The Planning Commission
voted last week to recommend
the City Council initiate a
general plan amendment which
would give the city more
control over the cemetery's
expansion plans.
But residents of Spyglass Hill
and Spyglass Ridge viewed the
action as giving Pll'Cific View a
blueprint to build "Cemetery
City."
"We do not want to become
the city of death," resident H.
Ross Miiier said.
Spyglass residents said they
don't want to look down upon
rooftops.
Planning Director Jim
Hcwicker said the city could
force the cemetery to make the
rooftops grass -if the council
decides to injtiate the 1general
plan amendment.
The council will vote tonight
on whether to proceed with the
amendment.

A group of West Side mothers
committed to keeping the
community's youth in check
will soon have a new advantage on
the streets thanks to business and
community leaders.
The Coalition for Responsible
Government is trying to raise S 1,500
to buy Madres Costa Mei.a three
portable radios and a base station to
help the women communicate with
one another during their routine
patrols of bus stops and school sites.
''lt felt like a good thing to get
involved with;" said Larry
Weichmann, who is coordinating the
donation drive. ''l'm a strong
believer in the city and I want things
to be changed around."
The "madres" -Spanish for
mothers -began organizing in
November at the urging of Latin
community leader Roy Alvarado. His
goal was that if mothers stood at the
bus stops where gang members are
mostly likely to harass students, their

smile . 'Th ey have to be well -fed and th ey have to be happy,'. she said
-For 10 years, l lildegard Provence
heaped her customers' plates with fried
potatoes, bratwurst and stuffed
cabbage, served with a side of home-baked
bread or strudel at Muller's, an
inconspicuous, but beloved cafe on Costa
Mesa's Baker Street. But in 1979, Muller's
closed its doors as the"building that housed it
w:1~ razed for a 160-unit condominium
project.
Muller's was known for food :ind not for
ambiance. Faded German trave l posters,
snupshots or regular custome rs and faded
yellow formica were the main theme.
Out Hildegard was always there, 10 hours
a duy, to offer her good chee r and more
potatoes and gravy. "They have to be
well-fed and they h<\ve to be happy," she sa id
of her customers. "And if they arc not
happy, we sit down and talk about it and
make it right."
When the ca fe was closed, she took the
stove home with her. "We've been friends so
long, we're not going to part." she said.

and fashion show at the elegantly redecorated
Santa Anu Country Club.
The luncheon was superb, the clolhcs, courtesy
of Stephanie Lewis and Saks Fifth Avenue, very
smart. People were saying that they were he::tding
right for the South Coast Plaza store following
brunch to do a little shopping.
Nancy Thompson, Kristin Dlack, Corinne Black,
Mary Grace Crosby, Norn and Jim J ohnson, Helo
:ind Ham Howkins·, Kay Fukunaga, Jody,
Stephanie and Jennifer Geoffrey were among the
celebrated live mannequins.

roaring start Friday. Out you
wouldn't know it strolling down
this beach city's boardwalks.
Once a popu lar haven for the
annual hordes of feverish spring
break students seekjng ultra
doses of sun and sin, Newport
De::tch h.is apparently lost its ap-
peal as a party spot.
''It really has mellowed out,"
said Newport Beach Police Sgt.
Andy Gonis. "We are prepared
to deal with any problems, but
we don't have the same type of
deployment on Easter week that
we used to 7 or even as much
as we have on a busy summer
night any more."
By Sunday evening, police re-
ported virtually no spring break-
related transgressions in Newport
Beach.
"There's a lot of peopl~ in
town because of the weatl*r,"
Lt. Carson said. "But it rlally
has been quiet."

power · from the engine to the
wheels in decidedly different ways.
In the case of rear-wheel drive
automobiles. a rotating metal tube
known as a "dnveshaft" transmits
energy f ram the transmission to
the "differential." Connected to the
rear axle, the differential carries
energy to the rear wheels. On the
other hand, a front-wheel drive car
incorporates the differential into the
transmission to produce a
component known as a
:ransaxle. · Power goes direcuy
from the transmission to the
differential, which· splits it between
the front "drive" wheels. The more
familiar car owners are wrth
automobile terminology and the
systems, the better able they are
to understand repairs and mainte-
nance procedure~.

