1City c~ntinues Auto Club expansion debate
~ Costa Mesa council
OKs part of controversial
growth plan.
BY TINA BOllOATTA, STAFF Wursa
COSTA MESA -After three
hours of " 4iscussion, · the City
Council on Monday partially ap·
proved expansion plans for the
Auto Club.
The council certified the Envi-
ronmental Impact Report, adopted
a general plan amendment that re-
zones the current site and ap-
proved the final development plan
that would add 500,000 squa.re feet
to the existing office space within•
a 30-year time frame.
The council still had two more
issues to vote oo at 11 :30 p.m., in-
cluding the final development
agreement with the Auto Club.
"It seems to be going in the di-
rection we want, but it's taking a
terribly long time," said Peter Mc-
Donald, vice president of the Auto
Club. He .said he is somewhat op·
.timistic, however.
The •community and Auto Club
officials alike have been waiting
with baited breath since June 6,
when the council was last expected
to vote on the proposed project.
The vote was continued until
this week, however, after new con·
ccrns over traffic and a general
· plan amendment to rezone the site
led the council to request that
staff conduct further research.
Th_e council became pressed for
a decision soon after the June fJ
meeting, when Auto Oub presi-
dent Thomas McKernan sent a
letter to each member saying that
further delays would be "unac-
ceptable" and con~idcred a rejec-
tion of the project.
Now, the city is faced with the
threat of losing the Auto Club and
its mill ions of dollars in reve nue to
another city.
A number of residents have
taken issue with the club's "at·
titude" and its request for a gen-
eral plan amendment, saying the
council would be "bowing down"
to the company by rezoning the

The argument is that at the expense of
Fairview Park, ~e need more.
l believe that if some investigation was
done into "hat citizens arc using the
Costa Mesa facil111es (specifi'cally
non-residents) this reasoning would
-.imply unravel. But a stronger argument
for not dc,eloping the park is being
ignored.
Recreation and sports arc great
learning tools, great pastimes for
children, but so 1s a wild place. On your
committee I would bet money there are
members who played in vacant lots and
fields as children -th~ spaces
contributing greatly to developing
1orngination and a sense of freedom. I
know I did. .
That pl;iy shaped me ~ a child into
the adult I am today -a novelist and
college educator with a large respect and
• awe 1oward the lands.cape th at is a part
of human experience.
Remember, whaneems small to us as
adult., !leems vast to a child. Uncovering
the tiny skull of a mouse or discovering
that wild anise smells like licorice v.hcn
its stem is broken is not child's play
alone; it is treasure -'aluable
information that fires the imagjnation.
To develop the last field left in Costa
Mesa where kids and families can v..alk
and obsene what's left of nature is· no
less than an immoral, short-sighted act,
one which I hope you, as powerful
influenc.cs, will dismantle \\ith h:lSle.
C osta Mesa develops master plans
with a slick, short-sighted ease that
baffles me. Why not set an example for
other cities, future generations and our
present population by looking to the
future? . ·
• Why not poll the residents? Are )OU
1hreatened by what they might say? Are
the users of the park in its natural s1a1e
unequipped to contribute to an informed
decision?
• Develop an environmental impact
report, one done by biologists inMead of
developers.
•Give the animal population a chance
to co-exist.
• Consult a ps)'chologist as to whether
or not the human species can get along
without any wild places. Ask )Ourselvc!.

Government needs to keep its mitts out of people's business

H ow I!> it that Co'lta Mesa has
enough money to pu rchase ''Mutt
Mim" fo r the parks? In a ncar'by
p:.irk I go 10, there's a "Mull Mitt" di~·
pcn\er, complete with b:ig\, ins1alled on a
po.,t. The dispenser hold\ bags that, when
worn like a mill, allow!. pct owners to
pkk up poop. · ·
I called the Park'> and Recreation De·
ranment in Co\t<t Mesa and was told
1hc\c arc 1n<.t<11led in parks throughout
1he cny. And, ye\, they're being paid for
wtth taxpayer money.
Now, I di'tlikc poop a., much as the
nexr pct!l<.>n, but ,., the government now
. going 10 look after our dog!>, too? The
"Mull M1t1" was called to my attention by
a local kid a-.• I walked 1lu ough the par k
with my dog. The boy enthusiastically
showed me how the mill works, tried to
convince me to take one and put the icing
on the cake with a "but it's free!"
What kind of message is that kid get·
ting? He's growing up with the under·
standing tryis type or government involve·
.mcnt i!. normal, that somehow, my~teri·
ously, the "Mutt Mitt" appears, it 's free
and who gives a darn where the thing
came from. He'll grow up to eventually
accept Big Government as completely
normal. And then the problem gets even
worse.
It'~ not the "Mutt Mitt" we should be
upset about, but what we are allowing our
governments do. Pretty soon they'll be
handing out cloth diapers (maybe even of-
fering to clean them) because disposables
are filling up the landfills. What needs to
happen is we as citizens, need 10 think
about what kind of monster we're letting
the government become.
Anytime now, it'll probably consume
your living quarters. The government in·
volvement will not end unless we stop it.
Gelling back to the kid in the park ...
he's growing up in a world where govern·
ment is crying that it can't provide basic
services because it doesn't h:ive enough
money. Costa Mesa docs have good valid
customer services now (police, fire to
name a couple) but it's Collen off the
track, too.
It will, if we allow it to, continue to
offer services which the government has
no business providing. We need to find
our own ways to solve our problems. We
don't need a Bigger Drotht!r, bringing
about higher taxes and le!.~ freedom.
Costa Mesa now has "Mull Mim'' and
its own TV s1ation announcing go\'ern·
ment ~crvices, at your c>.pen!>e. Like I
can't pick up tbe phone book and look
under "City Government'' for \\hat l
need. If I don't have time to look up !>Cr·
vices, I can call information at 411 for the
number, and I perl>onally "ill bc:u the
cost of the call because I chose not to use
the more economical route. What I'm not
going to do is tune in to a TY station
hoping it'll give me the phone num ber I
need.
We need to keep an eye on what the
government is doing and STOP IT" hen
warranted, no mailer how trivial.

