Following are local services open to the public: • The 39th Annual Me morial Day Services "l est We Forget" will be held at 11 a.m. at Harbor lawn Memorial Park, 1625 Gisler Ave., in Costa Mesa. . The event is sponsored by the Veterans of ForeigA Wars, Coast Line Post 3536 of Costa Mesa. The keynote speakers will be Maj. Robert S. Kay, who served with the United States .Army special fo rces during the Vietnam war. There will also be an unveiling and dedication of a memorial marker in tribute to the Navajo Code Talkers, in recognition of the dedicated service of the Navajo Nation during World War II . • Memorial Day services will be conduded at 10 a.m. by Newport Harbor Post 291 of the American legion at Pacific View Memorial Park, 3500 Pacific View Drive in Corona d el Mar. The service will feature former Congressman Robert Badnam, who served on the White · House Armed Services Committee. Staff Writer A side from being a g3thenng of the clans, Scots from miles around invaded Costa Mesa this weekend to listen to two days of high-pitched bagpipe melodies, munch on meat pies and watch burly men in lulls toss 100-pound logs. The reason was the 61st annual Scottish Highland Gathering and Festival and 3~ usual the event drew a sizable crowd of 50.000 at the Orange County Fairgrounds. Put on by the United Scottish Soc1et). the Costa Mesa gathering is the largest Scotti~h festival in Southern California. Stan wrtter COSTA MESA -Proposed budget cu ts have sparked dissension among fire · fighters, who say the reductions could bring fire and medical protection in the' city to a dangerously low level. An entire fire truck company, including seven firefiJhtcrs, could be eliminated by the City council June 7. The cuts could snve the city $516,000. The city is facin4 a $4.S million bite Crom Gov. Wilson s proposed budget, which redirects local government property tax revenue to the cash-starved state trea- sury. The city's sixth fire station will open in August, stretching already thin resources. "We arc getting to a very dangerously low safe-operating mod for the guys in the blue shirts as well a the public," said one firefighter who did not want to be named for fear of losing his job. May 31. 1113 Chili gets hotter, but party cools over the years T HERE WASN'T A WET T·SHIRT JS THE CROWD -lt would've been hard to convince a first-time visitor to Thursdty's BacchanaJia at the Balboa Bay Club, but the annual chili championships have simmered down considerably in the past 20 years. The first few blowouts (as in gastric) "ere real doozies, according to bottle-scarred survivors. ''Things have mellowed," sighed Nick Doolin, even as he sought rcf uge in the contest judges' ch:imbers. "Now it's become serious competiti6n, much more professional, with these dedicated chili cookers and their sponsors going {vii-blast after the money prizes." Local Scene (This was the sme championship, with the winner advancing to the global competition in Reno, with a $25,000 chili pot o' gold at the end of the rainbow.) "Back in the early years," said Doolin, "th ere were a few neat touches -such as walking a plank across the swimming pool." If it hadn't been for volunteer rescue teams patrolling the pool, fishing out the drunks, other veterans agreed, there would've been a significant mortality rate. Such debaucheries have dwindled, they further agreed, because the constabulary ha) take n an increasingly dim view of booze-related shenanigans. Former sassiet)' columnisl .Yida Dean, making a rare public appearance in the old haunts, concurred with Doolin's · recollections. · "I'll never forget the first time I covered th is thang." sh e drawled, lapsing into her native Tc;xas patois. "I'd just settled down in the press room, when this guy comes bustin' in, yellin', 'It's Sodom and Gomorrah out there!!' Wow, I could hardly wait to take a peck." A t this latest blowout, I was able to detect some latent traces of Gomorrah in the jampacked compound -but, as best I could see -there was no evidence of Sodom. In that mob of more than 3,000 western-clad Sybarites, writhing and gyrating to the pulsating coutttry music of Westetn . Union, it looked mostly like good clean fun. Sure, there were more sexy f cm ales per square inch than anything these old eyes have ever encountered, but what in tarnation's wrong with that? One veteran observer, who understandably asked to remain anonymous, was awash in nostalgia. "When this rowdiness first blasted off," he said , with a ~1gh, "many of the bodies would repair to the club's infamous Room 666." - A wide-eyed listener observed that