The -dty's Planning
Commission and
Redevelopment Agency both
have denied req6ests for
conditional use permits for the
I Stag expansion, citing concerns

"cause adverse impacts on
residents" who live near the

COSTA MESA -However the
City Coundl votes tonight on the
Automobile Club expansion plan,
the decision i~ bound to be un-
popµlar with a number of resi-
dents.
Some residents say the city is
"rushing to judgment" and fear
the City Council will be "bowing
down" to the Automobile Club if
the plan is approve d as is. Ap·
proval would require a general
plan amendment to change zoning
from industrial park to higher den-
sity urban commercial center.
Leaders of several nearby home-
owners assQciations say expansion
would create a dramatic increase
in traffic, pollution and noise. And
they doubt the pwmise of hun·
dreds of new jobs to be created by
an expanded Automobile Club.
Supporters Qf the expansion say
it would be tragic 'for the city to
lose a "billion-doU;i r" employer
along with the projected jobs and
city revenues the new Automob~e
Club w6uld generate.
The plan would double the floor
space of the existing building at
3333 Fairview Road to nearly I

that if sportfishing is to
continue into the 21st Centu ry,
fishing needs to grasp a
different approach. No longer
can it be viewed as a
time-honored tradition th at
provides fathers and sons an
opponunity to bond or was
considered an excuse for men
to drink a six-pack on the
weekends.
''We want to get more
families out here -th:it's what
we're trying to encourage,"
lgleheart said. "We want to see
the kids on the boat. We want
the females to fish.

Not that older fishermen
aren't welcome, but both
Davey's Locker and Newport
Landing, the two spottfishing
businesses located along the
O:ilboa Pavilion, are trying to
promote fishing to a new
generation of people. The latest
figures available from the
California Department of Fish
and Game indicate that interest
in fishing is on a decline.
A 1992 report said that
47,548 anglers fished on a
commercial-passenger vessel
out of the Newport Beach area
that year, down from 61,542 in
1991. In fact, the largest
number of passengers came in

peatedly to grandpa's heroic
stories of working his way

S ince we're the last genera-
uon that remembers the
days when women stayed home
and cooked and cleaned. and

preserve a great American holi·

turk<:y, and grandpas carve the
bird. What worries me is wha1
will happen to these sentimental
traditions after we're gone -
especially the bribes and in-
terest-f rce cash? Taking all of
1hat money out of circulation
will be bad for the economy.

Bernd was interviewed by a 50-
member committee. It was an un·
precedented event in the history or
the 28-year-old school district.
"The committee has invested a
great deal or time and energy In
this superintendent search," Bernd
wrote one year ago aboard an air·
p,l:u~e bound for Newport Beach.
It 1s not a group that I intend to
disappoin1."
As his first school year draws to
a close Tuesday, it's hard to find
anyone 'Vho is disappointed with
the chan~e or direction the 17,500·
student school district has ta~en.
But while Bernd has earned most
of the kudos, it was the embattled
Newport-Mesa school board that
first responded to an angry com·
munity. The board created citizen
advisory committees to review dis·
trict financ;es and made the search
for the new superintendent a
hands-on activity for parents,
teachers, staff and community
members. ·
"We wanted the community in-
volved," said school board member
Martha Fluor, elected in 1991
after her def eat of trustee Tom
Williams. "That was the primary
emphasis the board had at that
time."
Elected before the embezzle-
ment was discovered, Fluor's vie·
tory was a signal from many in the
community who viewed the school
district as calcified and unrespon-
sive. It was the first time an in-
cumbent had ever been defeated
for re-election.
Before Bernd was hired, com-
munity members called for an edu-
cation summit, to bring parents,
teachers and others together. to
discuss their priorities for edu-
cation reform.
"That was one of the questions
we asked of all the candidate~,for
superintendent: 'What do you
think of having an education sum-
mit?'" Fluor said. "And that idea
came from parents."
In the end, it was the parents
and the community at large who
brought significant change to the
Newport-Mesa school district. Par-
ent Dana Black, dismayed by the
school district's deteriorating fi.
n:rncial condition, joined with
other parents before the embezzle·
ment was' discovered to examine
school district financial records.
Black says the current school
ye;ir has been a fulfillment of the
hopes of a community that felt dis-
enfranchised from the decision-
making process.
"As a parent, I definitely feel
like a participant rather than
somebody who is after them," said
Black, on the committee interview-
ing finalists for director of elemen-
tary school education. "Just talk-
ing with the faculty, there is a real
sense of excitement and enthusi-
asm -that they really have some-
thing to look forward to."

ermen. But, that total also in·
eludes a third sponfishing dock in
Huntington Beach that hasn't ex-
isted in nearly 15 years.
The 1992 figure for Newport
Beach is the second-lowest of the
seven areas figured in the South·
ern California total of 501,020 an·
glers (Avila-San Simeon was the
lowest with 44,260).
The state has tned to promote
fishing as a positive activity for ev-
eryone, even going so far as to set
aside two days a year when all an-
glers can fish public waterways
without purchasing a license.
State lfw requires that fisher-
men (aged 16 and up) purchase a
licens~. which can be bought for as
little as $6.50 per day or as much
as $25.50 for.a year. State Fish
and Game officials set aside free-
fishing days to encourage families
10 participate. The first free fish·
ing day was June 11 and the sec-
ond is scheduled Sept. 24.
Davey's Locker manager Tom
Gray, who has been with the com-
pany since 1973, said !he need for

lasted from 7 !'.m. to S p.m.
Said Yeon, "I look forward to
fishipg on my days off. It's a nice
way to spend a day in the sun."

imposed limit of 20 fish (and no
more than 10 of any one species).

Gast after he landed the biggest
fish, a 9-pound barracuda ... It

Although Gast was the big win·
ner on this day, it wasn't even
close 10 the biggest fish he's
caugh t. That was a JOO-pound blue
shark that took almost a half-hour
to reel in.
Another fi sheqnan on the Pa-
triot boat, skipper Chris Ihrig, said
his biggest catch was a 225-pound
blue marlin. -
But the largest fish story aboard
the boat came courte~ of New-
port Beach resident Mike Carso
who said he once caught a S 19-
pound blue marlin in Cabo San
Lucas, Me>Vco.
"It took nearly 5 Vi hours to
land it," Carso said.
-Some fishermen, like Davey's
Locker manager Tom Gray, like to
remember that big catch and savor
it for as long as possible. Every
day he goes to work at the sport-
fishing office and can take a look
at the stuffed 295-pound yellow fin-
tuna mounted on the wall. Gray
said it took four hours and two
people to reel in the whopper.
But the one fish that Gray re-
members most of all was the first
fish he ever caught. "I went with
my father when I was 4 years old
and 1 stuck my pole in and caught
a jacksmelt," he recalled.
That tirst catch is always long·
remembered - a fish story that
will never get away.

where the man needs to be strong a~

In a father-son event, the son needs
to be strong and the elder has to be
consistent.
Eldon Rowe and his son, Brad, seed·
ed No. 2, played it perfectly in the
championship match of Sunday's inau1u·
ral Pacific Coast Senior event at the
Newport Beach Tennis Club, as they de
feated· third·se~ded Spencer Letts and
his son, John, 4-6, 6·3, 6-3, in a scnsa·
lionaJ comeback.
The Rowe team came back in the sec·
ond set, then faced an 0-3 deficit in the
third set, before winn.in1 six games in a
row for the title.
