The Costa Mesa Planning Commission has approved plans
that wiJI allow the Auto Club to more than double the size of
its office com_elex between Sunflower and South Coast Drive
to almost 1 million square feet. •
To do this, however, club officials need to persuade the city-
to amend its 1990 General Plan -a move many residents fear
would weaken the integrity of the document and destroy the
development restrictions they fought so hard to establish.

CORONA DEL MAR -As a
hairdresser for more than two de-
cades, Christopher Doostmard is
used to dealing with fussy people.
But he never expected a group
of feisty residents from Corona del
Mar -many or them his own cli-
ents -to storm City H:ill and at·
tempt to sabotage bis plans for a
new salon.
In the end, the City Council
spared Doostmard but adopted an
emergency ordinance which out-
laws new snlons from opening any-
where in the city.
The moratorium on beauty
shops will remain in effect unti l
March. In the meant ime, city staff
will look into developing parki ng
regulations for personal service
businesses such as hair and nai l
salons.
"A villain I am not," a frus-
trated Doostmard told the City
Council after several residents
spoke against his plan to open a
salon at 3300 E. Coast Highway, in
the forme1 Bank of America build-
ing.
Doostmard has done business in
Corona de! Mar for more than 24
years. He owns and operates
Christopher's I and Christopher's
II Hair Design at 3348 and 2600
E. Coast Highway. He will consoli-
date those salons at the new, loca-
tion.

Despite opposition, -toll road project under way ~
Although lawsuits remain, work is in progress to
create new wetlands for those that will be destroyed

D espile environmental lawsuits and
opposition from residents in Corona
de! Mar, bulldozers emblazoned
with the T ransportation Corridor Agencies
logo continue to clap across the earth,
paving the way for the San Joaquin Hills
toll road.
Motorists on MacArthur Boulevard,
Newport Coast Drive and Jamboree Road
have noticed heavy equipmen t rolling
across the terrain in recent weeks.
Some are speculating the agency may be
in a ru sh to plow down coastal sage, home
to hundreds of gnatcatchers, before the
bird regains a spot on the Endangered
Species list.
But agency spokesman Mike Stock Still
said the bird won't stand in the path of the
toll road, endangered or not. .
"The status of the gnatcatcher has ~·
nothing to do with the bu ilding of the San
Joaquin Hills toll road," Stockstill said.
"Once we got all the permits, the status of
the gnatcatcher or any other endangered
species no longer mattered.\'
In fact, the work under way near
Jamboree and MacArthur is aimed at
restoring the environment, Stockstill said.
"We're creating the new Bonita Creek
wetlands," he said.
The Coastal Commission required the
agency to create wetlands because it will
destroy wetlands in other areas to m::ike
way for the toll road.

Hammond's finances remain an issue in Assembly race ON THI COVER

Irvine Councilman Barry Ham-
mond is running for the state As-
sembly as a fiscal conservative,
promising to curb the wasteful
ways of Sacramento.
But issues of financial responsi-
bility continue to dog. the GOP
candidate, accused by his two Re-
publican challengers or not prac-
ticing what he preaches.
Hammond, 42, one of three can·
didatcs vying for the Republican
nomination to the 70th Assembly
District, sent a newsletter to po-
tential voters explaining his finan·
cial problems after the conserva-
tive Orange County Coordinating
Republican Assembly revealed
that he filed for personal bank·
ruptcy in 1991. The Republican
Assembly, which has endorsed
Newport Beach attorney Tom Rei-
necke, ca'led for Hammond to
step down.
Hammond's campaign newslet-

