Mike Gould, chairman of the New York-based retail chain with the haughty name', said Wednes· day it's high time the Golden State gets one of his brassy department stores. Although he also is looking in Los Angeles, Gould said Orange County -Costa Mesa or Newport Beach, specifically -may become . the first place on the West Coast to welcome the store that's the toast of the East Coast. "And we've had several meet- ings, to say the least, with Henry Segerstrom and the South Coast (Plaza) people." Landing a merchant like Bloom- ingdale), where customers pay premium prices for snazzy labels, would be a major boost for either Newport Beach's or Costa Mesa's retail tax revenues -as much as $500,000 per year. "We've offered to do anything and everything to assist The Irvi ne Co. in attracting Bloomingdale's to Fashion Island, including meeting with the store's chairman," New- port Beach City Manager Kevin Murphy said. The same goes for Costa Mesa. "When businesses contact us, we do court them aggressively," said Rick Pickering, executi'e assistant to the ci ty manager in Costa Mesa. Pickering said city officials have had discussions with Bloom· ingdale's but he would not divulge specifi cs. Two weeks ago, Hoag Hospital officials decided to keep newborn babies' names under wraps. They said they wanted to prevent abductions and protect parents' privacy. But• after the Pilot first reported the story, parents called the Readen Hotline and suggested leaving the decision to put Baby's name In ink up to the parents. Other news media, from the New York Times to Kf l Radio in U>s Angeles, also picked up on the story. Five residents were honored Tueaday at the 27th Annual Silver Anchor Awards. The winners are: • U11a Callq.ban, nominated by Marie-France Lefebvre: Callaghan has given countless hours helping others through school, church and organizations serving those in need. In her church work, Callaghan taught re- ligion for 10 years, Jed bible study and spoke at various leadership . \ seminars. During the past 15 years, Cal- laghan has given more than 2,000 hours to the Assistance League of Newport-Mesa. Her work for Casa Teresa, a shelter for single, pregnant women, has been tireless. She chaired the annual golf tourna- ment for two years in a row. Three yeats ago, she took over the care of her mother-in-law, who has Alzheimer's disease. He also has been ac- tive with the DARE program. •Linda Scbuleln, nominated by Barbara Gordon: Schulein is an enthusiastic, tire- less, hands-on leader. She gathered a small group of women in her living room in 1987 to form FOCIS, Friends of the Or- ange C.oast Interfaith Shelter. Last year, the group raised more than $1 25,000 for lhe homeles~ shelter. Schulein was president of the shelter during the fund raising and construction of a new 18-unit building. The Newport-Mesa Unified School District is seeking princi- pals for Estancia, Newport Har- bor and C.orona del Mar high schools -three of the district's four high schools. Newport-Mesa Superintendent Mac Bernd said most of the 95 requests for applications are from California, but a number are from across the country and one is from Puerto Rico. "We're perceived as a school district on the ·move," Bernd said. "That is always beneficial to the application process." The formal affair filled the Four Seasons Ballroom with women in glittering ball gowns, gentlemen in black tie, and to the chagrin of respected hoteli~ .. The Crowd Following a • champagne reception and' dinner served by the five-sun hotel staff, the talented pianists Markum and Broadway began to entertajn the philharmonic crowd with their dual artistry on the keyboards of the magnificent black glass Yamaha concert grands. A member of the Four SeaSOJlS staff slipped into the darkened ballroom, finding the table of the master of one little blonde cocker, spanief apparently in need of some attention upstairs in a lonely hotel room. Moments later, the master returned to the ballroom. Beaumont, the cocker spaniel, slipped under the table without a whimper. Markum and Broadway played on, the crowd silently enthralled. A waiter passed by, serving a final dessert of caramelized pear St. Helene at an adjacent table. Beaumont followed, still without a sound, landing in the lap of devoted Philharmonic docent and supporter Jean Tandowsky. She's a dog lover, Beaumont must have known that. · Tandowsky spotted Beaumont's parents and slithered over -the dog tucked close i(I front of her, hiding man's best friend from view. Still, there wasn't a peep from Beaumont. fn a split second that could have not been staged better by Blake Edwards, Tandowsky did what seemed like a slow motion double somersault roll over the dog that had become tangled in her formal palazzo pants. She landed face down, spread-e'agle on top of Beaumont, also spread-eagle, paws pointing cast and west. There was a whimper. Not a bark or growl, but a very civilized whimper, very appropriate for the black-tic setting. B oth Tandowsky and Beaumont were rescued and returned to their places: Beaumont under the table, Tandowsky to her chair. The music played on. No one in the ballroom, with the exception of a fcwiortunate souls at the two tables involved, had any idea about the hilarity of the absurd situation. For 1hem, becoming one of only two or three of about 85 yacht clubs in Southern California to own both its own land and all its boat slips is a milestone of prodigious proportions. Thai happened last week when the ,,. . Madi On the Coast members bought the club's 2.7-acre chunk of bayfront land and the 64 slips in its marina from The Irvine Company for just under S4.J million. It was another of those overnight success stories. · Fearful of what would happen to their rent when the land lease came lip for renewal in 1997, the club began on and off discussions with The Irvine Company as far back as 1980. Mostly the discussions were off, until a year ago last September when the commndorc at the time, Dick Mon tgomery, received a phone call from an Irvine Company official who asked: "You guys i.till inierested in buying the land? From that point, it was only a matter