SPECIFICATIONS
Most car owners are f amihar
with the sound and function of
a1r-1mpact wrenches. These are the
a1r-dnven tools used to screw and
unscrew lug nuts when removing a
wheel or replacmg it tight up
agamst the hub. The fact is,
however. that an air-impact wrench
should not be used to tighten lug
nuts. This is a job that should be
reserved for a· torque wrench,
which tightens each lug nut

his toys, and collect belongings for
the boy's mother, who is staying
wit.h her parents in Glendora.

back here again," DeCarbo safd.
Jaeger apparently moved to
Newport Beach in November,
about the time she began dating
Laudenback. "He's a total charm-
er," DeCarbo said of Laudenback.
"Kids gravitated to him."\
Laddenback could not be
reached for commenl before being
taken into custody Sunday, but his
father said he is convinced his son
will be vindicated.
"I believe he is totally in-
nocen 1," Leonard Laudenback
said when reached at his Costa
Mesa home. "I know him too well.
Everybody. in Newport Ucach loves
him."
Earlier Sunday, before Brian
Laudenback was arrested a second
time, Leonard Laudenback said he
was counting on the autopsy re-
port to show that Tyler died due
to complications from the previous
skull fracture, absolving his son of
any blame.
Police had not officially released
the autopsy report as of Sunday
evening and declined 10 confirm
i1s co ntents.

neighbor who had previously let
Laudenback Jive in her home for
roughly six months when he was
ou r of work, said she wa:, "literally
still in total shock."
According to .Swanberg, Lau·

him all the time," she said. ''Thcv

This modest upswing comes as
good news to cities that depend on
sales tax to generate as much as
half their annual revenue. And it
comes as even better news 10 the
locnl business community. Because
California cities receive about 1 %
of all taxable sales generated with-
in their municipal borders, a gain
of $1 million in sales tax revenue
translates into a $ IOO million in-
crease in local retail sales.
There has been scant reason to
cheer since retail sales took a nose
dive with the dismantling of the
defense industry, which cost the
stllte about 800,000 high-paying
jobs, according to Doug Jens-en, :1
financial analyst with Municipal
• Resource Consultants, a firm
which tracks economic 1rends ~nd
advises cities on a range of sales
tax, business licensing, legislative
and economic develoRment issues.

parking in the center," said
Crawford, 84, of Costa Mesa.
"It was truly a goat hill," he
added, referring to the area's
nickname.
Crawford, who was one of a
handful of optometrists in the area
at the time, also served as the
president of the chamber of
commerce. In 1953, when Costa
Mesa pe titioned to become a city,
he was with the chamber when •
members decided to put up the
money needed to file the ci 1y's
incorporatio.n papers.
Just before incorporation in
1951, as 1he demand Ir . Crawford's services gr w, he
invited Marlin -Dales join him.
Dales was fresh out of college and
he !laid ·Crawford actually
encouraged him to become an
optometrist.
"l just walked into his store one
day and asked him about it," said
Dales, 71, of Costa Mesa. "I kept
in touch and when 1 graduatell, he
asked me 10 join."
Dales had another curious link
to the loc:uion -his wife's father
was the butcher at the Red and
White Market before Crawford
bought it. .
"II was a coincidence th at her
dad had been the butcher in the
same building,'' :;nid Dale:,, who
also spc nr much of his childhood
in Costa Mesa.
Nelson was the last of the
partners to join, in 1965. He bud
already been established as an
optome trist in town for nbout nine
years when he met Crawford
through the local Kiwanis Club.
He was looking for a new loca tion
and Crawford suggested Nelson
join the business.
"I had a following that I
brought with me," Nelson said.
"Dr. Crawford and 1 were close
friends. I consider him my best
friend. That kind of friendship
made us want to work together."

to Jensen. "Sales tax revenue
dropped significantly since then,
all over the state," Jensen said.
But while Southern California con-
tinues to suffer the most lingedng
effects of dcfertse industry cuts,
Orange County, at least, has
begun to sho'~ signs of pulliug out
of the ta ilspin, Posting a modest
.2% sales tnx gain over the previ-
ous year. · .
Los Angeles County registered a
3% decline in sajes tax receipts
over last year, by_ comparison.

