IT'S BUDGET TIME IN
NEWPORT ... After more
than four months of tough
choi~es made by city officials,
the Newport Beach budget for
fiscal year 1994-94 will be
presented to the public
tonight.
The City Council meets at 7
p.m. in the council chambers
of City Hall, 3300 Newport
Blvd.
Residents are invited to
comment on the budget,
which will be adopted
at the council's June 27
meeting.
Earlier this year, the
council voted to eliminate 33
jobs from the city's payroll,
including five police officers, a
sergeant and a fire captain, to
help balance the $60 million
general fund.
However, the remaining
employees received sizable
pay raises at an annual cos\.Of
about $3 million -the same
amoun.t as this year's budget
shortfall.
The city's organized
workers received a 3% cost
of living adjustment Jan. 1.
In April, employees who
reached the top of their pay
scales got another 5%.
Managers received the same
increases.
Newport Beach employees
had not seen a pay increase
since July 1991.
Kevin Murphy, city ·
manager, repeatedly has said
that workers must be given
competitive salaries,
otherwise, morale will
tumble as the organization
downsizes.
City officials say the
general fund has been
difficult to balance ever since
the city's largest revenue
streams -property taxes,
sales taxes and hotel
taxes -began to shrink in
1990.
Dennis Danner, city finance
director, expects the city to
get about $38 million from
those sources next year.
That's almost a million
dollars more than this year,
but SlO million less than four
years ago.

Bacchus, the trendy Lido
nightclub which police have
been trying to shut down
since April.
Police Chief Bob
McDonell said officers have •
visited Bacchus 61 times since
its opening last September.
Arrests have been made for
possession of drugs, public
drunkenness, fighting and
drunken driving.
The Police Departmcnes
ongoing battle with
Bacchus culminated last
month when rioters freed a
prisoner from a police car.
Bacchus managing partner
Rob Mitchell said the
nightclub's management team
has been significantly
restructured since the
incident. He said the club
hasn't had any more serious
problems.
Bacchul hired Hugh
Coffin, former city attorney,
to represent the nightclub as
the city tries to close it down.
Coffin said the club has
made several improvements
regarding its valet service,
noise control and security.
Meanwhile, Bacchus
rcpQrt,edly has gone out of
business. Its telephone
·number is no lonaer in
service.

I t's the smallest communiry
center in Costa Me sa, but
with its early childhood de-
velopmen1 program, some resi-
dents feel the Balaeric Center is
the most important.
"It (the center) is a
good thing," said re~· !Q..µ.QJ~
who's 4-year-old s is
in the program. "It' not
care program, it's not a bysit-
ting service. The children do arts
and crafts, and they learn how to
negotiare for toys. It's a school·
for 3-and 4-ycar-olds."

But the early childhood pro-
gram isn't all the center has to
off ~r. The facility houses two
rooms that residents can rent for..,,,
parties or meetings on weekends.
During the week, the rooms arc
used for other city-sponsored

While the center offers many
of the same programs as other
community centers in rhe city,
i1's 1he only one 1hat offers 1hc
programs, which include classes in dance,
martial arts and yoga. The center even of-
fers a karaoke program.
"I really think all the programs are im-
portant," said Deanna Hawkinson, center
director. "They just affect different age
groups. I'm sure the karate program is just
as important to 1he adults and children
who arc enrolled in it as the early child-
hood program is to the parenls and young-
er children."

Island's usual scene, scores
of video camera-toting parents and
fire helmet-wearing children were
on hand to celebrate the opening
of the 1sland:s new fire station.
Balloon and crepe
paper-bedecked antique cars, golf
carts and red wagons cruised past
the island's ori1ina1 1930s·era fire
station without a second look.
The estimated 3,000 people
auending the opening of the $660,000 station
expressed their approval of the new building,
despite earlier hoopla surrounding its design
and plannina. Residents had complained about
the size of the station, the public restrooms at
the facility and some of the architectural

Newport Beach philanthropist Jean Sledge Sharp
died Friday after a battle wi th capcer.
She was 68.
Born in 1925 in San Antonio, Texas, she moved to
Newport Beach in 1961 shortly after marrying
Edward Sharp.
She was active in numer.ous Harbor-area charities
includjng The Fashionables and the Cinderella Guild.
She also served as president of the Angelitos del
Oro, an awdliary group for the Big Brothers of
Orange County. ·
Mrs. Sharp.is survived by her husband, Edward
Sharp; sons, Mike and Bill; and daughter, Lorna
Sharp Wardwell, all of Newport Beach.
She also is survived by her m~er. Loma Bailard
of Laguna Hills; her sister, Lou Byrne Winston of
Pebble Beach and thrc~. grandchildren.
Services will be held Thursday, June 16, 3 p.m. at
Pacific View Memorial Park in Newport Beach.

finally sputtered, "How come you

for office?"

