NEWPORT BEACH -An oil
painting of dark-skinnecj family
members eating wa termelon on
the beach is back on display at
. City Hall after a complaint that
the artwork depicts a racial stereo-
type.
After an unnamed city employee
voiced objections to the painting,
city officials removed it from pub-
·lic view on Wednesday and called
for a meeting of the city's Arts
Commission Thursday morn ing to
decide. its fate.
"Some staff member in the city
read into the subject matter more
than was there," said Phyllis Dray-
ton, Arts Commission chairwoman.
"I guess art is in the eye of the be-
holder."
"Day On the Beach -1930s,"
is based on an old photograph of
Newport Beach artist PhyllisrMc-
Carty's grandparents, taken during
an outing at Seal Beach. The peo-
ple portrayed in the painting are
white, but the impressionist shad-
ing techniqut:s used by' th e artist
make them appear da rk-skinned.
"We discussed the impression
that the painting could leave, par-
ticularly on black people," !iaid
City Manager Kevin Murphy, who
met with Arts Commis~ion mem-
bers Thursday morning. "They
vo ted unanimously th at the paint-.
ing should go back up.·•

Steve Johnson can return to
work with a copy of Playboy
tucked under his arm now that
a federal judge ruled in his
fa vor to strike down a Los An-
geles County Fire Department
policy banning the magazine
from fire stations.
"This isn't a victory for Steve
Johnson," the Los Angeles Fire
captain and Corona del Mar
resident said Thursday, follow-
ing the ruling. "This is a victory
for freedom of speech.
"After all the many, many
rescue , calls I've gone to, I
never thought I'd see the day
when I'd have to go to fede ral
court to rescue the First
Amendment."
Johnson, 49, filed a lawsuit
against the department in De-
cember, maintainin& its 1992
policy to ban adult magazi nes
-and specifically Playboy -
violated his consti tutional
rights.
In Los Angeles Federal
Court Thursday, U.S. District
Judge Stephen Wilson agreed,
striking down rhc ban as a
"classic" First Amendment vio-
lation.
"(The department) bff"'faijed
to show that a firefighter qui·
etly reading Playboy contributes
to a sexually harassing atmos-
phere," Wilson said.
Johnson, a longtime Playboy
subscriber who says he and his
wife enjoy reading the maga-
zine for editorial content, ini-
tia lly chall enged the policy with
an in ter-departmental memo.
When that was ignored, he
contacted Play boy, which
pledged legal assistance and di-

Come Thursday -just over 14 years after
it was dedicated on AP.ril 15, 1980 -New·
port Center Library will close its doors to
prepare for the July 10 opening .of the new
Central Library.
While the closing of the old facility on
San Clemente Drive marks the end of one
chapter in city history, the opening of the
new, 54,000-square-foot Central Library on
a four-acre parcel on Avocado Avenue will
herald a new chapter. ·

comprehensive central ra;

Cu-;tomers must frequently battle for park·
ing and wait to use one of two microfilm •
readers, a s7ngle microfiche reader and one
of eight computer terminals. The fa cility
long ago overflowed its capacity, relegating
more than 25,000 books to storage.

Lucille Kuehn's dream was finally given a
voice in 1987, when a needs assessment of
library services concluded a large central
facility was crucial. The assessment noted
that the Newport Beach Public Library was
inadequate in the areas of book holdings,
size or square footatte of facilities and the
amount of patron seating. The study rec·
ommendcd that branch libraries be main·
tained and collections built 10 respond to
increasing demands, that reference service
be enhanced and a centralized reference
collection developed, and that one facility
of at least 54,000 square feet be built 10
house the enlarged colleciions:-

The product of an inspired public-private
partnership between the City of Newport
Beach and the nonprofit Newport Beach
Public Library Foundation, the new Central
Library will house 260,000 l;>ooks and re-
cordings, 500 current magazines and news· pap~rs and 300,000 microforms. These re-
sources will provide five books or other ma·
terials per resident and approximately five
s·eais·for patr0n use pe r l,000 population
-.a significant' increase over the current •
3,.03 items and 2.8 scats per 1,000 popula-
tion.
A 140-sea t meeting room. wi th audio-
visual capability will be available for public
us~. and the number of computer worksta·
lions available to the public will double to
about 50. For residents who want to use
the library without leaving home, there will
be six telephone lines accessing the main·
frame, rather than. three.

