said he saw Schwalbe's body lying in a pool
of blood io front of the man's kitchen sink,
which had been turned on ruu blast.
Schwalbe's roomm3te had beckoned the
neighbor to the scene of the crime in hopes
he could revive the man. By the 1imc the
neighbor arrived, however. the body was al·
ready stiff.
A di"orcce, Schw3lbe lived at the 22nd
Street house with two roo~mates. Police
would not rele:ssc either man s name.

what I set out to nnd when I
leave, I leave the city a much
better place than when I first
came here."

named city manager in 1985 after

Those who remember working
