NEWPPRT BEACH -T he fu-
ture of two much-debated items
was still up in the air late Thurs-
day as the Planning Comm ission
had not ye t voted on the Bacchus
night club or the proposed youth
hostel in Newport.
Public comments on both issues
ran about 50-50 on what should be
done.
Opponents of the hostel fear an
influx of rowdy youth w111 pack
into an office building that's too
small.
The proposed site of the "Inter-
national Backpacker's Inn" at 430
32nd St. is zoned for specialty re-
tail shops, which includes hotels,
mo tels and bed and breakfasts.
Investors said the inn, wh ich
would be across from City Hall,
will o nly be opc;n to yo ung inter·
natio nal travelers with valid pass-
ports.
Bacchus, a trendy Lido night-
club, opened six months ago a nd
has haunted the Police Depart·
ment ever since.
Police want the club's business
license revoked.
In a 148-page staff report, city
administrators told the commission
that the ni~htclub has been a
problem business since it opened
last September.
Police Chief Bob McDonell said
officers have visited Bacchus about
50 times since its grand opening
and have made arrests fo r posses-
sion of drugs, pub lic drunkenness,
fight ing and drunken driving.
But Bacchus partner Rob
Mitchell said the nightclub's man-
age ment team has been signifi-
cantly restructured since the inci-
dent. He said the club hasn't had
any more serious problems.

HISTORY PRESERVED
The main focus of Deveaux's work
at Photolcons is to preserve, copy,
and restore priceless family
photographs. He r target groups are
those who arc interested in genealogy,
currently a major hobby, and seniors, _
who are often interested in organizing
old photos. ·
She meets with each client at her
Santa Ana studio and evaluates the
photos, advisin& the best method fo r
proper preservation and offering
archival copying of the priceless
images. As a history buff, she can
also help date photos, as she is
familiar with old photography
processes. ~ -
"The historical aspect of these
photos is interesting," she said. "It's
so important for people within the
family lo preserve their old pictures.
If the original is deteriorating, the
best way to remedy the situation is to
make a new pho1ograph of it using
contemporary paper. At least you've
rescued 1he image of the person on
better material."
INVALUABLE KEEPSAKES
One example of the importance of
family photos as a valued and
treasured part of our history is
illustrated in a story concerning two
sisters in need of replicas. According
to Deveaux, one of the sisters was
dying, and during the course of the
illness, the two of them agreed that
the children must have a collection of
copies of pictures.
Suddenly, the dying sister took a
turn fo r the worse and the other
sibling became frantic to make copies
of 1he photo to fulfill their
agreemcn1. The pictures are preserved
and will be available for 1he children
as keepsakes of their heritage.

WORKSHOPS
Deveaux offers photo preservation
workshops in which she off crs :idvice
on how to protect and preserve
photos from m::,i1:rndling, poor
storage, bad albums and natural
disasters.
Some don'ts: No :icidic papers, no
ultraviolet exposure (it fades the
image), no magnetic albums, no
finger prints (we have skin oil \\ hich
ruins the image), don't leave photos
in attics or basements due to
extremes in temper:uure, :ind avoid
baggies, paper clips, rubber bane.ls
and tape.
BORN TO SNAP SHOTS
She received her first camera as a
gift ''hen she was 11 years old. ·· 1
loved it. From that nioment on it w~1s
click, click, click. I have a fa-.cination
with the camera."
Indeed, Deveaux even creates
jewelry out of camera parts. "One day
as I was taking apart an old camera, I
found the parts to be :iesthetic and
well-made. I put a pin together and
pc:ople liked it."

One

article, that
of Rajeesh
Swaroop.
He missed
the photo
session because, while a
senior at CdM, he has also
betn a full-time student in
the Resident Honors·
program at the University of
Southern California,
majoring in biology on a
pre-med program.
Rajeesh has been
accepted in the BNMD
program, which provides
him a seat in the USC
Medical School in 1997.
Rajeesh comes from a
unique family, but his
behavior is not unusual -
all three children have been
honored at the same scholar
breakfast in recent years,
one being a valedictorian.
The children got their
achievement ideas from
their parents, who are both
medical doctors.
During his first three
yea rs at CdM, Rajeesh
round time to compete on
the tennis, cross country and
badminton teams. He's a
member of the Key Club,
Amnesty International and
Students Against Drunk
Driving.
Rajeesh volunteered at
Hoag Hospital with special
duties in the intensive and
· coronary care units and,
during the summers,
volunteered at pediatric
clinics at the Orange County
Heath Care Agency.
The list goes on.
Five advance placement
classes and, if he had
continued at CdM for his
senior year, probably top
academic honors.
All of thiS' has earned
Rajeesh the USC Deans
Merit Scholarship.
Why no photo in the
Daily Pilot? He couldn't get
to Corona del Mar High
School on photo day. Too
busy with classes at use.
Congratulations to each of
the 32 honorees and
continued success.

