wetland, A wetland is any body
of water caused by underground
springs, natural topography and
run off, or even waste water.
When the water disappears,
1hc wetland is no longer. Many
\•:ctlands around the United
States, like Dtt:iil C<wcs, arc
also shallow pools of stagnant
water with reeds, cattails, moss
and birds nuucring in and out.
They all serve a vi tal ecological
purpose, however, and most arc
protected by l;iw.
In open sp:ice and active and
passive recreational areas.
Additionally, under its expansion
plan, Hoag Hospital has to move
220,000 cubic yards of dirt
Somewhere. This dirt could easily
be move~ next door to Sunse1
Ridge and used to smooth out
the peaks and valleys of lhe

agency allorncys have requested that the

which are already in litigation. Ugally,
this is an absurd request, although it's
consistent wilh 01her ;ibsurd behavior
charac1cri~1ic of lhc agency and largely
paid for by )'Our lax doll:irs.
The toll planned for Newport Coast
Drive is 1101 in litig:ition and is therefore
not even plausibly subject to the sto.te
policy which agency attorneys have
invoked to delay a decision by the
attorney general on the legality of the
Newport Coast DriYe loll.
It's a crin1e that &Sa public agency the

willing to spend untold taxp·ayer dollars
to forestall a decision by the allorney

Instead of pcrsuadin& the auorney

we need the San Joaquin Hills tollroad,
it's become increasingly clear th:1 1 we can

The San Joaquin Hills Transportntion
Corridor has been sold 10 1he public, to
in\'C!>IOrs, and the judici~ll)' a~ a priv;11ely

crock! In truth it's neither.
How will the San Joaquin I !ills

finance 1he corridor," said the •Jency in
a document released 10 the pubhc back
on Nov. 11, 1990. De\•elopment fees
