BY Tam Boa.GATTA, STAFF Wa.iTn
COSTA MESA -A decision
on whether the Auto Club expan-
sion project will be given a green
light will have to wait at least until
the next Costa Mesa City Council
session.
Aftet several hours of discus-
sion, prolonged in part by Mayor
Sandy Genis, the council voted 3-l
to table the issue until June 20,
creating disappointment and f rus-
tration among residents as well as
some city and Auto Club officials.
"Pardon me while I just groan,"
Councilwoman Mary Hornbuckle
said Tuesday, referring to the pre-
vious night's meeting. "It was a
painful process to si t through."
On Monday, Genis spent a sig·
nificant am ount of time question·
ing whether the Environmental
lmpact Report's traffic study gave
an accurate portra)al of 1he fu-
ture. The study combined standard
traffic projections generated by
warehouses, storage facilities and
office space rather than traffic
projec1ions based solely on office
space. Genis said -the la11er, "hich

With no clear winner in the 2nd
District race, it appeared the top
two finishers would be headed
into a runoff in November.
"We're biting our fingernails,"
said Silva, as he watched the early
numbers trickle in. "We're just
like everybody else, just waiting to

Moulton-Patterson said she was
happy with the way the numbers
were shaping up.
"We're real pleased because
Silva and Tillotson sent out a lot
of absentee mail and we didn't,"
Moulton-Patterson said.
But Tillotson said she was con-
fident the final tally would be in
her favor.
"By the time all the precincts
are reported, I am confident that
l will be in the runoff," Tillotson
said. "And it will be a victory for
non-politicians everywhere."
Bergeson, whose only opposi-
tion in the Sth District race was
write-in candidate Gene Ather-
ton, will be leaving Sacramento
after 16 years as a state senator
and assemblywoman.
"In my opinion I'm moving up,"
Bergeson said or her early 97.8%
victory. "I think the power the
Board of Supervisors has is prob-
ably the most significant in our
system. l look forward to a very

COSTA MESA -five police
officers would be added and fund·
ing slightly increased in most city
departments under . a proposed
1994-95 fi~cal budget presented to
the CiLy Council this week by City
Manager Allan Roeder.
.A public hearing on the matter
is set for June 20.
The proposed budget calls fo r
S72.3 million ~n allocated funds
and allows for SI~. I million in
for an expre·ssway to enter the city
pertains to the San Joaquin Hills
. tollway.
"I JUSt do not think It applies,"
Mayor Clarence Turner said. "It
was looked at in 1985 and there
was a legal opinion."
In a Qlemorandum dated OcL
17, 1985, City Attorney Bob Burn-
ham said he believed Section 422
of the charter would not apply to
the tollway for the following rea-
sons:
•The San Joaquin Hills tollway
is not intended to .affect the Co-
On the run
rona del Mar Freeway.
•Any necessary authorization
already was granted to the council
in a 1980 election wh ich allowed
the extension of the Corona del
Mar .freeway to MacArthur Bou-
levard.
•The city charter may be pre-
empted by state law anyway.
In the 1980s, a group of Irvine
residents wanted to put a measure
on the ballot requiring tollway fees
to be approved by voters.
An Orange County Superior
Court decided that such a measure
intruded into a matter of statewide
concern and was therefore pre·
empted. The decision later was
upheld on appeal.
Still, City Councilwoman Jean
Watt has asked Burnham to re-
exami ne the law and render an
updated opinion.
Jn 1980, Newport Be:ich voters
overwhelmingly approved the ex-
tension of the Corona del Mar
Freeway into the city limits. The
measure passed 27,2~2 to 4,195.
The argument in favor of t~e
road e~tension was written by then
Mayor Pro Tern Evelyn I fart.
"Before the city of Ne\' port
Bench can enter into ANY a~rcc·
ment regnrding freeway construe·
tion, the charter require\ an af-
firmative vote of the people," Han
wrote. •·tt is important to note
that your yes vote WI LL NOT

Newport Heights resident An
DeLaLoza, a candidato for City
Council and the deputy city al·
torney of Huntington Ucach, said
he believes the 1980 vote is ir·
relevant.

I 0-0ay experiences shared tonight
Three local World War II veterans will
recount their riveting 0-0ay combat
experiences at the ~osta Mesa Historical
Society general meeting at 7 p.m. today at
1870 Anaheim Ave.
Two former paratroopers with the 82nd
Airborne -Hank LeFebvre and Archibald
"Scotty" Scott -will give first-person
accounts of their heroic jumps into
Normandy on June 6, 50 years ago, including
LeFebvre's landing in a hedgerow field within
yards of German troops. He hid in a ditch for
three days before making his way out.
And Ed Lynch, an infantry man, will recall
his landing on Utah Beach (being the tallest
soldier on the transport ship, he was used to
test the water depth) and clearing roads,
bridges and mine fields.
This is the fourth program in the historical
society's year-long "0-0ay" series that
commemorates t11e golden anniversary of the
Allied invasion of France. The meeting is free
and the public is welcome.

