I'm sure everyone has 3
memory from their
childhood that somehow
symbolizes the perfection
of those days. It is, no
doubt, somewhat
rom:mticiLed. but we pull it
out now nnd then to relive
ir, nnd thus it becomes
even more precious (and
unreal). So it is v. 1th our
special memory from
Soto's. One might wish th:it
it had been a beuutif ul
singing bird or a wa te r
flower, but it a<:tuall> was a
liule white ceramic pig
wh ose cars and tail were
made from stiff paper and
stud. loosely into holes.
There was a cork 10 the
belty of the pig, nnd you
needed 10 beg your fo1hcr
to catch a Oy and put it
inside the pig. nnd then the
little cars and the tail
would wiggle. Such a funny
trick we thought it was to
show it to our mother nnd
make her guess how it
worked.
I don't remember if we
rescued the fly, probably
not, and p'robably someone
decided that such a toy was
cruel nnd in:ippropriate. l
do know that my sister has
independently search for

own children and
grandchildren. with no

. Why is there such concern? Ale those against the
vouchers conceding that the public schooJs·are in such bad
shape? Will the majority of parents abandon the public
iehools?
While private schools (:;\n select which uudcnt1 they will
adm11, those parents who arc not able to ae• their child into
1 private school will still ha\'C the public iiehool available 10
them. The parent may be unable to improve the situ11tion.
but che child will not be in a worse situation.
There will unduubtcdty be diff.culties M the \'OUCher plan
is implemented. Some people will take advantaae oC it. h
will cnu~ di~Joc&Hon of tcachcn and 1dmin111r11on. Some
parents will make millaker. and enroll their children in
poorly run scbooh. for a few ytlD, there will be a lot of
turmoil.
While the initiative would possible shift $1-2 billion from
public schools. it would provide an increase or Sl-2 billion
for the remai.ning school since only one-half of the present
student cost will be provided in 1 YOuchcr. That will result
in increased fonding of the remaining schools. When
present students of private schools are phased in, there will
be some dilution of the benefit, but the overaU result
should be more money for public schools.
I am assuming that the public sc~ v.ill not be any ,
worse thnn it is right now. There will not be a hardship
imposed on the child, unless of course, you think that rhc
public schools will not be doina a good job.
Perhaps the role of &he public school is to assume the
responsibility for those children who ho'e special
educational needs, and therefore need public assisronce.
The public schools would be able to concentrate their
efforts on these students who need speciol lcaminc
situations that private schools cannot afford.
T he end result, howe\'er, wtll be an improved public
school system 1h:1t will prob bly win b ck o l:irgc
number or students from the private schooh. h i\ a price
thor we need to pay 10 impre>\e the public schools. The
public school system will hive an economic stimulus 10
improve the process of education. It is amuina what
happeM when there is an economic 5timulu instead of a

Because the vouchers go to parents. there is no conflict
between church and state. By providing the p:irents with
the vouchers the state is not establishing any religion. The
state can encourage and enable religion as long as it is
neu1raJ in its encouragement. Our govemmenr hns long
realized tha1 our society gains from encouraging and

Two writers to the Pilot on Aug. 21 will
vote against open space because they don't
understand the enormity of the
development which will occur if the land is
not preserved.
The development a~rcement calls for
townhouses 60 feet back from the edge of
the bluff -the closest that they can uf ely
be placed without danger or landslide. The
townhouses will be on top of a new 10-foot
high embankment. They can be 24 feet
high, average, which mean that the peak
of the roof c:an ao up 10 29 feel (39 feet
when you remember the house is on top of
a ten-foot embankment). Then, with
Planning Commission approval, they can
io up another 8 feet to add another story.
The bou.scs will be only 4S to SO feet
away from the walkway because the
walkway is not on the very edge of the

Davis, once expelled from a school district for stealing a