• MOIR ......... ,
c;in subsaantiotc the violations,"
aid Costa Mesa building code di-
rector Tony C'Dc Baca. "Quite
frankly, from the photos I've seen,
I Clln't understand how someone
can be living there. I find it ap-
palling that some of these people
live in some of these units."
And there are a mix of problems."
Stroh said the primary problem •
appears to be that the wcckJy
rentals were never meant to func-
tion as permanent housing.
Tenants have other options aside from staging strike
C'De Baca said four city inspec-
tions in the last month alone have
turned up numerous violations, in-
cluding leaky roofs, problem
plumbing, no hot water and elec-
trical wire violations.
"It appears many of the units
need major corrective action to
bring them into compliance," he
said. "Others are converted ga-
rages and carports and shouldn't
even be there."
City documentation shows the
unit where Baker was evicted from
Thursday was scheduled to be de-
molished in the early 1960s. • ,
"This is going to be a massive
investigation to determine the
property's existence at this point,"
C'De Baca said, adding that the
city will recommend parts of the
motel either be repaired or de-
molished.
C'De Baca said tenants of the
Coastal Inn aren't the only ones
unhappy with the motel. The city's
Coastal Inn file dates back to the
1950s, with violations throughout
th e years.
Guni Sheth, however, maintains
her motel is in compliance.
"I have nothing to bide, and I
can tell you that proudly," she
said. "This is not a rent strike, this
is freeloaders. For three months,
th ey have not paid me a single
dime."
Sheth says the only thing wrong
with her motel is the tenants, who
now owe her s20,ooo in back rent.
The Coastal Inn rents rooms on a
weekly basis, charging between $25
and Sl85 a week. ··1 pay the elec-
tricity and water and they don't
pay the rent," she said. "How am
I going to afford this."
Co~-ia Mesa Lt. Gary Webster
confirms the motel "has had over
a number of years created a sig·
nificant police problem.'' Last
month, the police department
raided the Coastal Inn, taking 13
tenants into custody on various
drug offen ses and arrest warrants.
"Since then, the problem has
dropped dramatically," he said.
Tenants who weren't arrested say
that's proof they aren't the trou-
blemake rs. Many of the 21 units
house children. And many of the
tenants have been living there for
al least a yeu r.
Ron Christenson has been pay-
ing S 130 a week 10 call the Coastal
Inn home for nine years. "Long
enough to be treated better," he
said. The 48-year-old man's neatly
furnished and carefu lly decorated
room is spotless, except for the
plastic tarp l:\J>Cd ' to his ceiling
where waler leaks in on rainy
days.
"I've had to get up at 3 a.m.
and move my bed so I can sleep
without getting rained on," he
said.
Sharon Ceniner, a 32-year-old
mother of three who has been re-
siding at the Coastal lnn for a
year, said she didn't join the rent
strike until a doctor recently told
her that her daughter had con-
tracted an infection in the lining
of her lungs caused by airborne
rodent excrement.
On further investigation, Cent-
ner said she found a rat's nest in
the gulled boxspring on her
daughter's bed. Centner video-
taped the mess and contacted
health officials.
While he:ilth officials have in-
spected the motel, they say the sit·
uation at the Coastal Inn is so
complex they're not yet prepared
to take sides.
"It's a particularly rough sit·
uation out there right now," said
Allen Stroh, a supervisor with the'
Orange County Environmental
Health Department. "But it
doesn't appear to be a good guy,
bad guy situ:uion.
"The owner calls to complain
about the tenants and the tenants
call to complain about &he owner.
So without pointing fingers at
management or the tenants, we're
simply looking at the problems.
"And the owners arc complain-
ing that they've ha~ a difficult
time getting rid of the bad ten-
ants," he said. "Some or the ten-
ants have changed their locks so
management can't get in. The

COST A MESA -Tenants
who say they live in substandard
dwellings have some options
short of resorting to rent strikes.
The most important thing is
renters must prove there is a
problem. Paperwork needs to be
filed, court dates kept and
substandard conditions
documented.
Richard Spix, a Huntington
Beach attorney who specializes
in housing cases, maintains that
based on a state Supreme Court
case, a tenant is excused from
paying rent "to the extent there
exists problems threatening their
health." .