Here's What
..
THEY
Don't Want You
To Know!
Drug companies make tremendous profits
when they can patent a new medicine. A pill that
costs a peMy each to make can easily be sold
for Sl.00 to S4 .00 each. (That's why President
Clinton is demanding AND HOPING that they
lower their g,rices 'to help <:ut healthcare costs
-an unlikely event.)
And they get to charge these outrageous
prices for 1 7 years before their patent expires.
After that "generic" drug companies can sell
them at ~ir prices.

C•n't P•tent Anything

However, they can't patent any-
thing that mother nature produces
such as a vitamin or natural medi·

patented.

A patent means no competition.
The drug companies CAN'T charge
a high price for an unpatentable
medicine b ecause OTHER drug
companies can make the same
product. Whoever sells it at the low-
est price gets most of the business.
Since big drug companies ~re

1 Scientists worldwide have been
annoyed and frustrated by this situa·
tion for a long time. Especially
because they've established that
almost 200 natural medicines may
work as well o r better than drug
company "chemicals"!
Finally, tn Arizona, University
Medical Research has published this
book which reveals the extensive
laboratory testing and amazing ben-
efits of many natural medicines.
Here's a few of the 194 discussed in
this book that the drug companies
don't want you to know about:
' Cholesterol r
• University of California Medical
School' researc~rs discovered that a
plant ester, if taken daily, could
decrease cholesterol absorption by
42% (page 213).
Arthritis And Bade Pain
• University of Chicago Medical
School found a natural amino acid
which is an excellent pain killer with
no side effects. It brought relief
quickly in several cases (page 1 70).
Heart Dlsonkn
• Scientists found that a rare
enzyme increased the survival rate
up to 40% of those prone to heart
_attacks (page 197).
High Blood Pres.sure
• Researchers dt University of
iexas found a nutrient that lowers
blood pressure ~by up to 23 points.
Scientists for the Honolulu Heart
Program dete""ined that a mineral
in certain vegetables also reduced
pressure significantly (page 21 7).
Breast Cancer
in Canada tested a substance
obtained from a tree on men from
the ages of 18 to 71 . 46% had pos!·
live improvement. At Stanford
University labs, scientists said it
caused impotent rats to mate as
much as 45 times in 15 minutes
(page 131).
Weight Lois
• Temple University scientists test·
ed a substance found in minute
quantities in Mexican yams. It
reduced body fat by up to 25% tn
•. animals with no reduction of food
iotake or s~ression of a peti~
They also believe it inhibits the devel-
opment of breast cancer (page 165).
Vhlon
• An extraca from a .berry has
been tested on pati~nts with high
myopia-. Visual awity and function
was increased significantly and night
blindness was reduced (page J 82).
Prostate Problems . '
• An extract from the bari(' of an
African tr~ has been tested tn 12
hospitals onr672 patients. The
majority were significantly relieved
o'-many symptoms {page 104).
Double-blind lab tests
show many may be
as good as drug
-company creations!
Mmopame
• Many scientists believe that
plant estrogens, taken orally, are as
effective as synthetic estrogen and
safer because of the reduced risk of
uterine and breast cancer (page 113).
Hair Lois
• Tests of a new hair growth
compound at AMA Laboratones
showed that it increased vellous hair
by 227% and worked on 78% of
those tested. It's not Roga1ne, and
your hair doesn't fall out when you
stop using it (page 264).
Osteoporosis
• British scientists have tested a
cream made from plant proges·
terone that when applted daily
increased bone density up to 25%
within a year (page 116)
l .Q. Improvement
, • A famous Nobel Pnze winner
reported that a special mixture of
nutrients was giv~n daily to intellect-
ly-defic 1ent students. After a few
months thetr l.Q.s increased 25%
(page 70).
Memory And Fatigue
• A relatively unknown but FDA·
approved medicine has shown in
tests that 1l can improve memory
and mental alertness, increase
appetite, reduce depression and
fatigue (page 58). ·
Jet Lag And Insomnia
• Canadian and New Zealand sci-
entists have confirmed that a pineal
gtanctsubsra~ talcen-oratly,-Gln
alleviate 1et lag and prevent msom-
nia (page 270).
• A total of 194 medkines that
relieve 246 ailments and diseases are
discussed 1n this eye-opening new
book. I
M,ost doctors simply don't know
abOut these medictnes because only
2S of 137 major medical schools
have courses on natural medicines.
Therefore. you'll probably have to
learn about them yourself.
Compiled From 266
Research Projects
-Most of the lab tests of these
medicines were conducted at major
university medical centers following
FDA-type guidelines tn ng1dly con·
trolled double·bhnd studies. Over
500 scientists participated 1n these
research projects. (All studies are ltst-