But Hammond's financial prob·
lems did not start with his 1991
bankruptcy.
In 1983, Hammond received two
notices of default from Home Fed·
eral Savinp for not keepina up
with mortgage payments on his Ir·
vine home, according to county
records. Hammond had four trust
deeds on the home, which he
quickly sold to avoid foreclosure.
Hammond says his fin ancial
problems began in 1981 when he
was working as a consultan t to a
Newport Beach oil and gas com-
pany. He says the company re-
f used to pay hi"l! between $75,000
and $100,000 in comm issions and
then filed for bankruptcy after he
won a court judgment against the
firm in 1983.
"As thCjY decided not to pay me
my commissions, we decided to
sell our house and start over
again," Hammond said.
In April and May 1991, state
and federal ta:< liens were fil ed
against Hammond's consulting
firm, Jon Barry Associntes Inc., nc·
cording to county documents.
Hammond's middle name is Jon.
A $459 state tax lien filed April 11
was paid off on May 22. A $3,303
federal tax lien filed May 28 was
paid off on Feb. 4, 1992.
Hammond says he has no mem·
ory of the state and federal liens
bein& filed aaainst his business.
"I~ never seen any of these,"
Hammond said.

progtams and organitations; particularly

diversity and 1olerance.
She is curren tly the president of the
Orange County Human Relations
Commission, which auempts 10 reduce
the incidents of prejudice and hate
crim es while advocating increased
undersfanding among different cultures.
One particul ar project invOl\'CS a "living
room dialogue" in which di\'Crse people
sit together in a living room and get
acquainted with each other by ,
discussing their ·customs. Krone said.
"We ha ve to get 10 know each other
before we can learn to li ve together," •
she said. "We have so many different
people 10 enrich our community and it
makes us strong."
In 1988, she founded the Orange
County Mino rity Ousi ness Council, an
attempt to bring grea1cr auention to
cultural to.lcrancc in the workplace and
to encourage minority business leaders
to interact.
She served as adviser 10 the
Vie tnamese Chamber of Commerce and
as chair of the advisory board to the
IJJack Chamber of Comn1crce or Orange
Cll'YSIDE
County. She also is a board membe r of
the ·orange County Conference of
Christians and Jews and is a li(e
member of the NAACP.

joy that comes from a culturally diverse·
community and make it our strength

According to reports, a clerk at
the Marina Liquor Store at 895 W.
19th St. was robbed at gunpoint at
about l :35 p.m.
Ten hours later, at 11 :30 p.m., a
clerk at Southwood Liquor at 2200
Harbor Olvd. '''as also robbed at
gunpoint.
Jn both crises, the thief pulled a
handgun, demanded n1oney and
then fled with the cash.
Both victims described the thief
as a Latino man in his early 20s, of
medium height. n1cdiu1n bu ild and
with short dark hair, "'caring dark
clothes.

Costa Mesa motel robber checks out with cash
An armed robber absconded Monday from the Ana Mcsll Inn at 3597
Harbor Blvd . with an undisclosed an1ount of cash.
According to Costa Mesa police reports, the thief accosted the motel
clerk at about 12:15 a.m. Monday.
The robber is described as an Asian n1an, 20 years old, 5·fcct·6, 125
pounds, wearing a black baseball cap and dark pants. The motel clerk
told police .he fled in a waiting vehicle, but a veh icle dcscrip1io n was not
available. ·

orange-cone lanes without

worse, disrupting the rhythm and
concentration of conslruction
crews.
"How to Pack Cor Long Trips."
This is especially useful for driving
between Pacific Coast Highway
and Westcliff Plaza. Also included
should be a how-to course on the
use of portable potties en route.
"How to Cope with the Advent
of Toll Booths." This program
prepares citizens for the
inevitable. Students will be t3'Ught
the proper technique for pitching

"How lo Find a Parking Place
on Balboa Island ." This course

Hammond said that both he and
his wife had surgery, and his
daugtitcr suffered complications
from a broken leg.
"After we had the medical
problems, the insurance company
simply refused to pay the bills, so
we put them on credit cards,"
Hammond said during an inter-
view with the Daily Pilot earlie r
ch is month.
Of the $98,250 in debt cleared
by Hammond's bankruptcy,
$63.250 was credi t card debt from
15 lenders, listed as "miscel-
laneous purchases" on bankruptcy
records. Hammond said on Tues-
day that at most, he charged
S28,000 in medical expenses for
his wife and daughter. By Ham-
mond's own account, more than
half of his credit card debt was not
medicJlly related.
"We used a portion of that to
live on," he said.
Hammond's back surgery took
place in March i991, after his
June 1990 election to the Irvine
City Council, and was paid by the
ci ty'~ insurance carrier.
One yea r prior to his bank-
ruptcy filing, Hammond took out a
~ccond trust deed on his Irvine
home for $84,300. This was in ad-
dition to a first trust deed or
S 157.000 on a home valued at
$300.000. But by the time he filed
for bankruptcy, Hammond listed
unh $315 in cash and savings.

