The attorney general's office soon will receive a letter offering the city's views on the controve r- sial toll. Mayor Clarence Turner, Coun- cilman John Cox and Counci l- woman Jan Debay voted against sending the letter in the form pro- posed by Councilman Phil San-· sone. They wanted the letter to in- clude historical Information which would have sho.wn that at lea.st one community association -Spy· glass H,ill -knew about the toll as early as November 1990. The version approved by a ma- jority of the i;ouncil emphasizes a lack of public knowledge about the toll. Lt doesn't include the back- ground information which Turner, Cox and Debay wanted. BY MAllNlB McLEOD, STAFF \Varna COSTA MESA -City Council members have agreed not to es- tablish guidelines for issuing proc- lamations and declarations. In- stead, the procedures for doling out the city's goodwill offering will be ~ct by each mayor. The council discussed the mat· ter at l'ls Monday study session artcr resident Ernie Feeney asked at last week's council meeting that the city stop issuing proclamations. "One oC the reasons l choose a mayor is because I think that Is the person who will make those decisions reasonably," said Coun· cilman Jay Humphrey. "We'd do a disservice to the community not to have (proclamations.)" Feeney was one of about 40 people on hand to support M;lyor Sandy Genis for her decision to rccogni:ze Abstinence Weck at the beginning of this month. The mayor and the Abstinence W~ck organizers were recently undef fire because local AIDS activists said the informotionol fliers passed out about the week slighted those with the disease. .. According to police, a 71-year-old \\O man wai. robbed while riding the elevator at the Lido Medical Center at 351 Hoi.pital Road at about 10 a.m. Feb. 7. The woman told police she got on the elevator -he;iding to a 16wer fl oor for X-rays -with three people, two of whom arc i.u~pects, and a thi rd person believed to be a witness. On the way down, the female sus- pect apparently pretended to get her foot caught in the door. The male suspect began jostl ing a sandwich he . was holding, creating a distqiction. The episode continued until the door opened on the bouom floor and both i.ui.pects got out of the elevator and walked away. The victim then continued on to her appointment, not realizing that someone snatched the wallet out of her purse until about 10 minutes • later. Dy then, the couple had disap· pearcd. Talmo said it's unconstitutional for the council to deny the Nguyens the right to open based on their personal morals. -By David Heitz ·COSTA MESA -Two Mesa Verde acupressure businesses won a court order T uesday that will allow them to stay open while owners fight a decision to close them permanently. A city ordinance passed l:ist month would have forced the businesses to close, but a Superior Court judge Tuesday granted a rcque!>t to keep the businesses open until a lawsuit deciding their fate is settled. Owners of 123 Therapy, 1525 Mesa Verde Drive East, and Mei.a Acupressure, 2845 Mesa Verde Drive East, sued the city Monday after the council denied the owners' separate requci.ts for exemptions from the city's adult· entertainment ordinance at the f-cb. 22 meeting. Although both have been in existence for two years, the ordinance forbids massage parlors -as both businesses ore classified - from being at the current locations becnuse they are within 5,00-feet of residences and 1,000-fect of a church, school or places frequented by minors. "( think the city is on firm legal ground in denying them," said Councilman Joe Erickson, after learning of the lawsuits. On Monday and Tuesday, both locations appeared to be closed. Too often, ' the emphasis is on wjnning at all costs rather' than, what we feel are, the really important lessons to be learned. Perhaps some of this is because we don't make a big enough deal of it when kids show true sportsmanship. We just expect that, and are surprised when we don't get it. We had just such an experience last week. My seventh grade daughter and her Corona del Mar High School softball team traveled to Costa Mesa High for a game. The racial composition of the teams was totally opposite, as you can imagine. I only mention this factor because many of the girls at Corona del Mar get frequent opportunities to meet people of varying ethnic backgrounds. These occasions help form their general opinions about these "groups" of people. Corona had the superior softball skills, but they learned a lot from the Costa Mesa team. All our girls talked about after the game was "how nice the girls from Costa Mesa are." Our girls said that when they were on , L) base they enjoyed taJki9g and laughing with the 6thcr team members so much that they sometimes forgot to run. l would really like these Costa Mesa girls to know that they represented their school, their families and their c~ltures with great friendliness and pride.
