1992, when Jnm cs Murphy suc-
ce.ss.Cully sued the city for S2.85
~1ll1on after a Dack Day biking ac-
cident.
. In 1990, Sundaga llryant settled
with Newport for Sl.5 million after
he was shot by a police officer
who mistook a radio Bryant was
carrying at the beach for a shot·
gun.
,The city's insurance policy was
canceled in 1986, after an Orange
County Superior Court judge
awa rded S6 million 10 a man who
hit his head on a sand bar while
diving into a wave near Balboa
Pier.
The city has been self-insured
ever since, charging each depart-
ment an annual premium.
• Although there currently is
roughly S3 million in the occount,
City Manager Kevin Murphy said
oil or tl'lat money -and an ad-
ditional SI00,000 or so -alre~d_y
has been committed to settlements
which arc being awarded over
time.
"(The fund) hasn't built up a

Bo~ton and Grace. "I thi nk it was
because we we re diligent. And we
tried to work with the community
as much as we could."
Dakota credited solid coaching
from Newport architect Rush Hill,
who is chairman of the city's Eco-
nomic Development Committee,
for giving the m the know-how to
deal with city officiols.
Councilwoman Jon Debay also
was helpful, Dakota said. "She
gave us a lot or personal atten-
tion."
And he couldn't overlook Sid
Soffer, who repeatedly spoke on
behalf of the hostel. "Sid is like
the champion for all underdogs,"
Dakota said.
The hostel still must get a nod
from the state Coastal Commission
before it can open, but the inves-
tors arc very hopeful . "(The com-
mission) is very supportive of
youth hostels," Dakota said.
The hostelie rs are hoping fo r an
opening date of mid-August. They
hoped to open sooner bu t had not
anticipated the appeal and ad-
ditional meetings.

cater to young people with "~port·
ing blood." He said the location at
430 32nd St. is poor because it's
too close to residential areas and
the Newport O ub, where recover-
ing alcoholics have meetings. "
He also disapproved of the hos-
tel's proximity to local bars such as
The Cannery, Snug Harbor, DP's
and Malarkey's, saying those busi-
nesses could encourage hostel
guests to be "super active" and
"super noisy."
Other residents said the 3,000·
square-foot building is simply too
small to hold SO beds, which is
what the developers proposed.
"It's like living in the barracks
when I was in the service," resi-
dent Guy Miner said. "I don't see
how a woman -or someone trav·
cling -can take care of them-
selves hygienically."
The hostel will have five toilets
nod six showers, Dakota said. S1ill,

Buying insuronce is particularly
crucial now that the city has less
money in the bank than it did in
the 1980s, according to Finance
Director Dennis Danner.
" ... our general fund n:senes arc
about half or what they were in
1986-87," Danner said in a memo·
randum to the City Council.
"We ho\e been fortunate over
the period of time during which
we have been uninsured to have a
limited number or loss'es, but with
the ever-present probabili1y of a
catastrophic claim, conlinuing into
the future \\ithout liability cover-

Prescnuuion of the Lowsman
Trophy, symbolic of the ir·
relevancy of Irrelevant Weck,
is scheduled for tonight at
the Balboa Bay Club where
Mr. Irrelevant XIX, Marty
t.1oore, will be the recipient.
Moore, a linebacker out of
Kentucky, was the last player
taken in the recent NFL
draft, and the New England
Patriots chose him at the
close of the eighth round.
It begins at 6 with a recep-
tion, followed by the banquet
at 7.
"I;'ickets, to the banque1 arc

very stern in appearance, b'ut very easy-going, logical and direct'.
He was very honest, very succinct. He didn't ramble on in his pre-
sentations to the team. He came right to the points, aod tried 10
run a prQgram that emphasized timcline!.s. He would scale every-
thing down into u 511,?-hour d~1y.
"When I was traded to the Rams in 1982, they'd require players
to show up at 8 o'clock in the morning and lca'e at 5 to 5:30 p.m.,
and I'd just sit around all day and be totally bored. I had nothing
10 do. The meetings were very disorganized, whereas Bud's meet-
ings were efficient. We'd have our first meeting at 11:30 in the
morning and go right through without a break, until we got on the
practice field, "hich was t)pically around 2 o'clock. We spent our
entire time-meeting with a purpose, und we knew the objectives of.
wh::it we \\ere doing at the meetings." ·
The objective for Y::iry tonight is crystal clear: He "ill join an ex-
clusive group of sports celebrities, including l_tis former USC coach,
John McKay, in becoming the 64th member of the one Hall of
Fame.