the Balboa Bay Club doesn't have a sixth floor, whereupon the incurable rouc sai.d, somewhat disdainfully, "We're talking 666 here, .as in Satan." Well, that was then and this is now. BBC own er Bill Ray's widder, dear Beverly, doesn't believe in that sort of nonsense. Her idea of a wild evening is the weekly Texas Two-Step revue, but she must be doing something right. Thursday's assemblage was the largest ever, and a rip-roaring time was had by all. The program recruits students seeking masters degrees from local universities and offers them internship programs in counseling. Like many 'olunteers, Bloomberg felt that she \\Ould one day turn her \Oluntcer experience into a career. Three years ago, Bloomberg became the district's pre\'ention s~cialist, helping students keep away from drugs and alcohol through a variety or programs. Bloomberg said. students." Bloomberg affirms. While she ~dmus th:it students using drug are probably using more of them, she also believes fewer teenagers arc using. As for alcohol. ''l don't know if we 'll ever make a difference in the use of alcohol, although kids are more responsible and .arc ac~ou.ntablc," she said. As a nurse and the mother of three children, the youngest of whom will graduate Nc"port-Harbor High School this year, Bloomberg said she has always been concerned about children's health and welfare. As her children grew, Bloomberg found that she wanted to "be connected with what rhe kids were involved in." The program was started about 11 year~ ago when Bloomberg worked with the National Council on Alcoholism. The student assistance program was launched in the Orange school district, but when labor problems broke out there it was transferred to the Newport-Mesa Unified School Dis1rict through the YMCA's Center for Family Counseling. Bloomberg brought the assistance program with her· when she started working full -time for the district chree )Cars ago. A native of the San Francisco Bay Area, Riggs moved to Southern California about 25 years ago. She held a variety of jobs prior to starting her own business. including being a housewife, working fo r a horse insurance company, writing a society column for the Newport Ensign, working as tournament and social director at the Racquet Club of Irvine and selling advertising for The Daily Pilot. Riggs has worked for a wide range of clients, including Fashion Island, South Coast Pl aza, Planet Hollywood, Saturn Cars. Jack Daniel~ and the 1992 Bush/Quayle campaign . Riggs is sometimes paid a flat fee for her services or may be paid based on a percentage of the estimated value of the marketing an event provides. She emphasized that her fi rm can handle both large and small events. WHEN ~he moved to Nashville, Tenn., to manage a country music singer's career. Riggs also got a real estate license while there so she could help support herself by sell ing houses, and she began doing marketing work fo r record companies. For example, she was involved in coordinating pop singer Tiffany's celebrateq tour of shopping malls in the late-1980s. In 1990, Riggs moved back to Costa Mesa and formed her firm . Much of her work is local, but she has also coordinated events in other areas, such as her work on the opening of Mall of America in Minneapolis. WHY Riggs said she enjoys the advantages that come with owning her own business. "1 like working for myself," she said. Balloons with explosive devices were released by Japan to follow the winds arcing across the Aleutian chain. Numbers of them reached Washington and Oregon. All harbors up and down Californrn, save for Newport, were laced with submarine nets. And coastal artillery guns were moved into position • from north to south. During the same period, government agents tried to track down saboteurs, whose primary aim was to destroy shipyards, oil refineries, airplane, production plants and any- thing else to undermine America's desperate drive to build a military force. Fear was on everyone's doorstep, particularily on the coastline where blackouts were the order of the night as Civilian Def cnse workers walked precincts to issue warnings or any possible air at· tack or to order lights out. People got used to black curtains and ration stamps because every- thing was scarce: gas, sugar, meat and tires. One of the nocturnal aircraft spotters, who held his station in a tower at what is now Lions Park. was former Costa Mesa Mayor A.L Pinkley. Another former Costa Mesa mayor, Jack Ham- mett, stacked the dead at Pearl Harbor 3) a young sailor, and, at the end of the day, stood on the rim of the harbor and cried.