T he newborn baby boy went
nameless for nearly a month.
But on Wednesday morning, a
handful of community Members
christened him Tatonka - a Native
American word meaning buffalo -
after sorting through the best of 1,110
names suggested for the baby bison,
born May 11 at the Orange County
Fair.
Names 'such as Shufalofto,
Calf-Ornia, Geronimo and Fairborn
were rejected by judges who narrowed
their choices down to Fairohild,
Dakota and Tatonka. Jodges chose the
name Tatonka as the best
representation of the buffalo's heritage
and its importance to Native American
culture.
The winning name was submitted by
-seven CQ.ntest entrants including Costa
Mesa residents Nadia Monaco-Baeza.
Colby Reedy and Mrs. R.M. James.
They will each receive two season
passes to the Orange County Fair and
an autogr:iphed photograph of Tatonka
and her 2·ton mommy, Becky.
Fair spokesperson Georgia Cluver
said they will simulate a hoof print on
the autographed photo, admittedly
reluctant to encourage the two buffalo
to step on an ink pad.
Buffy was the favorite name
suggesteclby the public when fair
officials believed the baby to be' a girl.
But after close examination, fair
workers had to cross out the word
"heifer" on the sign posted in 'front of
the grassy, tree-lined pen where
Tatonka and mom live and write in
"bull." The two buffalo are on display
at the fair's Centeonial Farm.
It was not contest judge Alisha
Lange's first experience with buffalo
naming. She is the wife of Lange
Fin.ancial Group owner William Lange•
who sold Becky to the fair for $2,000
last January. Becky is one of four
North American bison that Lange; sold
after his lease expired at the landmark
Buffalo Ranch site at MacArt~ur
Boulevard and Ford Road.
"She was always the most gentle
one," said Alisha Lange, whose three
children 'named Becky and her buffalo
buddies Rainbow, Happy and Lucky.
The other three bison we re sold at
auction to a Westminster criminal
defense attorney who shipped them 10
his IO-acre ranch in Lancaster.
"They're so sweet when they're
babies,'' Lange said. "It's hard 10 believ~ they grow up to be such big
guys."
Becky, a mother once before when
owned by the Langes, was suspected of
being pregnant when she was
purchased by the fair. Out nobody
knew for sure. The birth of h~
80-pound baby took fair offici nls by
surprise, inspiring some of the more
inventive contest entries such as Oops
and Sir Pri~.

suggestions for names from as far a'w:.iy
as Japan, where three children were
encouraged to enter the contest by
their Santa Ana grandparents. One
contest entry was fruced to fair officials
from Cincinnati.

A local transient was arrested
Wednesday after he allegedly pushed
his shopping ca rt up to Foto Stop, in
the parking lot at Orange and 17th
streets in Costa Mesa, and demanded
money. threatening that he had a' pistol.
When th e clerk rejected his request,
he allegedly started yelling at customers
in the parking lot and continued on to
Longs Drugs, where police arrested
him. ·
Russell Powell, 49, was taken into
custody on suspicion of robbery and
taken to the Costa Mesa Jail. A gun
was never seen, according to police
reports.
Costa Mesa police will conduct a
DUI checkpoint from 9 p.m .• to l
a.m. tonight along Bristol Strec;t,
just south of the San Diego (405)
Freeway.

A Costa Mesa "cheerleadi ng
exhibition" aims to foster
self ·esteem, enthusiasm
among girls

T hey grace the sidelines of he~tcd
football matches and entertain
thousands of antsy fans during
halftime on basketball courts. They are a
wonder to watch as they execute difficult
formations and perform in unison duril)g
musical routines.
They are cheerleaders and almost every
girl in the country has wanted to become
one at one time in her life. And on
Saturday, 225 local elementary school girl~
will get that chance.
Coached by 18 cheerleaders from
Estancia and Costa Mesa high schools O\cr
·the past few weeks, the girls will perform
for the public during the city's first thee(
exhibilion, "Cheer 2 the Extreme." The
city-sponsored event will take place a1
Costa Mesa High from 9 a.m. to noon.
·'(The exhibition) is something simple,
but special," said Cardale Tademy, ,

builds up self-esteem in the girls and pride

"I had talked to my mom earlier about

that it would be OK. I was the fourth one
to sign up Crom my school."

Tademy stressed that the e~hibition is not

Judges for the exhibition include
cheerleaders from the Los Angeles Rams
and Los Angeles Clipper!. and the L.A.
Laker Girls. The even t will be televised on
Channel 62 Tue day at 7 p.m .. Thursday :i t
10:30 n.m. and Sunday at 10 a.m.
Tademy said the exhibition will likely
become an annual event because of th e
gre~t .i~terest and participation. The
cxh1b11 1on cot!ld turn into a good training
program for girls who really wanl to
becom.e ~igh school cheerleaders, he said.

