smoke and drink. to take care of
the planet and that men and
women can perform many of the
same jobs.
So it was no surprise that
Elise, a cute girl who attends
Mariners Elementary School and
has made a choice to adhere to
a strict vegetarian diet, asked
the question. She looted up at

yellow daisy on the front and
asked, "Do you have any women
firefigtlteni.::...
firefighters in Newport Beach,"
Riley answered. "But there are
women firefighters on Brea,
Anaheim and Orange County
fire departments."
Yes, Elise, women can be
firefighters. Costa Mesa Fire
Department has a woman who is
a battalion chief, Judy Jewell,
39. And there are many others.
According to a sutvcy published
by The California Fire Service
this year, there are about 500
women in fire suppression in
California on a full or part-time
basis.
But if you want to be a
firefighter, Elise, there arc some
things you need to know. The
road to your goal may be Jong.
The competition is fierce. You
must develop exceptional
physical strength to perform the
tasks required and mental
strength to overcome the
obstacles that may be Pl!t in
your .path because of your
gendu. Bua ~ in 15 years
from I to 7. A rating of 7 repre-
sents tne highest risk.
State officials said the building
is safe to occupy. But a risk· rating
of 4 indicates •he building is sus-
ceptible to moderate damage in an
earthquake. The report did not in-
dicate what magnitude of earth-
quake would be likely to cause
damage to the 130,000-square·foot
building.
Fairview Executive Director
Hugh Kohler said he has not been
notified by state officials.
"This report came as a complete
surprise," Kohler said Sunday.
"We haven't had a chance to eval-
uate what's in ii."
Fairview, which has 1,015 pa·
tiems and l,700 employees, is one
of seven state facilities in Califor·
ni:l for the developmentally dis-
abled.

Jewell grew up in a sm:ill
farming and dairy town in
Wisconsin. A popular television
program inspired her career
choice. "l guess 1 watched too

The Balboa Island Ferry in the 1920s. The first ferry carried just one car at a time.
It was once just a stretch of land anQ sand.
Later, people were paid to stay in bay-front homes
during the winter. Now every lot has been built
upon , but Balboa Island retains ...
A community feeling
I n the 1800s it was no more than
a stretch of land and a sand bar
surrounded by water. Today it's
know n as Balboa. Duilt up from a
little vac~tion town to a ye:ir·round
residential area, Balboa Island has
enchanted people for almost JOO
years. ,
In the early 1900s, the Dalboa
Pavilion Recreation Center was
constructed on the peninsula by
fun ding from the Newpon Bay
Investment Company. It was the first
large structure in the area. ll became
the central meeting place•ror
residents in the area, and in the
early '20s, a man named Joe Beck
constructed a ferry to carry people
and cars to and from Balboa Island.
The fi rst ferry could only hold one
car.
About the same time, developers
convinced Henry E. Huntington to
expand his railroad to include roures
10 Dalboa. He agreed, and soon
visitors from all O\'Cr the area
nooded the li11le town. There \Vere
more than 1 ,000 people carried to
Balboa on the Fourth of July alone.
Defore World War II, the island
was used primarily by vacationer,.s
and you ng adults during spring break
from Newport Harbor and other
su rrounding high schools. Twenty Jo
40 tee ns would rent out the summe r
homes for the week and allendcd
dances and parties at the
Rendezvous Ballroom. In the '20s,
portions of beach front in Balboa
we re known as "Tent Cities," as
visitors paid a small fee to pitch
tents on the beach.
Others were paid to stay in the
bay·front homes from September
through May, so th:it the houses
would not remain empty the entire
winter.
Balboa Island was a small
community in the '30s, with a post
office, one drug store. two rriarkets, a
mnlt shop, a hardware shop, two
clothing i.hops and a plumber.
The first fire and police stations opened on Balboa Island in 1931 .
Alan's Drug store is knO\"n to
have had the best chocolate sodas in
town, and it is rumored that
customers had to hunt down Al at
the local h:irdwnre shop when they
wan ted to pay for something. Clothes
were always :i big de:il on Balboa
Island, and the rage in the '30s was
the "Balboa Bl ue" jeans, and the
Hawaiian shirt.
S oon a fire station was built on
the island, and the majority of
the firemen were vo.luntcers, many
doubling as lifeguards. When there
was a fire, a whistle would blow. The
pattern of the blows determined
where the fire was.
Today, the island still has that
community feel, but almost every lot
has been built upon. The day) are
gone when one could swim in the
bay, personally know everyone who
lived on the island or get paid to live
in one of the bay front homes.

