at the base of the bluff, now
occupied by Coast Highway and

of the site u open space, cons1stcn1 with
cu.rrcnt zoning. and consis1cnt with the
Stati; Coastal Act.

1991 EIR for the Hoag Hospital
expansion states the water comes from
ground water 5Cepage, as did an
engineering report for lhc 1986 Cancer
Center, not urban runoff fron1 the top of
the bluff. This wa1er source is cons1an1,

complex of we tl ands, not just a "'elland.
Five di[ferent types of wetlands arc

has decided not to run for

Bergeson would do the

She will run for

on 1hc June ballot and her
election is .a virtual cer1 ain·
ty . However, she ~·on't lake
office until Riley re1ires. If
she'd only resign now, she'd •
save us 1he outrageous

election to fill her seal.

Drive, I am outraged about

This tollboolh, scheduled 10
be located before the
intersection of 1ht present
Don ita Canyon Road and
Newpon Coast Drive, would
block a rr free access to both
r-.1acArlhur Drive and Bonita
-'Canyon Road. As a result a
toll would be levied on all
motorislS headed for the
Corona dcl Mar rrecway, John
Wayne Airport, UCI and the
City of Irvine.
That the Tn1nsporta1ion
Corridor Agency has received
lhc green liJhl to establish a
tollroad at ihis location, and
1hat this facJ only has come to
1hc attention of the public in
the last year, is in i1sclf a
ieandal and mcri1s a thorough
invcs1igation.
Perhaps the history o( this
stretch or road is not k,nown by
evcryonc:Thc 1.6--milc portion
of Newport Coast Drive under
consideration has been in ·
existence u a public road,
funded by our tucs, for at
least 2S ycan (my memory
sacs back to 1966 when I first
came 10 Orange County).
At that time, it was known
as Bonita Canyon Road and
led to a dump site of the same
name, and it served as a link
'with Culver Drive in Irvine.
.The name for 1his part of
Bonita Canyon Road was
changed in 1991 10 Newport
Coast Drive. Thus, under the
proposed plan, motorists in
South Orange County will be
required 10 pay a 1011 10 use an
existing public road Jong since
paid for by taxpayers' money.
What the 1ranspor1ation
agency is doi ng. in· effect. is
imposing a form of double
taxation, a literal highway
robbery on the people who use
Newport Coast Drive, a
bureaucratic vcrsiOn of th.e
st:igecoach holdups which usc.d
10 take place in Orange
County more th3n 100 years
ago.
