But he never expected a group of feisty residents from Corona del Mar -many or them his own cli- ents -to storm City H:ill and at· tempt to sabotage bis plans for a new salon. In the end, the City Council spared Doostmard but adopted an emergency ordinance which out- laws new snlons from opening any- where in the city. The moratorium on beauty shops will remain in effect unti l March. In the meant ime, city staff will look into developing parki ng regulations for personal service businesses such as hair and nai l salons. "A villain I am not," a frus- trated Doostmard told the City Council after several residents spoke against his plan to open a salon at 3300 E. Coast Highway, in the forme1 Bank of America build- ing. Mar, bulldozers emblazoned with the T ransportation Corridor Agencies logo continue to clap across the earth, paving the way for the San Joaquin Hills toll road. Motorists on MacArthur Boulevard, Newport Coast Drive and Jamboree Road have noticed heavy equipmen t rolling across the terrain in recent weeks. Some are speculating the agency may be in a ru sh to plow down coastal sage, home to hundreds of gnatcatchers, before the bird regains a spot on the Endangered Species list. But agency spokesman Mike Stock Still said the bird won't stand in the path of the toll road, endangered or not. . "The status of the gnatcatcher has ~· nothing to do with the bu ilding of the San Joaquin Hills toll road," Stockstill said. "Once we got all the permits, the status of the gnatcatcher or any other endangered species no longer mattered.\' In fact, the work under way near Jamboree and MacArthur is aimed at restoring the environment, Stockstill said. "We're creating the new Bonita Creek wetlands," he said. The Coastal Commission required the agency to create wetlands because it will destroy wetlands in other areas to m::ike way for the toll road. BY Russ LoAA, STAFF WllITlll Irvine Councilman Barry Ham- mond is running for the state As- sembly as a fiscal conservative, promising to curb the wasteful ways of Sacramento. But issues of financial responsi- bility continue to dog. the GOP candidate, accused by his two Re- publican challengers or not prac- ticing what he preaches. Hammond, 42, one of three can· didatcs vying for the Republican nomination to the 70th Assembly District, sent a newsletter to po- tential voters explaining his finan· cial problems after the conserva- tive Orange County Coordinating Republican Assembly revealed that he filed for personal bank· ruptcy in 1991. The Republican Assembly, which has endorsed Newport Beach attorney Tom Rei- necke, ca'led for Hammond to step down. Hammond's campaign newslet- ter, titled "The Republican Mes· senser," attacks Reinecke and op· Barry Hammond ponent Marilyn Brewer, a Newport Beach businesswoman, for makin& his personal finances o campaign issue. But Hammond's financial prob· lems did not start with his 1991 bankruptcy. In 1983, Hammond received two notices of default from Home Fed· eral Savinp for not keepina up with mortgage payments on his Ir· vine home, according to county records. Hammond had four trust deeds on the home, which he quickly sold to avoid foreclosure. Hammond says his fin ancial problems began in 1981 when he was working as a consultan t to a Newport Beach oil and gas com- pany. He says the company re- f used to pay hi"l! between $75,000 and $100,000 in comm issions and then filed for bankruptcy after he won a court judgment against the firm in 1983. "As thCjY decided not to pay me my commissions, we decided to sell our house and start over again," Hammond said. In April and May 1991, state and federal ta:< liens were fil ed against Hammond's consulting firm, Jon Barry Associntes Inc., nc· cording to county documents. Hammond's middle name is Jon. A $459 state tax lien filed April 11 was paid off on May 22. A $3,303 federal tax lien filed May 28 was paid off on Feb. 4, 1992. In 1988, she founded the Orange County Mino rity Ousi ness Council, an attempt to bring grea1cr auention to cultural to.lcrancc in the workplace and to encourage minority business leaders to interact. She served as adviser 10 the Vie tnamese Chamber of Commerce and as chair of the advisory board to the IJJack Chamber of Comn1crce or Orange Cll'YSIDE County. She also is a board membe r of the ·orange County Conference of Christians and Jews and is a li(e member of the NAACP. For only $3S, they're offered lessons on th e proper use of pepper spray. "How to Pack Cor Long Trips." This is especially useful for driving between Pacific Coast Highway and Westcliff Plaza. Also included should be a how-to course on the use of portable potties en route. Hammond said that both he and his wife had surgery, and his daugtitcr suffered complications from a broken leg. "After we had the medical problems, the insurance company simply refused to pay the bills, so we put them on credit cards," Hammond said during an inter- view with the Daily Pilot earlie r ch is month. Of the $98,250 in debt cleared by Hammond's bankruptcy, $63.250 was credi t card debt from 15 lenders, listed as "miscel- laneous purchases" on bankruptcy records. Hammond said on Tues- day that at most, he charged S28,000 in medical expenses for his wife and daughter. By Ham- mond's own account, more than half of his credit card debt was not medicJlly related. "We used a portion of that to live on," he said. Hammond's back surgery took place in March i991, after his June 1990 election to the Irvine City Council, and was paid by the ci ty'~ insurance carrier. One yea r prior to his bank- ruptcy filing, Hammond took out a ~ccond trust deed on his Irvine home for $84,300. This was in ad- dition to a first trust deed or S 157.000 on a home valued at $300.000. Hammond's financial problems, whlch began in 1981 with a major business loss leading to a near- foreclosure of the fami ly home in 1983, continued in 1991 with another business setback and the filing of personal bankruptcy. Reinecke, son of former California Lt. Gov. Ed Rel· necke, originally said he did not fault Hammond for fil- ing for bankruptcy during tough economic times. But Reinecke now says that Hammond's financial prob- lems over the years shoula create questions in the minds of voters. "Personal financial re - sponsibility is a characteris- tic and a quality that is re- quired for eublic service," Reinecke said. "As a state Assemblyman, you can't just declare bankruptcy and wash away the debts. You need fiscal management and you have to reduce the budget when you can't af· ford the expenses." Brewer, co-owner of an Anaheim manufacturing business with her husband, also said Hammond's finan- cial problems should cast doubt on his ability to deal wilh -the stale budget as a legislator. "Your past personal and business history will dictate how you will function in the ·future," Brewer said. "One isolated incident would speak to bad luck. But l don't think this speaks to bad luck, I think it speaks to bad management and bad judgment." . • In a primary campaign where all three Republican candidates agree on most issues, HammondJs financial problems have captured the political debate. But Ham- mond says · the unearthing of his old financial records is nothing more than poli- tics as usual. "I'm not running for county treasurer or sJate . controller,'' Hammond said. "This issue that happened over 10 years ago has abso- lutely nothing to do with what's going on now. "I don't mind hard-nosed football at all, but I don't believe with our numbers that we're going to be able to go toe-to-toe with some of these teams. It's intellectual football with more finesse. We'll try to hit it quid.. and get moving. And what we need are good spotters upstairs to try and stop what (opponents) are doing and take what they give us. You can never cover every- thing, but you need to understand tendencies to put yourself in the right positions." "Most of the time, they were tied up in survival. My boosters, actually, were about five men. But I did most everything. Many times, I ~id the football program, I handed out gear and ran eligibility checks. ··1 had a few people step in and do a few things, but you had to do· everything. You just had to do it all. Even my assist:ints really didn't want to show up until August, so I did my summer pro- gram on my own." Corona del Mar certainly lends itself differently.