the station in the kitchen, while
the men worked outside. "The
guys thought I asked for the

air-conditioned firehouse," she
said. "They wouldn't associate
With me." .
Jewell sat down with the other
firefighters and asked them why
they wouldn't accept her. "They
told me, 'We thought you didn't
want to be with us,' " she said.
Once they bad cleared up the
perception problem, she and the
other firefighters asked the
captain to allow her to do the
same work as the men. ·
She worked for CDF as a
seasonal firefighter until 1983 and
· a full-time firefighter untIJ she
joined the Costa Mesa Fire
Department in 1989. During her
caner with CDP, she camcd an
aaoc:iate of aru degree in fire
science from Rancho Santiqo
College in Santa Ana and a
· bachelor of aciencc degree in fire
administration from Cogswell
Polytechnic in Cupertino.
When she joined CDP, she still
bad hopes of becoming a
paramedic. She took tests, but
was fold she needed more
experience: "Alter a few years, I
became happy being a firefighter
and an EMT ( e~gency medical
technician)," she said. "Fire
fighting satisfied my need to do
-SOmething good for the
community."
Also during her tenure at CDF,
she met her husband, Herb
Jewell, at Rancho Santiago. He
was a firefighter-paramedic for
Seal Beach at the time. Now be is
fire chief for the Buena Park Fire
Department.
As an outsider hired into the
Costa Mesa Fire Department, she
had to establish herself ag~. "I
bad to prove I could do hip-rises
and HAZMA T (hazardous
material) jobs." lhc slid. She

"Once 1 proved I could rommand
a major incident. I wu one of the
guys."

Jewell said she receives a lo t of
personal satisCaction from her
job. "This little girl from
Wisconsin never thought she
could learn to do the things I've
accomplished,'' she said. "I've
learned that the only limitations
one has are those you put on
yourself. There's nothing tricky
a&ut it. You don't have to be
someone special. You just have to
be committed to do it."

Native American Pow Wow this weekend
The courses' improvements
seem to have paid off in increased
activity on the links. Henderson
said there was a 16% increase in
play last year over 1992.
.. It was a mess before," said
Tom Taylor of Huntington Beach,
who is a member of the facili ty's
men's golfing cl ub. "l knew a lot
of people who were not coming
here because it was so rundown.
Now they arc coming back."
But longtime golfers say there is
still room for improvement.
"It seems like the new manage-
ment is doing something," said •
Harry Dignam of Newport Beach.
"I think it's excellent fo r practice,
but it has a long way to go."

program, Elise, you can get your

But you won't be able to sign up
in a program near your home,
because Newport Beach and Cosca
Mesa do not currently run
Explorer Scout programs.

"There are very few women who
have the upper body strength to
do the job," said Dick Wirnams,
an instructor at Rancho Santiago
for the past 24 ·years and the
fathe r of a fcmaJc firefighter. "We
can make the ladders and the
hoses lighter, but we can't make
water lighter."
Rancho Santiago docs have an
intensive physical fitness program
available to academy candidates.
The fit ness course, taught by Terry
Wonn, Marta Bartlett and Rose
Argo, gives candidates the
opportunity to improve their
endurance and strength.
"Generally, women will have to
dedicate more time developing
physical strength than men,"
Wann said. "Women need to
enhance their strength and
eliminate their weaknesses."
The final step every candidate
must take to enter the fire
academy is the physical agility test.
"Most females cannot pass that
test," Wann said.
"Strength takes time," added
Keller. "We have several women
who are just about there."

