago.

WHO
Priscilla Riggs, a 50-year-old
Costa Mesa resident who is owner
of Priscilla Riggs & Associates, an
event marke1ing and entertainment
coordinating firm. A native of the
San Francisco Bay Area, Riggs
moved to Southern California
about 25 years ago. She held a
variety of jobs prior to starting her
own business. including being a
housewife, working fo r a horse
insurance company, writing a
society column for the Newport
Ensign, working as tournament and
social director at the Racquet Club
of Irvine and selling advertising for
The Daily Pilot.
WHAT
Priscill a Riggs & Associates
coordinatec, event in wh ich
entertainment is used a~ a
ma rketing tool For example. she
t·oordin.1tes the annual Jazz series
at South Coa!>t Plaza Village, and
she's handled a variety of
entertainment-oriented events for
mall , restaurants, corporations and political campaigns. She's
handled event featuring such performers as Garth Brooks, Barbara
Mandrell and Pat Boone. Riggs has worked for a wide range of
clients, including Fashion Island, South Coast Pl aza, Planet
Hollywood, Saturn Cars. Jack Daniel~ and the 1992 Bush/Quayle
campaign . Riggs is sometimes paid a flat fee for her services or may
be paid based on a percentage of the estimated value of the
marketing an event provides. She emphasized that her fi rm can
handle both large and small events.
WHEN
~he moved to Nashville, Tenn., to
manage a country music singer's career.
Riggs also got a real estate license
while there so she could help support
herself by sell ing houses, and she began
doing marketing work fo r record
companies. For example, she was
involved in coordinating pop singer
Tiffany's celebrateq tour of shopping
malls in the late-1980s. In 1990, Riggs
moved back to Costa Mesa and formed
her firm .
WHERE ......................... t······························· .. ········ Riggs runs Riggs & Associates out of
her home in Costa Mesa. Much of her
work is local, but she has also
coordinated events in other areas, such
as her work on the opening of Mall of
America in Minneapolis.
WHY
Riggs said she enjoys the advantages
that come with owning her own
business. "1 like working for myself,"
she said. "I like the flexibility of it, and
I like bei ng able to bring people
together."
.................................................. "-0.W. .......................................................... .
The firm had revenues of about $80,000 in 1992, but didn't quite
break even, Riggs said. She projected revenues of about $100,000
this year and enough revenues to po.s_La profit by...l.994. Riggs said
she handled an average of one even! per month last year and she
hope to average cwo job~ monthly this year, which would be about
half the firm's cap::icity. She hopes to find at least one regular clienc
who h::is even!~ every month. She also wnnts to expand the business
through such innovations as a na1ionwide mall tour for emerging
country western singers.

"This is avoidable," said a paramedic who also
did not want to be named.
Other cost-cutting options include reducing
overtime policy and longevity pay and firefighters
doing more station maintenance rather than other
city staff.
According to a local newspaper's recent report,
1 I county cities charge paramedic fees, which av·
erage about $35 per person. Non-subscribers pay a
set fee for each visit. The report said Ouena
Park's fire department rai cd $650,000 this year
from the fees. The cily has three fire trucks manned by three
or fou r firefighters each day. "Every year the City Council asks us what we
can do and every year we've sugge led (paramedic
fees) and every year they've ignored it," the para·
medic said. "Instead, they'd rather say goodbye to
seven guys who have houses and families."
City Manager Allan Roeder said the city is con-
fident service leve ls can be ma intained even with
one less company. Redeployin~ personnel and
working with neighboring cities 1n time of emer-
gencies would lessen the burden, he said. Councilwoman Mary Hornbuckle said paramed-
ic fees have been an option discussed by the coun-
cil for the past three years.
Additionally, the eliminated truck will be on
hand in reserve, Roeder said.
But firefighters say that with the addition of the
new north Costa Mesa station, which opens in Au-..
gust, already low leve ls will be stretched dan-
gerously thin.
"The council has simply had a philosophical po·
sition that we don't want to charge for paramedic
fees," she said. "We think they should be available
in life-threatening situations "'hether you can af-
ford them or not ... but it's still something that's
on the table. We haven't ruled them out."
"We'll be meaner and leaner but that's about
it," said another firefighter. "But this is one less

