PAYING THE PIPER ...
Confessed school district
embezzler Stephen Wagner is
due in U.S. District Court in
Santa Ana bright and early this
morning to be sentenced for
federal wire and maif fraud
charges. Wagner, 41, was
sentenced to six years in state
prison last June for stealing
close to $4 million from the
Newport-Mesa Unified School
District in what is considered
the largest embezzlement from
a public school district in state
history.
Wagner, who pleaded guilty
to federal charges in December,
faces a maxjmum sentence of
20 years, but because of a pica
agreement with federal officials,
pro~ecutors have agreed to
recommend a 10-year sentence
to run concurrently with his
state prison term.

COST A MESA -With the prospect
of a badly underfunded county library
system closing the doors of SOPlC local Ii-·
braries, some say a library tax is the only
way to save the 27-library system.
B.ut in Costa Mesa, where the two
county libraries serving the city have
been .&lapped hard by budget cuts, some
city officials are ~ooking to Mission Viejo
for another possible alternative.
In Mission Viejo, city officials ate ne-
gotiating with the county to recapture
the portion of property truces used to
fund the local bran<.11 library. The city is
considering secession from the county li-
brary system.
"Perhaps if the money taken from
Costa Mesa were returned to the city, we
could do it more efficiently," said Coun-
cilman Joe Erickson of the city's two
county-run libraries. ''I would be much
more in favor of looking at that kind of
situation than asking our residents to
vote for another tax." ·
Costa Mesa's two libraries are owned
by the city, which also pays for mail'lte-
nance costs. The county pays all other
costs .of library operation. After the
countywide library budget was cut by
34% this year, the two local libraries
we re "decimated,'' in the words of Costa
Mesa librarian Marianna Hof.
The book budge.ts at each library were
cut from $55,000 to $15,()00 and are pro-
jected to fall to $7,500 next year. Periodi-
cals were cut 75% this year. The libraries
have suffered a 44% cul in hours and
went from a si.~-day operating week to an

·abbreviated four-day week.
The budgets of both Costa Mesa li-
braries total $92,492, which amounts to
92 cents per person for the 101,048 resi-
dents of t he city. But the budget amount
does not include city expenditures on
building maintenance. Countywide, li-
brary budgets average $16 per person.

population of 68,074. City library budgets
were cut 12% during the last two years
and arc projected to be cut another 4.5%
next year. 4
Costa Mesa Mayor Sandy Genis is
wary of taking back the two libraries
from the county. "I'm afraid they wou ld
take the money and just do something
else with it," Genis said. "One of my
concerns is that we don't get double-
laxed."
The four municipal libraries in New-
port Beach have not been spared from
tough economic times, but have fared
better than county-run libraries. The city
library budget t otals $3.7 million, which

to be the greatest
experience of her life.
Sitting on her mother's bed, on
death's bed, the Corona del Mar
woman had fin alJy tapped into lire.
"I read her stories. I rubbed her
down. I took turns sleeping with
her. When she was. in a coma,
down to 90 pounds, I put her head
on my arm and just loved her.
And you have to believe that she
felt that."
Clough, a 35-year-old sales
representative and Sunday school
1 teacher, calls what ~pened to
her "a gift." Now she's taking the
gift to other f am iii es in need of
comfort.
"The day my mom died, my dad
told me I needed 10 share what I
experienced with other people"

t)wide task force to find solutions for the
library funding dilemma. The creation of
a library assessment district that wonld
levy an Sl8 per household tax will be on
the table. But RileY. and others are hop-
ing for a range of alternatives to either
creating a new tax-or closing libraries.
With the advent of technology in de-
livering inform at ion, .County Librarian
John Adams says part of the solution will
come from re-th inking the ways libraries
deliver services. -
The county is looking at a system that
would give library patror:'s access to
newspapers. magazines and other peri-
odicals th"tough computer terminals at
branch libranes. Other high-tech ce-
nario under review would provide access
to library information through home
computers.
"\Ve will be looking fo r a lot of cre-
ative solutions "e might be able to come
up with," Adams said. "It's necessary for
us to be in the info rmation busine~s. but
not necessarily just the book'"nnd libra'fy
building ~iisiness."

According LO a 1987 study of Cali-
fornia\ public chool libraries conducted
by the state Department of Education,
65~ of the nonfiction books were at
least 10 years old and 40% were~least
20 years old.
The report also states that California
ha!> the worsl ratio of school librarians to
'tudcnt in the nation. Sixty-eight per-

cent of California pu blic schools had no
fully-credentialled librarians, compared
to 21 % nationwide. Today, most Cali-
fornia elementary school are w1lhout a
school librarian, according to state edu-
cation officials.
Contributions entered on line 55 of
the 1993 state income tax return wtH
help purcha e books and other library,
equipment by way of grant awards made
to public school .
A simple check-off automatically con-
tributes SI to the fund. but taxpayers can
write in any amount If a refund 1s ex-
pected, the· contribution 1s deducted. lf
tax i owed, the amount 1s added on.
The Public School Library Protection
Fund will be on state tax forms for the
next five years, unless yearly totals fall
below $2.50.000. If. the amount generated
falls hon. the check-off will be removed.