"And I've handled about 6,000

armpits of the county," he said.
"The bailiffs call me the rat
king."
David Quezada, director of
the Fair Housing Council of
Orange County, said his office
does not promote rent strikes,
but encourages tenants to take
advantage of a state housing
code that permit tenants to
withhold rent twice a year to
make repairs on substandard
units.
Tenants, however, must first
give written notice, permitting
the landlord up to 30 days to ·
make the repairs, Quezl)dtt
warns. )';
"We cncourngc people to
exercise that right before putting
1hemselves in the difficult
position of n rent strike," he
said. "When individuals take the
law into their own hands, it
always makes more problems."
Quezada says tenants can be
excused from paying rent , but
only by a court decree. Those
tenants must prove to a judge
that lhey had been paying rent
for uniphabitable housing.
"If someone is chnrged $600 a
month in rent, and the place is
only worth $300 a month, then a
tenant can sue to get their
money back," he ~uid. "Ju-.t like
if you get spoiled milk ond take
it buck to the grocery store, you
get your money back -or you
get :i conrniner of good milk."
Spix said it is not uncommon
for n tenant ') rent to be reduced
by up 10 50'0 for roach
inrcs1at1ons alone.
"I know of ca)es w~ere
tenunts have gotten $30,000 to
$60,000 paid back to them
follo"'ing a court vic tory where
they pro-.ed they were
overpaying rent for uninhabitable
conditions," Quezada said.

COST A MESA -Each runner was
asked to run a lap, but ii seemed none
wanted to be in the lead.
When Costa Mesa High's boys 1600-
meter relay team found itself in front of
Century in the final event Thursday, the
Mustangs figured they had no choice, so they might as
well try to win.
"We were thinking abou t false starring," said Mesa
senior Andrew Russell, the anchor of the Mustangs'
victorious relay (3 minutes, 47.3 seconds), a quartet
that didn't think it had a chance against speedy Cen-
tury. "Our allitude wasn't into it; we always say we're
going to screw up, but then we do well."
There was no false start by leadoff runner Corey
Sides (58.5 split), who trailed after the first lap.
Mesa's second runner, sophomore Josh Amezola
(55.2), put his team in the lead, then Chris Woods

Estancia boys stagger Trabuco Hills in PCL meet CdM boys, girls hanle Tustin with ease
MlSSlON VIEJO -The Estancia High boys
track and field unit has traditionally been strong
in the distance events.
This season, the Eagles are proving 10 be for-
midable in other areas, and that helped them se·
cu re a 75.53 Pacific Coast League victory at Tra·
buco Hills on Thursday.
"We've shown some strength in the field ev~nts and really
ha'e picked up in the sprin1s," said Estancia boys coach Ken
Martinez. "The key for us today was a 100% effort from the
entire team."
Eric Espinoza, "inner of four events ove rall the previous
week, added three more first·place finishes against Trabuco.
He won both hurdles and the long jump.
Freshman Chris Felix continues 10 improve in the sprints,
\\inning the 100 meters Thursday in a personal-best 10.8.
And Johan Appell once again was too much for the competi-
tion, staying undefeated in both the 1,600 and 3,200 meters.
"Johan is basically in a class by himself," said Martinez.
"The last five meets, including invitationals, he's been under
10 minutes in the 3,200 and below 4:40 in the 1,600."
John Leffler, who normally doesn't compete in the discus,
managed a second-place showing wit h a throw of 121-2. In
the 200 meters, Omar Rosales and John Ordaz came from
fifth and sixth place 10 finish second and third, respectivc;ly.
The E:igles, 2·2 in dual meets, face Costa Mesa next week.
In the girls meet the Eagles were done in by Trabuco Hills,
91-36.
Jolene Schoenert clocked a personal best of 51.2 10 win the
girls 300 low hurdles and teamed with Laura Pelrina, Stacy
Rose and Tracie Manz for a season-best 400 relay time of
52.6, though it was second-best to Trabuco I lills.
Manz (27.4) and Rose (27.8) had PRs to fin ish second and
third, respectively in the 200, while Petrina's second-place