For those festival goers who

The food ranged from meat

From A1
For America, it was like no other war. The
rears or an invasion grew after the bombing of
Pearl Harbor in Hawaii One Jap:inese submnrine
washed ashore in Laguna Beach with the two oc-
cupants dead. Balloons with explosive devices
were released by Japan to follow the winds arcing
across the Aleutian chain. Numbers of them
reached Washington and Oregon.
All harbors up and down Californrn, save for
Newport, were laced with submarine nets. And
coastal artillery guns were moved into position •
from north to south. During the same period,
government agents tried to track down saboteurs,
whose primary aim was to destroy shipyards, oil
refineries, airplane, production plants and any-
thing else to undermine America's desperate
drive to build a military force.
Fear was on everyone's doorstep, particularily
on the coastline where blackouts were the order
of the night as Civilian Def cnse workers walked
precincts to issue warnings or any possible air at·
tack or to order lights out. People got used to
black curtains and ration stamps because every-
thing was scarce: gas, sugar, meat and tires.
One of the nocturnal aircraft spotters, who held
his station in a tower at what is now Lions Park.
was former Costa Mesa Mayor A.L Pinkley.
Another former Costa Mesa mayor, Jack Ham-
mett, stacked the dead at Pearl Harbor 3) a
young sailor, and, at the end of the day, stood on
the rim of the harbor and cried.
A modest young man named George Shafer,
v. ho had played blocking back at Harbor High in
'34, became a combat infantryman but lost his life
in the Phillipines, possibly the first fatality from
the Harbor area.
Vernon Fitzpatrick. a lovable guy and the ster·
ling quarterback on Harbor's fint vanity champ
football team, would be machine-sunned in mid!
air by Japancie fi~htcr pilots while parachulina
down over Lcyte 1n the Phillipines.
Professor Emeritus Ed Stephens or Syracuse
University and Harbor's student body pre ident in
1941-42 would become a young officer aboard a
destroyer in the Pacific. In time. hi ship was
struck by a wave of kamikaze pilots who crashed
into 1he de troycr. Stephens w15 wounded badly.
The late Manuel Muniz, the All·Clf second
team tackle, made it back home from Pacific bnt·
tics but not before suffering wounds at Okinawa
acid euning the Purple Heort. His teammate of
'42, the legendary fullback Harold Shenin, a gun·
ncr, went down with his ship and suffered gas
damage to one lung.
And there's George (Bud) Barnett, who was a
Marine aviator in World War II -one called
back to serve in the Korean War, Barnett, who
led Harbor Jiigh to it s first varsity basketball title
in 1941, earned three Distinguished Flying Cross·
cs and nine Air Medals during those two periods.
The list or harbor area people killed or wound·
ed or honored is quite lengthy.
One thing for certain: They were all special.
Add to that more 1han 16 million Americans
who served in the Armed Forces. The cost in
li\'es: 407,316 with 292,131 of those in ballle.
There were another 670,846 casualties. That's
more than one million dead and wounded.
Heroes and heroines? You'd never be able to
count them all.
Another writer said, ''They're not gelling any
younger and there are fewer every doy ... They
may seem like any other group of old people,
mostly retirees now, just old men and women on
porches, in nursing homes, parenb and grandpar·
ents." Quite the contrary. When they were young,
stout and muscular, they pu t their lives on the

Historians may well record that period of time

And this seems an appropriate time -\\ ith
Memorial Day on the horizon -to tip our hats
because so many of tholle who !.Urvived are in
their twilight yeaf). Many others bave pa~cd on.