While women

with the same old time-consuming
ritual of camouflaging our dingy
locks. True, we have longer
tresses, but it's the principle of

Feminine activists will flaunt the
rules b) buying fi\.C·minute male
rinses in some sex-symbol shade
like f\!Jcho Tiger. However, stores
will probably require notes from
their husbands granting
pc rnrn.sion.
Now th;,it \\e have t\\O ladies on
the Supreme Court, we can look
for ~tronger enforcement of equal
rights, not onl) in the work place,
bu t at home in front of the mirror.
I can predict the day when men's
five-minute hair tints will be as
accessible to females as today's
jockey shorts.
Look ho\\ many decades of
protem and picketing this major
breakthrough cost us? I remember
marching for jockey shorts
liberation back in the 60s.
· As sexual barriers fall, men are
borrowing the same cosmetic
weapons as their wives in coping
with the ravages of aging. The
other day I spied a dignified old
gentleman wi th blue hair, and it
wasn't King Neptune. His silver
crop had been transformed into a
dazzling azure by a potent rinse -
a familiar predicament with .
white-haired matrons.
Now th:n older dudes have
acce!>s to the same jowl lifts, eye
tu cks, mouth peels and flattened
li~uction tummie! as-their
mates, it's becoming increasingly
difficult for wives to look years
younger tnan their spouses. His
and Hers bathroom cabinets bulge
with assortments of wrinkle
creams, moisturizers, astringents
and face masks. Even a little
makeup is acceptable to disguise
male eye pouches.
I suppose we ladies shouldn't
complain. For every equal right we
win from men, they win a few
from us. Aside from borrowing our
beauty secrets, males now have the
right to lie about their age; the
right to use tears and pouts in
winning marital arguments;
unlimited phone hours for
gossiping with pals;
shop-till-you-drop crediJ card
binges; and the biggest Human
Right of all: To be able to say to
your mate, "Not tonight, Honey. I
have a headache."

The two most recognizable stroctures in Newport Beach an·d Costa Mesa , the
Estancia and the Balboa Pavilion, were constructed for use of others
T he two most recognizable structu res in
Costa Mesa and Newport Beach we re
not built for the people who lived In
those places. The Estancia, built on a bluff
near Lukup, an Indian village, was an adobe
dwelling used by traveling pries1s and cattle
drovers. The Balboa Pavilion, built in 1905
near the small·village of Newport Beach, was a
destination for Pacific Electric Red Car Li ne
beach goers and fishermen.
Following the Mission period, the Estancia
became the home of Don Diego Sepulveda,
"who enlarged it. There were three adob~
dwellings in the area, but only the Estancia
remains. It did not meer the~te of other
mud-brick building~ that were worn down by
wind and weather, flS it was cncloi;ed in a
wood frame ranch house, owned first by Gabe
and Jesse Allen, theo the Adams family, who
called it "The Derby Ranch."
In I 940, the property was purchased by fhe
Segerstrom fam ily and, in 1963, the Estancia
and its five-acre site was given to the city of
Costa Mesa as a memorial to the early settlers.
A special committee of the chamber of
commerce, which later became the Costa Mesa .
Historical Society, assumed the task of
restoring, furnishing and maintaining the
building and its park, open to visitors.
The Balboa Pavilion has had a long line of
loving owners who have preserved the basic
structure af\d Victorian design of the
structure. In 1947, whel'l it began to sink on its
old woodel1 pilings, Roy Gransky replaced
them with concrete pilings. In 1962, Alan
Ducommun restored the exterior. Davey's
Locke r, Inc. became owners in 1969, and
began a program of authentic restoration of
the interior. •
Now owned by Phil Tozier, the Pavilion has
been home to sportsfishermen, gambling
casinos, big band danc~s. bingo games and a
bowling alley. It houses the Shell Museum and
was the first home of the Newport Harbor Art
Museum.
Both buifdings, built for outsiders, hav~
become symbols of the pioneering spirit of
thei r communities and now truly belong to us.

you need to do,'' Brockmeyer
explained. "When things are
falling apart, and everything has
failed and the patient is gravely ill, Clough said she funds her
publication, "through the grace of