• For Rich Amaral , it has
been a way of life for him
this year .because of_ Sax-o-nitis.
BY R.ICH.AllD Dt!NN, Sroan Warru
H itting slumps
are common.
Pitchers even
go through periods ofll-...P•~~:-j mental strains that af-
fect their control and
confidence.
But fielding is almost
a given. You don't expect it to break
do,vn, at least not consistently to a major
league second baseman.
Rich Amaral, the Seattle Mariners'
leacloff hitter Monday night as a desig-
nated hitter against the Angels, has cer-
iainly experienced the wrath of defensive
pains in his second season.
Although he continues to hit and do
the little things in baseball that Seattle
Manager Lou Piniella likes, Amaral has
struggled with the leather · this season,
committing a team-high 12 errors in 54
games.
"Basically, l went through a fielding
slump, and they wan ted to get· (Luis)
Sojo in there (at second base}," said
Amaral, who lost his starting infield job
, to Sojo on May 17, following a series of
defensive blunders. mostly of the throw-
ing variety.
For Amaral, Estancia High and Or-
ange Coast College prod\Jct, his arm was
virtually sleepless in. Seattle. He didn'1
start at second base again until June 11.
"At the big league le'(el, when you're
struggling, it gets noticed," said Amaral,
who last year was the oldest rookie in
the major leagues at age 31. "You can't
hide it. In the minor leagues, it's easier
because they let you work through
things. But when you do it in the big
leagues, you get thrown op the b.ench."

Amaral, ho,\tever, who entered Mon-
day's game at Anaheim Stadium batting
.270 (47 for 174) with four home runs, 16
RB I and four stolen bases, is still a Pin-
iella favorite.
Mariner Rich Amaral lays downs a bunt during batting practice ... there's been nothing wrong with the wood all season long for the Estancia High product. .
"That's e.,xactly what it was, a mental
thing," Piniella said. "Hitting is not any
,different than fielding, because when
you're struggling, it's more of a mental
thing. You get more uptight when the
ball's hjt to you. It's amazing about base-
. · ball; the .ball seems to find you when
you're in a slump. If it's hitting, you're
up there with the oases loaded.
· "Wc;'ll get him back at second base
and get him playing. He has a decent on-
base percentage (.333), he can steal a
base for us with his good speed, he's a
good right-handed bat and he can milk a
pitcher for a walk. He was our regular
second baseman, but then he went into a
defensive funk. It can happen. Look
what happened to Steve Sax (of the
Dodgers in the early 1980s)." ,
According to Sam Perlozzo. Seattle
third base coach and a former major
league infielder, it wasn't so much how,
but when Amaral committed his errors.
"First of all, he made a lot errors early
in the season," Perlozzo said. "Next, the
thing that probably· hurt him more than
the errors, was that every one seemed to
cost us. You're allowed to make errors,
but he had the uncomfortable situation
where it would've made the third out,
then our pitcher gives up three or four
hits and walks a few guys. It just seemed
like every time he'd make a mistake, it
would cost the team. so he wasn't re-
laxed anymore."
the second-highest total ever by u Seattle
rookie (Phil Bradley had 21 in 1984), hi;\
committed only nine errors in 77 games,
and a total of only 10 in 110 games. ·
"It's just as easy to ge t into a fielding
slump as a hitting slump," said Amaral,
who played 10 yea rs in the minor
leagues. "It just seems lik.e the errors
keep rolling around. You're human and
you're going to worry about it, because
as athletes you want
cally an1 mechanically, I say yes."
Amaral, who has already tied a pro·
career high with his four home runs, ac·
complish.:ed twice in double-A and once
in triple-A, has always had to fight for
positions, so this is no different.
"My whole career has been like this,
constantly having to battle," Amaral
said. originally drafted out of UCLA by
th e Chicago Cubs in 1983. "I've al~vays
had to battle and show
to perform at your

times I'm too critical

And because it's mental, Perlozzo be-
lieves it's only a matter of time.
"I think Rich could've bandied it bet-
ter if he'd had two years in the big
leagues," Perlozzo said. ''If this was his
third year, it would be different. 1 truly
believe two or three year in the big
icagues makes a difference. He just
needs to relax and go out and play.
I don't approach it
apy differently than last year. l'm thank-
ful to be playing and. I want to stay there
as long as I can."
He battled on Monday leading off the
game against Angels left-hander Joe Ma-
grane, singling to right field. But that's
no surprise: Amaral batted .372 (55 for
148) against left-hand pitching in 1993,
the highest average against southpaws in
the American League and the second·
highest in the major leagues (Rondy Mil-
ligan batted .383).
Last year, when Amaral nirted with
the .320 mark early in the year and fin-
ished with a club-high 19 stolen bases,
:J-Ie's been a good offensive player for
us and he can run. We don't have much
speed on this team, so we need it. I
know if (Piniella) had his druthers, he'd
rather have Rich out there, because we
need his speed. Lou asks me, 'Is Richie
ready to play second b~se again?' Physi-
Amaral, who hit .290 for the Mariners
last season, batted .301 and .346 in back-
to-back seasons at triple-A, before mak-
ing his big league debut in 1991.
Rich Amaral pegs it to first during pregame warmups. A fielding slump has
relegated the 32;year-old second-year player to designated hitter duties.
