And it's a darn good thing. Since teaming up with Igor, a Belgium malmois related to the German shepherd, Ellis . has won a handful of awards for the Costa Mesa Police Department at canine handler compeli tions throughout the Southwest. On Monday, the decorated duo will head to the 1994 California Police Olympics. Ellis said he and his dog train about an hour a day, seven days a week. It's paid off in more than trophils. Igor is a winner on the job, as ~ell. Most notably, the dog tracked an attempted carjacking suspect for the Santa Ana Police Department. The suspect had just robbed a convenience store when Igor found him hiding in the yard of a Santa Ana home and alerted officers to the scene wmle keeping the thief at baywith his vicious bark. By the time officers arrived at the scene, Ellis said, the ,yspcct willingly surrendered. "It's very rewarding because without his abilities, we wouldn't be able to find some of these suspects," Ellis said. Beyond that, Ellis said, Igor "loves what he does -and so do I." LOCAU ONLY Happy Flag Dayl . - In honor of Flag Day, the Boy Scouts of America, Orange County Council is providing a free pamphlet to the public on the history, use and care of the U.S. flag, which was officially crea ted by resolution of the Continental Congress on Jun e 14, 1777. . Tile Boy Scouts drafted the pamphlet to answer questions about flag etiqu ette and to raise public awareness of the flag's importance io American history. Copies are available at the Scout Service Center at 3590 Harbor Gateway North in Costa Mesa (near Harber and M~cArthur) or by calling 546-4990 to have a complimentary copy mailed to you. · The pamphlet offers suggestions on how to properly respect the flag, where it snould and should not be placed and how it should be used. Information includes a listing of national and state holidays on which the flag should be displayed. Her discussion of the California Learning Assessment System (CLAS) makes me wonder what ~he thinks the goals of the education system should be. She begins by saying she was encouraged by a hearing by Assemblywc;>man Doris Allen who was j{)f uriated because the Department of Education refused to permit her to see a copy of the test. Forgive me if I am naive, but 1 thought that it is the usual practice to keep examination questions private before the test is administered. Can you imagina the chaos that would result from providing every interested party wi th a copy of an exam before it is administered? Tllll ti .. She student to present his personal ideas and discuss them wi th a group of his peers as well as his ability to under· stand ideas and emotions of others, not the logical level. It is my understanding that the portion of the test to which she refers is intended to ·present the student with one or more stories that de cribe the feelings of you ng people in different situations. The situations may or may not be familiar to the student. After reading lhe selection the student is asked to write about his feelings and the feelings of the subject of the story and to discuss the subject with a group of his peers. Ferryman overlooks or ignores some important points about how Genis approaches the Automobile Club expansion or any other controversial matter that comes before the City Council. No. l, Genis has dedicated herself to working for the balanced growtlt of Costa Mesa, in reference 10 business, housing, cultural activities and recreational facilities. This has been true or her politicai positions ever since she first ran for office in 1988. She is not anti-business. nor are any other members of the City Council. This is my conclusion based on my longtime, 14-year scrutiny of our growing governing body. Nor is she, or any other of the fou r, going 10 fall over and piny dead, just because some or the "big boys" make untrue and unfair allocations. Genis pent years as a city planner before becoming a council member, Therefore, she in particular knows what constitutes good and clear planning. In other words, she is professionally qualified to question submitted plans that are invariably set up to show the best point of the petitioner. This is the right way for the City Council to handle it. Let's get it all out on the board for the public to know about. Finally, beclluse sh~ thinks the public should be fully informed in complex issues, Genis is committed to a full review of the details, so everyone involved can understand what is proposed. This sometimes leads to excessive time being spent on clarifying a point and could perhaps have been detailed in study sessions, because aJI factors were not known at that time. My final statement: 1 believe Costa Mesa has one or the best city coun· cils it has ever had, with intelligent, thoughtful, men and women whose priority overall is to the overall and positive lifestyle, which will benefit all facets of the city. My children remember playing in the fields, building forts, and we all enjoyed the small town atmosphere. But times change, and North Costa Mesa ,really changed. J often think of the City Council members of the 60s, 70s and 80s who had the wisdom and courage to envision a future for Costa Mesa that f cw could imagine. How many of you now live in a home, condo or apartment area or have a job because those council members allowed housing and commercial development and business expansion. We did not always agree with their decisions and were really opposed to the expansion of South Coast Plaza across Bear Street. Now, sometimes my neighbors and I laugh about our opposition as we walk to the Crystal Court and then back to our small-town like Greenbrook neighborhood. I think I should tell them, you were right, we were wrong. You didn't destroy my way of life, you probably made it belier, I see a community like a plant. ,In order for it to live and thrive, il must have a new growth. One can control that growth through food and water, but otherwise, it becomes dormant and may wither and die. By the same token, a community needs new growth. Times change, plans have 10 be amended, and proven , , Valuable businesses such as the Automobile Club have to be able to expand. This will produce jobs and tax base to provide money for · services that citizens want and expect. There will also be a ripple effect as other businesses nourish. loo.