There arc many who choose not to attend Me-
morial Day obllervances, but, perhaps, they might
wish one night, "hile silting around the pool or
walking along the beach, to grant a moment's si·
lence in memory of those who gave all they had
to give for the country's \\Cll·bcing. It 's well worth

~Orange Coast suffers
back-to-back baseball losses,
eliminated from Final Four.
SAC RAMENTO
-Orange Coast Col·
legc's flirtation with
the state champion·
hip in baseball
proved to be one of a
quick nature -the Pirates losing
their opener on Saturday to Sacra·
mento City, 11-2, then exiting the
tournament Sunday morning with a
6-4 loss to Laney in the loser's
bracket, finishing the campaign at
)(),.22.
The Pirates rung a few bells early
in their game on Sunday at Ameri-
~ River College, running up a 4-1
lead through three innings, but fou r
$lranded runners in the ~nd and
third innings, as well as allowing a
pair of doubles in the sixth and
ointh · frames, turned it inside out
for the upset-minded Bucs.
Laney, 38·11, got off on the right
foot with a solo homer by Francisco
Zepeda, but saw the advantage dis·
appear when Estancia High product
Paul McOanict , the Pirmr rigll .
fielder, slugged a three-run homer
in the bottom of the second frame.
Jason Parker walked and Darren
Brinks singled, then Daniels stroked a one-out blast to right-center, some
-400 feet out.
Coast, however, couldn't get the
knockout blow. A pair of free pass-
es would eventuaJly be wasted with
two stranded runners after Mc·
Daniels' blow.
The next inning was more of the
same in terms of wasted op-
ponunites after Aaron Weiss led off
with a double and scored on a one·
out single by Brinks.· Laney'pitching
walked two more runners, but nei·
ther would come back to haunt the
Eagles.
Meanwhile, Laney had it's own
haunting figure in the form of relief
pitcher George Kinatd, a Pirate in
1991, but with Laney on Sunday.
Kinard worked himself out of
trouble in the third and fourth in·
nings and went on to pitch into the
eighth inn ing without f urthcr dam·
age, getting the victory.
Laney scored twice in the sixth to
cut the deficit to 4-3, thanks to a
pair of doubles; then scored single
tall ies in each of the next three in·
ning to pull out the victory.
In Saturday's opener against the
top-seeded hosts of Sacramento
City, all was going well in the early
going a Coast took a 1-0 lead in
the third inning, but a solo hot by
Sacra mento's Matt Whitley woke
the hosts up; they scored again in
the fourth, then rocked the Pirates
with five runs in the bottom of the
fihh en route to the 11 ·2 decision.
For the Pirates, of course, this
was nothing new. They had been
behind the eight-ball more often
then not all season long.
Sunday, however, the miracles
ran out.

DUNN:
From 81
"The (Sea View) league finals
was only my second meet of lhe
year, and I said. ·Lord. ir you want
me 10 go to the Clf finals, that's
great.' But state?"
No one, except perhaps
"'1e"'port Harbor's cctache ,
)pecifically head man Eric Tweit
and high jump coach Rick Foster,
figured that all three would qualify
for the state meet.
"(f oster) said from 1he fi~I day
he saw us all jump, that we could
go to stale," May said.
Bowman, a sophomore and the
most celebrated of the trio, having
fini!>hed fifth in the state meet a
year ago and climbed to a
per onal-best 5 feet , 9V4 inches
this year at the Mt. SAC
Invi tational, the eighth-best mark
in Orange Co\Jnty history, seemed
10 be a lock.
Ross and May, wilh injuries
having unraveled previous exploits
in track and field, were longsho1s.
Ross, headed for Cal Poly
Pomona on a basketball
scholarship, has perhaps the mo~t
!ltrength and speed or the tno,
while Bowman. not to men1ion her
experience, is considered to have
the best form. May clearly repre-
sented the gu1s of th is tnnity, on
this special night.

A CHECK OF
THE PCV svmM
Since the 1960's, car manufac-
turers have outfitted car engines
wrth posrtive crankcase ventilation
(PCV) systems. These devices re-
cycle exhaust gases that seep out
of their combustion chambers to
collect in the crankcase. where
the od 1s held PCV systems send
the escaped gases back into the
engine cylinder chambers to be
reburned and redirected through
the exhaust systems. Otherwise
the errant gases would contnbute
to higher crankcase pressure
which reduces power. increases
carbon monoxide emissions, and
causes ~ engine wear. These
same symptoms may also result
rrom a clogged PCV. To guari
against this happening, manufac
turers recommend that PCV's be
replaced at regular intervals. Bet1
ter yet they should be checked
at every oil change.
HINT: A clogged PCV can lead
to oil leaks into the engine or
sludge buildup In the engine,