end he left the coun try and no-
body has heard from him since."

against the company in June 1991
but h:is not received any payment
because the business owner cannot
be located.
"l can go through a whole Job-
like story for the last decade,"
Hammo nd ~aid. "We've gone
through some absolutely unbeliev-
able stuff."

"The General Plan is a living
document," Davenport countered.
"It was never meant to be cast in
concrete. There would not be a
procedure to amend it if from
rime to time there didn't need to
be."
In response to fears that rezon-

make about $40 a cut. They cul a
few heads and then go to lunch or
the gym for a few hours. They

Schuster inherits a program that has a
school enrollment of under 1,000 students,
making it necessary for him to iniroduce
first things first.
"I've made no decisions (on positions),
because I'm · still looking at kids to get
ideas," Schuster said. "I'm trying not to
have any preconceived ideas. It's just a matter of who wants it bad
enough and is willing to go get it. The game is more mental than it
has ever been physical. I( you can overcome pain and picture your-
self huving success rather than failure. yo u may not be successful alf
the time, but you'll be close.
"If you see a guy who's a lot bigger than you are, if you believe in
your heart you'll get him, than you can. If you believe in your heart
you can't, than he 'll beat you."
It's that type of altitude Schuster hopes to instill in his players
when the bell rings in September.
"We're introducing a different philosophy of football," he said. "I
don't mind hard-nosed football at all, but I don't believe with our
numbers that we're going to be able to go toe-to-toe with some of
these teams. It's intellectual football with more finesse. We'll try to
hit it quid.. and get moving. And what we need are good spotters
upstairs to try and stop what (opponents) are doing and take what they give us. You can never cover every-
thing, but you need to understand tendencies to put yourself in the right positions."

"I guess he's a hou~chold name around here,"
Schuster said of Katovsich. "The kills arc in awe of
him."

"I'm sure there arc going to be kidi, moved

sponded very well. The attitude is excellent and

acfded Kennedy and Santa Ana Valley to its pre-
season schedule. It will also play former Sea View rival Saddleback in a non-league game. And Edison
looms in the opener. Estancia is also no longer on the CdM preseason schedule.
"I don't think there arc too many teams in the state with a schedule that tough," Schuster said.

NEWPORT BEACH -Steve Herzog of Costa Mesa
Interm ediate School, competing in the C Division reserved
for those S-fool-4 and under, reached 45 feet, 3 inches in
the shot put Tuesday in the NeWport-Mcsa District boys
truck and field preliminaries at Newport Harbor High.
Herzog's throw lopped the entire field, eclipsing those
in the seventh and eighth grades,. He also won his heat in
the 100 meters (12.02) and qualified No. 2 for the finals in
the 180.
The finals for both girls and boys are Thursday at 2:30
p.m. The top four finishers in each heat of the running
events advanced to the finals, with the top eight and ties
move on in the shot put, long jump and high jump.
In seventh grade competition, Thai Dinh of TeWinkle
Intermediate won hi heat in the JOO (12.51) and 180
(22.55). and finished third in the long jump (14 feet, 5~.
inches).
TeWinkle runners Griffin Crogan (4t.09'in the 300) and
Peter Nunez (J :30.90 In the 600) recorded the quickest
' seventh-grade times in their re pective races, while Long
Nauyen (No. 2) of the C Oivi ion had the best ove rall time
(40.12) in the 300. TcWinklc' Sam Nelson, an eighth
arader, l\ad tho best overall mark in the long jump (16·

