Chamber to
host annual
awards -event
for police
~The 10-4 Club, which
had put on the ceremqny
for more than 20 years, is
no longer involved in wake
of events following
department's sexual
harassment scandal.

NEWPORT BEACH -The
annual police awards banquet,
sponsored by the now-defunct 10-4
Club for more than 20 years, will
be hosted this year by the New-
port Harbor Area Chamber of
Commerce. ·
"It's time to give some recogni·
tion to the guys and gals out there
slugging away," said restaurateur
Bill Hamilton, who's chairing the
event. "We want to get away from
all the controversy and put that
behind us.
Until last year, the awards
luncheon was put on by the 10·4
Club, a police booster 'organization
founded by developer Bill Lusk.
After allegations of sexual ha·
rassmcnt surfaced within the Po·
lice D~·partment a year and a half
ago, some members of the com-
munity -and Polic? Department
-.-employees -said the 10-4 Club
became a fan club for former chief
Arb Campbell, who became em-
broiled in the controversy.
Lusk said he dismantled the
club last November. A month
ater he re rtedl was discussin
the future of the organization with
city officials.
Lusk could not be reached
Thursday for comment.
Tom Tolman, president of the
Polic.e Employees Association, said
this year's awards breakfast is not
affiliated with ~he 10-4 Club in any
way. He said members of the rank
and fil e that he has talked to are
looking forward to it.
"They're excited lo be able to
attend a breakfast like this, where
the community can show it's sup·
port. People who are truly repre-
sentative of the community, not
just Campbell's friends."
Lusk outraged some members of
the Police Employees Association
in November when he gave Arb
and Lavonne Campbell the -cov-
eted Medal oT Valor award.

The Skinners are working with
several environmental groups, such

They would like to sec a boom