Dales said. "But there was never
anyone sitting for long in the
waiting room."
Although they say they've never
counted, the partners estimate
they've seen thousands of patients
in their 1ime at that location.
They've examined and treated, in
~ome cases, three generations of
families.

patients had passed away,"
Crawford said. "Our loyal core of
coming along four main fronts, ac-
cording to local experts: auto
sales, high-tech electronics, busi-
ness-to-business transactions and

ln Newport Deach, especially,
dining out is in again, though the
per-dinner tab may be less thnn it
once was.
With the economic downturn
people became more conservative
with their dining dollars, according
to John McPherson, who moni1ors
snles tax activity for the city f>f
Newport Dench. A slight resur-
gence in restaurant revenues,
McPherson said, is con}ing mostly
in the affordable dining category.
In a city uniquely tied 10 restau·
rant revenues, even a slight gain is
encouraging.
Another less obvious retail seg-
ment to show signs of an upswing
has been busi ness-to-business
sales, said Richnrd Luehrs, presi-
dent of the Newport H;irbor Area
Chamber of Commerce. Items like
computers, copiers, fax machines
all have nn impac t on th e city's
sales tax base, he said.

"Dr. Dales signed my diploma,"
said Komkar, who added that
Dales was a member of the board
of Southern California College of
Optometry in Ful)erton where
Komkar grnduatcl.l in 1986.

for a few months, th~ trio has
been consulting with Komkar until
he got his practice off the ground.

level that remains unapproachable
by other county cen ters. With
nearly 2 million squnre feet of
leasable space and 200 :,tores,
South Coast Plaza is the top-
grossing shopping center in the
eoun1y by far, reporting taxable
sales of more than $640 million in
1992, the m'ost recent year for
which figures arc availublc. It's
second clo:1est competitor in terms
of gross sales, Orea Mall, reported
$304 million in taxable sales by
compari:,on.
Fawcett said he's hoping the
modest s::iles gains he's seeing in-
dica tes the city's busiftesses have
bottomed ou t. Nevertheless, he 'll
continue to encourage the city to
forego ins1itu1ing any new taxes or
fees to help attract and retains
businesses. "We still have a lot to
go to get back to where we were."

gans, one of the all-time personalities· and
movcrs-and-shnkers in Southern Califor-
nia iima1eur athletics, died late s~11ufday
night at Hong l lospital as a result of a
heart attack, following a first attack three
hours earlier.
He was 84 and leaves behind his wife of
52 years, Norma, and sons Jim, of Denver,
and Tom, of Lukewood.
His ashes will be scattered at sea by 1he
Neptune Society in accordance wi1h his
wishes.

"l'm so grateful," continued Norma Fa-
gans-, referring to her husband's long b:it-
tl e. "He couldn't spe:ik, he couldn't write,
he couldn't type, he was just miserable ... "
Acting CIF Commissioner Dean Crow-
ley labeled Fagans' death as a ''terrible
loss," adding that eve n just recently he
had conferred with him with regard to ad-
vice on CIF matters.
''You could ·always rely on Kenny for
advice," said Crowley. "whether in terms
of dealing with people, as well as the ins
and outs of the ClF. What a
losi.."
l·agans, a Balboa Island resi-
dent 'for 30 years, was "Mr.
CIF'' for 21 years -from 1954-
1975, turning il into one or the
mosr respccled high scho9I or-
ganizations in the nalion as it
grew from 209 schools to over
500.

As an administrator at the
CIF he ruled with an iron hand
and was the sole guidance for
the CIF playoffs, using his expe-
rience and first-hand knowledge Compton High School, have
long been noted, including a Southern
California high . school championship for
Huntington Park in 1927.
Most signific~nt in terms of numbers
was as Compton's basketball coach where

scrutiny, especially since there were often

Harbor, but Friday's rainstorm soaked the
third-base side of the field, forcing two
tournament games to be shifted to Costa

felt right at home.

American in basketball.
Easily the biggest disappoint·
meni of his athletic life was miss·
• -ing out in the selections for the
U.S. Olympic Team in 1936.
It was the first-ever U.S. basket·
ball team and he lost out in what
he felt was a political decisioq to
Sam Baher, who would go on to
become a radio sports announcer.
Although he was a man for all
seasons, his heart was always with
basketball.
Among his myriad of honors
was a Lifetime Achievement
Award given by the Orange Coun·
ty Spons Hall of Fame.
Some 500, representing a vi rtual
who's who of Southern California
amateur athletics were in at·
tendance for his retirement dinner
in April of 1975.
In World War II he was a cap-
iain in the Army Ai r Corps, and
soon after began his high school
coaching career at Compton. He
coached Compton College to a 66-
