FletJ:her _Jones IOoking to move dealership to . new location
~Newport officials making

BY DAVID HEl1:z, SrAFf Wam:R
NEWPORT BEACH -The
1 owner of Fletcher Jones Motor·
cars, the single largest contributor
of sales tax dollars to Newport
'Beach city coffers, is looking for a
new location . -possibly in an-
·other city, City Manager Kevi n
Murphy confirmed Monday.
Newport Deach would lose hun-
dreds of thousands of dollars if
the Mercedes-Benz dealership
moved.
"It wou ld be a catastrophic
blow," Councilman Phil Sansone
said. "l gue!>S he is being ro-
manced by the city of trvine."
Fletcher Jones Jr. stressed Mon-
day that he would like to stay in
Newport Bench if at all possible.
"If we mo'!ed, it would be a
matter of a mile -:-if not blocks,"
Jones said. "We're not moving to
Baltimore. It's not like the area is
going to be Without a dealership.
•We just need to be someplace at
fair market value, and our prefer-
ence would be to own the prop-
erty."
Jones' lease expires in Decem-
ber 1996 .•
The luxu ry automobile retailer
is located at 1301 Quail St., near
. John ·Wayne Airport. It is gener-
ally recognized as beinll one of the
most successful Mercedes dealer-
ships in the nation.
Murphy would not say how
much money the dealership brings
Newport Beach, citing a confiden-
tiality agreement signed by Jones
and the city.
• The city takes in roughly
$753,005 a year in sales tux from
new car dealerships. "I think it's
fair to say Mr. Jones makes up a
significant portion ·of that num-
ber," Murphy said.
City officials are scrambling to
keep Jones and hope to find him a
better Newport site.
"It's extremely importan1 ," Mur-
phy said. "He's the No. 1 sales tax
producer in terms of ;i single
user."
Murphy said he believes there
are several si1es in the city which
may be suitable.
Sansone isn't as op1imis1ic. ''The
city has been working ''ith him 10
find another spot. He wa111s some·

Jones conceded it will be dif-
ficult to find a suitable si1e 1n

cautiously optimistic about reach-
ing a purchase agrcemeni with the
property owner of the current si1c.

Although 1he city maintains
very healthy reserves and a
balanced budget, services arc
clearly reduced by greatly
incrensed work loads, lowered
morale and in some cases
outright elimination of direc1
public service functions.
The cut~acks thus for are
characterized by the following
basic features:
J) They arc politically correct
in that the public is appeased by
whnt appears to be cost-saving
measures at City Hall.
2) Those guiding the cutbacks,
mon:igemen1, do not recommend
culling themselves.
There are now two major
problems associated with what we
have experienced up to Jhis
point.
f'irst, job cuts in direct public
service functions canno1 be
further effected without serious
reduction in the quality and
qu:inti1y of basic service 10 th e
residents.
Second, 1he st:ite budget has a

Tl\is situ•1tion suggests that real
budget culling, in very no1iceablc

accommoda1e citizens a1\cnding
on the building height issue, even
though 1hey were placed ahead
of five other public hearings and
hod already had a public hearing.
On the or her hand, ,Jhis same
council in mid-1993 changed 1he
regular order of the agenda at
the suggestion of the city
manager 10 relegate public
comments (required by the
Drown Act) closer 10 the end of
the meeting to make it more
difficult for the citizens to
participate and make their issues
known.
The budget process, as
orchcstra1ed by the city manager,
is being handled piecemeal, i.e.,
major salary increases in January.
reduc1ion of police in April,
missing of prelimin:iry budget
release target date in May, all
resulting in confusion 10
:ipparen1ly minimize ci1izen
involvement.
Citizens should demand that
major items, (i.e., budgc1,
transportation, public Sl!fety, fee
increases, and proposed
assessment districts) be heard at
an early hour in the evening
meetings of th e council. City
Council agendas could appear on
cable TV prior to the meeting or
be published in the newspaper,
and public comments should be
restored to an earlier agenda slot
to maximize citizen participation.

