Point of inspiration ·' Area took a long path_ from its humble beginnings Duncan Stewart spearheaded the opposition to building on the bluff. I nspiration Po int, the beautifully landscaped bluff overlooking the ocean in Corona Jcl Mar. has a long and sorted past. In 1977, Inspiration Point was a nat- ural landscape, consisting of three pri- • vately-owned lots. At the .time, two of the owners wanteJ to build homes on their property. After learning of the plans. !'.>Cvcra l residents from the area, including Oun· ca n Stewart, a pan -time builder anc.1 poet who lived qi rcctly across from the Point, tried to stop Jhc building by rais- ing money to buy the property. There was fear that the home s would block the view of the ocean. Don llcnnier, one of the lot uw1\l'rs. received Coastal Commis!>~on approval to build ;i home on ht!'.> cliff-fa ce lo t, hut they told him ht: \\Ould have tu give the "friends of Inspiration Point" 60 tl ays to rni:-.c the mtrney to buy th e hlml from him. NDllACH .... ..... You bave aakl before that It wu Allemblyman Mickey Conroy who Gnt brouaht up the aubject with you? How did that happen? He came up to me at the California Republican Party Convention in Anaheim in September and he said, "You want to run for treasurer?" I said that I had just spent a whole dar with the Republican ~ational Committee's chief.legal council on how to be a treasurer for a county party and I don't want our county party's treasurer job. And he said, '.'No, no, no, not Centr!I . Committee treasurer. We want you to be county treasurer,'' to which I kind of reacted kind of negatively at first. . The next day at lunch he went after me again, and then the next Monday night at the Central C.ommittee meeting, he did it right from the podium. He just was really going after me. I started doing-research. One, wc'yc got a guy who's been in there since J970t he's a Democrat, he's been very partisan in the past. I was concerned about the amount of money he had -it's a hoarding ·issue. I was concerned about the way he was investing the money. So then I went through the process of getting permission to run from my partners, which took quite some time, It's a pretty bis business decision.' Especially when I want to spend a lot of time with my loving wife. And I had to get permission from (county · Republican Party Chairman) Tom "' Fuentes and some good party j>eople, I wanted to get some support there. I thought that would be a good opportunity to at least g~t party backing. So th at took some time, I didn't get that • until December. Then I held a meeting with a lot or close friends and said, "ls this something I should be pursing?•' And by the beginning of the year I said, "Yeah, let's do this." So l spent the month of January interviewing campaign managers, announced in February, filed in March and now I'm in the p<ipcr every day in April. . Why db you think Assemblyman Conroy was tncouraglng you to • run for the omce or treasurer? ... Well, I guess the question can be turned this way: Why hasA't the Republican party had anybody challenge Mr. Citron all these terms? Have they been asleep or what's the deal. So I'm sure Mickey was probably thinking, "Hey, why not rvn somebody?" Of' all the pasitions countywide, Citron 1s the only Democrat. It would not be proper etique tte-!or- me to challenge a Republican. But this is a nonpartisan nice. I'm sure you've read the .... newspaper stories In recent weeks that have suggested that your campaign ls not about legitimate concern over the county's financial Investment strategy -. which has been praised ror its consistently hi gh earnings -this race is about punishing an Individual because he happens to-be a Dem~at wtio happened to support pemocratic A$stmblyman Tom Umberg. Well, that has certainly given the Republican party some eMOurage ment. But I think you need ta be cautious in how you address how the county's handling its finances. There are a lot of people who arc very happy wi th their returns, but they are also very uncomfortable.. with the strategics. So I think you can't ignore what Mr. Citron is doing . Especially wh~n there afC individuals around the county that have been telling me they are real concerned about his strategies. SAVING FOR (OLLEGE WITH U .S. SAVINGS BONDS MIGHT BE THE EASIEST PART OF PARENTHOOD. And we said from the beginning of the c.ampaign, if interest rates co up, we have some serious problems. And I'm real 50rry, but interest rates have gone up and there is no f ail·safe, risk-Cree investment that out performs everybody in the country. O\hcrwisc, everybody else besides Mr. Citron is downright stupid. So the re is some real cause for concern Jn how Mr. Citron is investing. The re is real cause for conce.rn if you've got a guy who's been in there for six terms, running for a seventh, especiaUy in an age where term limits arc coming to the forefront. Bu' what came first in this campaign, concern aboutfthe county's investment 'tratea or concern about the party affiliation of Che trtasvrer? Probably with Mickey Conroy it's-pnnitarrship. Par me, I haa~o look at the whole picture. I am risking a lot for runi:iing for office. This is a very unique experience. I have a family to be concerned about, l have a practice to be concerned about: So it's not somet hing I entered into li~tly. But the some issues I looked at, to say "hey, what gives me a right to run against this guy," were, one, he's been in a long time with no · te rm limits. Two, he is a Democrat. Three, he has been using reverse repurchase agreements, which is a dead instrument; which in my book is very risky. You requested a large number of docuruen'5 from Mr. Citron in order to do your 0\\11 nudit or the county's Investment strategy. Has he complied? We would say he probably followed the letter of the law but not the spirit of the law. What he provided me was so vague, it was sort of like getting the phone book wi tliout phone numbe rs. The descriptions of the as..,et!t that he had in the portfolio arc very vague. Either he's stalling or he 's got something to hide. Herc is a man who has one of the best records, perhaps in the country, and tl\is is the firs t time ever he's let his documents go public? That's astounding in itself. But now he has his chance to shine and he's playing games. I need to know what he's got, so t~at if 1 debate him, we're operating on a level playi ng field. How can you convince voters than you're the person to set things right? Basically, I have to let them know that I have a conservat ive invesLment style. My approach will l?,e to discontinue the use of using leverage with public funds. Tha t would have to be done judiciously o er a period of time. You can't cloJu;ln..day-L.Allhough I'm-a certified financial planner, I'm not a registered investment adviser. I am a consultant, advisi ng clients on how to handle their money. I • h::ive a gcnetal practice -busine'? owners. employees, nonprofits, • large corporations -we have a nice diversified portfolio of clients I provide them with options, but not investments. Do you "orry that by n isln& questions about Mr. Cltron•s ' Investment stratejies, you cot.aid be putting county nnancially at risk? You have to be real careful to not make the assumption thnt l'm ou1 there tryi ng to hurt the county. l live here. But 1here's also real cause for concern. For the doc- tors who. orig- . i na lly surveyed her paralyzed body 14 years ago, they're in disbelief that she can even walk. But Arnold not only walks, but docs it sprightly. She can also dance, act, write poetry and play ten- nis -extremely well, mind you -while beating the odds of a near-death ocean accident in Mazatlan, Mexico. A Newport Beach Tennis Club legend, and seed· ed No. 2 in both the women's 3.5 doubles and mixed 3.5 doubles of the 13th annual Vic Braden/ CHOC Padrinos Tennis Classic, Arnold wears a special pair of gloves while playing to restrain the sensi tivity in her hands, caused from nerve damage that will remain with her the rest of her life. "(The accident) is the b~est battle of my li{.e; it was and is. It's with me all the time," Arnold said. "I hate to admit it, but I 'II have this pain in my (left) hand my whole life. Tl)ere would be no way to play if I couldn't 1:1tock it out. It's so possessing. "It's probably another reason why I play every day. It's my escape." Arnold, who plays tennis 31/.i-to-4 hours each day, is a member of three different leagues: Hill & Har· bor C-2, Hill & Harbor Seniors 2, and the Sun· downers. "Ev- erybody I play with is 35 years young- er," she said.