of some 20 months of negotiations, rounding up 1hc capital, more negotiations, engineering studies, appraisals, still more negotiations and engineering studies, and file drawers full or the mountains of paperwork that accompany a deal involving waterfront land and a marina. Because tidelands were involved, even the Newport beach City Council had to approve the i.alc. Also part of 1he purchase were four lots which are just like any 01her vacant lots in town. Except these are under water. My wife and I have belonged to Bahia Corinthian si nce 1971. When we were still new members, l remember being invited to auend a special membership meeting. The treasurer informed us that 1he club was all but bankrupt. "We are dead," the treasurer said, "we just don't know it." Oh, joy. The Martins make another fine investment. Through a lot of hard work, the members dragged the club out of its bole. MIKE TRACY Newport Beach Not one woman's campaign An article concerning consideration of a recall of three Newport Beach City Council members, Clarence Turner, · John Cox and Jan Debay, appeared in your May 7 edition. We feel that certain facts should be clarified. This is not one woman's campaign. This effort is being considered by many homeowner groups: Harbor View Hills, Spyglass Hill and the Corona del Mar Residents Association, which is a coalition or numerous other homeowner -associations in Corona del Mar. We ate not upset that the minority or our City Council expressed their opinions to the deputy attorney general. We are outraged and disgusted that this minority of three City Council members sent in their opinion, collectively signed, on the official stationery of the city of Newport Beach. We feel that their action was a deliberate auempt to undermine the official majority opinion in order to mislead the deputy attorney general. There is no question that this action was not ethical. '-- Their personal opinions should have been sent separately on their own stationery. Cox and Rohrabacher on behalf of poor mothers and hunpY children . We were participatin& tn Bread for the World's campaign to gain full funding for WIC. the special supplemental food program for Women, Infants and Children. The WlC program is 20 yean old this year, and is generally acknowledged to be highly successful in providing nutritious food, nutrition education and medical scrccnin' to pregnant and nursing women, infants and young children. I doubt that even our conservative Orange County eoflgressmen would dispute this, and l believe they should recognize that it saves money. As just one example: a General Accounting Office study found that WIC reduces the incidence or very low birth weight by 44%, thereby saving, on average S 13,500 in Medicaid costs per baby. This is a local issue. Over 45,000 women, infants and children are served in Orange County by this eCfective program, but many more who are eligible cannot be served because -0f lack or funds. I hope that our congressmen will agree to support Resolution 233, the "Child is Waiting" resolution, which calls for guaranteed full funding of WIC in whatever health care reform bill is passed this year. EKLOF Costa Mesa Mac attack over 'Kaiser decision I , l attended and made a presen tation (along\vith 30 other presenters) to the Newport·Mesa School Board meeting on May 10. \...__ I am appalled al the outcome of the meeting regarding the administrator change of Barbara Harrington from Kaiser Primary Center. Kaiser has had four and now five administrator changes in the last five years; enough is enough! Kai ser is in the middle of a five-year, $750,000 restructuring grant which Barbara Harrington has been a key member. The steering commillee recently met with state officials regarding the grant an d all agreed that an administrator change at this time would be detrimental to the momentum of the gtant. l do not understand why the School Board votes on a personnel change if the superintendent has supreme authority in this maner. Why did they bother going through parliamentary procedure when they had no choice in the matter? _ When the policy reads that the superintendent recommends o personnel change, why can't the board discuss the reasons for the change? Recommends. to me, means suggestion or proposal, which offers room for discussion and decision making. The school board explained to the community that they have no power to refuse a superintendent's personnel . decision. If this is, in fact, a true policy on Newport-Mesa School District's books, it must be changed! With education moving away from dictatorship decision-making and towara group decision·making, why isn't our school board moving in the same · direction? I am angry at lhe board's decision. 1 am thankful for one board member, Martha Fluor, who really listened to the 30 presenters on this issue. She wnnted to take time and discuss what was said this evening. I feel the superintendent's unjustified decision on this matter without discussing It with his school board proves to hampe r our school district's efforts to gain "Partnership in Education." I t is generally considered bad form (or maybe just redundant) to treat the same subject in back-to-back columns, but since my castigation or the CLAS (California Learning Assessment System) tests two weeks ago, an extraordinary chain of events has ensued. In addition to thousands of parents and conservative and religious rights groups, the California School Boards Association (CSBA), the Perhaps the most encouraging turn of events was a public hearing conducted by Assemblywoman Doris Allen of Huntington Beach. lnfurinted by the Department of Education's refusal to permit her to see a copy of the test before voting whether to appropriate The specter of censorship has also been raised -less of a red-herring, but certainly not a major problem with the test. The stories used in the test could be changed every day and the most significant objections to it would remain -that it does not measure what it purports tQ measure and invades th e priv.rcy of students and their families. But since the issue of the stories has been raised, let's address it. the students' 1111itudes, vnlues and personal relationships. Subjective opinions and feelings about a reading pa sage arc simply not substitutes for evidence and reasoned judgment, both of which require information, not merely experience. "Emotional engagement'' is not logical reasoning. The CIA-type, cloak-and-dagger security surrot;nding CLAS served only to fuel parents' concerns about the nosy questions their kids were required to answer. Their fears were f urthel" exacerbated when Acting State' II probably has something to do with my Romun Catholic roots, but l am still just a li11le !.tarried when I encounter a woman pnellt, let alone one whose beauty and charm are exceeded only by her awesome intelligence. However, even the Canon (Canonotte? No, probably nor.) was upstage d by Master P. Don Haynes, the 2-week-old sprout of Frances and the Rev. 