But Ferguson said it appears
that representatives from the
county, TCA and some cities ~vc
attempted lo keep the unpopular
toll under wraps.
Ferguson, who· wouldn't specify
who he believes the conspirators
might be, said the plot could have
been going on for 10 ycan or
more.
"I must have read a thousand

and I'm convinced more than ever
that it was not a mistake," he uid.

1910 -The Ozment family arrives in a 1910 Flandcn
-Harper's first car. Ozmcnts later open the town's first
general store· at Newport and H:irbor boulevards where
the Party Store stands today. Harper becomes famous for
the apple stands it sets up for bcachgocrs driving through

1915 -Residents establish their first church -
United "-1e1hodist Episcopal. on the corner or Center
Street and Ncw~rt Boulevard.
July 16. 1920 -Harper residents change the name
of their town, population 220, because they're tired or
their mail ending up in nearby Harperville. A contest is
held with a S25 reward to the penon who submits the
bes1 name. The prize went to Alice Plumer, who suggests
the town be named Costa Mesa, which 1ranslates 10
"cuastal tableland" in Spanish.
1924 -The Sanla Ana Register repor~ that Crom
1923 to 1924, 250 buildings had been constructed. The
article calls Cos1a f\1esa a "rapidly growing city."
1925 -Frank "Tiny·• Vaughn is hired as Cos1a
fl.1esa's first P.Qlice officer to protect the 1own'1 rou~Jy
2.500 resideni.s. His main task revotves around chasing
mo1oris1s in a hurry 10 get to the beach.
19Ja -Twenty-two people ate killed and crops
destroyed in Ooods spawned by a series or rainstorms. ·
1940 -Population swells to 4,700.
1ff1 -The Santa Ana Army Air Base is built on
land 1bat is today home to the Costa McA Hlgb School,
Orange Coast College, South C.oast College, the Costa
Mesa Fairgounds, Costa ~1esa City Hall, 1he police

200,000 military men and "'Omen go through the base
before World Waril ends. 1••• -The base closes and the War Department ,
sells the land to various local education facilities for SI.

195J -Citizens vote to incorporate, hiring a city
manaacr and police chicr to run the three-officer
department.

1981 -The Chy Council create1 a job center on
Placentia to lure day worken out of the parks and off the
Stteell.

Street at Park.
1992 -First gang shooting. Triangle Square opens.
Costa Mesa Freeway completed. Victoria Street widened.
