S ometimes I feel like dressing in a policeman·s
uniform, 'hining badge, big stick, and nice big
powerful gun. Other times, I feel like dressing
as a fireman wirb all the trimmings and big shiny
trucks. And sometimes I like to dress sloppy or
raggedy in old work clothes and still other times l
even feel like dressing like Costa Mesa Councilman
Joe Erickson, nice respectable.suit. white shirt and
tic. But unfonunately I can't afford this luxury -l
must dress like good old Roy AJvarado, gang
counselor extraordinairc.
l 1hink at one time I was allowed to dress in a lot
of different exciting ways and it was fun: The
gangster oversize baggy pants; the outlow biker/
greasy jeans and cut-off jacket; and I even dre5sed
as a Hot Shot Big Time Hairsiylist, with expensive
clothing from Rodeo Drive and Fashion Island.·
However, those days arc gone, now I need lo dress
according to my station in life. And what is that?
I work with teenagers. pnrents, people, and many
of them still don'1 know where their station in life
is. Especially some of my riff ·raff kids, that arc so
exciting, so special, and so full of lire and promises
for the future. .
I have read and reread our dress-code debates
and arguments and have pretty much remained on
the outside, for personal reasons. But not because
I'm stupid or don't have an opinion. Quite the
contrary, 1 have quite a few.
Because l work with kids and l remember
enjoying that part of life, I have experts that I
share my discussions with -guess whom? Yep, my
kids/your kids, including my daughter, who
sometimes really loses her station·bearing as she
leaves for Orange Co3St College, nnd dresses like a
cros$ between everything we ever wanted to try but
were afraid to do it sober.
F rom Wilson School through Ensign, Estancia,
Back Bay (Alternative), Horizon County ·
(cihernativc), the Juvenile Hall, Los Pinos, L.A.
Ju.,,cn1lc prison (Rocky Glenn), and on and on. it
seems that the bottom line is we all want to dress
according to our station in life. Not our mission,
but our station ... or what we perceive that to be.
First, let me apologize if you don't understand
me. Second, I live by what l say and 1 know my
subject well. Third, I don't need anymore enemies
-l have plenty with the population l work with.
And, finally, I'd like you to be my partner, fellow
citizen, colleague, shot aunncr, or my road-dog. and
together we can begin to sort things out and
develop an approach that will generate a response
from our kids.
Some adults arc fuzzy (unclear) on this subject
and the dynamics of tccnaae responses, so they
don't notice when a kid is screaming for help out of
his confusion. I can probably a<> to any local
campus and take about SO percent of the kids with
me.
~nd I'm not even real clear yet, except I know
one thing for sure, and that's that someday I'd like
to dress like a policeman, firemnn or even my good
friend Joe Erickson. Good luck with your dress

con-Measure A residents seckinJ information on
the is.sue, the city's park dcdicataon f un(I, its
source, and permitted use of money in the fund.
The purpose of this letter is lO answer thole
questions and to present some tholl&hts on the use
of the fund.
Park development fees are collected from
developers whose projects increase the nwnber of
residential units on a lot and who cannot provide
park land to mitigate the impact of the new units
on the park ~tem. CUrrcntJy the fee is around
$7,<>0q per new unit. The park fund now totals over
$1.6 million. This total has remained relatively
stable, and will remain so for some time because of
the slow-down in local residential construction.
City ordinance specifies that park fee money
collected shaJI bC used onlr for the purpose of
developing new; or rehabilitating cxasting parks or
recreational facilities reasonably related to the
project area which paid into the' fund, either by
way of the purchase of hmd or for the
improvement of land for p3!k and recreational
purposes.
The ordinance fun her -states that interest earned
on the accumufatcd fees may be used for
maintenance of park or recreational facilities.

and beach maintenance.
The council was well aware, Measure A or no
Measure A, that some of the Sl.6 miJlion in the
park fund would be required to build ball fields
and support facilities on the Castaways property.
The actual amount to be allocated for that eurposc
was never discussed by the full council and tS still
undecided.
During the one public hearing held to discuss
the assessment district bond issue and in camp:iign
literature and forum presentations by Measure A
proponents. the public has been told that there
were "no hidden costs." On the second page of the
Measure A fact sheet it states in plain English that
"the assessment district wilJ be structured to
finance all costs associated with acquiring,
improving and maintaining the Castaways and
Newportct N.orth.:..' -~ -.... -•
It was discovered recently -Crom a pro,cct
b\ld&ct report prepared by a 9rof cssional landscapt
d~ian firm for the Conservancy and The Irvine
Company -that the plan being presented to the
pubhc contains two phases and that only the cost
of Pha~ l is included in the S68 million bond
issue.
Additionally. the $160.000 for annu:il
maintenance is not included 'in that total but is
Clble TV 'savings' When I called
Copley Colony cable TV about my higher monthly
bill. their office informed me that seniors -.ere the
only people not rece iving a reduction d1;1c to the
fact that they were eligible for a senior discounl-.
So now, in effect, seniors p:ay the s:imc as everyone
else. Many seniors were not even aware of the
discount. It is not mentioned anywhere on the
billing. -
To further coof usc the billing. they have started
itemizing and charging for items that were before
included. Then they mush them aU tosether, sort
some of it and call the new Cormat a saving.s even
thoua,b il is more money than before.

What good arc the rulings if these companies arc
alJowcd to set their own aacnda and prices. Do we
have recourse and if so, how can we implement it?"

and I am a polite smoker -in fact I do nol even
smoke in my home when I know our guests might
be offended. What a drag but that's the breaks
(have you noticed how many people smolc in their

taking responsibility for keeping
the campus clean. And trash cans
painted with the name or a par-
ticular musical group will be used