'l>eter Haynes. Proud pop 1s the pastor of Sr. Michael's. California Teachers' Association (CT A), members of the state legislature, Secretary of Education and .. millions or tax dollars to fund it for the future, Allen rounded up representatives of the CTA, the CSBA, the Department of Education, parents, students, and yes, even a developer of the test, and invited the public. More than 800 concerned, and often testy, parents as well as teachers and school board members, some carrying bootleg copies of the tesl, came and demanded answers. Individual stories may or may not raise the hackles of some parents, but credible opponents or CLAS have demonstrated that the pool of readings in the pilot, practice and actual CLAS te~ts are consis1en tly dark", negative, oppressive, angry and gory. _Sueerintendent of Public Schools __ _ William Dawso n admitted last week The lad has several claims to fame already .. Wilson have all · Conservative Politics weighed in against the controversial tests. In Orange County, a -----· judge issued a restraining order prohibiting the Placentia-Yorba Linda and Tustin school districts from administering the tests to six students whose parents object to the test while trustees in the Newport·Mesa school district voted 3·2 to require parental approval before giving the tests to students in their schools. Interestingly, the two c,tisscnti ng trustees did not want to administer tbe tests al all. The answers were not all that reassuring. In fact, I am not sure representatives of the education establishment's bureaucracy still understand the questi ons! Why, for instance, do they keep on harping about the ineffectiveness of multiple-choice tests as an adequate measure of student performance? In all lhe complaints about CLAS that I have received or heard or read about, not one has mentioned multiple-choice tests, much less suggested that they be favored over essay questions. The multiple-choice vs. essay issue is a red-herring, undoubtedly designed to obfuscate real problems with the test and make opponents look, shall we say, uneducated. I t is to these emotions our children arc to respond in a personal, evocative set of essays and group discussions with their classmates, not , only once, but four times in six years (or al least eight times in six years when you count practice tests). Not one example has surfaced in which the readin$ passage is inspirational, uplifting. positive or encouraging. l know, life is not just a bowl of cherries, but neither is it completely filled with despair, ugliness, and gore. CLAS supporters have still not been able to demonstrate the test's effectiveness in assessing critical thinking or explain why many of the questions are unncceuarily invasive of HOW TO CONTACT YOUa alPRUINTATIYU that student responses are being monitored for possible indications of child abuse. Instead or coughing up another $37 million for this monstrous disaster, the legislature should insist the Department of Education go back to the drawing board and devise on assessment test which J) measures true academic progress; 2) avoids invasive, pseudo-psychological questions and techniques; 3) thoroughly involves all aspects or the educational community and parents; and 4) respects local control of and responsibility for educntion in California. "It takes a little more than an encyclopedia," Webb said. "It takes a spider expert, who studies them and works with them." What were the similarities be- tween the brown recluse and the nine-legged arachnid shuttled to his lab Wednesday from a Costa Mesa home? "Well, it was brown," Webb said. And Webb said that among the hundreds of spider species in Or- ange County, lots arc brown. About a dozc11 of them, however, do have more in common with the brown recluse than color. Webb stressed that there has never been a confirmed sighting of the brown recluse -also called the violin spider - in Orange County. And the county's pre- served collection of arachnids, which numbers in the hundreds, dates back to 1947. According to Webb, the recluse is common to the Midwest. A deadly relative of the recluse from South America has been fo und in the basements of older buildings in Pasadena and downtown Los Angeles. "It's very reclusive," he said. "Hence the name." Webb said it is believed that the spider, nicknamed for the violin shape on its back, was brought to Southern California on shipments from South America. As for poisonous spiders in Or- ange County, Webb points out that "all spiders arc ve nomous." Perhaps the most notorious in this area, however, is the black widow. "We confirm a bl ack widow bite about every 10 years," Webb said. "Many claim they have been bit- ten, but they're just blowing smoke. Spiders rarely bite." "l put a moth 'in the jar ~nd she zapped it, killing it instantly," Murphy said. "The fangs on her ... Oh my God." When asked whether employees would be willing to give up their raises to balance the budget and save jobs, Luy said, "Unfortu- nately, the city manager told us that is not an option." Murphy repeatedly has said the raises arc necessary to keep mo- rale high as the city tightens its crew. Meanwhile, other employee groups also are examining the pro- posed city budget, which the coun- cil plans to adopt on June 27.