70t h birthday anniversary.

Teri Hatelberg, general mana~er
of the Hamilton-owned Cannerx
restaurant, planned the event with

another birthday party (his wife's)
on June 6 a half-century ago.

Actually, William Hamilton was
born on June S, 1924, but his 70th
anniversary couldn't be celebrated
on Sunday. Hatelberg blamed the
one-day delay on the weather,
noting that storms were whipping
up massive waves on Newport's
Main Channel.
But all went well. Waiting to
greet "Wild Bill" was a platoon of
allies who'd been sweating out a
diversionary tactic. Seems there
was a slight holding action becaus~
celebrants had failed to
synchronize watches, thereby
forcing Helen Hamilton 10 take
her husband shopping for 20 long
minutes. .
When the Hamiltons finally
arrived at Malarky's, the owner
was exuberant. He was delighted
that all of the parking spaces were
filled, and said 10 his wife, "Look,
dear, we're doing great business
today. Not bad for a Monday
night."·

things you see when you don't
have a camera."

the very same presented to some
3,500 participants who had gone
the full distance.
And then he annou"nced that
~xt year's classic will include an

event named in my honor. l 1 will
be a block-long effort at a leisurely

maintains that the airport's sophis-
ticated flipt-tracking syslem is a
better measure of flight path ir-
regularities than the first-hand ob-
servaftons of a small group of ob-
servers. _
"I'm certain that when people
look up at airplanes, they're nol
always flying where they think they
arc," Riley said. "We try reli-
giously to control these nights aod
1 think we're doing a pretty good
job."
-. "The biggest issue is access to 1hc island,"
station -with a red tile r.ooC, palm trees and
wrought iron balcony railings -easily accom-
modates a fire truck and a truck for refilling
firefighters' air tanks.
• Riley said. "The problem is, how could we
scwice the island if we were off the island -it
wouldn't work when there is only one bridge to
get here."
Because the island buildings are old and close
together there is a potential for a fire to spread
rapidly, the chief said. There also is room to accommo-date three
firefighters, fitness equipment and a smalJ office.
Fire Chief Tim Riley said the station -at the
intersection of the island's two main streets -;-is
in the best possible location.
· The new site, at the corner of Marine and Park
avenues, was originally intended as a gas station
and became the center of controversy when plans
were unveiled to build a fire house.

"All the playground equip-
ment is age-appropriate," said
Connie Hoagland, who runs the
children's program. "h's built
on a smaller scale th an regular
playground equipment.
"And the games and toys
that we have (inside the class·
rooms) help develop mo1or
skills."
Aboul 90 children arc en·
rolled in 1hc program, which
has daily sessions 1ha1 run 9
a.m. to I p.m. Four-year-olds
attend 1hree times a week,
while 3-year·olds altend 1wice a
week.
The children follow a set
schedule, starting with arts-and
crafts. Children can choose
from drawing, painting, build·
ing blocks, gam es or other
projects like paper hat-making.
"They all have to clean up
afterward, and then we have
circle time," Hoagland said.
· "That's when we sit around in
a cirde and share. We talk
aboul anything -the day, the
season. The kids can bring
1hinas to show and tell."
After thal, children have a
snack. and then they go out 10
the playground before sitting
down for music and story time.
Occasionally, Hoagland and her
four teachers organize field
trips for the youngsteri, taking
them to the zoo, the pet store
or out for pizn.
"For some or tncsc kids, this
is the first time they're away
from their moms, in a big
group where they're not th e
cen1er of a1tention," said Lud-
low. ''But 1hc kids have a won-
derful time. And, you don't
have to watch the teachers for
very long bcf ore you see how
much they love 1he kids.:;
The city first organized the
program 17 years ago when it
began leasing the facility from
the Newport-Mesa Unified
School District. •
"It had been a very small el-
ementary school," Hawkinson
said. ''Bui popula1ion in 1he
area dropped, so the school
district decided to move the
kids to California and Adams
schools."
