As part of City Man:.iger Ke\in
Murphy's pkin to close a S3 mil·
lion budget gap, the City Council
will vote Monday 011 !ieveral new
fees which would collect about
S37S,000 per year for the city.
Murphy is asking the council to
charge a ~ead tax for charter
boats, increase the l:ite fee for
parking tickets, and create r~gis
tration recs for home security sys-
tems.
_The fees even would afrect visi-
tors. Those who don't put enough
quarters into th e p:irking meters
will sec their tickets rise fro m S28
to S38 if they don't pay the fi nes
within three weeks.
"I wanted to do it all at once,"
Murphy said. "That way, tney'll all
be in place by the beginning of the
new fisca l year July I." ·
The city has tried to.balance the
budget in previo us years withou t
trumping up new fees, Murph¥
said, but he believes that isn't pos-
sible this' >·ear.
"Last year we tried to do it in
such ways that '"c would try not to
impact the residents and try not to
hit the busincs~s to<> hard,u Mur-
phy said. "AhhougD. we did up the
business license taxes."

the city's payroll last month, the

Unified School District. The school district
is being sued over its.mandatory uniform
policy for students in kindergnrten through·

The West Side program
which has operated out of
three rooms at the Rea
Community Center for the last
year finally got the needed
relief its been asking for when
the Costa Mesa City Council
appro\'.ed the center's use of a
fou rth room rent free.
About 36 SOY leaders and
youths closed the center early
and came to Monday's C~ ·
Council meeting to plead their
case for more room, which
they intend to use as a place
for a growing tutoring
program.
"There arc people really
chomping at the bit to set up a
tutoring program, but there
really isn't room," suid J ean

and program tutor. .
SOY is a wee~ night
program that offers West Side
youth an alternative to the
streets. It offers boxing, weight
lifting, computers, a
scholarship program and
limited tutorinB and is f unde.P

In other action, the council:
• Approved a request from
South Coast Plaza to hang
banners promoting the World
Cup soccer matches, which will
be played at the Rose Dowl in
Pasadena between June and

• Directed the city attorney
to bring back an amended
version of the city's·politicnl
~ign ordinance' for its fir~t
reading by the May 16
meeting. Concerns have been
raised by local officiab about
the ordinance, which w;is
created in 1960, over whether
some o( the regulations could
still .be enforced. ·
