Heather Somers becomes the new president of th e East Side Homeown ers Association

H eather Somers, a grass-roots
community activist and full-time
mom whose victories include
leading the battle to quash plans for a local
sutellite jail facility, has been elected
president of the powerful East Side
Homeowners Association.
Somers will preside over her first
meeting Wednesday night at the Harper
Commuoity Center at 18th Street and
Tustin Avenue in. Costa Mesa. And th e
first thing on her agenda is reinstating an
extensive Neighborhood Watch network on
the East Side.
"We don't have much of a crime
problem here, which is wonderful, but
we're concerned about what's going on in
the West Side with the gangs and the way
it all seems to be filtering through the
city," she said.
Somers said the E:i~t Side used to have
an extensive Neighborhood Watch network,
but only small pockets rem ain active.
Bordered by Del Mar Avenue to the
north, lSth Street to the south, Newport
Boulevard to the west and Irvine to the
east, the East Side encompasses roughly
20,000 homes.
Founded in 1991, the East Side
Homeowners Association's mission-was to
maintain the quality of life for those
homeowners; acco'"ding to charter member

group," Hoffman said. "Not to tell people

a voice at City Hall. To call the troops out

ment with a Ne\\ port Beach police
officer who said she worked in a

the lawsuit she filed in Orange
County Superior Court against

School Boaid Association, New-
port-Mesa Unified School District
trustee Sherry Loofbourrow faced
a vociferous crowd of more than
800 people Thursday night who
came to denounce the oontrover-
sial California Leaming Assess-
ment System test.
Loofbourrow was one of an
eight-member panel chosen by As-
semblywoman Doris Allen (R-
Cypress) to address the CLAS test
at the forum held at the Hunting-
ton Beach City School District
headquarters. The hearing drew
people from as far as San Diego
County to as close as Newport
Beach, with a majority of the
those there opposed to the exam.
Opinions on the panel ran the
gamut of full-fledged support to
vehement · outrage against the
state-mandated exam. Loofbour-

opinion issued this week by the
state lcaislative counsel says the
county and Transportation Cor-
ridor Aacncies have a right to col-
lect tolls on Newport Coast Drive
-but only ii certain criteria arc
met.
Assemblyman Gil Ferguson said
Thursday that the county and the
apncy h1¥C noc complied with
some of thole reci.uirements.

The county created the Trans-
portation Corridor Agency and
gave).!. the responsibility or. build-
ing the· San Joaquin Hills Trans-
portation Corridor.
A 1.6-mile portion of Newport
Coast Drive will become part of
the corridor when it's completed
in 1997. Motorists who formerly
enjoyed free use of the road will
be charged 50 cents each way.
At 1he 4rging of his constituents
• in Corona del Mar, Ferguson hos
been fighting the ton proposed for
Newport Coast. He has asked the
legislative counsel and attorney
general for legal opinions on sev-
eral aspects of the issue.
In 1eneral, the legislative opin·
ion supports the positions of the
county and the a1ency.

creasing number of school board
members have seen copieS of the
test and we have some concern~·
Loofbourrow said. "We see Cl.A~
as a building and it has taken
years to con lruct. But we have
found that it has a few broken
windows. We should fix the bro·
ken windows and not take J
wrecking ball to it and destroy the
foundation of the test."
Her comments .prompted mixed
reactions from the mostly anti·
CLAS crowd but none so poignant
as from fe llow panelist Amanda
Yarnell, an El Cajon sophomore
who was the only one in her
school who refused be tested.
"Why were the building plaas
even drawn," asked Yarnell, who
ays that she decided on her own
during a lunch break at school not
to take the exam. "Why should we
fix the windows when the founda-
tion is crumbling?"

book entitled "Allegiances," which
describes her expuienccs growing
up during Hitler's Germany and
other adventl,lrcs up to her
immigration to the U.S.

"The book is a recounting of
events of my life before I came to
the States, but 1 was born in a
momentous tirue and so the events
which took place are typ ical of Jives
wrenched in unexpected patterns
during those years." Bonin said.
"Allegiances," published by
Fithian Press, begins during the
tragic period of Hitl er's Germany
and continues through her movement
to Palestine, where she worked on a
kibbutz for two years. She then lived
and worked in Tel Aviv, and fi nally
joined the British Army in 1942.

Bonin served as an a mbulance
driver on the front lines in North
Africa and Italy -she and her crew
were the only women serving at the front li nes at .LECTURE CIRCUIT administration.
A resident of Mission Viejo, Bonin's passion i~ that time. Bonin also served as an ambulance
driver in General Montgomery's 8th Army and'
particip'1ted in the battle of El Alamein, winning
six battle decorations. She later served Austria as
part of the occupation army. Bo-;,ln i,;,migratcd to
the U.S. in 1947. ·
Bonin didn't originally have plans for a book,
but people who had listened to her relate her
fa scin ating storie!> encouraged her to write them
down. "I'm so surprised JO be doing this. lt all
just mushroomed," she said of the book's
popularity.

She also enjoys painting, reading biographies,
thrillers and horror stories, which she "finds
relaxing." J?onin nlso enjoys walking and
swimming to keep fit.
"Allegiances" is a compilation of diaries kept
during the war, letters, and Bonin 's memories of
the period. The book is dedicated to Donin's
parents, who remained in Germany and died at
LIFE IN THE U.S.
Now retired, Dorrin was a professor of German
at OCC for 24 years and admits she found it
difficult to give it up. ''I loved ~caching there. It
was my home."

10.7-acre site of the Newport-Mesa
Uni(jed School District's General
Services Center at Dear and Daker
streets in Costa Mesa.
District administrators have endured
modest accommodalions at besr-m-

once pa rt of the old Santa Ana 'Army
Air Base. But no new buildings will be
coni.tructed for the new school district
headq4arters. Di!>trict offices will be

The cost will be paid by incom~

be vacated, and the con tinued lease of
the Balearic Community Center in

lllegal immigration is a drain on
the economy, the group agreed, sug·
gesling that funding of groups that

Corps Air Station into a commercial
