franchises. Ownership would remain
with the -TCA-type agcior suuc,

Problem is, the tollroad doesn't fi1
Krc~tzcn's model. The tollway isn't
being funded with tax-exempt debt ·
alone, and it's nol going 10 be

California taxpayer• will pay lo operate
this "priv•IC projec.t" once it's Jivcn \0

a secret, but it's not been widely

decision by the auorney general on the
legality .of designating a public road as

out how a portion of Newport Coast

Stockstill's claim or cooperatio n is a
real hoot. If Ferguson had received
100% cooperation from the TCA, he
