WEST SIDE -A cluster of
residents and city officials
·gathered Thursday to admire
Costa Mesa's first rehabilitated
apartment project and celebrate
what is considered a key step in
the rebirth of the West Side.
Standing before a podium in
front of three refurbished
apartment buildings in the 700
block of James Street, Costa
Mesa Mayor Sandy Genis said
she hoped the project would
serve as a model for what the
West Side can accomplish.
"I hope this is the beginning
of us all taking responsibility
for our community and pitching
in together," Genis told the
crowd of roughly 50. "If you
saw this property six months
ago, you would not believe the
way it looks now."
Once akin to a tenement, the
property now sports apricot
stucco walls, bleached concrete
driveways, patches of
' manicured lawn, shingled roofs,
picture windows, fancy gates
and flower beds.
Inside, the 11 units were
gutted before being equipped
with brand new appliances and
fixtures. A fresh coat of paint
covers the walls and new
carpeting covers the floors.
"I'm excited because
everything is new," said Ana
Aguirre, a mother of th ree who
has lived at the James Street
property for two yea rs. "They
changed everything."

Even better news to them was '
that the plan includes reduced

residents must be low income,
however. Household incomes can't
be above $35,000 or 60% or the
county's median income and in
~me units, incomes can't be
higher than S26,000 or 50% of the
county's median.
The project is part of a joint
effort by the city and the Civic
Center Barrio Hou ing
Corporation -a non-profit
dc,clopment corporation in Santa
Ana -which joined forces to
rebuild the city's West Side.
The S650,000 spent on the
project c~me from community
federal block grant funds, which
the city receives every year.
Through an agreement with the
city, Civic Center Barrio officials
use 1he funds to buy old or
rundown properties, build them
back up and then lower rrnts to
accommodate low-income tenants.
Rents are required to remain low
for the next 55 years.
With the James Street project
officially completed, Costa Mes~
Community Housing and
Development spokeswoman Paula
Schaefer announced Thursday that
the city is prepared to embark on

goes as planned, another West

The $2 million cost of adding
new portable buildings to the Sup-

nanced by the lease of vacated
school district buildings. The plan
is also contingent on successful
lease n~gotiations between the city
of Cosfa Mesa and the school dis-
trict for the former Balearic school
site.
The city now leases the Balearic
Community Center from the
school district for SJ a year. Par-
ents have protested the school dis-
trict's demand for a higher lease
rate, saying it could jeopardize
early childhood education pro-

school district's consolidation plan
anticipates a lease rate of $70,000
a year from the Balearic site.

"l look at the AQMD as a

The most diverse discussion
came regarding a new jail site.
Moulton-Patterson' said the county
should target remote areas, while
Silva said he would like to Jee

"H we tried to find a place to
make everybody happy, we'll never
have another jail built in Orange

Littrell said the jail issue has
been stalled by special interests,
while Tillotson said she didn't care

safety of the constituents not the

Estancia's John Ordaz edged Costa

ing Estancia Coach Ken Martinez and
Costa Mesa Coach John Carney to

"I was kneeling right in front of the

Omar's torso cross the finish line be-

''(Amezola) had his _ head over first,
but the rule book says it's the torso.
(Carney) and I talked it over, and I
told him that's what I saw."
