S enior Police Officer' Paul
Ellis' work has gone to
the dogs. And it's a darn
good thing.
Since teaming up with Igor,
a Belgium malmois related to
the German shepherd, Ellis .
has won a handful of awards
for the Costa Mesa Police
Department at canine handler
compeli tions throughout the
Southwest.
On Monday, the decorated
duo will head to the 1994
California Police Olympics.
Ellis said he and his dog
train about an hour a day,
seven days a week. It's paid off
in more than trophils. Igor is a
winner on the job, as ~ell.
Most notably, the dog
tracked an attempted
carjacking suspect for the
Santa Ana Police Department.
The suspect had just robbed
a convenience store when Igor
found him hiding in the yard of
a Santa Ana home and alerted
officers to the scene wmle
keeping the thief at baywith
his vicious bark. By the time
officers arrived at the scene,
Ellis said, the ,yspcct willingly
surrendered.
"It's very rewarding because
without his abilities, we
wouldn't be able to find some
of these suspects," Ellis said.
Beyond that, Ellis said, Igor
"loves what he does -and so
do I."
So much that since
graduating from the canine
academy in July, Ellis and Igor

Happy Flag Dayl . -
In honor of Flag Day, the Boy Scouts of America,
Orange County Council is providing a free pamphlet to the
public on the history, use and care of the U.S. flag, which
was officially crea ted by resolution of the Continental
Congress on Jun e 14, 1777. .
Tile Boy Scouts drafted the pamphlet to answer
questions about flag etiqu ette and to raise public
awareness of the flag's importance io American history.
Copies are available at the Scout Service Center at 3590
Harbor Gateway North in Costa Mesa (near Harber and
M~cArthur) or by calling 546-4990 to have a
complimentary copy mailed to you. ·
The pamphlet offers suggestions on how to properly
respect the flag, where it snould and should not be placed
and how it should be used.
Information includes a listing of national and state
holidays on which the flag should be displayed. And
among the instructions for proper display: ensure that the
union (field of stars) is at the peak of the flas when the flaa
is displayed horizontally or at an angle from a buildi-nmcl
if a flag is flown from a staff on a speaker's alitform,
flag should be placed on the speaker's rig~f-~ny oth
should be placed on the left of the speaker (the right of the
audience).
The pamphlet further provides tips for proper folding
and retiring of the flag.

The graduating class of Corona
del Mar High pulled off a whale
of a prank Sunday, smuggling the
Newport Dunes' 1,500-pound fi.
berglass whale masco1 past the re-
sort's night security guards without
them noticing anything fishy.
The 20-foot-long whale was
found beached on the Corona del
Mar High School campus Monday moaaiAa .... with a truck full or
sand -all die markings of a se-
nior prank.
But like any fish out of water,
she massive mammal suffered sub-
stantial injuries at the graduates'
expense, including several holes
and a gash along its vas1 neck.
In fact, the floating mascot
won't quite stay anoat anymore.
While Newport Dunes officials
say they have a sense or humor,
they, view the sabotage of their

I read the column by Dr. Jo Ellen
Allert (May 26) with considerable
puzzlement. Her discussion of the
California Learning Assessment
System (CLAS) makes me wonder
what ~he thinks the goals of the
education system should be.
She begins by saying she was
encouraged by a hearing by
Assemblywc;>man Doris Allen who
was j{)f uriated because the
Department of Education refused to
permit her to see a copy of the test.
Forgive me if I am naive, but 1
thought that it is the usual practice to
keep examination questions private
before the test is administered. Can
you imagina the chaos that would
result from providing every interested
party wi th a copy of an exam before
it is administered?

Dr. Allen also belittles arguments
that an essay test is pref erred over a ·
muJtiple choice test. She

and discuss them wi th a group of his
peers as well as his ability to under·
stand ideas and emotions of others,

Auto Club expansion
Regarding Jim Ferryman's diatribe
against Mnyor Sandy Genis (June 9).
Ferryman overlooks or ignores some
important points about how Genis
approaches the Automobile Club
expansion or any other controversial
matter that comes before the City
Council.
No. l, Genis has dedicated herself
to working for the balanced growtlt
of Costa Mesa, in reference 10
business, housing, cultural activities
and recreational facilities. This has
been true or her politicai positions
ever since she first ran for office in
1988. She is not anti-business. nor
are any other members of the City
Council.
This is my conclusion based on my
longtime, 14-year scrutiny of our
growing governing body. Nor is she,
or any other of the fou r, going 10 fall
over and piny dead, just because
some or the "big boys" make untrue
and unfair allocations.
Genis pent years as a city planner
before becoming a council member,
Therefore, she in particular knows
what constitutes good and clear
planning. In other words, she is
professionally qualified to question
submitted plans that are invariably
set up to show the best point of the
petitioner.
This is the right way for the City
Council to handle it. Let's get it all
out on the board for the public to
know about.
Finally, beclluse sh~ thinks the
public should be fully informed in
complex issues, Genis is committed
to a full review of the details, so
everyone involved can understand
what is proposed. This sometimes
leads to excessive time being spent
on clarifying a point and could
perhaps have been detailed in study
sessions, because aJI factors were not
known at that time.
My final statement: 1 believe Costa
Mesa has one or the best city coun·
cils it has ever had, with intelligent,
thoughtful, men and women whose
priority overall is to the overall and
positive lifestyle, which will benefit
all facets of the city.