COSTA MESA -Police
officers here will sec a few dollars
tacked onto their paychecks,
following what has been described
as surprisingly speedy salary
negotiations between the city and
the police union.
Under the agreement approved
by the Ci1~ Council this week,
salaries for police officers and the
department's helicopter pilot will
increase 1.25% and will range
from $3,357 to $4,843 monthly.
Sergeants will receive a 2.5%
raise, with monthly salaries •
ranging from $4,131 to $5,673.
Lieutenants will eojoy the
highe~I pay increase -5% -
with monthly salaries ranging from
$4,959 10 $6,027.
"We're really happy with the
agreement," said Bob Crogan,
president of the Costa Mesa
Police Association. "We went into
the negotiations with the goal in
~ind of creating a formula to
determine our value in the
marketplace -one th at not only
benefits us but the city, as well."
Crogan said the negotiations
were compl~ed in "record lime,"
taking only two weeks to reach an
agreement. •
"There was a 101 of hard work
from both the Police associa tion
and personnel," Councilman Joe
Erickson said. ''I think Costa Mesa
police are some of the be st police
officers in the nation, and they
deserve to be ~ompens::ited."

organized than what was seen in
the movie "City Slickers." Riders
are more experienced and 65%
arc repeat riders. Riders camp
out at night, often facina
16·dcgree weather and every so
often a summer snow storm. Two
years ago, two low-flying Fl6
fighters spooked the herd and
the riders had a stampede on
their hands for 15 minutes.
Miles b~gan her "city slicker"
adventure in 1989 and though t
she would endure the trip just
once. But now she's on her J 1th
trip and plans to help bring in

Pam Cabak said her sister Col-
leen O'Neill ·was a perfect match
for George's adventurous spirit.
"If you could take an angel and
wrap it up with starlight and sprin-
kle it with shamrocks, that's what
my sister was. like," Cabak said.
"I'm going to miss her like hal.Jny
heart. She only left enough to
keep my body pumpin'."
Cabak said her sister was also a
pilot who loved to fly, ski, play
tennis and cook. "They designed
the Energizer Bunny after her,"
she said.
"She was a free-spirit," said
O'Neill's son Joe, 27. "An out·
pouring of fun."
A retired real estate broker,
O'Neill was also a founqing mem·
ber · of the Hillsides Home for
Children Guild.
"She was so well-liked by every-
body who knew her and very dedi-
cated to children in crisis," said
Nancy Garni, a director at the
home. "She had a real zest for life

Longtime companions who kept
separate homes, O'Neill and
George left Monday morning for
an aviator meeting in Grand Cay-
man - another stop in a long line
of adventures that included climb-
ing Mt. Rainier, panning for gold
in Alaska and f1Shing off Baja.
A retired general contractor,
George was piloting the small
plane, which also contained his
childhood chum Dallas Speers Jr.,
66, and Speers~ wife Carolyn, 51,
when it crashed just outside of
Wauchula shortly after a fuel stop.
The Laguna Beach couple was ·
also killed.
"It was shockin,, because
(George) was a very careful and
extremely knowledgeable pilot who
understands weather conditions
and kept his plane in perfect con-
dition," Schultheis said.
Memorial services _are being
planned for George and O'Neill.
In the meantime, officials with
the National Transportation Safety
Board continue to investigate the
crash, tentatively blaming bad
weather.
Joe O'Neill said officials have
told him that golf-ball-size inden-
tations found on the plaqe indi-
cate it was bombarded by large
hail stones. ''It was just a freakish
accident," he said.

touch with him. We've gone to his
home to try to talk to him about
repairs, and we've been unsuccess-
ful. He's avoiding us."

State Cham pionships, while Steve Gonza-
les, Trent Bryson, Chris Edwards and
Geoff Abrams. among others, earned dis·
tinction wiih individual exploits.
Con troversy also made Harbor's 1993-
9-t campaign memornblc, including a Sea
View League basketball clash with Back
Bay rival Corona del Mar, mar1·cd by a
game-deciding techn ical aga inst the Sailor
crowd for throwing a ~uperball onto the
court.
The technical, which allowed CdM to
sink the winning technical free throw with
two seconds left, nearly cost the Sailors a
CIF playoff be rth, though they ultimately
advanced to the postseason.

first-round playoff loss at Magnolia. He
averaged 14 points and nearly nine re-
bounds, and signed to continue at Di-
vision 1 Texas-Arlington.
Tayyar averaged 13.3 pcints, and was
the floor leader as the team posted a 13·
14 record.
•Soccer: Se nior midfielder. Ch ris
Ketcham and senior defender Josh Opp
earned first-team All-Sea View League
laurels, while junior offensive sensation
Alessio Smith was a second-tearn All·
League choice.
The Sailors, however, had to settle for
individual glory as the team finished 6-12·
S overall, 4-8-2 in league.
• WrtstUna: Chris Edwards, the New-
port-Mesa District's lone individual league
champion after topping the Sea View
League field at 160 pounds, went on to
finish third in the CIF Southern Section,
and seve nth in the Masters Meet, which
advanced him to the State Finals in Stock·