Contact lens

is crucia l
Many of the 2 5 million
Americans who wear contact
lenses don't seem to understand
the simple measures needed to ,
keep the lenses clean·and protect
their own eyes from infection.
According to Dr. Lisa Kelly,
assistant professor of
ophthalmology at Stanford
University Medical Center, lenses
should be cleaned daily and left
overnight each night in a
disinfectant designed for the
purpose. Once every week or
two, give the lenses some extra
care with an enzymatic cleaner.
"The m~t common error
people make is to rinse off the"
lenses an tap w.:i1er. That doesn't
always el1m1n,ue the bacteria that
can reduce 1he blurred v1s1on,
redness and pain that are the first
signs of 1nfect1on," Kelly said.
Kelly s.lys so-called permanent
lenses really aren't
0
"No lens 1s really pcrmJnent,
and people who leave their lenSt.'S
in overnight are taking some
ri~k." she said. "It may be OK
once in a while to sleep with your
lenses, but I strongly urge my
patients to remove their lenses
niRhtly. At an absolute minimum,
take your lenses out once every
two or th ree nights."
Nevertheless, in special
circumsL1nccs it actually might be
better to leave the lenses in
overnight occasionally on a
camping trip. for example, where
taking the lens in and out without
proper sanitation might introduce
dirt and bacteria into the eye
And elderly patients who have
problems manipulating their
lenses might wear their cont.1ct
lenses on an extended basis, she
says.
"Pati ents ask me all the time
whether Its OK to leave the lenses
rn, and all that I can tell them is
that most of the time they'll be all
right. But then I have to say the
price of a serious eye infection
left untreated may be blindness.
It's not worth 1t," she said.
Kelly also advises patients to be
informed consumers about their
conL1ct lensa-and th ir health.
"~ny lens d1spt'nscrs will give
you written material on how to
care for the lens. It you're unsure
about lens care, don't hftitate to

No wonder she scares off any
new m::in, as well as friend who
really care, but v. ho have ul!.O
become sack of listening to this
relentless ''obsession."
Other women arc more like

reco.,.ery after divorce requires a
conscious resolve.
She must resolve to do the
following:
J. Limit contact with her ex to
that which is st rictly necessary in
dealing wi1h the children or other
relevanl business.
2. Arranae mccaings by
oppoin1men1 only. No social
con1ac1. No sex between
ex-spouses. No argumcnls.
(Terminate any meeting if voices
arc raised in anger.)
3. In form friends and family,
including children, to spare you
from news or gossip concerning
your ex. (Information serves 10
keep you hooked, whether the
news is bad or good.)
4. Arrange legal protection
apinSI any kind of abusive
conduct.
5. Forget about becoming
friends with your cx's new wire .
(This one sounds obvious, but
remains tempting to dependent
ex-wives.)
6. Eat well, exercise regularly,
meditate, seek aherapy (if you
think you mighl benefit by having
a "couch") and keep your home in
order.
7. Ask a friend out for dinner
and practice not mentioning your
ex -even once.

deleted his abusive beh3vior from
her memory Now th.it she knows
she can't have him any more, she
lives for a moment of his
attention. Even the negative kind.
In either case, the ex-wife
remains paralyzed by a ph:intom
relationship in the name of
security. Securi1y?
Yes. h 's alm~t like a
dependent drug addict's
relationship with his drug. An
ex-" ife who's Mill looking
backward for direction, remains
hooked on her ex. As bad as
"loving" ham feel . it feels better
to her than letting that "love'' go
and nskang the pracucal and the
emo11onal poss1b1la11cs of the
uni.no" n. (Drug addicts who stop
doing drugs face the same
challenge!)
So whqt's a g111lty •·x-wifo to do?
First, she muM recogniie that
"love'' is not 1hc ii.sue. In its
trc<rl~~nse, romantic love has
to do with two people who care
for each other as they care for
themselves. So when she accep1s