Our family moved to North Costa
Mesa in 1961. My children remember
playing in the fields, building forts,
and we all enjoyed the small town
atmosphere. But times change, and
North Costa Mesa ,really changed.
J often think of the City Council
members of the 60s, 70s and 80s who
had the wisdom and courage to
envision a future for Costa Mesa that
f cw could imagine. How many of you
now live in a home, condo or
apartment area or have a job because
those council members allowed
housing and commercial development
and business expansion. We did not
always agree with their decisions and
were really opposed to the expansion
of South Coast Plaza across Bear
Street.
Now, sometimes my neighbors and
I laugh about our opposition as we
walk to the Crystal Court and then
back to our small-town like
Greenbrook neighborhood. I think I
should tell them, you were right, we
were wrong. You didn't destroy my
way of life, you probably made it
belier,
I see a community like a plant. ,In
order for it to live and thrive, il must
have a new growth. One can control
that growth through food and water,
but otherwise, it becomes dormant
and may wither and die. By the same
token, a community needs new
growth. Times change, plans have 10

Valuable businesses such as the
Automobile Club have to be able to
expand. This will produce jobs and
tax base to provide money for
· services that citizens want and expect.
There will also be a ripple effect as

According to police repons, the
worker received a call Saturday
about vandalism in the men's
room at an office at 4010 Park
Newport.
When he got there, he found

held in Arizona, the team
won a second place trophy
for "handler protection."

search competition where
Igor was sent into a canyon
alone to find a suspect.
And jn Redondo Beach,

a box search. The timed
competition sets the canines
loose on a football field to
sniff out a suspect hiding in
one of seven wooden boxes.
The dogs are permitted 90
seconds. Igor pegged the
suspect in 12.

Coach Bill Workman's Pirates fini shed
8·3 by winning eight of their final nine
games. Jeff Clayton's 240-yard, two-
touchdown rushing outburst for Coast
was an Orange County Bowl record.
Clayton also shattered the OCC
single-seMon rushing record of 1,255
·yards established in 1987 by Bart Reck-
tenwald.
Quarterback Todd Mather, who is
headed for the Unive rsity of Tennessee
at Martin, completed his career by pass-
ing for 2,062 yards in his two seasons.
Place-kicker Gene Adair ended the sea-
.son with 12 field goals, giving him 20 in
his OCC career, both school records.
But the primary reason Orange Coast
earned a bowl berth was because of its
defense, which was rated No. 1 in the
15-team Mission Conference.
Israel Ifeanyi, a 6-5, 250-pound defen·
. sive end, was a first-team all-conference
selection who is headed for USC. A
sophomore from Nigeria playing only his
second year of football, Ifeanyi was one
of OCC's top defensive players. Orange Coast College football defensive
coordinator Mike Taylor has been court-

Two former Costa Meso High athletes,
Scott Hngey and Susan Siegfreid, were
graduated from UCLA Medical School.
Hagey, Costa Mesa boys Athlete of the
Year In 1983-84, and an All·Sca View
League quarterback, received his medical .
doctorate degree June 7 and will begin a
six-year residency at UC San Diego.
He will be in general surgery for two
years, then go into his specialty, urology,
for four years at two San Diego hospitals.
Hagey, who also participated in base-
ball, wrestlina and track and rlcfd at Costa
Meu, played in the Orange County all·

He concluded his football career at UC
Santa Barbara, where he received his un·

COSTA MESA -Costa Mesa National Little League kicked
off its best-of-1hrec playoff tournament Monday at Costa Mesa
High.
Jn each case, the series continues with a game Wednesday, and
if necessary, a third on Saturday.
•In the Majors, the Dodgers defeated the Reds, 13-5, in a dra-
matic comeback. The Reds, led by pitcher Garren· Lambert and
home ru ns by Carlos Franco and Lambert built a 5-0 lead afler
four innings. -
The Dodgers then· exploded for 13 runs in the bottom off Reds'
relief pitchers. Dodger pitcher David Ray, who had oeened the
game with three sh~roul innings, then keyed the fifth-inning ex·
plosion with two hits, along with key blows from Adam Kapko,
Mall Mu eller and Joey Mueller.
•In the Minor A d.ivision, the Reds edged the Pirates, 11-10. In
a game that was close all the way, the Reds were' paced by key
hits from Cody Lopez, Chris Teregis and Paul Flory. ·
The Pirates' final-inning comeback fell just short, despite hits by
Paul Maddox, Danny Patgcnhorst and Jason Savopolos.
• In the Minor B division, the Cubs led from start to finish in a
12-2 win ove r the Reds. Brett Via pitched a solid complete game
for the victory.
· Steve Corral, Nicolas Ellioll and Aaron Vangeem led a bal-
anced hilling auack, while Josh Jackson and Tom Milano made