"I've learned that you have to
give back," she said. "When you
do, you naturally receive."
Lois Brockmeyer knows all
about receiving. A registered
hospice volunteer, the Newport
Beach woman has sat watch over
countless people dying of countless
diseases. And Brockmeyer said ·she
has received something from. each
one of them.
"It has been a real privilege to
me," she said. "1 feel blessed to
walk with people in this really
difficult time of their life journey.
And it is part of the life journey.
We all must come to this end."
Brockmeyer recnlls one man
asking her to hold his hand in
what he knew was his final holffs.
"He said, 'I've never done this
before,' " she relates, smiling
warmly at the thought. "He •
wanted ine to hold his hand, hold
him tight. 1 still femember him so
well. He was so frightened."
Brockmeyer told the man she
was there for him. And that's the
key to hospice, she said. Often
people believe that because they
ca n't give a pat~ent more
medicine, becau'k they can't offer
them hope and life and comfort,
then there's nothing more to do
but grieve.
But BrockmC'~r and Clough say
it is then, when the doctors are
finished, that family and friends
are most needed -even if it's just
Brockmeye r's compassion
blossomed while nursing 20 years
ago. .
"When I went into nursing, they
put people who were dying at the
end of the hall," she sa id. "The
doctors and nurses didn't want to
go down there. They felt, 'There's
nothing I can do.· But I always
felt, 'Don't just do something.
Stand there.' ·
"I ''!as always compassioned
toward the family down the hall.
It's so neat to just be there.'' ·
Brockmeyer's advice: "Speak to
the loved one," she said. "It's
important to keep touching and
speaking to them, even if you
think they can't hear you.
"And when you leave the room,
say a special goodbye, because it
might be the last time/'
Counse ling patients is also part
of a hospice volunteer's job.
Hoa_g's hospice liaison Sue Winn
recalls one woman who was
leaving behind a 5-year-old
daughter.
"You tell me when the time
comes," Winn recalled the woman
saying. "And 1 did. And she said,
'The angels are coming.' And I
said. 'Yes, the angels are coming.'
Wi~n. whose husband died after
a prolonged illness, is in charge of
Hong's hospice program,
established in 1991. Although the
hospital doesn't have an on-site
facility, it contracts with several
hospice programs throughout the
county to hook patients up with
volu nteers who can visit them after

"Probably the most stressful
time in a person's life is seeing a
loved one die under aggressive

person is willing to say, 'enough,'
it's an emotional and s'piritual
time."
Hoag Dr. Jack-'Skinner points
out that a patient's 'doctor doesn't
always make matters easier.
"Physicians are trained to sustain
life at all costs," he said. ''It's hard
for us to say we've reached that
point where ~uring a disease isn't
poss ible, and just accept it, (rather
than keep treating)."
That's where hospice comes in.

Beach communily. Brockmeyer
refuses to number the patients,
however, seeing them only as "one
big beautiful bed of nowers."
More than her nursing skills,
Drockmeyer said it is her faith that
gives her strength to go .. into a .
home where things are dark and
sad."
Clough drew her faith from her
mother. "She gave me everything
she was as a person," she said.
"She inspired me."
When Elsie Clough was.
diagnosed with lung cancer at the
age of 64 in January, 1991, her
daughter was "devastated." Over
the next 15 month s, the illn~ss.
gradually transformed into "an
incredibly loving, positive
experience.'' .
"It gave me some of my most
meaningful memories," she said.
"1 gained so much more than 1
g~ye. I just want 10 share her with
everyone now."

could very well happen,'' Hattrup
said. "I think (Newport) will
bounce back from this and be
ready to go Tuesday."
Hattrup, who said he had a
"good feeling" coming in after a
solid week Qf practice, noted the
margin in Saturday's CIF
Southern Section Ill-AA title
victory over the Sailors was a
surprise.

"We didn't follow much of a game
plan in the first half," said Jakosky. "I
knew we weren't focused, when their
first three baskets (actually the first two,
and four of the first Jive, sandwiched
around an Erickson three-point er) came
on offensive rebounds.
"At the offensive end, we had frozen
feet. It seemed we couldn't get pas t a
mental hurdle," Jakosky continued.
"Our nerves were in our brains. We
knew to play well, we needed five fully-
loadcd cylinders, but we only got two or
three clicking at tli'C same time. The
other two (players) were in awe."

tests (since ~987), was indeed awesome.

team drew praise from Jakosky for its of-

"They had about 25 offensive re-
bounds, which was the difference in the
game, right there," Jakosky said.
Said Evarts, who hit all fou r second-
half field goal attempts, including a
three-pointer, after netting just six points
before intermission; "No one was going
to give up. We figured we were here, so
we wanted to make the best of it. 1 defi-
nitely think we beat ourselves and that
we didn't get beat." · '
Said Jakosky oC a potential Brea re-

"It would be wonderful. We did the
best we c.ould with our first opportunity,
and should we be lucky enough to get
another, I can safely say we'll play better
... He:ivcn forbid, (Brea) should decide
to play belier, too."