..,.. Purchase of fQrmer Wells Fargo bank
property would help ease 'parking woes
on Balboa Peninsula.
'
BY DAVID HEITZ, STAFF Wama
BALBO~ -Admitting there's a parking short-.
age on the Balboa Peninsula, the City Council ten-
tatively agreed Monday to buy the f.ormer Wells
Fargo bank property·and use it for metered parking-·
spaces.
The council voted during closed session to pro-
ceed with plans to buy the land, located at 600 t.
Balboa Blvd.
"We 're going lo work with the owner to come up
with a price we can agree on," City Manager Kevin
Murphy said Monday.
Realtor Mel Fuchs said th e buyer already has ac-
cepted an offer by the city for "much less" than the
listed price of S 1.1 million. •
Neither Fuchs nor city officials would disclose the
amount or the city's offer.
Murphy said the city will pay for Jhe land out of
its "parking in-lieu'' fund, which stands at about
$2.5 million.
The fund is fed by parking meters and fees from
developers who want to build projects sca rce on
parking.
According to City Council policy, the money can
only be used to acquire more parking.
"This looks like a prelly good deal," Councilman
Phil Sansone said. "We still need lo get an ap-
praisal and make sure the sale price will hold up
under the law, because it is public money."
At the urging of Balboa residents and business
owners, the council began negotiating a price for
the property several mont hs ago, Councilman Johh
Hedges said.
The lot currently has 21 parki,ng spaces. The city
plans to install one-hour meters.
More spots could be created by knocking down
the bank building, Hedges said, but some business
owners want to keep a portion of the st ructure and
use it ror a tourist center.

School District parents. Boyer's
dnughter, Alexa, nnendcd Ensign
and is now a freshman nt
Newport Harbor High School.
"1 feel fortunate that she's
invested her time in my school,"
said Paulsen. "She has 80 times
more energy than 'I do and her
heart is in the right place."
But Boyer isn't as enthusiastic
about taking credit for her work
as she is doing ii. "She's so
self-effacing," said Paulsen. "She
doesn't want any credit.' She just
wants things to change for kids."
Even though sfie doesn't as1c
for recognition, Doyer-has •
received it. Nancy Reagan
,honored her for the Just Say No
club that she started at Newport
Elementary in 1987. The Harbor
Council PTA also presented
Doyer with an Honorary Service
Award for her work planning the
school district's DARE Fair. The
fifth annual DARE F:iir will be
held June 2 at the Pacific.
Amphitheater under Boyer's
direction.
"l really hate awards," Doye r
said. "I turn 16 shades of purple
when I get them. It makes me
feel guilty, because I enjoy wha t
I'm doing."
In addition to everything else,
Doyer has coordinated a number
of events, participated in the
School Violence Advisory Panel
of the Commi~sion on Teaching
Credentialing meeting in January,
went to a few Newport Dcach
Gang Task force meetings in the
area
full and serves on the school
district's Drug Alcohol and
Tebacco Education Advisory
·Committee.
Boyer says she spends at least
30 hours a week volunteering to
help empower children.
"Kids can get of raid of life,"
she said. "They say they don't see
futures for themselves. They have
a lack of role models and a lack
or goals."
Doyer believes society's
problems are based on a lack or
values. "Twenty to 40 years ago,
simple values wcr.e. a given," she
said:"I don't blame the parents
of today. They're trying to
provide for their family. Doth arc
working." •
According to Doyer, the values
her mother passed on to her are
the foundation that her passion
to help others is based on. Her
mother taught her a work ethic
and compassion for other people.
"When I grew up in North
Dakota, our family's tuble was
always open," she said. "My
mother was a loving and giving
person. There was always ·
someone new at our table on
Sunday."
In the future, Doyer plans to
continue her work with schools
and se:.irch for new
extracurricular programs for
children. Dul there is one thing
Doyer will not do: get into
politics.
"I have no ambition to run for
the City Council or the ~chool
board," she said.

"Everybody said she can't throw 60

She was haMily taken off the

That's only one in a long line
of obstaclei. Ila Dorders has had

Defining the heat
C harlle Phillips, Southern California College baseball coach, encountered plenty of
abuse from opposing coaches this season for signing female left-hander Ila
Borders.
Attacks to his face folfowing games would read something like this:
-"How can you give a baseball scholarship to a girl?, while preventing another player
tllat opportunity who mig/lt legitimately adVance In this game. "
-"You 're making a mockery out of the game. "
-"Hey, can't you get enough pub/icfry by fielding a winning team? Why mU$l you
resort to a woman?"
Phillips heard It all. But he'd do It all over again.
Borders is a special breed, living on guts, heart and sawy on the mound, elements
professional scouts cannot evaluate.
"II I had nine women and they could all play and compete like her. I'd put an nine on