physical agility test. "It's like hell,"
said Debra Robison, 36, after she
had taken the test.
Robison ha!. been practicing or
taking Rancho Santiago·~ physical

a year. Her best time is 6 minuies,
2 seconds. Everyone at the Joint
Powers Training Center in
Hunlington Beach thought Sunday
was her day.
"When she first took this test,
!.he did it in J2 minutes, 59
seconds," said Randy Scheerer, a
captain for the Newport Beach .

thought she could ~have thal much
time off her score."
There were 46 candidates taking

helmets, jackets, an oxygen tank

She dragged a 170-pound dummy
for 20 feet. She swung a
eight-pound sledge hammer 15
times. She climbed through a
three-foot-high window.
She ran into a little trouble
dragging a hose filled with water
under three 29-inch barriers. Her
oxygen tank got caught on the
second barrier, that looks like the
saw horses that cities use to block
off streets.
She even carried a 75-pound
hose bundle up four Oig~ts of
stairs. But by the time she reached
the ninth event, all of her strength
was gone. That event required that
she hang over a railing and pull a
50-pound hose bundle up three
stories and over the railing.
She leaned over the railing and
siartcd 10 pull on the rope. The
bundle slowly made its way up.
"Don't quit!" one of the men
yelled.
The rope slipped through her
grasp and the hose bundle fell.
' She stopped the hose before ii hit
the ground. "Oh my God,"
Robison said.
She tried to raise the hose again
but couldn't. .She let it fall to the
ground. She .took deep breaths
and then tried a third lime. She
raised the hose bundle off the
ground, only to have the rope !.lip
through her hands again. She
shook her head in disbelief. She
picked up tbe 75-pound hose
bundle lying next to her feet and
finished the rest of the te st.
She was met by a number of
people who gave her ~upport.
Scheerer encouraged her to keep
taking the test.
Later when she had regained
some oC her strenath, she Collowed
one of the other women takin& the
test, yelling to push her Criend to

"We're not pointing fingers,"
Aul.tin said. "There is a problem
and we ha\e a ~olution."

the committee has compiled a lil>t

celebrated crew, led Long· Beach State by
a boat's length at the 1,200-meier mark,
but lost the lead during the rinal 500
meters, finii.h ing second in 6 minutes, 1.72
seconds behind the 49ers' winning cre\\
(6:00.45).
"They should have \\On that race," said
Grant, who re turned for his 30th season as
head coach this year, after stepping uo"n
in 1992.

the Orange County Championships at
Hcritnge Park.
Arrow earned victories in the 200-yard
individual medley (2 minutes, 19.81 sec-
onds) and the 100 breaststroke ( l : 12.24),
while Pomeroy was victorious in the 100
butterny (1:02.94) and second in the 100
backstroke (1:04.68).
Junior Carey Read was third in the 100
breaststroke and the Tars' entries in the
200 medley relay (first in 2:00.57) and the
400 free relay (second in 3:57.74) also
helped· them amass 489 points, 39 better
than second-place Mater Dei.

the Mustnngs boys won the frosh·soph di-

Coach Arland Kaminsky's girls team,
with only eight members, finished third in
the junior varsity division, bringing Mesa's
team total to 539.
Sophomores James Comfort, Roger Krr-
no and Ryan Dandy teamed with fresh·
mun Justin Taylor to win the 200-yard
medley rel:ay (I :52.30) and the 400 frec-
tyle relay (3:37.21).
Comrort added victories in the SO back·
itroke (27.35) and the 100 free (50.46),
while Kirnos topped the field in the 50
butterfly (28.81.

Grogan, a sophomore. added a victory

junior Elizabeth Christiansen (26.52 in 1he
500 free) and Tracy Kelly (34.04 in the 50
backstroke) also earned gold medals.
Sean Hylton finished second in the 50