"A decision doesn't have to be popular, it just
has to be the right decbiun, and my decisions will
be based on the overall team. I have to do what's
best for the team, and if I feel justified in my deci-
sions, then I have nothing to hide, l>O I can sit
down with an) !Jody and talk about it. I'm not in
the business to hurt people; nobody who's in
charge and has to mJkc dccii,ions is always popu-
lar, but I want to be considered fnir. The kids arc
the priority. In fact, for me, kids arc the priority
over winning a game, any time."
Schuster, who led Azusa High 10 the playoffs six
times in nine years, compiling a 61-33-3 record in
that period, is looking forward to the change of
pace of the new-found !>upport.
"At Azusa, those I had in the booster club, in
most case , had both parents working and there
wasn't much spare time, and that's if they were to-
gethcr," Schuster suid. "Most of the time, they
were tied up in survival. My boosters, actually,
were about five men. But I did most everything.
Many times, I ~id the football program, I handed
out gear and ran eligibility checks.
··1 had a few people step in and do a few things,
but you had to do· everything. You just had to do
it all. Even my assist:ints really didn't want to
show up until August, so I did my summer pro-
gram on my own."
Corona del Mar certainly lends itself differently.
"They all want to be here and they're willing to
help out," Schuster said. "The boosters put out n
fantastic football program and do support for you
in every way you want to be supported. That's the
biggest difference for me.
"As far as the athletes, there's not much differ-
ence in how kids want to play. These (CdM) kids

are probably more self-motivated and that makes
the coaching much easier, because you don't
spend as much time lelling them whal lo do be·
cause they're listening. I come home tired, but I'm
not nearly as tired. Defore, I ''as burned ou t. We
covered a lot more things (on Monday) than I
normally cover on a first day, becau~e ''e didn't
spend us much time trying to colllrol people."
Schuster, who runs a multiple offense :ind de·
fensc, s1ill Jives in the San Gabriel Valley, about
45 minutes to an hour away. He plans to mo'e
into the area soon.
Schuster will also teach science at CdM begin-
ning in September.
Defore Schuster became the head conch at
Azusa, where he has taught for 22 years, he spent
several years going back and forth between Azusa
and Citrus College as an assistant.

Cmcmnall Reds from their double-A
affiliate in Ch~ttanoo.ga, making his National
League debut m a bner appearance against the
San Francisco Giants.
Later h~ worked t~o-thirds of an inning against
San Francisco, allowing one hit and striking out ' onc,.slu~er Matt ~illiams. He went on to pitch
twp inning~ ?f no-hit ball against the Atlanta
Dra.ves, striking out two batters (Mark Lemke and
Javier Lopez).
His efforts earned him "Player of the Game"
honors on the TBS cable network.
Monday he worked a scoreless inning
ot relief against the Dodgers.
Fortugno pitched briefly once before in
~the big leagues with the Angels in 1992
compiling a 1-0 record with a 4.60 earn~d
• run average. He was released in spring
training the following season.

games with an 1.04 ERA.
The showing in the individual tournament
provided further evidence to Maran's claim that it
w:is truly a "team" effort, and not a group that
needed to rely on just a couple of outstanding
players.
"That was our goal -to win the dual team
championship," she said. "That's the type of team
we have, and we did it."
Key wins for the Bucs were turned in by
Toowee Cao and Kamala Raj Kumar at No. 2 and
No. 4 singles, respectively. Cao upset Amy
Peterson, ranked sixth in state singles, 6-1, 6-3,
while Raj Kumar rallied from a 5-1 deficit in the
final set for a 1-6, 6-3, 7-6 victory in a match
which lasted 3~ hours.

As many as 40 lives could be saved on the nation's waterways
this Memorial Day weekend if boaters wear their life jackets, ac-
cording to the Boat Owners Association of The United States, the
nation's largest organization of recreational boaters.
BOAT/U.S. suggests a few other simple rules for safe boating
on ,Memorial Day weekend:
• Know before you go -get a weather forecast. WhiJe under
